Feature: Rwanda-UK asylum deal may cause regional refugee crisis

Later today, eight asylum seekers will get on a chartered flight heading to Rwanda from the United Kingdom, as part of a controversial £120m deal between both countries.

According to the UK Home Office, the deal, signed in April, is “designed to disincentivise dangerous and unnecessary journeys such as small boat crossings, save lives and prevent injuries”, and ultimately fix the UK’s immigration system.

Since the deal was announced, there have been protests and legal attempts to stop the first deportation, as well as criticism from multiple nonprofits.

Enver Solomon, chief executive of the Refugee Council, said the charity was “appalled by the government’s cruel and nasty decision”. UN refugee chief Filippo Grandi said the UK was “exporting its responsibility to another country”.

During his Easter sermon, Justin Welby, archbishop of Canterbury, said there were “serious ethical questions about sending asylum seekers overseas”. British media report that Prince Charles, heir to the British throne, has privately called the deal “appalling”.

By way of response, Rwandan foreign affairs minister Vincent Biruta said his country had a responsibility to cater to refugees.

“This partnership builds on Rwanda’s strong record of providing safety to those fleeing danger, with our country currently providing sanctuary to over 130,000 refugees from multiple countries – including vulnerable migrants evacuated from Libya, Afghanistan and neighbours like the Democratic Republic of Congo and Burundi,” he said, during a recent trip to the UK.

A landlocked republic smudged within east and central Africa, Rwanda is one of the smallest countries in the world; it is the same size as Macedonia but has six times the population. Despite recent economic gains, more than half of its estimated 13 million people live on less than $2 a day, according to the World Bank.

Activists say this is proof that Rwanda is ill-suited to host the new arrivals and that an inflow of asylum seekers from the UK could even lead to the displacement of its citizens into the wider region.

‘Terrifying past and future’

On April 20, 12 UK-based nonprofits run by Congolese nationals in the Diaspora sent a private letter to British Prime Minister Boris Johnson condemning the ​​UK’s decision as one “based on the crisis of responsibility and not a crisis of refugees”.

In the letter seen by Al Jazeera, they warned that Rwanda did not have enough space to accommodate the asylum seekers but was intent on getting British taxpayers’ money to propagate a war in the eastern DRC.

It would essentially be a repeat of history, they added, where thousands could cross the borders from tiny Rwanda into larger Uganda or the vast landmass of the eastern DRC and further escalate the crisis there.

A representative of one of the letter’s signatories, London-based The African Physical Training Organization (APTO), told Al Jazeera that there could be a spillover that “replicate[s] the 1994 refugee crisis where we saw millions of Rwandan Hutu refugees flood the eastern DRC to run away from the new Tutsi-led government in Rwanda”.

According to the New York-based think tank Council on Foreign Relations, some of these refugees were génocidaires of Hutu ethnicity including members of the infamous Interahamwe group. In the DRC, they formed armed groups, leading to the rise of opposing groups comprising Tutsis – the other main Rwandan ethnicity – as well as other opportunistic rebels.

Under the then head of state Mobutu Sese Seko, the DRC was unable to control these armed groups, some of which directly threatened populations in neighbouring countries. So civil war eventually broke out.

In 1997, he fled the country as rebels led by his eventual successor Laurent Kabila advanced on the capital.

Many of these groups are still in operation today, especially in the Ituri, Kasai, and Kivu provinces of eastern Congo. The Tutsi-majority M23 and the predominantly Hutu Democratic Forces for the Liberation of Rwanda (FDLR) are the deadliest.

Despite the presence of more than 16,000 UN peacekeepers, these groups continue to inflict horror on communities and control territory in some areas. The United Nations estimates there are currently 4.5 million internally displaced people within the DRC and more than 800,000 people have fled the country to be refugees elsewhere.

This June, the Norwegian Refugee Council named the conflict in the DRC as the world’s most neglected displacement crisis, for the second year running – as global attention shifts to the war in Ukraine.

“For years the Great Lakes region [across parts of East, Central and Southern Africa] has seen thousands of refugees, millions have died in DRC and the region,” CarineKanimba, daughter of Paul Rusesabagina, the imprisoned Rwandan activist who inspired the film Hotel Rwanda, told Al Jazeera.

In recent weeks, Kinshasa has also accused Kigali of actively supporting the M23 rebels, who have been waging their most sustained offensive in eastern DRC since capturing vast swaths of territory there in 2012-13.

“Today, it’s clear, there is no doubt, Rwanda has supported the M23 to come and attack the DRC”, President Felix Tshisekedi said in June on state television.

And activists in Kinshasa have led an anti-Rwanda protest this month too.

For activists in Europe, the asylum deal could be a sign of the West helping Kagame’s policies.

“We also believe this could be tied to Rwanda’s ambition to get territories in Congo,” the APTO representative said. “We are suspicious – why not give responsibility to Europe?”

‘A ruthless dictatorship’

Despite its acclaimed efforts at national reconciliation and healing after the genocide, Rwandan authorities have also been accused of human rights abuses by several civil society groups within and beyond Africa.

Critics say Western donors and organisations have ignored this and continue to support Kagame’s government because it has managed to restore stability after the genocide.

“People are not free to express themselves on anything that might be seen as challenging the government or what it says,” Lewis Mudge, Human Rights Watch’s Central Africa director, told Al Jazeera in April.

Since October 2021, at least eight members and supporters of opposition leader Victoire Ingabire have been arrested on charges ranging from spreading rumours, forming criminal associations and inciting insurrection.

“My father is a political prisoner in Rwanda because he criticised a ruthless dictatorship with the same president for 28 years,” Kanimba told Al Jazeera. “Our work has been about showing the international community what is truly happening in Rwanda. These are conditions that lead to political prisoners, arbitrary killings and silencing of journalists and critics. These are the conditions that create refugees that have to flee that country because their lives are at risk.”

The current UK deal is one that ties into that increasing culture of impunity, analysts say. Refugees from the region say that as more asylum seekers get assigned to Rwanda and Kagame gets more money from the deal, he will be able to sustain a climate of fear.

The asylum deal, Kanimba said, could lead to “more refugees and more suffering of innocent people that the world seems to have forgotten about”. Another UK-based Rwandan refugee who chose to remain anonymous, agreed.

“The partnership agreement between the UK and Rwanda is an insult to the Rwandan people,” she said. “It is a misrepresentation of the generosity of British citizens and a shifting of responsibility to a smaller and poor country, with its own terrifying past and future.”

Asante Kotoko is set to confirm the signing of highly-rated Bechem United defender Samuel Osei Kuffour on a ‘long-term contract’.

The 20-year-old will join the Porcuppine Warriors for an undisclosed hefty fee, and will be announced as player of the reigning GPL champions ahead of the new football season.

Matthew Anim-Cudjoe confident of earning Black Stars call-up for World Cup

The Scotland based young attacker is highly optimistic of receiving an invitation to play for Ghana at the 2022 FIFA World Cup.

Ghana youth international Matthew Anim-Cudjoe is confident of earning a Black Stars call-up for the next edition of the FIFA World Cup, scheduled to be staged in Qatar from November to December 2022.

The 18-year-old attacking midfielder, who currently plies his trade in Scotland with Dundee United, believes Otto Addo and his technical team will be offering him an opportunity to showcase his skills on the biggest stage in world football.

“Yes of course [I’ll be called for World Cup]. We [Dundee United] qualified for the Europa League so I’ll be part of the squad,” Anim-Cudjoe told TV3 in an exclusive interview

“I’m in Ghana training very hard so I have confidence that the Black Stars will call me for the World Cup. I believe in myself so there is no problem. The pitch will decide,

“I want to be part of this team [Black Stars] for the World Cup in November. That’s my dream for now so I’m working hard to get there,” he added.

He was signed by Scottish Premier League side Dundee United in November 2021 and made his debut in April this year against Hibernian FC.

Werder Bremen, Kofi Kyereh to hold talks over potential move

Werder Bremen are reportedly set to hold talks St.Pauli midfielder Daniel Kofi Kyereh over a move in the summer transfer window.

The 26-year-old has popped up on the radar of some German Bundesliga clubs following his impressive performance in the just ended season.

The Ghana international scored 12 goals, registered nine assists in 29 appearances in the Bundesliga II this season for St.Pauli.

St.Pauli wants 4.5 million euros from the sale of the Kofi Kyereh due to the number of interests from clubs.

German news outlet kicker reports that Werder Bremen have already held talks with the player and St.Pauli over a move.

Werder Bremen are hoping to convince the player and the club over a transfer deal.

Daniel Kofi Kyereh is weighing his options on other clubs interested in signing him.

Kyereh was involved in Ghana’s 2023 Africa Cup of Nations qualifiers against Madagascar and Central Africa Republic.

He didn’t travel with the team to Japan due to personal reasons and also sort out his future at the club.

Manchester City’s marquee signing, Erling Braut Haaland, is full of praise for Black Stars coach Otto Addo following the role he played in his career at Dortmund. 

Addo nurtured the Norwegian forward, helping him transition from Austrian football to the German Bundesliga.

The Ghana coach, who is also working as talent development trainer at Dortmund, has the knack of bringing the best out of young players with Haaland a disciple of his work.

In a documentary for Dortmund, Haaland praised the former Ghana player, describing him as the best he’s worked with.

“That’s the biggest legend, if we talk about the biggest legends in this club, this guy, he’s the best one,” Haaland openly praised Otto Addo. “He is the best. Otto,” he added.

Erling Haaland completed a 60 million Euros move to Manchester City after two successful years with the Yellow and Blacks.

Otto Addo was confirmed substantive coach of the Black Stars after leading the team to World Cup qualification following a playoff victory over Nigeria. He will lead the team till the rest of the year.

Sterling has become a firm favourite of Southgate’s and feels it is unfair to judge the 51-year-old on a Nations League run that has seen England lose home and away to Hungary, given what Southgate has done for the team and nation during his time in charge.

To Sterling, Southgate has been a very good England manager to him and many of the players, the forward interjected: ‘And the country. I keep saying after these last couple of games, you can’t be judged on that.

‘If you look at the steps that he’s made over the last couple of tournaments, semi-final and a final, I think a Nations League couple of bad results is not something that we can judge him on.

‘He’s led us incredibly well. He’s showed us the way, he’s helped us mature from young men to senior pros, a lot of us in the dressing room.

‘He’s doing that now with a lot of the young lads and he’s trying to make sure that everyone’s got enough experience for when we do hit the big time that we’re all ready.’

Sterling believes shutting off for a week after the club season before returning to England matters was challenging but did not want to use that as an excuse, saying June simply ‘hasn’t gone to plan’.

The defeat leaves England in the eye of a storm and bottom of Group A3 ahead of September’s trip to Italy and home match with Germany – the final fixtures before the World Cup gets under way in five months.

It was designed by the late British-Iraqi architect, Dame Zaha Hadid, who died suddenly of a heart attack in 2016, aged 65. But when her drawing were first released and went viral, commentators suggested the stadium looked more like a woman’s private parts.

At the time Dame Zaha was angry at the comparison, saying: ‘It’s really embarrassing they come up with nonsense stuff like this. What are they saying? Everything with a hole in it is a vagina? That’s ridiculous.’

Former Holland manager Marco van Basten has insisted anyone that thinks Cristiano Ronaldo is better than Lionel Messi knows nothing about football.

PSG forward Messi and Manchester United star Ronaldo have been compared for years in the debate of who is the best player in the world as they gone head-to-head in their glittering careers.

The two are almost impossible to split when it comes to goals, honours and assists, but Van Basten has firmly stated his view on the ongoing debate.

‘Cristiano is a great player, but those who say he is better than Messi know nothing about football, or they are saying it in bad faith,’ the 57-year-old told Corriere dello Sport.

‘Messi is one of a kind. Impossible to imitate and impossible to repeat. A player like him comes along every 50 or 100 years. As a kid, he fell into the football genius pot.’

The former AC Milan and Ajax icon, who won three Ballon d’Ors before injury led to early retirement at 28, has however insisted that despite his talent Messi is not even in the top three players of all-time.

The Argentine superstar may have won a record seven Ballon d’Or awards in his record-breaking career, as well as scoring over 800 goals for both club and country. But he is not ranked in Van Basten’s top three players of all-time or even the best Argentine player in history.

‘Pele, [Diego] Maradona and [Johan] Cruyff are for me the three greatest players in history,’ Van Basten told Marca.

‘As a kid I wanted to be like Cruyff. He was my friend. I miss him. Pele and Maradona were also incredible. ‘Messi is also a great player, but Maradona always had more personality in a team.  Messi is not the one who puts himself at the front to go to war.’

Messi is just behind the top three with the likes of fellow great players such as Ronaldo, Michel Platini and Zinedine Zidane.

The Dutchman added: ‘I’m not forgetting Cristiano Ronaldo, [Michel] Platini or [Zinedine] Zidane.’

84 Parcels Of ‘Wee’ In Cop’s Car Boot; Attempt to escape arrest results in serious accident

A Policeman who was conveying eighty-four (84) parcels of compressed narcotics (indian hemp) in his private car was, on Sunday, involved in an accident on the Kpeve Mountains in the Volta Region.

The 36-year old Non Commissioned Officer (NCO), Number 45638 G/Sgt Lotsu Agbeko, stationed at the Formed Police Unit (FPU), fractured his hand and is currently responding to treatment at the Peki Government Hospital under armed guard.

Information reaching The Chronicle has it that following a tip-off that a particular vehicle was carrying narcotics, personnel on duty at Have Barrier went on the alert.

On Sunday June 11, 2022, at about 12:30 hours, Sgt Lotsu Agbeko, driving a Toyota Corolla with registration GC 1069-09, approached the Have Barrier.

He reportedly failed to stop when ordered to do so, compelling the personnel to pursue him.

On reaching a section of the Kpeve Mountain road, the vehicle the suspect was driving was involved in an accident, resulting in him sustaining injuries.

The parcels of compressed narcotics found in the boot of the car were retrieved, after which the suspect was rushed to the Peki Government Hospital to receive treatment.

Islamic SHS shooting: We are waiting for your report -Speaker tells police

The Speaker of Parliament, Rt. Hon. Alban Sumana Kingsford Bagbin, has indicated to the police that the House is very concerned about the shooting incident that occurred at the Islamic Senior High School (SHS) and is waiting for a report on it.

Speaker Bagbin noted that the outcome of the police report would determine whether or not Parliament should also conduct further investigations.

“…but if the police is actually investigating the matter now, what we can do as a House is to immediately show concern; visit the police and let them know that we are awaiting their report. Then after the report, we are entitled to take further actions.”

Mr. Bagbin expressed Parliament’s intention on the incident when the Minority Chief Whip and Member of Parliament (MP) for Asawase, Mr. Mohammed Muntaka Mubarak, fell on Order 70 of the Standing Orders of Parliament to make an urgent statement on the incident on the Floor yesterday.

It would be recalled that on Monday June 13, some 30 students of the Islamic SHS at Abrepo in the Ashanti Region were rushed to the hospital after police allegedly fired tear gas on them, while they were demonstrating over frequent road accidents in front of the school.

In his submission, the Asawase Legislator called on the House to probe the circumstances surrounding the matter.

Citing the Ejura, Nkoranza, and Ayawaso West Wuogon incidents, Mr. Mubarak said the instances of police brutality were getting out of hand, and that Parliament must act on it.

Though he admitted that the police had taken steps by interdicting some of its officers in the region, it was not enough.

“It is not enough. It is not enough because we know how the police have operated in the past where they will take this initial steps and that ends it,” the Asawase MP said, and urged the House to constitute a committee to probe the incident.

However, the majority Chief Whip and MP for Nsawam/Adoagyiri, Mr Frankline Annor Dompreh, while commenting on the statement said that inasmuch as he support a call for investigations into the issue by the House, the Inspector General of Police had already initiated an investigation and so it would be better for parliament to allow the police to conclude its investigations to avoid duplication of work.

“…However, because the IGP has issued some orders that some investigations should be conducted into this matter, I am not sure that Parliament at the same time should also be doing another investigation on the same matter. Then it will mean concurrent investigations will be conducted at the same time.”

He said Parliament should wait for the Police to finish its investigations before they can take any further action.

“For two institutions to conduct two concurrent investigations into the same matter is a matter that is worrying and Mr Speaker, we will need your guidance on this matter.”

Speaker Bagbin then indicated that Parliament will not initiate an investigation if it is true that the IGP has started an investigation.

He, however, noted that “This is a matter that is a test on the powers of this House and I expect that this House will take this matter serious”.

He, therefore, gave the Parliamentary Committee on Defence and Interior a week’s ultimatum to pay a visit to the police to show the seriousness of the House and report back. He also directed that the committee should within that same period visit the school and commensurate with them.

“I am saying that the Committee members should visit the police, starting from the IGP and to the Regional police command, the school in question, the hospital and then report back to the House by Tuesday.

“We await the final investigation of the police and if there is a need for us to do further investigation, we will do so, the Speaker added.

In concluding, he cautioned the police not to use live bullets in such a manner.
