Ghana receives $200m from IDA to modernise agriculture

The Government of Ghana has received approval of $200 million financing from the International Development Association (IDA) for the Ghana Tree Crop Diversification Project (TCDP) to diversify and grow its economy through modernising agriculture to accelerate productivity, resilience, and industrialisation.

This financing will directly benefit 12,800 cocoa farmers and 39,975 cashew, coconut, and rubber farmers, and their households. An additional 20,000 jobs are expected to be created in downstream value addition by mobilising private capital. Nearly 40 percent of on-farm beneficiaries will be women.

While Ghana’s tree crops sector plays an enormous role in agriculture and the economy, the sector can contribute more substantially to Ghana’s economy and society than it currently does, including job creation, export revenue generation, and poverty reduction of the country’s poorest people.

Cocoa, cashew, coconut, and rubber segments employ some 728,000, 100,000, 10,364, and 4,322 farmers respectively. Challenges limiting the development of the sector include low and stagnant productivity, weak institutional capacity, poor sector governance, and poor climate resilience due to weak adoption of climate smart agriculture technologies and practices. There is little value addition and weak coordination between actors of the tree crops value chains.

There is also lack of connectivity between farmers and improved inputs and services providers, and vulnerability to pests and diseases. In addition, deforestation, child labor, and the persistence of gender inequities in these agricultural subsectors are of concern.

“The World Bank is pleased to support Ghana’s medium-term national development strategy  through the Ghana Tree Crop Diversification Project and directly contribute to the Government of Ghana’s priorities for economic and social development in the Coordinated Program of Economic and Social Development Policies, for inclusive, resilient, and sustainable economy,” said Pierre Laporte, World Bank Country Director for Ghana, Liberia, and Sierra Leone.

“The project will support private investments in  Small and Medium Enterprises (SMEs) in cocoa, cashew, and coconut value chains and in cashew and coconut processing units.”

The TCDP will support demand driven research and enhance on-farm productivity and resilience to improve the productivity, profitability, and climate resilience in the cocoa, cashew, coconut, and rubber value chains. The project will support post-harvest management, value addition, and market access.

It will support the deployment of public resources to crowd-in private sector investments in the sector where possible, accelerating economic transformation and developing critical agricultural value chains.

The project will strengthen farmer-based organizations as well as the institutional capacity of the Ghana Cocoa Board (COCOBOD) and Tree Crops Development Authority (TCDA) and improve sector governance for competitive and sustainable development of tree crops.

It will improve value chain governance through traceability in tree crops and other investments, technical assistance, and other programmatic support to reform the sector. The project includes a child labor sub-component to identify and mitigate child labor risks in project communities.

“The project will focus on closing gender gaps in the tree crops sector by increasing the ability of women to obtain productive resources and increase incomes through tailored access to inputs, advice, and financial services”, said Ashwini Sebastian, Senior Agric Economist and Task Team Leader for TCDP. “Beneficiaries will be in 11 districts in 6 regions (Western North, Eastern, Savanna, Bono, Bono East, and Eastern).

Roughly 185 SMEs in cocoa, cashew, and coconut value addition and processing will also be direct beneficiaries through project matching grants, technical assistance support, and access to markets and services. Of these, at least 60 percent will be female owned SMEs”

The TCDA will house a Project Coordination Unit, while COCOBOD will house a Project Implementation Unit. The project will support institutional capacity for both entities and monitor coordination of project activities closely.

Bartels bounces back; predicts NPP win in Assin North

A former minister in the erstwhile John Kufuor government, Peter Kwamena Essilfie Bartels, has bounced back after a long lull on the political scene by predicting that the New Patriotic Party (NPP) will wrestle back the Assin North seat in today’s bye-elections.

According to the former Member of Parliament for Ablekuma North, after analysing the grounds in the Assin North constituency, he can confidently say that, “…the NPP has already won, it will be close and victory will be for the NPP”.

The former minister for Works and Housing emphasised that the party stands for development and the people of Assin North can testify to the various developmental projects going on in the constituency. As a result, he believes the people would give their mandate to the NPP candidate, Charles Opoku.

Speaking to The Chronicle from the campaign grounds of the New Patriotic Party in Assin North yesterday, he also admitted that he has not been at the forefront of party activities for some time now because he is anxious to help the leadership of the party to encourage and promote the youth in the party to take over from the old generation.

He disclosed that, “we need to give the spotlight to the young people and not compete with them, allow them to make their mistakes and learn from them and to enrich their decisions with our advice, based on our experiences and knowledge “

On Breaking the Eight

According to Mr Kwamena Bartels, the NPP stands the chance of breaking the eight because the people have seen the fulfillment of the promises that were made in their manifesto.

“It is going to be done. The people have seen the fulfilment of the promises we made in our manifesto and the changes that have come into their lives when NPP took power seven years ago,” he said.

In spite of the impact of Covid-19 and the war in Ukraine on the economy, he believes that the hardship brought by the twin global occurrences will practically come to an end by the year 2024, when the general elections will be held.

He continued, “The elections in December 2024 is going to be World War ‘4’, all hands must be on deck, that is why the old in the party are coming out to bring their experience to bear on the campaign, so that victory will be ours and we will break the jinx of the Eight (8)”.

Background

The Assin North by-election has become necessary after parliament wrote to the Electoral Commission declaring the seat vacant. This followed a Supreme Court ruling that the Electoral Commission acted unconstitutionally in allowing Mr James Gyakye Quayson to contest the 2020 parliamentary election without proof of him renouncing his Canadian Citizenship.

The apex court, in its ruling, ordered parliament to expunge James Gyakye Quayson’s name from its records as a Member of Parliament. It further declared that his election was unconstitutional, null and void and of no effect. His swearing-in was equally declared to be unconstitutional.

Chinese Decimate 2 Forest Reserves … Angry soldiers swoop on them; arrest six

The operation halt II has undertaken a confirmatory operation and arrested six Chinese nationals who were allegedly mining in two forest reserves – Apraprama and Oda – in the Amansie Central District of the Ashanti region.

The soldiers impounded a number of excavators and set ablaze pumps and other machines being used by the Chinese in their nefarious activities.

Addressing the media, Lt Col Louis Boakye, Deputy Commander of Operation Halt II, explained that his outfit embarked on patrols to check whether there were illegal miners within the Reserve and the kind of gadgets they are using.

“We intercepted seven excavators when we went to the forest reserve, so we are making efforts to tow them back to the headquarters for appropriate action to be taken on them”, he revealed to the media.

Asked about the state of the forest reserves, Lt. Col Boakye responded, “The state of the forest is very devastating – it has been decimated – so many places are now inaccessible and a lot of pits here and there, which are a threat to the locals who are farmers within the general area. It also poses danger to the security personnel who will be patrolling the forest reserve.”

He was, however, hopeful that those involved in the destruction would be brought to book and asked to restore the forest to its original state.

The Deputy Commander of Operation Halt II appealed to the public to help prevent any mining activity from taking place in the forest reserves.

On the fate of the arrested Chinese nationals, Lt. Col Louis Boakye told the media that: “we have done our arrest and handed them over to the appropriate authorities.”

He promised that the Central Command would continue to assist the Bekwai Forest Service Division, which supervises the two forest reserves, to ensure its safety.

“For Central Command, we fight to win and we will never give up so long as we are given the task, we shall continue to ensure that we execute it to the best of our ability to ensure that the area is safe and activities of illegal mining in the Central Command is brought to the barest minimum,” he said.

AGA seeks to change economic narrative of Obuasi

In an effort to change the economic narrative of Obuasi and its environs, AngloGold Ashanti (AGA), Obuasi Mine, has rolled out a number of projects to provide social mobility for the residents in its catchment areas.

As such, AGA has set up institutions such as AGAMAL, AGA Health Foundation, AGA Schools and Obuasi Community Trust Fund to improve the quality of life of the masses.

Above all, it has launched a 10-year Socio-Economic Development Plan (SEDP), which aims to contribute towards resilient and socio-economically self-sustaining communities, a blueprint for AGA’s community and social investment towards building resilient and socio-economically self-sustaining communities.

SEDP is an extensive stakeholder consultation, which is in line with the Local Development Plans of the Obuasi Municipal and Obuasi East District Assembly, National Development priorities of the United Nations (UN) Sustainable Development Goals (SDGs).

Among some of the areas where SEDP has impacted in AGA’s operations areas are: Social Development; Diversified and Sustained Economy; Accessibility to Quality Health Services; Water, Sanitation, and Hygiene; Community Infrastructure; Skills and Entrepreneurship.

Since 2019 and 2022, AGA has paid US$973,612 into the Obuasi Community Trust Fund, and invested US$4.36 million outside the fund.

These projects, The Chronicle understands, seek to build a resilient economy for Obuasi. Part of this resilience is to arm the youth with employable skills, which would help them to eke out a decent living.

These revelations came to the fore during a one day SEDP Media Learning function which was held recently in Obuasi to enlighten journalists on efforts AGA is making to diversify the Obuasi economy since the mine cannot employ all the residents in the mining town. The SEDP Media Learning Tour formed part of the SEDP engagement and communication strategy.

The objective of the media tour was to provide a direct platform for Ghanaian journalists to obtain first-hand information on contribution of AngloGold Ashanti Obuasi mine on socio-economic contribution.

As part of the event, AGA took the media on a tour of some areas in Obuasi where its socio-economic contributions had impacted. Such areas included health, education, water and sanitation, and entrepreneurship, among others, where SEDP and other AGA interventions were changing the narrative of Obuasi.

On the skills and entrepreneurship development, AGA has armed the youth in Obuasi and its environs with apprenticeship and employable skills and are able to eke out a decent living.

Among some of the areas are Establishment of Skills and Enterprise Developed Centre, Fashion and Leather Centre through the auspices of the AGA Trust Fund; training and coaching of 384 SMEs; training of 535 artisans; AngloGold Ashanti Engineering School in operation through partnership with Macpartners Mining construction Limited; Graduation of 230 youth from Youth Apprenticeship Programme, Furnishing of Training Centre of Person Living with Disabilities (PDWDs) at Obuasi among others.

On the health front, AGA has constructed an ultra-modern Maternity Block; refurbished and upgraded a health centre at Anyinam, establishment of a second largest referral hospital in the Ashanti Region and others in the Obuasi health sector.

Moreover, AGA Provided potable drinking water for seven communities namely Bidieso, Ntonsua, Kwabrafoso, Creeky, Baakoyeden, New Bediem and Wiowso; Construction of 20-seater public lavatory for Ankyimadukrom; Supported the establishment of KNUST Obuasi Campus with northern mine infrastructure of AGA Obuasi Mine donated among others. Since 2019, the AGA School has been adjudged the best BECE performing school in Ashanti region.

Speaking to some of the beneficiaries of these Skills and Entrepreneurship, Mr. Maxwell Amakor, a civil engineer who is into construction technologist explained he initially wanted to be recruited into AGA, but having enrolled in   the entrepreneurship programme, I have  learned about certain areas where he has to focus in order to thrive in life.

Asked about the kind of support he received from AGA, Amakor responded that they gave him funding, exposure and opportunity to rub shoulders with well-established companies in contract tendering.

Reacting to assertion that AGA is not recruiting the youth of Obuasi, he noted that that is the rumour out there.

“The truth is once you avail yourself; once you have something in you, AGA will support you because almost everybody wants to get on the mine and it is not possible.

Let us just face the facts. That is why training and Entrepreneurship programme has been set up by the mine. You come in and enroll free of charge and once you join, you will be able to know yourself very well and how to survive in business.”

Asked about the number of workers he has employed, Amakor disclosed that he has employed forty workers.

Maxwell Amakor expressed appreciation to AGA for giving such an opportunity to some of people like him. He asked his peers to embrace the skill and entrepreneurship development of the AGA since the mine cannot employ everyone.

In an event of another beneficiary named, Alex Antwi, a former illegal miner who used to blast stones underground, but has now set up an orange juice business called Obuasi Ankawuo, having enrolled in the AGA Skill and Entrepreneurship Development programme, he disclosed to this paper that when he enrolled at the programme, he thought he was going to be given money.

However, he later realised that the programme seeks to help participants to be able to come out with a business solution in order to eke out a decent  living on their own and upon hard work and determination , he has been able to set up an orange juice business and even employed others as well.

To Antwi, this is a decent business which would deter him from going into illegal mining.

He said: “If I compare the explosive and smoke which I breathe underground, coupled with military escapades I battle, I believe this orange juice business will give me peace than galamsey. Even the police sometimes patronise my business.”

He, therefore, urged his colleagues who are into galamsey to take advantage of the opportunity given by AGA.

Earlier Mr. Emmanuel Baidoo, the Sustainability Manager at AGA, told the media the SEDP Programme is a rigorous programme drawn by consultations with stakeholders within and out of Obuasi and minority groups to change the narrative of Obuasi.

According to him, the objective of AGA is to build a resilient economy for Obuasi and its environs.

“The SEDP represents the Social Investment Strategy for the Obuasi Mine for the period 2022-2031. It is in addition to the mine’s commitment of paying $2 for every ounce of gold mined into the AngloGold Ashanti Obuasi Community Trust Fund.

It seeks to support the Municipal and District Assemblies’ plans to improve the socio-economic wellbeing of the people,” he said. “It prioritises the mine’s host communities and the traditional capitals of the Paramount and Divisional Stools to which the host communities belong.”

Baidoo told the media that continuous implementation of the SEDP is aligned with the business sustainability and performance of the mine and will be built into the annual business plan of the mine for budgeting purposes.

Editorial: Use of armoured bullion vans is a must

Managing directors (MDs) of all banks have been ordered by the Bank of Ghana (BoG) to immediately start using armoured bullion vans for cash movement operations. The apex bank has added that failure to comply with this directive in all cash-related activities across the country shall attract severe sanctions.

The BoG was assuring the public and business community that the latest directive was to ensure the “security of cash-in-transit activities and to underscore its commitment to protect the lives of both security personnel and bank staff involved in all cash movements.

The Chronicle finds the directive by the Central Bank very proactive, even though some industry players think the order came a little late. The directive, issued after a police escort was killed at the premises of Star Oil filling station at Ablekuma, where monies were to be collected, accelerates the Ghana Association of Banks (GAB) and the Association of Bullion Van Owners of Ghana (ABOG) collaboration to deploy armoured vehicles for Cash in Transit (CIT) activities, starting from July 1.

The bullion van owners are claiming they have about 150 registered bullion vans in the country, and that most banks have signed contracts with them to deploy the vehicles. If that is the case, then The Chronicle is of the opinion that nothing stops the banks from respecting the directive from the apex bank immediately.

To us, at The Chronicle, the banks have a responsibility to immediately use bullion vans to cart monies across the country, and, for that matter, the directive must be treated with the urgency that it deserves to save lives.

We would also call on the Ghana Police Service to deploy all the necessary safety gears for their personnel when they embark on such assignments. We need the police officers to provide top-notch security, and as such, all the necessary measures and logistics must be adopted to safeguard them.

The Chronicle recalls with pain that from 2019 to 2023, seven police officers escorting “bullion vans” have been attacked by armed robbers. Four police officers have died in the process. On December 3, 2019, a police officer, Sergeant Emmanuel Chikudoh, died after an ADB bullion van he was escorting to Essam in the Western Region was attacked by some armed men.

On Friday, May 8, 2020, armed robbers attacked a bullion van at Mmaampehia, near Techiman, in the Bono East Region, where Lance Corporal Yussif Abubakar, the policeman on board was wounded. Again, on March 1, 2021, a bullion van was robbed on the Spintex Road at Baatsona, near the Danpong Hospital, by four armed men. The escorting police officer, identified as Evans Baafi of the Sakumono Police Station, was assaulted by the robbers.

On Tuesday, January 19, 2021, Lance Corporal Martin Babah, guarding a Ghana Commercial Bank (GCB) bullion van from Dunkwa in the Central Region to Fomena, was killed on the spot by 10 armed robbers on the Adansi Fomena road in the Ashanti Region.

Then on Thursday, June 17, 2021, armed robbers attacked a bullion van at Gomoa Okyereko on the Kasoa-Winneba road, in the Central Region, barely a week after a similar incident resulted in two deaths at James Town.

Police Constable Emmanuel Osei was shot in the head on Monday, June 14, 2021, after eight robbers attacked a MonTran bullion van at Adedenkpo, a suburb of James Town, in Accra. A hawker was also killed by the armed men during the attack.

The Chronicle does not want to bore readers with more examples about how we have recklessly contributed to the deaths of promising police officers, and how their careers have been abruptly ended, but to stress that from the above records, the narrative is getting scarier, and for which reason all stakeholders must support the central bank in ensuring the safety of police officers who offer escort services in the country.

The Lies and Propaganda of the Extremists against Bawumia

A buck in the jungle of minions in the Alan camp seems to be chewing the wrong weed nowadays, because he has nothing to do than fabricate lies as he feeds big on the pocket of his master, Alan!

Alan Kyerematen has lost control of the steer and is heading for the precipice of disaster as the massive support for Dr Bawumia gains more and more momentum.

In fact, there has never been a time in the history of the New Patriotic Party (NPP), and Ghana for that matter, that people have clamoured for a Vice President as much as the delegates and the general population are crying for.

Take it or leave it, he is the choice of the majority and no matter the filth that is hurled at him, his focus on the ball makes mockery of Alan Kyerematen’s shenanigans in ensuring that Dr. Bawumia is soiled and made unmarketable.

But how can you market someone, who has already been bought by the delegates, MPs and Ministers included? What Alan must understand is that he is very unmarketable. But how can you market a rejected and dejected candidate, who has no stomach for tolerance?

After resigning in 2007, he did not even participate in the campaign of 2008, and in 2013 when the election petition was filed, it was Dr. Bawumia who stepped into the big shoes of responsibility to take the blows for the NPP.

Yet, on the day of the ruling, 29th August 2013, Alan Kyerematen arrived at the court in an all-white outfit ready to receive victory and share in the spoils to which he had no rights.

It is worthy to note that the NPP was winning the election and kicking the butt of John Mahama out of jubilee house with a 5:4 victory had it not been for a huge intervention for the purpose of avoiding an imminent uproar that had the propensity to disturb national peace and cohesion.

I will not delve into further details, but almost the entire world knew that the NPP had won their case. Ambassadors of superpowers, also, intervened.

Where was Alan at the time? Well, he probably was getting laid somewhere with a glass of cognac in one hand and a rosary in the other asking for forgiveness simultaneously as he enjoyed gross indulgence.

Other than that, what can be said about his hurried arrival at the court especially when he had absolutely nothing to do with legal proceedings and collations!

Who in this country ever knew about pink sheets? Who caused for the electoral laws of Ghana to be changed and amended in order that NDC’s loopholes for vote rigging were sealed?

Have the extremists in the Alan camp forgotten Justice Dotse’s statement that elections in Ghana will never be the same again? Dr. Bawumia stuck his neck out for the NPP, while Alan stuck his finger up the NPP in a sarcastic show of recalcitrance!

Dr. Bawumia will never lie to achieve his goal. So, the skewed propaganda that suggests that his handlers have warned him not to lie is as absurd as the unfaithfulness of Alan Kyerematen and the dishonesty of his crew!

I am deeply offended that the overzealous followers of Alan, him included, would go out of their way to carve out propaganda, thinking that Ghanaians are hungry for their content! Well, I have a suggestion for them now that they are absolutely sure that Alan would win the flagbearership race.

Since it is a do or die affair for them, let the ropes hang in preparation for a finale when they suffer the inevitable loss that they are squirming to avoid.

The lies and dishonesty of Alan and his bandits are overboard and downright wicked! Bawumia never made a statement to the zongo communities to the effect that he should be voted for because he is a Muslim and a Northerner! Mo yɛatorofoankasa,Nyamebɛtwemoaso!

Was it not your lot that started the mantra that a Muslim Northerner can never be a President? Was it not Alan Kyerematen, who went around Ashanti and other regions telling delegates to vote for him because he was their kind? No, no, Ashantis are not his kind! Ashantis are faithful! Go and sin no more!

Adamawa Assembly appoints only female member as Majority Leader

The Adamawa State House of Assembly has appointed Kate Mamuno Raymond, the lawmaker representing Demsa constituency, as the new majority leader.

Kate Raymond who is of the governing Peoples Democratic Party, PDP, in the state, is the only female legislator in the 25-member Assembly.

Speaker of the Assembly, Bathiya Wesley, who announced the appointment of Kate Mamuno at the Assembly’s sitting on Monday, also pronounced the member representing Maiha constituency, Jingi Belel as Deputy majority leader; as well as Suleiman Alkali, member representing Yola North constituency, as minority leader.

Suleiman Alkali is of the main opposition All Progressives Congress, APC.

The Assembly which consists of 16 PDP and 9 APC members, had earlier in the month, June 13, elected the member representing Hong constituency, Barthiya Wesley, as Speaker; as well as Buba Mohammed Jijiwa of Jada Mbulo as Deputy Speaker.

Kano govt to rebuild demolished monument following residents’ outrage

The acting Press Secretary to the governor of the state, Hisham Habib, in a statement on Sunday, told reporters that the monument would be rebuilt at the Naibawa Flyover- along the entrance of the city on the Zaria Road.

The Secretary to the Kano State Government, Abdullahi Baffa, initially said the monument was pulled down because it carried the Christian symbol of the cross sign.

“The design in the roundabout is blocking road users’ front view because of its size. Secondly, if you use a drone shot of the aerial view of the monument, you will see a sign of a cross, and in Kano, we are 99.9 per cent, if not 100 per cent, Muslims. You cannot put a cross sign in front of a government house.

“Photos showing Kano State has two big crosses, big ones! The one in front of the government house and the one built on the Muhammadu Buhari Interchange flyover at the Hotoro area. The flyover, also from its aerial view, you will see a big cross, and we are now planning to redesign it and remove the cross sign,” Mr Baffa said.

But after residents reacted to the demolition of the monument with outrage, Mr Baffa recanted.

New decision after outcry

Mr Habib said the governor met with the monument’s designer, Kaltume Bulama, at the new site for the erection of the structure. He expressed the government’s commitment to infrastructural development.

“The place is suitable for the work and will not pose any challenge after a carefully conducted survey and assured the citizens of better projects ahead.

“The designer Kaltume Gana Bulama thanked the governor for preserving her unique work, which was adjudged as a masterpiece.

“The structure, which was designed like a traditional gate and a trumpet on top, was pulled down after it was deemed not suitable for the place, and a better replacement will be put in place,” Mr Habib said.

The structure, commissioned by the immediate past government, was designed in 2017 by Mrs Bulama, a virtual artist, to mark the state’s golden jubilee.

According to the government, the monument showcased the culture, commercial history, and cosmopolitan nature of the city.

Lagos opens shelter for survivors of sexual & gender based violence

The Lagos State government has through its Domestic and Sexual Violence Agency, (DSVA) opened the Eko Haven, a 30-bed shelter for survivors of Sexual and Gender Based Violence (SGBV).

The Executive Secretary of DSVA, Titilola Vivour-Adeniyi, in a press statement sent to PREMIUM TIMES on Sunday said the move is part of the state government’s commitment in ensuring holistic support is provided for survivors of SGBV.

She said: “Opening the shelter was the state government’s prompt response to the burgeoning demand to ensure preservation of life, safety, stability, empowerment and subsequently the reintegration of survivors back into the society”.

According to Ms Vivour- Adeniyi, the establishment of the shelter is in keeping with the DSVA’s statutory mandate of establishing shelters across the state.

“With this intervention, it is our hope that survivors in abusive relationships would find the courage to break the culture of silence, speak up and speak out with the assurance that help is just a call away,” she said.

In addition to providing accommodation, the shelter is expected to provide health, psychosocial support and livelihood support for GBV survivors.

Tinubu renames 15 airports after Buhari, Usman, Awolowo, others

The President Bola Tinubu-led Federal Government has renamed some federal airports after several notable Nigerians. This is according to a memo by the Federal Ministry of Aviation dated June 1, 2023, and signed by Mrs Joke Olatunji for the Director of Airport Operations.

The statement made available to Channels Television on Monday noted that the President renamed the airports “as part of reforms of the Aviation sector”.

The Maiduguri Airport was renamed after the immediate past President Muhammadu Buhari and the Port Harcourt Airport after the late nationalist Obafemi Awolowo, while the Nasarawa Airport immortalised the late founder of the Sokoto Caliphate, Usman Dan Fodio.

Also, the Benin Airport was renamed after the late Oba of Benin, Oba Akenzua II, Ebonyi Airport after the late Senate President Chuba Okadigbo, and the Ibadan Airport after the late Premier of the old Western Region, Ladoke Akintola.
