Akufo-Addo rubbishes ‘fabricated Agyapadie’ document

The President, Nana Addo Dankwa Akufo-Addo, has broken his silence over the viral Agyapadie document, describing it as a complete fabrication.

According to the President, the document in circulation is a figment of the imagination of the opposition’s assigns, to cause disaffection for the government, a few months before the general elections.

President Akufo-Addo commented on the document on Thursday, August 1, 2024 at the Ghana Report summit on dealing with misinformation and disinformation in election 2024.

He recalled the falsehoods he suffered in 2008, with the “baseless allegations of drug trafficking and that of President Kufuor that he had “sold all of Ghana’s gold reserves.”

Further, he remembered the “false reports” in 2012 of his alleged arrest in London for drug possession, and in 2016 that he had killed his late wife.

“Today, with a few months to the December 2024 elections, they are at it again. A fabricated document, entitled Agyapadie, is being peddled around by operatives of the opposition as evidence of a grand scheme by my party to annex the assets of the state.

“These experiences underscore the importance of discerning truth from falsehood and the need for all of us to remain vigilant against the dangers of misinformation and disinformation. As we approach the 2024 general elections, we have to address these challenges head-on,” President Akufo-Addo said.

THE BOOK

The book, titled “Agyapadie” is a 38-page document with a picture of the Okyenhene, Osagyefuo Amoatia Ofori Panin, on the cover. Pictures of President Akufo-Addo and his father appear on the next page.

The Agyapadie book essentially purports to be a supposed plot for complete state capture by some powerful persons of Akyem heritage.

The sole aim of the plot, according to the book, is to position the Akyem kingdom as the most powerful kingdom in the country.

The document illustrates the supposed move by the Akyems to have total control, rendering the rest of the country acquiescent to the dictates of the so called “Akyem Mafia.”

With a plan to ensure that the country is governed at their beck and call, the said book makes some predictions in the country, including the collapse of indigenous Ghanaian banks and the conscious positioning of the Okyenhene and Okyeman, as the most powerful chieftaincy in the country.

OKYENHENE REACTS

The Okyenhene, Osagyefuo Amoatia Ofori Panin has recently rubbished the contents of the document in circulation.

The Okyenhene, reacting to the said document, described it as a total fiction fabricated by those determined for years to create a hate campaign against the Ofori Panin household and Okyeman.

At the last Akyem Abuakwa State Council meeting, Okyenhene called on his kinsmen and Ghanaians to treat the book with the contempt it deserves.

CURB SPREAD

Opening the summit in Accra yesterday, President Akufo-Addo emphasised the need to “take proactive measures to curb the spread of false information and ensure that the public has access to accurate and reliable information.”

He cited today’s digital age and said it was essential that media outlets adhere to the highest standards of journalistic integrity and accuracy.

“Journalists must be vigilant in verifying information before dissemination. Media houses must prioritise fact-checking and correcting false reports.

“Social media, while revolutionising communication, has also become platforms for misinformation and disinformation,” he said.

VIGILANCE

The Minister for National Security, Albert Kan Dapaah, in his address said misinformation and disinformation have become tools for those seeking to conduct online campaigns and influence operations, owing to the age of social media and artificial intelligence.

Recognising geopolitical tensions in the world, he cautioned that “Ghana must be vigilant. It must be vigilant and prepared to defend a democracy against the onslaught of misinformation and disinformation, as well as other hybrid security threats.”

Government is set to commence its much-touted district-level housing projects, aiming to address Ghana’s housing deficit.

This initiative was unveiled by the Minister for Works and Housing, Kojo Oppong Nkrumah, during the Busia Institute Lecture, held at the Takoradi Technical University, on Wednesday, July 31, 2024.

The program is designed to tackle the country’s 1.8 million housing gap by decentralising housing development and tailoring solutions to the specific needs of each region.

In his keynote address, Minister Oppong Nkrumah detailed the government’s strategic approach to the district housing program.

He emphasised that this initiative is not merely about building homes but also about creating a framework for sustained regional growth.

“Our vision is to decentralise housing development, making it accessible and manageable at the district level,” he said.

“These projects will ensure that every district has the infrastructure to meet its housing needs and provide a solid foundation for future growth,” he added.

The Minister highlighted that the program will include a variety of housing units, from low-cost apartments to larger family homes, designed to cater to different income levels and needs stating that the project would offer localised solutions to housing problems while simultaneously creating job opportunities for the youth.

“Our nation’s housing challenges require localised solutions,” stated, presenting a vision for district-level housing projects aimed at expanding the availability of affordable homes while considering the unique characteristics and needs of each region.

The lecture, attended by a distinguished group of dignitaries, including the Western Regional Minister, Kwabena Okyere Darko-Mensah; the Vice Chancellor of Takoradi Technical University, Rev. Prof. John Frank Eshun; the Chairman of the Wassa Amenfi Traditional Area, Tetrete Okuamoah Sekyim II and the Executive Director of the Busia Institute, Anane Agyei, provided a robust platform for discussing the strategic measures necessary to address housing challenges across the country.

Western Regional Minister, Kwabena Okyere Darko-Mensah, commended the initiative, noting its alignment with regional development goals.

He expressed optimism about the positive effects the projects would have on local communities, including increased employment opportunities and improved living standards.

The Minister also underscored the importance of integrating regional development plans with national housing strategies to maximize impact.

Vice Chancellor of Takoradi Technical University, Rev. Prof. John Frank Eshun, commended government’s emphasis on inclusive and sustainable development.

He highlighted the university’s commitment to supporting initiatives that drive regional growth and development, noting that the district housing projects represent a crucial advance in providing safe and affordable housing for all Ghanaians.

Prof. Eshun also affirmed the University’s willingness to engage in research and development efforts to ensure the success of these projects.

Tetrete Okuamoah Sekyim II, Chairman of the Wassa Amenfi Traditional Area, underscored the significance of involving communities in the housing projects.

He expressed enthusiasm for the chance to collaborate with government on these initiatives, stressing the need for local communities to be actively engaged in both planning and execution. According to Sekyim II, this approach ensures that the projects address specific community needs and contribute to sustainable development.

He pleaded with traditional authorities to facilitate land acquisition that will see to the implementation of the projects.

Executive Director of the Busia Institute, Anane Agyei, expressed appreciation for the government’s commitment to addressing housing issues.

“The Busia Institute is dedicated to promoting policies and initiatives that improve the quality of life for Ghanaians.

“We welcome the district housing projects and are prepared to support their success through research, advocacy and stakeholder engagement,” Mr. Agyei stated.

Former Afro Arab Employees Charged with Stealing Over GH¢250,000

Michael Kumi Arhin, a former loan officer at Afro Arab Company Limited has been charged with orchestrating a massive theft scheme, alongside two accomplices. The accused reportedly stole GH¢252,923.92 from the company.

Arhin, along with former finance manager, Michael Assibu and ex-teller Grace Adade – who remains at large – faces charges of conspiracy to commit theft.

The case was brought before the Dansoman Circuit Court on July 29, 2024 with Her Honour Halimah El-Alawa Abdul-Baasit presiding.

Both Arhin, 36 and Assibu, 41, have pleaded not guilty to the charges. Their defense counsel sought bail, arguing that the accused have complied with prior bail terms and are not flight risks. While the prosecution did not oppose the bail application, requested for stringent conditions due to the ongoing search for Adade.

The court subsequently granted bail of GH¢300,000 each, with three sureties, including one justifiable by title deeds. The accused are required to report to the police station bi-weekly.

According to court documents, the fraudulent scheme unfolded between July 2022 and January 2023 in Kokomlemle, Accra.

Arhin allegedly created a fictitious account for his girlfriend, Ruth Adoraah, with the help of Adade and the approval of Assibu.

Large sums were credited to this account and subsequently withdrawn and divided among the conspirators.

In December 2022, Assibu resigned, fearing detection of their illegal activities.

The scheme unraveled in January 2023 when Gabriel Quaye, the new finance manager, discovered Assibu’s continued access to company accounts despite his resignation.

An internal audit revealed additional fictitious accounts, confirming the total theft amount of GH¢252,923.92.

Following the revelation, the police arrested Arhin and Assibu. Both admitted to the theft and returned GH¢72,000 to the company.

However, Adade remains at large and a bench warrant has been issued for her arrest.

The case will return to court on October 14, 2024 for case management conference.

Forex trading involves the exchange of currencies on the global market, making it one of the most accessible and liquid financial markets in the world. In the ever-evolving landscape of Forex trading, where currencies are bought and sold globally, understanding and implementing Forex compliance standards are not just prudent but they are imperative. The compliance standards help to ensure market fairness, protect against manipulation and is a legal requirement for forex trading globally.

The Bank of Ghana (BoG) on 1st August, 2024 implemented a significant new directive requiring all licensed forex bureaus to demand customer identification – either a Ghana Card or passport – before engaging in money exchange transactions. This move aligns with international best practices, aimed at ensuring transparency and regulatory compliance.

This is to enhance the BoG’s capacity to monitor and supervise forex bureau operations in accordance with the Foreign Exchange Act, 2006 (Act 723) and the Anti-Money Laundering Act, 2020 (Act 1044).

The Chronicle welcomes this directive as long overdue, towards enforcing compliance with Ghana’s foreign exchange laws. The central bank’s pledge, made two years ago, to enhance oversight through stringent customer identification and electronic receipts is now becoming a reality. This measure is expected to bolster transaction legitimacy, reduce fraud and mitigate the risks associated with identity theft.

The benefits of this policy are substantial. It will enable the BoG to monitor the flow of foreign currencies more effectively and stabilise the cedi’s value against major currencies – an ongoing economic challenge. By ensuring that forex transactions are conducted through authorised channels, the directive aims to reinforce financial sector integrity and transparency.

Nevertheless, The Chronicle would like to raise its concern over potential unintended consequences. There is a risk that this policy might inadvertently fuel the black market. Traders who value anonymity may turn to the illicit operators if they are apprehensive about how their personal data is handled.

Additionally, skepticism about data protection could drive more individuals to the unregulated sector, exacerbating existing issues. The persistent issue of illegal forex trading further underscores these concerns.

Just days before the new directive took effect, 13 individuals were arrested for engaging in unauthorised forex trading or black market. This follows a similar crackdown two years ago, when over 100 individuals were detained across various locations.

This raises questions about the effectiveness of current enforcement measures. Section 29 (1a) of the Foreign Exchange Act clearly states that unauthorised foreign exchange trading is punishable by substantial fines or imprisonment. The recurrence of arrests in the same areas suggests that existing legal frameworks may not be stringent enough.

If enforcement remains inconsistent, the black market may continue to thrive, despite the regulatory efforts.

In our view, while the BoG’s directive represents a positive advancement toward securing the forex market, it is crucial to address potential gaps in implementation and enforcement. The central bank must ensure robust measures are in place to prevent a surge in black market activities and safeguard personal data.

The public, in turn, must adhere to legal channels and avoid contributing to the underground economy. Balancing regulatory rigor with effective enforcement will be key to achieving the intended outcomes of this new policy.

Bawumia to light the flame in “Mega Ofie Walk”

Dr. Mahamudu Bawumia, the Presidential Candidate of the New Patriotic Party (NPP) and Vice President of the Republic of Ghana, will light a flame to rejuvenate party faithful and sympathisers within the Akuapim North constituency to break the eight-year governance cycle, with a walk dubbed “The Mega Ofie Walk”

The walk aims to energise and mobilise party faithful and supporters, galvanising them for a vigorous political campaign.

The event, scheduled for Saturday, August 3, 2024 is expected to draw over 5,000 participants and will be spearheaded by Samuel Awuku, the New Patriotic Party parliamentary candidate for Akuapim North and Director General of the National Lottery Authority.

The 6-kilometer walk will start at Mamfe and end at Mampong Coronation Park.

This walk will also serve as the launch event for Samuel Awuku’s campaign, highlighting the NPP’s strategy to secure a decisive advantage over the NDC in the constituency.

Dr. Bawumia, along with other prominent NPP figures, such as Kennedy Ohene Adjapong, Justin Frimpong Kodua, Henry Nana Boakye, Eric Nana Agyemang Prempeh, Kwabena Agyepong, Nana Akomea and Anthony Karbo will be in attendance.

The Eastern regional party chairman and his executives and constituency executives across the region will also be present.

In addition to the political rally, the event will feature performances by renowned musicians like Guru, Edem, Praye and Andy Dosty, with Asamoah Gyan, former captain of the Black Stars also making an appearance.

Dr. Bawumia is expected to address the crowd, emphasising the importance of continuing with the NPP government to build on its achievements.

The event aims to rally and mobilise voters in preparation for the upcoming elections.

Cabinet deliberating on a national action plan to combat misinformation

The President, Nana Addo Dankwa Akufo-Addo, has announced that his cabinet is considering a comprehensive National Action Plan aimed at combating misinformation and disinformation.

According to the President, the detailed plan outlines strategic steps to combat the spread of false information and protect democratic processes.

He announced at the Ghana Report Summit on dealing with disinformation and misinformation, ahead of the 2024 polls, held on Thursday, August 1, 2024 in Accra.

President Akufo-Addo revealed the development of the national action plan to indicate that the government was acting on the threat.

He said that the plan aims to safeguard the integrity of elections, promote informed and engaged citizenry and to ensure that misinformation and disinformation do not undermine Ghana’s hard-won democratic gains.

INITIATIVES

The National Action Plan includes several key initiatives, including strengthening legal and regulatory frameworks to hold individuals and organisations accountable for spreading false information.

This will involve stricter penalties for those found guilty of disseminating misinformation and disinformation.

It also includes collaborating with technology companies, as the government is working with social media companies and other tech firms to develop mechanisms for monitoring and curbing the spread of false information.

The President also mentioned public awareness campaigns to educate citizens about the dangers of misinformation and disinformation.

Through the national action plan, the government will support fact-checking organisations to enhance their capacity and reach.

POLITICIANS

President Akufo-Addo stressed the need for all political actors to “commit to truthfulness and transparency” in their campaigns.

He argued that the spread of false information for political gain undermines the democratic process and erodes public trust.

“Political parties and candidates must engage in constructive dialogue, presenting their ideas and policies to the electorate in a truthful and respectful manner.

“Civil society organisations are invaluable in promoting transparency, accountability, and media literacy. Their advocacy efforts are essential in curbing misinformation and disinformation.

“The public also plays a crucial role by verifying information before sharing it and relying on reputable news sources,” he remarked.

In his address, President Akufo-Addo praised Ghana’s impressive democratic journey, marked by eight successful general elections, since the return to constitutional rule in 1993.

However, he cautioned that misinformation and disinformation pose significant threats to these democratic achievements.

“False narratives can distort public perception, undermine trust in our institutions and even incite violence,” the president warned.

President Akufo-Addo noted that misinformation and disinformation can distort public perception of candidates and political parties, leading to uninformed decision-making at the polls.

Disinformation campaigns often exploit societal divisions, amplifying existing tensions and risking social cohesion.

Bright SHS, Abuakwa Assembly & Blyth Academy Canada Launch Scholarship programme

Bright Senior High School (SHS) has announced a new scholarship initiative, in collaboration with Blyth Academy in Canada and the Abuakwa North Municipal Assembly.

This program is designed to support outstanding junior high school graduates in continuing their education at the senior high school level and beyond.

Starting from the 2024/2025 academic year, the scholarship will cover full tuition at Bright SHS, a distinguished private institution known for its academic excellence.

The initiative also offers significant financial incentives, and the top-performing student will receive a GH¢10,000 prize, while the first and second runners-up get GH¢5,000 and GH¢3,000, respectively, for their upkeep.

The scholarship targets students with a keen interest in Science, Technology, Engineering and Mathematics (STEM).

Eligible applicants must be JHS graduates and provide their Basic Education Certificate Examination (BECE) results or terminal reports along with birth certificates if BECE results are pending.

SGAGL: No misconduct in $34.9M ambulance maintenance contract

Service Ghana Auto Group Limited (SGAGL) has strongly rebutted allegations of misconduct related to the $34.9 million contract for the maintenance and after-sales service of the 307 ambulances.

In a press statement released on August 1, 2024, SGAGL refuted claims of inflated costs and improper procurement processes, emphasising the legitimacy and transparency of their contract.

This comes on the back of allegations raised by the Member of Parliament for North Tongu and Chairman of the Economic Committee, Samuel Okudzeto Ablakwa, accusing government of engaging in a scandalous deal concerning spare parts for the ambulances.

Mr. Ablakwa alleged that former Finance Minister, Ken Ofori-Atta, approved a payment of $34.9 million to SGAGL, translating into an extravagant cost of $113,695 per ambulance.

He questioned why the government would spend such an amount on spare parts, when it could purchase fully equipped new ambulances for a similar price.

Mr. Ablakwa’s claims were further bolstered by a 2022 audit report, which he cited as evidence of inflated invoices, improper use of National Ambulance Service staff for maintenance, breaches of maintenance schedules and an unfavorable Memorandum of Understanding.

He argued that the contract had been hastily approved just before Mr. Ofori-Atta’s departure from office, and that $10 million had already been paid to SGAGL.

In response, SGAGL issued a comprehensive statement defending the contract’s integrity and addressing the accusations head-on.

The company asserted that the contract for after-sales service and maintenance was awarded through a competitive procurement process.

“SGAGL is an SPV of a consortium of seven companies that participated in a competitive procurement process, not sole-sourced, and adjudged on merit to procure and provide after-sales service and maintenance for 307 Mercedes Benz Sprinter ambulances for the National Ambulance Service (NAS),” the statement emphasised.

According to SGAGL, the procurement process began with an Invitation for Tenders from the Ministry of Special Development Initiatives on November 15, 2018.

The tender attracted 16 companies, including the seven that eventually formed the SGAGL consortium.

The consortium’s bid of $133,000 per ambulance was notably lower than competitors’ offers, which ranged from $250,000 to $300,000.

This competitive bid was supported by necessary manufacturer’s authorisations and warranties from Mercedes Benz and EMSA Ambulances.

The statement clarified that the $34.9 million budget allocated for spare parts over five years, including a $10 million letter of credit, which was meant for both mechanical and medical spare parts.

“The $34.9 million of which Letters of Credit (LC) was established for $10 million is falsely assigned to cover only mechanical parts, and the figure again deceitfully allotted at about $113,000 worth of spare parts per ambulance,” the statement said.

The company noted that over 45,000 essential spare parts had been supplied, with some payments still pending.

In response to the 2022 Performance Audit, SGAGL expressed disagreement with the findings, particularly regarding alleged double payments.

The company stated that it had refunded amounts wrongly labeled as double payments and reiterated its compliance with the maintenance schedules.

This, SGAGL warned against the dissemination of false information in the procurement of the ambulances and its after-sales service threatening to seek legal actions against persons who spread such false information.

This year’s annual general meeting of the GPHA Senior Staff Retirees’ Association has been held in Tema, providing an opportunity to discuss the welfare of members in an official gathering.

The day also served as an opportunity to call on non-members to voluntarily join the association, which serves as an extended avenue for retired GPHA senior officers to participate as stakeholders of the port community.

The meeting was attended by current Director of Port, Sandra Opoku, and former Directors of Port, Jacob Adorkor and Gordon Anim.

Executives of the association praised top management of the authority, who have continued to take keen interest in the affairs of the association.

They appealed to management for some considerations to be made to extend their welfare benefits among other needs.

“We are expressing our profound gratitude to GPHA management for their immense support both financially and materially towards the welfare of all retired senior officers. We appreciate them very much and continually pray that God Almighty grant management and the entire work force vibrant, successful and peaceful business and environment” the Tema Chairman, GPHA Senior Officers Retirees Association, Wilberforce Bedu-Mensah said.

“Management has been very helpful to the Association but there are two outstanding issues pending before management that I wish to draw attention to. The first one is medical care for retired officers for life, some measures have been ruled out to ease the problem from retired officers who are 70 years and pending a permanent solution being worked out by management we are very grateful for that” Coordinator, GPHA Senior Officers Retirees Association, Anthony Yao Jim-Fugar said.

“Takoradi Port continues to open to us by allowing us to use their club facility for our monthly executive committee and general meetings without any hindrance whenever the place is unavailable alternative venues are provided to us accordingly. The provision of office accommodation for has progressed steadily and we are confident that the remaining office appliances will be provided very soon” the Takoradi Chairman, GPHA Senior Officers Retirees Association, Charles Enstuah expressed.

The Director of Port, Tema, Sandra Opoku, reassured the retirees’ association of management’s commitment to meeting their needs where possible.

“We will do our best as management to listen to what you have brought and to adjust to make sure that we give you what you want, you might not always get what you want” she said.

Former Directors of Port, Jacob Adorkor and Gordon Anim, who have served in the past as patrons of the association, gave their remarks.

“The issues that you have raised has been heard by us and we will try to do our best to follow some of them up. I think the chairman is ready to compile some of the issues raised and in my own capacity I also have private discussions with the DG and the directors of Ports so that some of them are met” Former Director of Port, Gordon Anim said.

The GPHA Retired Senior Officers Association is made up of 260 active members covering Tema and Takoradi.

They meet monthly and interact through educational lectures, health talks and screenings, keep-fit exercises, and religious fellowships, among others.

2023/2024 GPHA NASPA Demonstrate Knowledge in Inter-Departmental Competition

The National Service Personnel taken in this year by the Ghana Ports and Harbours Authority have successfully completed this year’s edition of the interdepartmental competition, demonstrating a commitment to the values of teamwork and continuous learning of yet another year group.

During this year’s competition, the national service personnel of the various departments gave presentations about the operations and dealings of their respective departments and how they tie into the Authority’s mandate of building, planning, controlling and managing the sea ports of Ghana.

Following an exciting and educative turn of events, the Fire and Safety Department came out on top with the Marine Department as first runner-up and the Electrical Engineering Department as second runner up.

Alberta Zodah, a member of the contesting team for the Fire & Safety Department described the preparation process as a tedious one that improved their time management skills and thought them to be diligent.

Andrew Teinor, a Principal Fire & Safety Officer at GPHA recounting the successes of the Fire & Safety Department in recent competitions said his outfit has ensured that winning becomes part of their DNA.

The President of the National Service Personnel Association of the Ghana Ports and Harbours Authority, Derrick Tumdie said in addition to giving the personnel the opportunity to improve on their research and presentation skills, the event engendered team spirit, unity and fair competition among them.

Judges of the competition who happen to be management members of the Authority emphasized that this competition promotes practical understanding of port processes and should be encouraged.

“The port enclave is a very technical area, we have a lot of disciplines within the port enclave so for us it is very impressive to see young ones who come to the port to at least come and understand some of the things that they see as vague when they hear outside. Having experience with Port activities right down from Key all the way to the handling of cargo which I think is a very good thing for the national service personnel as they step out of GPHA” the Operations Manager, Fishing Harbour, GPHA, Adlina Amoyaw stated.
