Tension@ Shai Hills, Military Camps

New army-recruits at Shai Hills

Tension is mounting at Shai Hills between the military and commercial quarry operators after blasting activities of the latter and subsequent vibration had affected military structures in the enclave. The military have reportedly lost a health facility and Square (parade ground) among other buildings at the Army Recruits Training School (ARTS) and Bundase Training Camp due to the activities of the quarry companies.

The men in uniform who could no longer tolerate the ongoing destruction of their buildings despite a series of meetings held with the operators have gone to shut down the twenty-four (24) quarry companies operating close to the camp.  The military exercise, which started on Monday April 25, 2022, came to a climax on Friday April 30, 2022.  The decision to shut down these companies have reportedly affected revenue such as conveyance fees, Value Added Tax (VAT) and royalties paid to the local government assemblies.

Information available to The Chronicle has it that the military relocated its Training Centre from the Kamina Barracks in Tamale to present base of ARTS at Shai Hills in the early nineties.The place was an abandoned Road Camp for the Ghana Highway Authority (GHA), which structures were inherited by the soldiers for a training school.

Meanwhile, the construction of the Tema Harbour in the fifties resulted in the establishment of the quarries from where boulders were conveyed by rail.Few years after the relocation, the impact of the vibration started destroying the structures in the camp. The development, The Chronicle gathered, forced Ghana Armed Forces (GAF) to resort to different engineering solutions, especially during the tenure of office of Dr Kwame Addo Kufour as the Minister for Defense.

Both ARTS and the Bundase Training Camp have now been severely affected by the devastating effect of the blasting and as a result, the military authorities since the beginning of last year convened meetings with the Commercial Quarry Operators who agreed to find a lasting solution to their predicament. The Chronicle understands each quarry operator tasked the military to furnish them with estimates, which was done.

However, the quarry operators felt the cost was on the high side and informed the soldiers that one of their members also functions as a construction company and that they preferred their own working on the destroyed structures.Following this, each Quarry was levied to undertake the repairs.

On Thursday December 9, 2021, a letter emanating from the Commercial Quarry Operators Association was addressed to All Quarry Operators,  Shai Hills and Ningo Prampram District.

Captioned, UPDATE ON MEETING AND DECISION  TAKEN, it read: We refer to our meeting and proposal that was made that each quarry should contribute Ghc10,000.00 (Ten thousand Ghana Cedis) toward the repairs to be made to the Ghana Armed Forces properties at Shai Hills and Bundase.

At our last meeting with the Chief of Army Staff, he proposed that since members of the association within the enclave are contractors, we should rather collect the monies amongst ourselves and initiate the repairs.Therefore, the said amount should be paid to the Commercial Quarry Operators Association bank account.The deadline for the payment is Thursday December 16, 2021, to enable the contractor to commence work as soon as possible.

The Chronicle gathered that only a few out of the twenty-four companies paid the agreed amount.  When the Commercial Quarry Operators Association was contacted, its Chairman, Dr Mireku confirmed the story, but pleaded that they are already in discussions with the military for amicable resolution of the impasse.

A highly respectable source at Burma Camp who pleaded for anonymity told this reporter that the army would only soften their stance when they see a contractor on site working on the damaged buildings at the camp. Meanwhile a bird has whispered into the ears of The Chronicle that both the military and the quarry companies will be holding a crunch meeting at Burma Camp this morning to discuss the issue.

Stay tuned as The Chronicle makes way to the Geological Survey Department, Atomic Energy Commission, Ghana Standards Authority (GSA) and Environmental Protection Agency (EPA) to find out the extent of blasting effects on the immediate communities and whether only regulated explosives are used there.

I Will Repeal E-Levy Act

The twice defeated leader of the largest opposition political party in Ghana, National Democratic Congress (NDC), Mr. John Dramani Mahama, has announced that the Electronic Transfer Levy Act, also known as E-Levy, would be repealed if Ghanaians vote for NDC in 2024.

Though he lost the 2016 presidential election as a sitting President and the 2020 as a former President, it is evidently clear that he would vie to lead the party he sent to opposition again for the next general elections.

Delivering a lecture in Accra on Monday, this week, on the theme, “Ghana at a crossroad,” Mr. Mahama described E-levy as a regressive tax. He had stated earlier that, governments since the 4th Republic had all invested in digital infrastructure in order to modernize the economy, but failed to state if it was right to have returns on such investments.

According to him, mobile money payments were used for remittances to parents in the villages, used in the markets and supermarkets to pay for groceries purchased, among others.

He also mentioned that internet and electronic banking have made it easier to move money from an account to another without cheques or cash transfers, touting same as a positive development for the economy.

“Unfortunately, in the face of this self-inflicted economic catastrophe, this government against all sound advice has decided to introduce the E-Levy, a regressive tax that heaps more suffering on Ghanaians.”

“A new National Democratic Congress Government, God willing and with the votes of the sovereign people of Ghana – in 2025 – will repeal the E-Levy Act,” he assured and the crowd applauded him.

To the NDC and Mahama, the Akufo-Addo government has failed to demonstrate prudence in public financial management, thereby, remains fixated on taxing its way out of economic mismanagement.

Why E-levy

The Ghana Cares (Obaatanpa) Programme, introduced by the government, targets a tax to GDP ratio of 20% by 2024.

The government has also set a target to reduce the budget deficit from an estimated 9.4% in 2021 to below 5%, in line with the Fiscal Responsibility Act, 2018 (Act 982).

The Ghana Revenue Authority’s (GRA) data indicates that, as at August 2021, 2.4 million individuals (approximately 8% of the total population) were registered as personal income taxpayers; 45,109 entities were registered as corporate taxpayers; and 54,364 persons were registered as self-employed taxpayers.

However, the government noticed the growing nature of digital payments and devised means to mobilize revenue from the sector.

According to the GRA, between 2017 and 2021, mobile money transactions in Ghana increased from one hundred and fifty-five billion Ghana Cedis to nine hundred and eighty-six billion Ghana Cedis.

The GRA observed that the shift from traditional to digital payments systems has supported growth in e-commerce, social media shopping and the use of digital payments, but lamented that these were largely untaxed, and while the industry grows, several government tax revenue sources such as VAT were experiencing a decline in growth.

In March last year, the Bank of Ghana published that Ghana’s total value of mobile money transactions, shot up from USD5 billion per month in February 2020 to USD11.5 billion per month in February 2021.

This was contained in a circular titled “A Summary of Economic and Financial Data,” which statement also announced that active mobile money accounts increased from 14.7 million in February 2020 to 17.5 million in February 2021, with a significant rise in the number of active mobile money agents from 235,000 to 465,000.

The Akufo-Addo government says considering the growth of the sector, it was prudent for a government to mobilize some revenue for development, thus the E-levy, while expanding the tax base.

‘Gov’t can’t reduce taxes on petroleum products’

President Akufo-Addo has emphatically told labour unions that calling for his government to remove taxes on petroleum products is not workable.

He defended that part of the revenues from the taxes on petroleum products is what is used to pay the salaries of some of the seven hundred thousand (700,000) public sector workers on the government’s payroll.

Addressing labour unions on May Day, Nana Addo said: “Removing taxes on petroleum products will reduce government revenues by some GH¢4 billion.

“At this time, when we are determined to expand government revenues to increase our capacity to finance our development, can we afford to reduce tax revenues by GH¢4 billion?” he asked.

“We are addressing the issue of fuel price increases by implementing measures that are succeeding in stabilising the exchange rate, a key determinant of fuel prices.

“Government is also working hard to ensure reliable supply and availability of petroleum products, thereby, preventing shortages, a phenomenon which is being experienced in some other neighbouring countries. By the same token, we are keeping the lights on in Ghana,” he emphasised.

Additionally, President Akufo-Addo said intense efforts are being made to rehabilitate the Tema Oil Refinery (TOR) to enable it to contribute to stabilising petroleum prices.

The President’s statement on the May Day followed the continued demand by public sector workers, who through their umbrella body, the Trades Union Congress (TUC), had demanded that the government removed taxes on petroleum products to cushion consumers from the rising cost of fuel

Last Thursday, for example, leading oil marketing companies in the country adjusted the price of diesel at their various fuel outlets.

GOIL adjusted the price of diesel from Gh¢10.20 per litre to Gh¢10.65 per litre with Total Energies and Shell also adjusting their diesel prices to Gh¢10.90 and Gh¢10.75 per litre respectively.

CEO of hiring company charged with fraudulent breach of trust

Vincent Quainoo, 30 years, who is the Chief Executive Officer of Alfam Logistics and Rentals Limited, has been arraigned for allegedly diverting part of payments made through him by Vekstrak Company Limited to another company.

Quainoo, resident of Takoradi has, therefore, been slapped with the charge of fraudulent breach of trust, but has subsequently been granted bail in the sum of GH¢100,000.00 with two sureties, one of whom should be residing in the southern part of Ghana.

The court presided over by Samuel Bright Acquah, was told by Inspector Daniel Darko that the complainants in the case are Francis Yirenkyi, a renter and resident of Tsado and Francis Ekow Nkrumah, transport officer, a resident of Kasoa.

According to Insp Darko, during the month of October 2021, Quainoo reportedly went to the complainants and informed them that, he had been contracted by Vekstrak Company Limited to hire 14 pickups for the company

The prosecutor said Quainoo allegedly told the complainants that eight of the vehicles would be taken to Northern Region while the other six would be used for vogue to the Volta Region.

He said both parties bargained and agreed on GH¢109,000.00 as the value of all the pickup being hired.

According to him, Quainoo sent GH¢65,000 to the complainants as part payment of the amount and informed them that the remaining GH¢44,000.00 would be paid by Vekstrak Company Limited itself.

Insp Darko added the after the first tranche payment and the complainants after sometime went to Vekstrak Company Limited to demand for the balance of the money but were told the remaining amount had been paid fully to the accused and the receipts were furnished to the complainants.

He said Quainoo knowing his deeds would be discovered, went into hiding but on December 17, 2021, the accused person was arrested and brought to the Takoradi Police station by D/Cpl.Amekpui Nelson of Regional CID, Takoradi.

The prosecutor told the court that Quainoo admitted the offence in his caution statement and paid GH¢5,000.00 to the complainants and he was granted Police enquiry bail.

Nonetheless, Quainoo has denied any wrong doing.

In another development, The Accra Circuit Court ‘7’ presided over by Ellen Ofei-Ayeh has granted bail to John AdjeteyOko, 23 and dispatch rider, with a bail condition of GH¢20,000 with two sureties for unlawful possession of one wrap of a narcotic drug, believed to be Indian hem.

The court further granted same bail condition to Robert ApaiAdama for having in his possession 52 wraps of narcotic substance suspected to be Indian hemp.

Samuel Afreh alias Baboo, 33 years old, a laundry operator, Randy Osei aka Shadrack Bonnet, 24, a welder, Bright Afful, Nathaniel Mawuli, aged 21, a mechanic, and Eric Asare, aged 27 who is a decorator, were given bail in the sum of GH¢50,000 with three sureties each, as every one of them allegedly had in his possession at least 52 wraps of suspected Indian hemp.

The court granted the seven accused persons bail on Wednesday after they had pleaded not guilty to the charges of unlawful possession of narcotic drug, and unlawful control of narcotic drugs.

The court was also informed by the Prosecuting Officer, Inspector Daniel Ofori Appiah that the complainants and witnesses in the case are personnel of the Ghana Police Service.

He told the court that all the accused persons are residents of Accra and that on April 23, 2022, the La District Police had the information that a group of young men had gathered at a ghetto in the La township trading in a substance suspected to be Indian hemp.

According to him, the police quickly proceeded to the said location and had the accused persons arrested.

He said Samuel was found with 52 wraps of dried leaves suspected to be Indian hemp, Robert with two wraps, John with one wrap, while Randy, Bright, Nathaniel and Eric were each apprehended with 52 wraps of suspected Indian hemp.

He told the court the case was still under investigation but the substances had been given to the police forensic laboratory for examination.

The case has been adjourned to May 26, 2022 for continuation.

Otumfuo In Us To Participate In May International Festival

Otumfuo Osei Tutu II, the Asantehene with a contingent of paramount chiefs and Divisional chiefs from all regions of Ghana who owe allegiance to the Golden Stool yesterday arrived in the City of Memphis, Tennessee in the United States to participate in this year’s May International Festival.

His visit would help showcase Ghana’s culture and traditions and promote business investments opportunities in Ghana as well as mark the second royal participation in the 44-year-old Festival, since the Maori Queen at the Salute to New Zealand in 1991.

This year’s month-long May International Festival is being held in honour of Ghana and it is expected to break down barriers, promote greater understanding and strengthen the ties between Ghana and the citizens of Memphis and the Mid-South of the United States.

A statement issued by Mr Kofi Badu, the Chief of Staff at the Manhyia Palace said Otumfuo will participate in a five-day programme culminating in a traditional durbar on Memphis’ historic Beale Street on May 8,2022.

According to Chief of Staff, Kofi Badu, the Asantehene would meet with high level city and government officials and business leaders towards promoting business and investment opportunities in the two countries.

The City of Memphis would also honour Opemsuo Osei Tutu and Ghana’s Ambassador to the United States with a Black Star Tie Galaat the Renaissance Convention Centre Grand Ballroom on May 6,2022 to mark his (Otumfuo) 72nd birthday.

The statement also disclosed that the Asantehene will visit places including the National Civil Rights Museum, the STAX Museum of American Soul Music and Graceland, the home of the Memphis legend,Elvis Presley as well as the headquarters of the Federal Express(FedEx) and Medtonic, the world’s manufacturers of medical robotics.

Bishop Al Green at the head of celebrated musicians and religious leaders are also slated to host Otumfuo Osei Tutu’s final engagement with a church service at the Full Gospel Tabernacle Church, the statement indicated.

Editorial: Mahama, Duffuor should learn from history

Dr Kwabena Duffuor, Former Finance Minister has reportedly called on the government to do away with what he describes as the current starvation wages and endeavour to pay living wages to Ghanaian workers henceforth. According to a story published by citinewsroon.com, Dr Duffuor whilst praising the Ghanaian worker in his May Day message also called for economic justice to prevail in the ongoing labour agitations for better working conditions.

“May Day is an opportunity to celebrate the tireless work of the men and women whose labour sustains our nation. On days such as this, it is important that we reflect on the contributions of workers to our national development, but it is most essential that we seize the opportunity to stand in solidarity with our labour force and on the side of economic justice”.

“In a country where productivity does not equate to real wage, we breed a culture of labour theft and unrest. Workers deserve wages commensurate to their hours of labour. But at a time when inflation continues to rise, yet our last salary increment was 4% in 2020, real wages have drastically lost their value,” the online portal quoted him as saying.

The Chronicle agrees with the former finance minister that the Ghanaian worker deserves better pay, but we are against the apparent hypocritical stance inherent in his statement. In 2009 when Dr Duffuor was the Finance Minister, inflation rate in Ghana was 19.25%. It whittled down to 10.71% in 2010 and 8.73% in 2011. The big question is: did Dr Kwabena Duffour tell the Ghanaian worker that because inflation is 19.25, I am going to give you salary increment of 19.25%?

If the former Governor of Bank of Ghana did not say this at the time, why he is he saying now that “real wages have drastically lost their value” because of inflation and that workers must be paid living salary and not starvation salary?  Did he pay a living salary during his tenure of office? Did President Mills not tell Ghanaian workers to exercise patience and stop the excessive demand?

As we have already indicated, we are NOT in any way trying to justify the current salary the Ghanaian worker is receiving at the end of each month – it is not the best, we admit.  Our concern however, is the way politicians behave when they are seeking to lead this country.

As we put this piece together, Former President Mahama is also quoted as saying that he would abolish the E-Levy Act when he becomes president of Ghana again. These are some of the statements Presidents Kufuor and Atta Mills made when they were opposition leaders, but later have to eat a humble pie when they assumed office. President Kufuor criticised his predecessor, Jerry Rawlings, for appointing so many ministers. But when Ghanaians voted for him, he went beyond the number of ministers appointed by the previous government.

President Mills similarly promised to reduce fuel prices drastically, but when Ghanaians gave him the mandate to lead them, he could not fulfil this promise. One would have, therefore, thought that President Mahama has learnt a useful lessons from these two political blunders,but he is organising lectures and telling Ghanaians that he would repeal the E-Levy Act. Looking at the economic situation prevailing in the country, where is Mr Mahama going to get the money after repealing the Act to run the country if Ghanaians give him the mandate?

As President Akufo-Addo did whilst in opposition, he criticised the introduction of Value Added Tax (VAT) and this forced the Rawlings government to reduce the threshold. When the New Patriotic Party (NPP) assumed office in 2001, they did not abolish the tax because it was generating revenue for the state. The National Democratic Congress (NDC) led by Mr Mahama has also criticised the E-Levy and the Akufo-Addo government has reduced the threshold.

This, in our view, should have ended the battle, but because of desperation for power, Mr Mahama is promising something that would come back to haunt he himself in future.  Should we tread on this path if we are genuinely looking for the development of mother Ghana? Well, we live to see.

PERISCOPE: LOVE, MARRIAGE, DIVORCE (PART 2)

God had good intention, when He implanted the phenomenon of Love inman and woman. Why not? He had created Adam and Eve and wanted them to fill the world with people.  That Love He created has a magnetic charm to draw them together in order to be able to respond positively to His

wish.Like God himself, who is jealous and does not want us to worship other gods apart from Him. (Exodus 20:4-5), Love, too, is jealous and does not want any type of disturbances. Love has, however, been tainted with unfaithfulness, lies, insincerity, etc, to the extent that it has almost lost its glamour and luster.

Passing infatuation is mistaken for true love and initial courtship is over burdened with false promises of Heaven on Earth by some men dying for feminine attention. Thus, any marriage resulting from mouth watering promises end up becoming like the proverbial “kookooahahan”-the leaf of cocoa tree. Initially, while growing, the leaves bloom,but wither with time. Divorce then becomes imminent.

Stumbling Blocks

There are some stumbling blocks to a successful marriage, which couples should try to resist. They include temptations. Sometime ago,for instance, a news report indicated that a man who from all

indications, had faithfully stayed with his wife, got sick. When he attended hospital, he was diagnosed with the terrible HIV. He was really mad with genuine surprise, since he knew he had stayed with only his wife throughout their matrimonial life.

The doctor asked him to present his wife for testing. He did and the wedded wife was tested positive, thus, indicating that the husband got the sickness from madam. When the doctor pressed her for confession,she broke down and said her former classmate, who was then domiciled abroad, visited Ghana and invited her for an outing at the time her husband was on night duty at his place of work.

Barren Marriage

In a marriage in which there is no child, the woman may be tempted to go to another man, just for fun, which she may not know if the fault comes from her. The Husband may also be tempted to take advantage of the problem, even though, the cause may be his. In such a situation,the couple should not be discouraged, they should find treatment to save their marriage.

Talking about barrenness brings to the fore the problem of impotence.Some people wonder why the problem cannot be detected, during courtship, for treatment. Since the ultimate aim of marriage is the

production of children, firstly, to “fill and replenish the earth” and secondly, for parents to benefit from the children as supporting rods,during the former’s old age, men’s virility is hugely essential.

Should the problem of impotence be ignored, there is not the least chance of survival of the marriage, no matter how deeply the couple loves each other.

In some situations in which the couple find it difficult to part, they may agree, painfully to take the path of unfaithfulness involving the wife and another man. This is, however, offensive to God and the

teachings of Jesus on adultery. Separation should, therefore, be considered as an indispensable option.

Lack of patience, Forgiveness

Patience and forgiveness play a significant role in the success of a marriage. When these two sisters are absent in marriage, peaceful co-existence suffers. Take for instance the following situation: A

husband returns from work with great expectation to find his  meal ready on the dining table, but staring at him and mocking him is an empty dining table.

He yells at madam: “Why is the food not ready? So you have used the whole day idling about and not caring what will happen to me. You area lazy yawning drone. If you repeat this, I gonna send you away toyour equally lazy mother, who pampered you so well that you cannot see

what is right to do. “Ebe ye dwe ne!”

Madam looks him up and down in a menacing manner and coughs out some offensive words, “What do you think of yourself at all? If you are a caring partner,  you would have asked me why your food is not ready.

This is not characteristic of me. As soon as you left for work, I was attacked by fever. I rushed to the Clinic near here for attention. I slept when I returned and just woke up. I was about to get something

for you when you came with reprehensible insult, foodian!”If only the husband had exercised restraint and found out why food was not ready at the expected time, madam would not have been cheeky,

for “A soft answer turneth away wrath, but grievous words stir up anger (Proverbs 15:1).

“My dear, something might have happened in my absence, which prevented you from getting the meals ready on time. Please tell me: I do care and don’t worry about it.” Such endearing words with, even a hug would have been magical in preventing explosive reactions.

Training Children/Frequent visits from Family Members

Sometimes, when the husband wants to bring the children to order, when they misbehave, Madam may protest.  This does not nourish peaceful co-existence  in the home, when  viewed against the biblical injunction to parents “to train a child the way he should go, so  that he will not depart from it when he grows up” (Proverbs 22:6).

Frequent visits from family members of both the husband and the wife may sometimes bring distressing feelings especially when they stay fora long time. Both should humbly discourage this, by discussing their worries with them, especially their mothers-in-law.Love and Marriage, are, indeed jealous, and lovers must be cautious in choosing partners, and the more cautious, when they finally settle down in marriage.

Dr. Stephen Amoah, Member of Parliament for Nhyiaeso Constituency in the Ashanti Region has donated quantity of Computers and Accessories to the Education Directorate, to be distributed among some selected schools in the constituency.The donation was meant to bridge the ICT deficit in some first and second-cycle schools in the constituency.

The beneficiary schools of Dr. Stephen Amoah’s gesture were the Opoku Ware Senior High School (OWASS), Kumasi Senior High Technical School(KSTS), St. Hubert Seminary Senior High School, Prince of Peace Senior High, J. A. Kufuor Senior High and Apraman M/A Cluster of Schools.

The MP noted that the computers would help boost teaching and learning of ICT and raise educational standards towards national development.The chief of Atasemanso, Nana Owusu Barimah III presided over the presentation ceremony.

Nana Adutwum Amankwah, a business consultant and administrator, hasbeen installed as the chief of Toase -Dabe in the Atwima Nwabiagya South Municipality of Ashanti region.He succeeds his late uncle, Nana Owusu Bekoe, who joined his ancestors two years ago.The new chief has since sworn the Oath of allegiance to Nana Yim Awere Ababio at his Toase palace during which he pledged his commitment,determination and readiness to use his expertise as business consultant and an administrator to support Yim Awere Developmental Projects.

The new Dabe chief expressed his profound gratitude to Nana Yim Awere Ababio, the Toasehene for his unflinching support and confidence reposed in him by giving him the opportunity to serve the community.He pleaded with Nananom and all stakeholders including the youth to remain united and contribute their quota to help make the area a better place for every citizen to be proud.

Nana Adutwum disclosed that, his vision for Toase is to help improve Businesses, Education and Health issues, which are the main thematic areas and that he is determined to give his maximum support.
