Manhyia NPP PC wants voter transfers annulled

The Prempeh Assembly Hall Magistrate Court, in Kumasi, presided over by Her Worship Debora Gyaawa, is set to adjudicate in the over 1,000 votes which have been transferred into the Manhyia South Constituency in the Ashanti region.

The case follows complaints filed by the Parliament Candidate for Manhyia South constituency, Lawyer Nana Agyei Baffour Awuah, through the Electoral Commission.

Armed with the EC Regulations 23 (2) (c) and (d), 24 (2) (f) and 25 (1) of C.I. 91, lawyer Baffour Awuah is praying the court to annul the said transfers.

Lawyer Baffour Awuah argues that the basis of the objection is that the over 1,000 voter transfers involve persons who do not live in the Manhyia south constituency.

On Friday September 20, 2024 Landlords of the properties, where the over 1,000 registered voters purport to live,were in court, to categorically deny that the said persons live in the said properties.

The New Patriotic Party (NPP) Parliamentary Candidate (PC) for Manhyia South Constituency in the Ashanti region, Nana Agyei Baffour Awuah, has organised a mammoth health walk in Kumasi, with a declaration that the Constituency will not fall to the opposition National Democratic Congress (NDC), come December 7, 2024. 

The Manhyia South Constituency health walk, the first of its kind in the region, ahead of the December 7 polls, started from the Serwaa Nyarko Senior High School (SHS) at Dichemso in the wee hours of Saturday morning and ended at the Abbey’s Park. 

 

Amidst dancing and singing, the participants, wielding placards which trumpeted policies the NPP government intends to introduce in 2025, some of  which read, “A leader with his own vision”, “De-link the creation of district from constituency”, “More jobs for the youth”, “Paperless system at the port” , “Drones for medical delivery is working”, “Digitalization”, “Continuation of free SHS, “Digitalization of the judiciary”, “No betting tax” and “307 ambulance for health support” among others. 

 

Addressing the event at the Abbey’s Park Astroturf, Nana Agyei Baffour Awuah, the PC for Manhyia South, made scathing remarks on the candidature of NDC flag bearer, John Mahama and the NDC in general. 

Agyei Baffour Awuah, who is a lawyer by profession, indicated that he has been on the grounds and the message from the electorate is that they will not vote for the NDC and Mahama.

In a direct message to John Mahama, he said: “They say they won’t vote for NDC today or tomorrow; the NDC can choose to tar all the roads in Manhyia South with gold, but they won’t vote for them.” 

This pronouncement, according to lawyer Agyei Bafour, was based on the abysmal performance of John Mahama, having occupied the highest office of the land before.  

 

“In this upcoming poll, we do not know the NDC. All that we know is to express our appreciation to Dr.Mahamudu Bawumia. Manhyia South says they have not forgotten about the abysmal performance of John Dramani Mahama when he was the president of Ghana, following the demise of the late Prof. Evans Atta Mills, with an infamous declaration that the meat has been eaten to the bone.” 

 

The constituency , he continued, has not forgotten the power crisis ex-president Mahama plunged Ghanaians into, emphasising that the December elections is about darkness and light.  

Lawyer Agyei Baffour lauded the running mate for the NPP, Dr. Matthew Opoku Prempeh, aka NAPO, who doubles as the outgoing Member of Parliament for Manhyia South, for his achievements in the constituency. 

To Lawyer Agyei Baffour, the transformation of sports facilities such as the Abbey’s Park, Dichemso Block B Park and Konadu-Yiadom Park into modern playing fields, are some of the reasons the constituents are rooting for the NPP. 

 

According to the PC for Manhyia South , had it not been NAPO, there would not have been a library infrastructure called Nana Afia Kobi Library in the constituency, adding that the constituents are ever  grateful for the educational support NAPO has provided to the constituency.

He told the gathering that NAPO excelled in all ministerial positions he was assigned to, a feat which has brought honour to Manhyia South constituency. 

 

The General Secretary for the NPP, Justin Frimpong Koduah (JFK) asked the residents of Ashanti region not to forget about the deliberate capitation grant maltreatment the NDC subjected Ashanti region to sometime in 2015, a challenge which was impeding healthcare delivery in the region. 

Apart from the capitation grant maltreatment, JFK accused the NDC of superintending over the power crisis, with Ashanti region being the hardest hit. This energy crisis, according to him, compelled the NPP to protest and ask why the region was being maltreated.

 

Fast-forward to the NPP administration, the Ashanti region has seen enormous development projects under the Akufo Addo administration. 

“Today, in the Ashanti region, road constructions are rampant and the region has been provided with an International Airport. The construction of Boankra inland Port, Phase two of the Central Market and Komfo Anokye Maternity Block are underway.”

In view of the above, JFK implored the residents of Ashanti region to eschew apathy and vote for the NPP during the polls.

 

 “It will be an abomination for the Ashanti region to sit back on December 7, 2024 for some people to say that they want to go to market and cast their votes later. If we do not step out and vote massively, we will not meet our expectations.” 

He subsequently pleaded with the residents to step out and vote for NPP if they want Suame Interchange, expansion of Kumasi-Accra Highway, KATH Maternity Block among others to be completed.

Justice Nyako to step down from Nnamdi Kanu’s trial

Justice Binta Nyako of the Federal High Court Abuja has said she is going to “recuse” herself from Nnamdi Kanu’s case. She made the statement after Kanu asked her to recuse herself from his case since she had refused to obey the Supreme Court’s order, adding that he had lost confidence in the court.

He spoke out at the open court during the resumption of his trial on Tuesday. Justice Binta Nyako then replied that she would be happy to recuse herself from the trial, and had no problem with his request.

She said she would be sending the case file back to the chief judge for reassignment and further necessary actions.

Kanu then vehemently ordered his counsel, Alloy Ejimakor to sit down while he stood up from the dock to address Justice Nyako.

He based his remarks on the Supreme Court’s decision which questioned the jurisdiction of where the alleged broadcast that the federal court is charging him on was made.

“Sit down! I say you should sit down!” Kanu had yelled at his lawyer.

Speaking further, he said, “My lord, I have no confidence in this court any more, and I ask you to recuse yourself because you did not abide by the decision of the Supreme Court.

“I can understand it if the DSS refuses to obey a court order, but for this court to refuse to obey an order of the Supreme Court is regrettable. I am asking you to recuse yourself from this case.”

He also read a part of the judgment of the Supreme Court, where alleged bias against Justice Nyako was raised.

The counsel for the Federal Government, Adegboyega Awomolo, had earlier told the court that he was ready for the commencement of trial, but that it could not hold under the present circumstance.

Awomolo, however, tried to urge Justice Nyako to proceed with the trial, but she responded that she had been minded to recuse herself from the case.

“I hereby recuse myself and remit the case file back to the Chief Judge,” she declared.

Kanu was re-arrested in Kenya in 2021 by the Federal Government and brought to the country for trial on terrorism charges.

Although he pleaded not guilty to the charges, Justice Nyako declined to admit him to bail on the ground that he jumped the earlier one in which Senator Abaribe was his surety.

Kanu has since been in the custody of the Department of State Services on the order of the Federal High Court, Abuja.

Central Bank raises interest rate to 27.25% in 5th consecutive hike

The Central Bank of Nigeria, CBN, Monetary Policy Committee, MPC, has raised the interest rate by 50 basis points to 27.25 percent, the fifth hike since February 2024.

CBN Governor Olayemi Cardoso disclosed this during a press briefing at the end of 297th MPC in Abuja on Tuesday.

Also, he announced that the Cash Reserve Ratio (CRR) was raised by 50 basis points from 45 percent to 50 percent for Deposit Money Banks (DMBs) and from 14 percent to 16 percent for Merchant Banks. In addition, the committee retains the Liquidity Ratio (LR) at 30 percent and Asymmetric Corridor at +500/-100 basis points around the MPR.

The development comes as the country’s inflation rate eased for the second consecutive month in August to 32.15 percent, according to the National Bureau of Statistics, NBS.

Recall that at its last MPC meeting in July 2024, the apex bank raised the interest rate to 26.75 percent.

This is coming five days after the United States Federal Reserve announced a significant 0.5 percent cut to its interest rate, the first time since July 2023.

Economist and Executive Director of the Centre for the Promotion of Private Enterprise, Muda Yusuf had urged the CBN to pause interest rate hikes.

DAILY POST recalls that since February 2024, CBN has raised interest the rate four times – from 22.75 percent to 26.75 percent. Before the appointment of Cardoso in September last year, the country’s interest rate stood at 18.75 percent.

Alleged Unlawful Appointment: Court decides NDDC Chairman’s fate October 31

Justice Joyce Abdulmalik of the Federal High Court, Abuja, has fixed October 31, to deliver a ruling as well as judgment in a suit seeking the sack of the Chairman of the Board of the Niger Delta Development Commission, NDDC, Mr Chiedu Ebie, over an alleged wrongful appointment.

Justice Abdulmalik fixed the date for both ruling and judgment on Tuesday, shortly after parties in the suit adopted their written addresses as their arguments for and against the originating summons.

Some Niger Delta communities had sued President Bola Tinubu, for allegedly violating the NDDC’s Act by appointing Ebie as NDDC.

The plaintiffs from Bayelsa and Delta States communities had told the court that Ebie was not qualified to occupy the seat of Board Chairman having not come from, “the oil-producing area with the highest quantum of oil production”.

Those who filed the suit include; Chief Goodnews Gereghewei, Chief Eddy Brayei and Mr Jonah Engineyouwei.

They sued on behalf of themselves and Bisangbene, Agge and Amatu1 communities in Ekeremor Local Government Area of Bayelsa State.

President Tinubu, Senate President, Attorney-General of the Federation, NDDC and Ebie are 1st to 5th respondents respectively.

Meanwhile, Jerry Mulade-Aroh representing Gbaramatu Kingdom, Mr Jolomi Itsekure, representing Itsekiri Oil and Gas producing communities and Friday Ugedi, representing Egbema Kingdom all in Delta also sought to be joined as plaintiffs in the suit.

At Tuesday’s proceedings, plaintiffs through their lawyer Mr Egberipou Sotonye Barakemi, urged the court to dismiss the preliminary objection filed by President Tinubu and the AGF, adding that the court should dismiss the entire case of all the respondents for lacking in merit.

Zambian Energy Board understudies NPA’s operations

A seven-member delegation from the Energy Regulatory Board of Zambia has paid a three- day working visit to the NPA to understudy the Authority’s operations in the regulation of the petroleum downstream industry.

The team came to have a better insight into the Unified Price Petroleum Fund (UPPF), fuel marking and electronic cargo tracking amongst others, from 18th to 20th September, 2024.

In her remarks at a meeting with the Zambian team,a Deputy Chief Executive of NPA, Mrs Linda Boamah Asante, who stood in the stead of the Chief Executive, Dr. Mustapha Abdul-Hamid, expressed profound appreciation to the Zambian Energy Board for their continuous engagement with the NPA.

She called for more of such learning collaborations, and stressed that the doors of the NPA are always open and ready to assist its neighbours in such corporate learning.

For her part, the Director of Corporate Affairs, Mrs Maria Edith Oquaye, welcomed the delegation and assured the members of NPA’s readiness to share  experiences with member countries for the good of the continent.

She said the collaboration between countries was critical now, especially for the NPA, as a regulator of the energy industry, and indicated that Ghana now exports petroleum products to neighbouring countries like Mali, Niger, Burkina Faso, Cote d’ Ivoire and Togo all within the sub-region.

She assured the delegation of NPA’s readiness to take them through its operations, including visits to system areas in Accra and Tema “to gain insight into what we do”.

The Coordinator of the UPPF, Mr. Jacob Amuah, underscored the important role the UPPF plays in the petroleum downstream industry in Ghana.

He said, fuel prices directly affect nearly every sector of the economy from food prices to transportation and manufacturing. Mr. Amuah said fluctuations in fuel costs could  cause widespread economic disruptions hence by maintaining uniform prices across the country, the UPPF as curtailed regional disparities, stabilized inflation, and encouraged economic growth,

He said the UPPF is a crucial mechanism in the petroleum industry of many nations, aimed at stabilizing fuel prices across different regions.

Mr. Amuah stressed that the UPPF is essentially a fund set up by the government or a regulatory body to ensure uniformity in fuel prices across various parts of the country.

Given that the cost of transporting petroleum products to different regions in Ghana can vary significantly due to factors like distance and infrastructure, the UPPF acts as a balancing tool.

It helps to ensure that consumers in remote or underdeveloped areas do not pay significantly more for fuel than those in urban centres.

Citing the Northern part of Ghana as an example, Mr. Amuah noted that, but for the implementation of the UPPF, consumers in the north would have paid more for the petroleum products than those in the south, due to longer distances from the refinery.

However, he said,the fund compensates the difference, allowing the price at the pump to remain the same as in more accessible areas.

The team as part of their learning was taken to the Bulk Oil Storage and Transportation (BOST) Tema depot, an oil marketing company, and a fully automated retail outlet to have hands-on experience in their operations.

The leader of the delegation of the delegation, Mr Ezra Siamasumo, thanked the NPA for accepting the request to understudy Ghana’s downstream industry and their readiness to replicate the UPPF in Zambia. He affirmed the commitment of Zambia’s Energy Board to continue its collaboration in the petroleum sector with Ghana.

Importers, Exporters bare teeth at shipping lines

Hundreds of members of importers and exporters on Tuesday hit the streets of Tema Main Harbour enclave to demonstrate against the exploitative practices by shipping lines operating in the country.

They protestors were drawn from the Ghana Institute of Freight Forwarders (GIFF), the Association of Customs House Agents of Ghana, Freight Forwarders Association of Ghana and the Customs Brokers Association of Ghana, with several trade associations and concerned stakeholders.

The protestors, clad in red, held placards, some of which read: ‘E no be your fault; E be Ghana wey dey condone nonsense’, ‘shipping lines and pirates no difference, just landing’, ‘shipping lines are predators’ and ‘scrap local charges charged in USD now’.

They complained that the imposition of arbitrary charges such as local administrative fees, container cleaning fees and empty container fees by the shipping lines are ‘silly’ charges that need immediate scrapping.

Dubbed ‘Shipping Line Demo’, the protestors said the charges which are pegged at GH¢18 to USD1 by the shipping lines, violates the Bank of Ghana’s regulations on pricing of locally derived services.

Chanting ‘Yentua biom’, to wit, “we won’t pay again,” the protestors, with police escort, marched to the offices of Mediterranean Shipping Company (MSC), Intermodal Shipping Agencies Ghana Limited, CMA CGM, Grimaldi Ghana Limited and Maersk Line, all shipping lines, to present their petitions, which gave the recipients fourteen days ultimatum to abolish the exploitative charges.

Addressing the media, Kwabena Ofosu Appiah, a former GIFF President said “We are calling for the immediate cessation of demurrage charges on weekends and public holidays, which unfairly penalise businesses during non-working days, when clearance processes are halted.

“We are demanding a refund of all demurrage fees that have been levied during these periods because the charges are unjustifiable and harmful to businesses.”

Another grave concern the local freight forwarders raised was the repatriation of forex earnings by the shipping lines, which they argued, is contributing to the country’s foreign exchange difficulties and weakening the local currency and further burdening the national economy, consequently making it harder for Ghanaian businesses to compete both locally and internationally.

“These practices have stifled the potential growth of Ghana’s shipping sector, severely impacting businesses and crippling the financial well-being of numerous stakeholders within the supply chain,” Ofosu Appiah said.

The aggrieved logistics players held that the positive outcome of their protest would improve the efficiency of Ghana’s logistics and supply chain and help stabilise the local currency and lower the cost of goods for consumers.

“This is not just an industry issue. It’s a national issue and we are doing this to send a warning to all the players involved to listen to us because we are not going to rest,” Ofosu Appiah ended.

Yeji, Mo Chiefs join Offuman to observe Nkyifie Yam festival

The Omanhene of Yeji Traditional Area, Pemampem Yaw Kabrese V and his MO counterpart, Nana Kwaku Dankwa II last week joined the Omanhene of Offuman Traditional area to round off this year’s Nkyifie Yam festival.

Yam festivals are celebrated to remind celebrants of the importance of peace, unity for development.

Addressing a mammoth gathering at a durbar in Offuman in the Bono East Region to round off the Nkyifie Yam festival for 2024, Pemampem Yaw Kabrese V, who is the immediate past president of Bono East Regional House of Chiefs, called for peace and unity among the people for development in the communities and the country as a whole.

According to him, chieftaincy disputes are derailing national efforts at development and must be nibbed in the bud.

On his part, the paramount Chief of MO Traditional area, Nana Kwaku Dankwa II, cautioned the people of Offuman against litigations, which promote division and rebellious stance against authority.

The Mo Chief admonished all and sundry to live in peace and unity and rally behind the Offuman chief, Nana Kwaku Gyan Brorkour II to ensure rapid development in the area.

The Mo chief praised his sub-chiefs and the Wangara Chief of Wenchi for their unflinching support and said the people of Offuman should emulate the same for their chief to enhance development.

Nana Kwaku Gyan Brorkour II, the Offuman Paramount Chief, thanked the two paramount chiefs from MO and Yeji for gracing the occasion and their good counsel.

He appealed to leaders of the various political parties to explain their manifestos to the electorate and not to incite them to engage in hostilities that could plunge the nation into chaos.

The Offuman paramount chief reminded politicians that Ghana belongs to all Ghanaians and not for the only politicians.

Kobina Antwi parading as Ahantahene ? … Family thinks so and accuses MCE of complicity, but he denies charge

The Royal Anona Family of Baidoe Bonsoe at Busua has accused the Municipal Chief Executive (MCE) for Ahanta West Municipal Assembly (AWMA), John Agyare, of being complicit in the escalating chieftaincy dispute in the Ahanta land.

According to the family members, they have written and also orally informed the Municipal Chief Executive who is also the Municipal Security Committee Chairman (MUSEC) that the family has not enstooled an overlord of Ahanta following the passing of Otumfour Baidoe Bonsoe XV.

According to them, despite these notifications, one Kobina Antwi continues to parade himself as Ahantahene without MUSEC calling him to order.

The family noted that recently the said Kobina Antwi, parading himself as overlord of Ahanta, with the stool name Otumfuo Baidoe Bonsoe XVI, failed to exchange greetings with Vice President Bawumia at a funeral held in Accra.

It is as a result of this, that the Royal Anona Family of Busua is accusing the MUSEC Chairman of being complicit in the chieftaincy brouhaha in the area.

A Member of the royal family, Ben Ansah, at a news conference at Busua accused the MCE of failing to properly brief the national security of the status of the said Kobina Antwi.

He wondered why the MCE had not acted, despite officially informing him that they have not enstooled a new Ahantahene.

But MCE John Agyare has denied the accusation. Speaking in a telephone interview, MCE Agyare told this reporter that the accusation could not stand because he has not recognized Kobina Antwi as Overlord. According to him, factions in the dispute made attempts to use the district assembly hall for a meeting but he rejected all of them.

He explained the occasion that led to the embarrassment of the vice president was a funeral where he himself was present and that the said Antwi also failed to shake hands with him (MCE).

Meanwhile Counsel for the royal family, Captain Nkrabea Effah Dartey (Rtd), at the same news conference maintained that Otumfuo Baidoe Bonsoe was indisposed and that he was yet to resume his riyal duties.

According to counsel Dartey, the Tufuhene  -Nana Eziaku IV – is current acting in his (recuperating chief) stead.  Bolo Kwaw is also the Head of the royal family.

Counsel EffahDartey mentioned that,per traditions and customs, it was wrong for a chief who is sick and recuperating in the village to be replaced.

He mentioned that Baidoe Bonsoe’s visit to the ancestral village, though not officially announced, has been brought to the attention of the appropriate quarters of government, especially the MCE.

“With all the above being stated, it tells us all that there is no such person as Baidoo Bonsoe XVI because it has not been said that our Baidoo Bonsoe XV has, in any way, returned from the village”.

He continued, “credible information reaching the family of Baidoo Bonsoe XV indicates that an imposter by name Samuel Kobina Antwi,belonging to a clan unknown to us, is parading himself as Baidoo Bonsoe XVI. He is roaming around in borrowed robe and linking himself to the Traditional Council of Ahanta, as the non-exiting Baidoo Bonsoe XVI, which the family knows nothing about”.

Counsel EffahDartey indicated that on several occasions, Kobina Antwi has been warned through some medium as well as petitions against him, some through the Regional House of Chiefs and Court actions but none has been servedon him because he has allegedly been evading service.

APOLOGY

The royal family used the occasion to render unqualified apology to the Vice President Alhaji Mahamadu Baumia for the conduct of the said Kobina Antwi. Nana Ahamandze on behalf of the family indicated the family felt so sorry when the conduct of Kobina Antwi came to their attention.

He said, the family was using the news conference  todrum home that they have  not enstooled Ahantahene in the person of Kobina Antwi and same should be regarded as an imposter. Chronicle checks indicate that Kobina Antwi together with some local chiefs had visited the vice president and offered apology for the embarrassment.

$400k AfD funded Bus Rapid Transit project at KMA crippled

The Bus Rapid Transit (BRT) Service, which is now a subsidiary of the Kumasi Metropolitan Assembly (KMA) is almost grounding to a halt because more than half the number of buses for the BRT project have grounded and left to the mercy of the weather at the STC yard near Oforikrom in Kumasi.

Already, four out of the 60 Scania Marcopolo buses received by the KMA from the Ministry of Transport for piloting of the BRT Service got burnt beyond repairs, in what official sources at the assembly attribute to suspected arson.

The ‘Adehyie’ buses, as they are called in Kumasi, are a replica of the ‘Aayaalolo’ Bus Service in Accra and are part of some 206 buses imported by then National Democratic Congress (NDC) administration, under the late former President Prof. Atta Mills, through the Ministry of Transport for the BRT project in the major cities across the country.

The Bus Rapid Transit operation, which started with services for only commuters on the Ejisu-Central Business District stretch, was extended to cover 11 intra-city routes, which includeKenyase, Abuakwa, Pakyi, Aputuogya, Barekese, Mamponteng, Apromoase, Deduako, Kodie and Sokoban.

Meanwhile, a few of the 87-seater ‘smart buses’ that were operating along some of the major routes in Kumasi were heavily patronised by commuters, especially during the rush hours.

A visit to the STC by The Chronicle, however, revealed that quite a number of the buses parked inside the main STC yard at Oforikrom were without tyres and either hanging on bricks or logs, and some with major dents and damaged doors and screens.

The ‘Adehyie’ smart and quality buses were designed to have little or minimum passenger or cash interface with the drivers or the bus conductors and the ideal situation was to operate on exclusive lanes where only these buses would apply.

Unfortunately, the infrastructure requirements for the buses to operate effectively and efficiently such as passengers’ slotting cards to board, passenger sheds along the routes where people can wait for the buses and also recharge booths connected with Internet or wi-fi service where passengers can  buy or recharge their boarding cards have not been provided.

It is not also clear what has become of a study financed by the AfD some five years ago on Kumasi Transport Enhancement Project to determine the appropriate routes the buses should ply and the facilities required to be put in place.

These notwithstanding, the Adehyie buses can operate with or without these facilities in place, yet the KMA continues to keep them parked at the STC yard and thus defeat the economic sense for not deploying all the buses for the comfort of commuters, as the trained drivers, including three females are redundant.

Meanwhile, management of the KMA is tight-lipped over the state of Bus Rapid Transit (BRT) project funded by the AfD at $400,000 to raise funds for a full roll out of the BRT system which has been piloted since February 2020.

It has since July 16, 2024 declined to respond to Chronicle enquiries through the Metropolitan Chief Executive and the Head of Transport Department.
