The secretary-general of the Organization of the Petroleum Exporting Countries (OPEC) has died in the Nigerian capital, Abuja, the country’s oil chief said.

Mohammad Barkindo, a Nigerian oil industry veteran who steered the group through the creation of the OPEC+ alliance, was due to step down at the end of this month after six years at the OPEC top job. He was 63.

The head of Nigeria’s National Petroleum Corporation (NNPC), Mele Kyari, announced the news in a tweet early on Wednesday, which was later confirmed by two sources at OPEC.

“We lost our esteemed Dr Muhammad Sanusi Barkindo,” Kyari tweeted. “He died at about 11pm yesterday 5th July 2022. Certainly a great loss to his immediate family, the NNPC, our country Nigeria, the OPEC and the global energy community. Burial arrangements will be announced shortly.”

The cause of death was not known yet. Barkindo’s career spanned over four decades and it included stints at NNPC and Nigeria’s foreign and energy ministries. He had returned to Abuja in preparation for a post-OPEC career.

During his speech in Abuja, Barkindo said the oil and gas industry is “under siege” and still reeling from the enormous investment losses of recent years.

“In a very short time span, the industry has been hit by two major cycles – the severe market downturn in 2015 and 2016, and the even more far-reaching impact of the COVID-19 pandemic,” he said in his last address.

Gunmen raid prison near Nigeria capital, free hundreds

Gunmen used explosives to blast into a prison near Nigeria’s capital late Tuesday, freeing hundreds of inmates but prison authorities said they had recaptured most of those who escaped.

Residents in the area reported hearing loud explosions and gunfire late Tuesday near the Kuje Medium Security Custodial Centre, on the outskirts of Abuja, and security forces had cordoned off the area early Wednesday.

One security official was killed when the gunmen breached the jail using explosives, correctional services spokesman Abubakar Umar said.

“Some of the men in custody escaped. We were able to recapture many of them this morning. More than 300 escaped, but we have recaptured close to 300,” he told AFP.

He said prison officials were still determining how many were still missing.

Former top police commander Abba Kyari, who was being held in Kuje awaiting trial on drug smuggling charges, was still in custody, he said.

“We heard shooting on my street. We thought it was armed robbers,” one local resident said. “The first explosion came after the shooting. Then a second one sounded and then a third.”

It was unclear who carried out the attack but Nigeria’s security forces are fighting jihadists, heavily armed criminal gangs and separatist militias in different parts of the country.

Attacks on prisons in Nigeria have happened in the past, with gunmen seeking to free inmates.

More than 1,800 prisoners escaped last year after heavily armed men attacked a prison in southwest Nigeria using explosives.

The attackers blasted their way into the Owerri prison in Imo state, engaging guards in a gun battle before storming the prison.

Imo state is part of a region that is a hotbed for separatist groups seeking an independent state for the indigenous Igbo population.

Nigeria confirms ambush by gunmen on president’s security convoy

Suspected bandits attacked the security convoy of Nigerian President Muhammadu Buhari in Katsina state, an official has said.

Presidential spokesman Garba Shehu issued a statement confirming the attack on Tuesday, saying two people in the convoy sustained minor injuries.

“The attackers opened fire on the convoy from ambush positions but were repelled by the military, police and DSS personnel accompanying the convoy,” said the statement. “Two people in the convoy are receiving treatment for the minor injuries they suffered. All the other personnel, staff and vehicles made it safely to Daura.”

“The Presidency has described as sad and unwelcome the shooting incident near Dutsinma, Katsina State,” the statement added.

Buhari is scheduled to visit Katsina during the Sallah celebration, an Islamic festival, which will be held over the weekend.

Attackers also killed a police area commander and another officer in a different part of Katsina state, according to a statement issued on Tuesday by the state police spokesman, Gambo Isah.

For more than a decade, gangs of bandits have run riot in vast swaths of northern Nigeria. In recent years, the violence caused by the groups has turned into a full-fledged crisis in the African country as they have been involved in the abduction, maiming, sexual violence, and killings of citizens across northern parts of the country.

Leaders of Rwanda, DRC meet in Angola amid rising tensions

Congolese President Felix Tshisekedi is due to meet with his Rwandan counterpart Paul Kagame in Angola amid increasing hostility between the neighboring countries.

The two leaders yesterday discussed bilateral relations and the armed conflict in eastern DRC, where last month M23 rebels captured a town near the Uganda border.

Congolese officials maintain that the M23 is backed by Rwanda and have accused the much smaller neighbor of occupying Congolese territory.

DRC government spokesman Patrick Muyaya confirmed the pair would be discussing “Rwanda’s aggression in Congo”.

When asked whether Kinshasa still believes Rwandan troops were fighting alongside M23 rebels in in the east of the country Muyaya replied: “That is obvious.”

Rwanda has long denied supporting M23, disputing the accounts of conflict observers, UN experts and others.

World Bank to give Gambia $68m to revive tourism sector

The Gambia and the World Bank have signed a $68m grant to revive the ocean-facing West African country’s tourism sector.

The deal was announced by representatives of both parties announced on Tuesday at a signing ceremony in The Gambia’s capital Banjul.

The grant is meant to promote diversification and climate resilience of tourism and help protect the Atlantic coastline of The Gambia, a country of about 2.1 million inhabitants surrounded by Senegal, from the effects of climate change.

Like many other sectors across Africa, tourism has been hard-hit by the coronavirus pandemic and economic fallouts of the war in Ukraine, World Bank managing director of operations, Axel Van Trotsenburg, said.

Tourism accounts for roughly 20 percent of The Gambia’s gross domestic product (GDP) and is the largest foreign exchange earner, according to the government. The pandemic caused The Gambia’s economic growth to contract by 0.2 percent in 2020, according to the World Bank.

Suspect charged with murder over 4 July attack

A man accused of opening fire on a Fourth of July parade near Chicago has been charged with seven counts of murder, officials say. The 21-year-old would be punished “for the killing spree he has unleashed against our community”, Lake County State Attorney Eric Rinehart said.

The attack in Highland Park left seven dead and more than 30 others injured.

Mr Rinehart added that dozens more charges would be filed before the investigation was over.

“These are just the first of many charges that will be filed,” he said to cheers and applause from the crowd gathered for the news conference on Tuesday. If convicted, the seven murder counts alone would carry a mandatory sentence of life in prison without parole, Mr Rinehart said.

The suspect, Robert Crimo, is accused of firing 70 bullets from a high-powered rifle down on to the crowd and disguising himself as a woman so he could escape alongside fleeing victims. After an eight-hour manhunt on Monday, police arrested the gunman and he was discovered with a second rifle similar to the one used in the attack.

Three other firearms were also found at his home. Police said the suspect had two prior contacts with law enforcement but was still able to purchase five guns in the past year.

Ukraine says it’s inflicting significant casualties on Russia

Ukraine says its military is putting up fierce resistance to Russian forces trying to advance through the eastern Donbas region, inflicting significant losses on Moscow’s armies.

The head of the Luhansk region military administration, Serhiy Hayday, says Ukrainian fighters are putting up stiff resistance.

“We restrain the enemy on the border of Luhansk region and Donetsk region — the occupiers are suffering significant losses, as they themselves admit,” Hayday said. “Every day, the Russians receive an order to advance further, but they do not always carry it out, because the losses in personnel are very significant.
“During the assault of Lysychansk alone, the enemy lost thousands of dead and wounded. Yes, they have more forces and means, but the Ukrainian army is better prepared and motivated.”

The Russian Ministry of Defense does not regularly report the number of dead and injured among its forces and CNN could not independently verify Hayday’s claims about Russian casualties.

Civilians flee frontline city as Russians advance

Residents have been told to leave Ukraine’s eastern city of Slovyansk, a day after two people were killed in a Russian attack on a market. Civilians boarded minibuses on Wednesday morning as Russian forces advanced from the north and east.

UK defence intelligence said there was a “realistic possibility” the battle for Slovyansk would be the next key contest in the struggle for the Donbas.

Russian forces were likely to be 16km (10 miles) north of the city, it said.

Donetsk governor Pavlo Kyrylenko said the Russians had turned the entire Donetsk region into a hotspot where it was dangerous for a civilian to remain. “I call on everyone to evacuate, evacuation saves lives,” he said on his social media feed.

Russia switched its focus to Ukraine’s eastern Donbas region in March, after a failed bid to capture the capital Kyiv. It has taken control of Luhansk region, to the north and east of Slovyansk, and has now pushed on to the rest of Donetsk. The industrial Donbas embraces Donetsk and Luhansk. Russian commentators said the fall of the last city in Luhansk had cleared the way for an advance towards towns to the west and south.
