Don’t give corrupt African leaders escape routes -Mahama

Former President John Dramani Mahama says although Africa had suffered many historical injustices such as slavery, colonialism and unjust economic order, however, it was no longer an excuse for the Continent to continue to blame these events for their present predicaments.

According to him, continuously blaming these events for Africa’s shortfalls would only provide corrupt African leaders an escape route or absolve them off mismanaging the resources of the Continent.

He said: “We have had sufficient time and opportunities over the last few decades to change our story and our narrative while crafting and implementing visions that will transform the lives of the over a billion people who dwell on our continent.”

Mr. Mahama was speaking on “Africa’s strategic priorities and global role,” at the Chatham House, London in the United Kingdom (UK) on Saturday, January 28, 2023.

He added that even though memories of colonial exploitation and domination with abundant cheap labour to be used for raw material production and export to build the magnificent metropolises cannot be wiped out, it is high time that Africans rise to the occasion to chart a course that brings about development.

Currently, he postulated that the Africans can pinpoint to Agenda 2063, which goals need unity drive to bring the vision of “the Africa we want” into reality.

“Yes, globalisation has inherent disadvantages for Africa. But Africa can and must rise to the occasion by building and working towards continental unity as we strengthen partnerships with the rest of the world. To achieve Africa’s Agenda 2063 goals, we must let the world buy into Africa’s priorities and global role,” he stated.

Why Africa is underdeveloped?

Ex-President Mahama told his enthusiastic audience that Africa continue to wail because its leaders most times do not make good use of opportunities but simply squandered them.

This was where Ghana was introduced in as a focal point for his discussion, saying: “Ghana also comes to mind here. In a little under six weeks from today, Ghana will mark 66 years of nationhood. Far from being an occasion to celebrate independence and the successes and achievements of nationhood, we will mark this day under the yoke of the worst economic situation in decades.”

The 2020 Presidential candidate of opposition National Democratic Congress (NDC) said Ghana is in dire economic state of bankruptcy and as a result, all it economic indicators – financial sector, inflation and currency – are failing.

Although these challenges had been classified as excesses of Covid-19 pandemic and Russia-Ukrainian war, he said they are artificial, as they are by-products of mismanagement and corruption.

A fact, Mr Mahama made reference to the World Bank through its Ghana Country Director has that Ghana’s economy was in distress before the pandemic occurred.

Hitherto, he adds: “A recently published audit report by the Auditor General of Ghana into receipts and expenditures on COVID-19 exposes staggering instances of corruption running into billions of Ghana cedis.”

He opined that Ghana’s current state is a clear reflection of how some African leaders deplete the continent’s scarce resources through mismanagement and corruption, hence the Africa’s under development.

Despite lashing out at the various governments, he called on investors look into the near future of Africa with optimism, as there are instant solutions that must be found to the crippling economic crisis.

He advocated for a reinstitution and extension of the Debt Service Suspension Initiative (DSSI) to afford countries like Ghana some limited fiscal respite, saying “I would similarly call for the expansion of the Common Framework for Debt Treatment beyond the DSSI to help African countries access debt restructuring tools and mechanisms.”

Mr Mahama also appealed for Africa’s version of the Marshal Plan and expressed appreciation towards the Global Gateway Programme of the EU that seeks to mobilize 300 billion Euros over the next seven years for infrastructure in Africa and the rest of the developing world.

Geopolitics

The former president also kicked against instances were African leaders are compelled to choice between Russia and Ukraine or northern countries whenever they have crisis, whereas similar gestures are not to extended Africa when it has crisis, by lying emphasis on the Ethiopia-Tigray war.

He, however, condemned without any uncertainty invasion of one country by another in /e]e[e[f.any form.

Climate Finance

He said there is too much lip service to solving the issues of climate change, adding that since the Paris Agreement nothing much has happened but “the sad situation is that of Africa. Africa has been the least contributor to global warming and yet we face the most adverse effects of global warming.”

According to him, the metropolitan country must work toward stopping polluting and must create a fund that can be used mitigate the adverse effects climate and help vulnerable countries to adapt.

“There is a war in Ukraine, suddenly billions of dollars show-up. With dealing with a signal biggest threat to humanity on this planet, suddenly, it is foot dragging, stinginess and how you are going to use the money, this and that.

“All kind of questions that are coming up. I hear if Russia is invading, EU, everybody would suddenly be mobilising billions. It is not fair. Climate change, not Russia, is more a biggest threat to human existence and we must be more ready to apply resources to it.”

2 Best Point Savings & Loan staff jailed 10yrs for stealing GH¢1.2m

The Accra Circuit Court ‘8’ has jailed two IT officers of Best Point Savings and Loans Limited, Silas Adjei and Kwadwo Kudekor, and a husband and a wife, James Afadzie and Patient Adjei, for stealing over GH¢1.2 million from the finance institution.

The four were given custodial sentence last week Friday, after going through a full trial and found guilty on the offences – conspiracy to steal, stealing, unauthorised interference, money laundering abetment of stealing, and dishonestly receiving.

The court, presided over by Justice Malike Wornya, sentenced Silas Adjei to seven years imprisonment, Kwadwo Kudekor, three years, James Afadzie, five years, and Patience Adjei, five years.

Background

The brief facts of the case, as presented to the court, were that the complainant in the case is Best Point Savings and Loans Limited, while the convicts, Silas Adjei and Kwadwo Kudekor, were employed by the company as IT officer and IT support officer respectively.

The other convicts, Patience Adjei, are a mobile money merchant and sister of Silas Adjei, and wife to James Afadzie, a trader.

In January 2014, the company started its operations with a banking software known as Bankers Realm, which was purchased from Craft Silicon, a company based in Kenya.

In the course of operations it was realised that the system had some challenges, therefore, the management of the company decided to acquire and migrate onto a new system.

Therefore, at the end of the 2015 Financial Year, the company began migration from the Bankers Realm software on to a new software, the X100 Format, after having successfully ran a test conversion in December 2015, another test conversion with an updated database was converted for staff training in January 2016.

Subsequently, the court was told, another database was also converted for user acceptance tests on the new software, and after all these tests, a final database for Go-Live purposes was also given for conversion test on March 18, 2016.

Unfortunately, during the final conversion, while the data was being validated, some discrepancies between the old and new systems were detected, amounting to GH¢1,262.496.66.

Best Point Savings and Loans outsourced a consultant from Kenya to help investigate the cause of the discrepancies, and it was found that the system had been tampered with, and this was corroborated by the Software Engineers of Global Union Systems.

Further investigations also revealed that the transactions were similar in nature and emanated from four different accounts – registered in the names of the husband and wife, one Seth Asante alias Precious Havour and Theophilus Aboagye aka Dennis Amankwa (the latter is at large). Silas, apart from being a family relation of Patience Adjei, was also friends with Theophilus and Dennis.

The court was told that Silas fictitiously and unlawfully credited the accounts with various sums of money and, subsequently, deleted the transactions from the final database to prevent it from been migrated onto the new system.

As a result, narrations of these transactions had been changed to interest accrued paid to make it seem as if the transactions had been done automatically by the system, but all the audit trails were deleted to cover up the nefarious deeds of the accused persons.

Just as the company was at the final stages of the migration and detection of the discrepancies Silas tendered in his resignation.

Again, during the investigation by the software engineers, it came out that Kwadwo had on several occasions checked and performed transactions on the four accounts.

Additionally, Silas and Kwadwo were discovered to have changed two of the names of their accomplices and their photographs in order to avoid being traced.

After this thorough investigation a report was made to the police by the company, leading to the arrest of Silas on May 3, 2016 at his hideout at Pokuase-Amamole.

After a search was conducted in Silas’ room, the police recovered a number of Driver and Vehicle Licensing Authority (DVLA) vehicle documents, several bank cheque books, property documents and receipts of personal documents, a passport, ATM cards, import documents, and Ideal Finance Investment documents.

Other items found were a defective Better Ghana Agenda laptop, an HP laptop, a loud speaker, a Samsung flat screen TV, a Hyundai Accent private car with registration number GE 1588 5, and foolscap sales notebook for all the vehicles owned and managed by Silas totalling 18 in all.

Silas led the police to arrest his sister and brother-in-law at their hideouts in Kasoa and Dome respectively. He also led the police to retrieve 13 of the vehicles.

The police established during investigations that one of the recovered vehicles and two others were registered in the name of Silas’ wife, who initially denied ownership, but later admitted they were given to her by her husband.

Interestingly, while Silas was in police custody, he connived with two policemen who aided him to disinvest and cash an amount of GH¢l95,233.72 he had invested with Ideal Finance.

On July 26, 2016, Kwadwo was also arrested on the premises of the company.

Editorial: Kudos to Gomoa West District Assembly

The Gomoa West District Assembly in the Central Region has constructed five teachers’ quarters across the district to provide decent accommodation for teachers in those communities.

The residential quarters, which are five in number, are located at Dago, Abonko, Darmang and with the fifth one at Mankoadze yet to be completed.

According to the District Chief Executive, Mr. Bismark Baisie Nkum, the district has been hit by a high ratio of teachers refusing to accept postings into the district, while those who accept do not stay for long.

This, he explained, had adversely affected basic education in the district, with a dire consequence on public schools, as performance was declining.

In view of this peculiar challenge, the assembly, he said, decided to build teachers’ bungalows across the district to serve as additional incentive to motivate teachers to accept postings into the district.

The Chronicle is extremely glad that the Assembly has taken this giant initiative to help attract more teachers into the district, in order to improve education, which is the bedrock of the nation.

The paper is particularly happy about this laudable development because the provision of proper education by any nation starts at the basic level.

This means that all bottlenecks militating against the foundation of basic education in the district must be seen as a national concern and addressed swiftly.

Currently, the government spends huge sums of money yearly to finance the Free Senior High School initiative, which has made it possible for more Ghanaian youth to acquire secondary education.

Unlike the past where secondary education was arguably seen as the preserve for the few privileged ones, the Free SHS policy has taken out the element of cost which was the main barrier in the past.

The initiative has not just come to stay, but has also remained one of the most vibrant policies since the inception of the fourth republic, which continue to benefit thousands of Ghanaians yearly.

This notwithstanding, it is important to emphasize the point that the vibrancy of the Free SHS and its continuity depends on quality basic education, which is the precursor to the Free SHS.

The Chronicle is of this view because pupils from the basic schools across the country graduate yearly and get promoted to the Senior High Schools which is now free.

Following this, it has become imperative that every impediment that affects the effectiveness of any public basic school must be seen as impairment to the Free SHS programme.

It is in the light of this that The Chronicle supports the provision of modern day bungalows with toilet facilities, water and electricity for teachers who are major stakeholders in the provision of quality education at the basic level.

The accommodation, which comes at no cost to the beneficiary teachers, represents a clear determination and commitment by the assembly to improving education in the district.

It would be recalled that recently, a teacher in one of the public schools in the Ekumfi District in the Central Region was shot at, while he was allegedly attending to nature’s call in the bush.

This unfortunate situation where teachers in some deprived communities queue to share public places of convenient with their pupils, is predominant in many rural communities.

It is a fact that such ugly developments have the tendencies to affect the teachers’ reputation in the communities and also disturb them psychologically even before they go to teach.

It is based on this that the paper supports the vision of the Gomoa West District Assembly in their quest to provide free accommodation with basic amenities for teachers.

We, therefore, call on other Assemblies across the country to prioritise basic education and assist their various district and metro education offices to help address concerns of teachers.

The role of a well-motivated teacher in the sustenance of the Free SHS policy is very crucial and must, therefore, be seen as a shared responsibility.

His Lordship Bishop John Yaw Afoakwa, the Bishop of the Obuasi Diocese of the Catholic Church at weekend joined Dr. Isaac Yaw Massey and Isabella Ayensu in a solemn Holy Matrimony.

The Catholic prelate led a team of officiating priests including Fr. John Agyekum (Vica General), Fr. Eric Frimpong, Fr. Stephen Ampomah, Fr. Pius, Fr. Matthew Tuffour, Fr. Nkansah Adu Boahen and Fr. Lawrence Mensa.

Rev. Fr. Gerrard Kofi Massey, the elder brother of the bridegroom was the Main celebrant at the ceremony which took place at the St. Philips Catholic Church at Tutuka, a suburb of Obuasi.

The event was witnessed by friends, well wishers and family members of the couple.

Dr. Isaac Yaw Massey is a researcher and currently a postdoctoral fellow in University of South China. He holds a doctoral degree in Public Health and Preventive Medicine while Isabella Ayensu from Dunkwa-on-Offin in the Central region is a Health Information Officer at Pope John II medical centre at Jamasi.

According to him, the awardees were assessed through monitoring, scrutinisation and assessed in consultation with Jnana Caksus Das, the Founder of the Foundation.

He disclosed that the awards were meant to serve as motivation to the membership, not to relent on their efforts towards the ultimate goal, mission and vision of the Foundation.

He said the Foundation was open to anybody who was interested in the transformation of society, and called on the general public to embrace attitudinal change for better output.

Ghana Post honours Otumfuo …Commemorative Post Stamp to be unveiled on Vals Day

The Board and Management of Ghana Post Company Limited, led by the Managing Director (MD), Mr. Bice Obour Osei Kuffour, last week Thursday, paid a courtesy call on the Asantehene, Otumfuo Osei Tutu II, at the Manhyia Palace in Kumasi.

The visit formed part of the annual ritual of the company to pay homage to the Ashanti King and reaffirm its relationship with him, and to express appreciation for the continuous support and good counsel of the King towards the effective operations of the company over the years.

During the visit, Ghana Post presented a citation of appreciation to the Overlord of the Ashanti Kingdom, and also presented a digital letter box to be installed at Manhyia Palace.

The citation said in part: “Kings come and go, but your (Otumfuo) legacy will outlast generations. The impact of your kingship deepens the relevance of culture in a 21st Century world.”

The MD, Mr. Bice Obour Osei Kuffour announced that the management of Ghana Post Company currently operates with customers through the Digital Address System to facilitate easy identification and location of addresses, adding that letter boxes had also been introduced in homes.

The Ghana Post MD announced that a commemorative postage stamp embossed with the image of the Asantehene would be unveiled on Valentine’s Day in recognition of the great works of the Asantehene for the attention of its clientele across the globe.

Receiving the management team, Otumfuo Osei Tutu expressed his gratitude for the use of technology to enhance the operations of Ghana Post.

‘Hold your leaders accountable’

The Chief Executive Officer of Avcontech Security Masters, Nana Kweku Ofori Atta, says the inability of the Ghanaian electorate to hold their leaders accountable has been the bane of the country.

He noted that political leaders continued to take the masses for granted, because of the absence of strong mechanisms to strictly hold leaders accountable for their actions and inactions.

Speaking to The Chronicle, he explained that this situation had led to the penchant of politicians for making unachievable, unrealistic and wild promises during elections to secure the votes of the people .

“Our collective desire to develop the country must start with a strong passion to hold those we elect as our political leaders accountable for their pledges and promises,” he stated, adding that: “The citizens have every democratic right to demand accountability from their leaders and the most important part is that in democracy, accountability minimises corruption.”

The inability of the citizens to strictly hold their leaders to account for their deeds, actions and inactions, he maintained, was what has given rise to the abuse of office and power by the elected officials.

He said, “It has become a normal routine for political leaders to make empty promises to citizens to influence their sovereignty while seeking votes but their sweet promises have always been a distant a mirage” .

Proposing a solution to the situation, he explained that it was imperative for Ghanaians to  begin to hold political leaders and their parties accountable for their numerous promises and pledges  during campaign seasons.

“I believe it’s high time Ghanaians called for the enactment of a law that will hold politicians accountable when they fail to fulfil  promises and pledges when power is entrusted into their hands,” he opined.

In his view, this would not just serve as a deterrent but it would also prevent the use of subterfuge and vile propaganda by politicians to deceive the masses to find themselves to power

He continued that strict accountability would ensure that politicians would stay focus on priorities that would bring about positive changes that would ameliorate the plights of ordinary Ghanaians.

“We need to set our priorities right as citizens to know our needs and wants as citizens. We need not to entrust our sovereignty into any disorganized leader and his/her political party to govern the country”. He added

“We have given our political power and sovereignty in exchange for some food items and sweet words for far too long. We need to protect our political sovereignty because it is our power”. He concluded.

Tema gets first Cruyff Court in Sub-Saharan Africa

The Cruyff Foundation, based in The Netherlands, in collaboration with Cargill Ghana Limited, a cocoa-buying licensed company, and the Tema Metropolitan Assembly, has built a state-of-the-art Cruyff Court in Tema, where sports and game activities will be deployed for children and young people.

The court, representing a significant investment in the youth, talent and future leaders, would provide schoolchildren in Tema with the opportunity to develop their leadership capabilities, both on and off the field.

The Ghana Education Service Directorate in the Metropolis estimates that about 6,038 children would benefit from the ultra-modern facility, the first of its kind in sub-Saharan Africa outside of South Africa, which has male and female changing rooms, floodlights and security fencing, and is also disability friendly.

As part of the project, Cruyff Foundation trained 16 local coaches to support activities and model their leadership values on the court and in the communities.

Additionally, to ensure that the facility serves its purpose and is maintained well, a local Steering Committee, comprising representatives of the Tema Metro Sports Committee, Kwasi Plange Electoral Area, Tema Traditional Council, Ghana Education Service, Cargill Ghana Limited, Mante-Din School and the Metropolitan Assembly has been set up and charged with the responsibility.

Yusuf Mustapha, Minister for Youth and Sports, commissioned the facility last Friday, and commended the Cruyff Foundation and Cargill for the investment.

Highlighting the facility’s positive impact on youth sports in Tema, the Minister said the project reinforces the commitment of the Government of Ghana and the Confederation of African Football (CAF) to developing children’s potential from an early age.

So far, he said, Ghana had 120 astro turf pitches from about five in 2016. He, therefore, encouraged other industries and assemblies to emulate the commitment of Cruyff Foundation and Cargill Ghana Limited with the Tema Assembly to develop sports and build more astro turfs across the country.

Aedo van der Weij, Managing Director of Cargill Ghana, remarked: “This facility will go a long way to promote the development of sports among the youth of Tema. This project exemplifies Cargill’s values—doing the right thing, reaching higher and putting people first—and reinforces our commitment to improving livelihoods in our communities.”

Niels Meijer, Chief Executive Officer of Cruyff Foundation, also added that the facility would benefit kids and youngsters for whom sport is not a guaranteed part of their lives.

“With this Cruyff Court, we create space to play sports; space to make friends; space to have fun [games] and space to grow through sports and play,” he said.

Court set for judgment in suit seeking Buhari’s removal from office

All is now set for a Federal High Court in Abuja to deliver a landmark judgment on January 30 in a suit seeking the removal of President Muhammadu Buhari from office on account of alleged illegalities in the 2019 presidential election.

The judgment billed to be delivered by Justice Inyang Edem Ekwo will also resolve a request seeking to stop the conduct of the 2023 Presidential election.

A notice for the judgment delivery just sighted by our correspondent at the Federal Ministry of Justice in Abuja indicated that the verdict would be handed down by 9 am on Monday by Justice Ekwo.

The notice was directly served on the Attorney General of the Federation (AGF) and Minister of Justice as the Chief Law Officer of the Federation for President Buhari.

A Presidential candidate in the 2019 election on the platform of the Hope Democratic Party (HDP), Ambrose Albert Owuru instituted the legal action against Buhari and the Independent National Electoral Commission (INEC).

Among others, the Presidential candidate wants the court to determine the legality or otherwise of INEC’s decision in 2019 during which it shifted the election from February 16 to March 23, 2019.

He claimed that INEC acted against the constitution in illegal and unlawful ways and manners the presidential poll was shifted and the declaration of Mohammadu Buhari as a winner of the unlawful act should be declared null and void and of no effect.

Owuru, a British-trained constitutional lawyer and called to the Nigerian Bar in 1984, however, asked the Federal High Court to declare him the winner of the poll.

The ground of his claim was predicated on the fact that the petition he lodged against Buhari had not been adjudicated upon by the Supreme Court as required by law.

The politician claimed that his petition at the Supreme Court was unjustly dismissed following his absence from the Apex Court occasioned by discrepancies in the hearing dates conveyed to him.

He, therefore, prayed the court to remove Buhari and declare him (Owuru) the authentic President and that Buhari should be compelled to refund all monies he collected as salaries, emoluments and security votes.

Troops kill Boko Haram commander

Troops of Operation Hadin Kai alongside members of the civilian joint task force have reportedly annihilated a top Boko Haram commander, Abu Illiya alongside his 32 fighters.

The feat was said to have been achieved during an intelligence-led aggressive fighting patrol in some identified Boko Haram enclaves in Kayamari, Habasha and Yuwe villages in Konduga Local Government Area of Borno State.

According to Zagazola Makama, a counter-insurgency expert and security analyst in Lake Chad, multiple intelligence sources indicated that the troops’ superior firepower forced the surviving terrorists to flee in disarray thereby abandoning their property and weapons.

The troops also recovered and destroyed 50 bicycles from the terrorists’ hideouts.

The newly appointed Theatre Commander, Joint Task Force, North East Operation Hadin Kai, Maj. Gen. Ibrahim Ali shortly after taking over the command pledged to sustain efforts towards ending the fight against the Boko Haram insurgency in the North East.

To achieve this, according to the new commander, all hands must be on deck.
