Feature: The PM who held his party and his country hostage

It was meant to be a mafia death, with no need for a 1922 Committee manoeuvre or an MPs’ vote.

When the men in grey suits left Downing Street on Tuesday night, they put on the table the requisite revolver and bottle of whisky. Boris Johnson apparently tossed them in the bin. Michael Gove, very much a cabinet big beast, was one of those urging the PM to resign. On Wednesday night he was sacked. Johnson pretty much threw him in the bin too.

The Tory party remains an oligarchy. Over the course of the day an unprecedented 40 ministers and their aides quit Johnson’s side. They will prevail, but not just yet. Johnson won’t go without blood, sweat and tears.

If he tries to cling on into next week, it seems certain that the party’s 1922 Committee will meet, change its rules and vote no confidence in him. His vainglorious televised cabinet meetings will look horribly empty. He cannot possibly tell the Queen he commands a parliamentary majority.

At a certain point it is not integrity or even competence that is required of a political leader. The issue is simple dignity. The wilful self-delusion of Johnson through one Downing Street fiasco after another could possibly pass muster if it were thought to conceal a steely sense of purpose. But it won’t because it conceals nothing but a feckless ambition, still bolstered by the slavish support of a band of second-rate cronies. His time is up, but they won’t tell him and he cannot see it.

Johnson appears still to believe he can appeal to a popular electoral mandate over the heads of his parliamentary colleagues: a grim parody of the lingering campaign of his opposite number and erstwhile admirer, Donald Trump in America. But it won’t and can’t work. In Britain, layers of political membrane separate the office of prime minister from the electorate.

The issues that have brought Johnson down – Partygate, honours sleaze, the resignation of Lord Geidt, (his former ethics adviser), and of course the allegations levelled at his former deputy chief whip Christopher Pincher – may not be matters of life and war and death, but still they matter and their cumulative effect has drained him of authority among his colleagues and the public.

A prime minister of ability and stature might have shrugged them off, but Johnson is not that prime minister: his apologies have been half-hearted, his remedies vacuous. He seemed genuinely not to care about openness or truthfulness or to understand what part they should play in the exercise of power.

His final remarks to parliament on Wednesday suggested a hope that people would not welcome a sudden upheaval in Downing Street at a time of stress in the nation’s affairs, and it is a measure of his collapse that his colleagues are now prepared to take that risk. They are allowed by the British constitution to do so.

Johnson has left his country in the most appalling mess, a mess clearly to be symbolised by the manner of his leaving.

He can retreat to a bunker, rage and even reshuffle, but the game is up. He won’t be allowed to hold his party, and his country, hostage for long.

Feature: Five things that led to the Boris Johnson’s downfall

Less than three years ago, Boris Johnson led the Conservatives to their biggest election victory since 1987.

Now, the prime minister has lost the support of his MPs and is set to resign. How did it come to this?

1. The Chris Pincher affair

On Wednesday 29 June, the MP Chris Pincher – at the time, the Conservative deputy chief whip – went to a private members’ club in London. In his words, he “drank far too much” and “embarrassed himself”.

He was accused of groping two men, which led to a flurry of allegations, some dating back years. It set off a chain of events that ended with the prime minister’s downfall.

First, Downing Street said Mr. Johnson was not aware of “specific allegations” about Mr. Pincher before appointing him as deputy chief whip in February. Ministers later reiterated this line – even though it turned out to be inaccurate.

On 4 July, the BBC reported Mr. Johnson had been aware of a formal complaint. The next day, a former civil servant – Lord McDonald – said the prime minister had been told of the complaint in person.

Mr Johnson then admitted he had been told in 2019, and apologised for appointing Mr Pincher as deputy chief whip.

2. Partygate

In April this year, the prime minister was fined for breaking lockdown rules, after attending a gathering on his birthday in June 2020.

He also apologised for going to a “bring your own booze” party in the Downing Street garden during the first lockdown.

More widely, the Metropolitan Police issued 126 fines to 83 people for breaking lockdown rules in Downing Street and Whitehall.

And a report by Sue Gray – a senior civil servant – described a series of social events by political staff that broke lockdown rules.

“The senior leadership at the centre, both political and official, must bear responsibility for this culture,” she wrote.

Last December, Mr. Johnson told the Commons that “all guidance was followed completely in No 10”. He is now being investigated by a Commons committee over whether he knowingly misled Parliament.

3. The cost of living crisis – and a tax rise

Inflation has risen sharply in 2022, to the current rate of 9.1%.

Many of the reasons were outside of Boris Johnson’s control. Russia’s invasion of Ukraine, for example, has led to rises in oil prices and the cost of food.

And, while the government has taken some steps – for example, by cutting fuel duty by 5p per litre – it also went ahead with a tax rise in April. National Insurance went up by 1.25 pence in the pound.

The government said the tax rise would pay for health and social care, and changes that kicked in this week softened the blow – but anyone earning more than £34,000 a year will still pay more.

“In the middle of the worst cost of living crisis for decades,” said Labour leader Sir Keir Starmer in April, “the government chooses to increase taxes on working people”.

4. Owen Paterson row

In October 2021, a House of Commons committee recommended a 30-day suspension for then-Conservative MP Owen Paterson.

The committee said he broke lobbying rules, to try to benefit companies who paid him.

But the Conservatives – led by the prime minister – voted to pause his suspension, and set up a new committee to look at how investigations were carried out.

After an outcry, Mr. Paterson ended up resigning. Mr. Johnson later admitted he had “crashed the car” in his handling of the case.

5. Lack of focus – and ideas

Boris Johnson won his thumping majority on the back of a clear, easy-to-follow policy – Get Brexit Done.

But since then, his critics said, there was a lack of focus and ideas in Downing Street.

His ex-adviser turned chief critic, Dominic Cummings, repeatedly accused him of being an out-of-control shopping trolley, veering from position to position.

Others questioned the prime minister’s philosophy – or, indeed, if he had one. In June, Conservative MP and former minister Jeremy Hunt accused Mr. Johnson of lacking “integrity, competence, and vision”.

Mr. Hunt was speaking before a confidence vote, which Mr. Johnson won – but the complaints were getting louder.

The by-election defeats kept coming. After the latest, Mr. Johnson said he would not undergo a “psychological transformation”.

But that, now, is not the concern of Conservative MPs. They have spoken, and the prime minister is going.

First ever Inter-City Homowo marathon to hit Accra

Ahead of the first-ever Accra Inter-City Homowo marathon, a delegation from SES HD PLUS has paid a courtesy call on the Ga Mantse, King Tackie Teiko Tsuru II and the Ga Traditional Council at the Ga Mantse’s Palace in Accra.

The SES HD PLUS delegation was led by its Head of Marketing, Adelaide Abbiw-Williams and they were accompanied by some key officials from MediVents, organisers of the Accra Inter-City Homowo marathon.

Madam Abbiw-Williams, addressing the Council, stated that SES HD PLUS is Ghana’s premium high-definition satellite broadcast service provider that is committed to providing a superior television viewing experience to satellite homes in Ghana as well as to project the cultural heritage of the Ga people.

“We are a brand passionate about the rich Ga heritage, culture and tradition, which is why we are here today to get the blessings of His Royal Majesty for the HD+ service.

“HD+ was launched in December 2020 to provide quality and affordable entertainment and television viewing experiences to satellite homes in Ghana. We have [partnership] with about 20 favorite channels to bring Ghanaian homes the HD TV experience and unique decoder features such as the ability to pause, reverse and record live TV and watch TV on the go via the My HD PLUS App,” she said.

The spokesperson for Medievent Consult, Mustapha Nettey said: “We cannot do anything on Ga land without informing the owners of Ga of our intentions. We are here today to inform His Royal Majesty that everything is on course for the marathon to take place on 30th July 2022.”

The group also informed the Council that the Accra inter-city marathon on Wednesday, July 6, 2022.

In his remarks, the Ga Mantse, King Tackie Teiko Tsuru II congratulated HD+ and Medievent Consult for their contribution to the Homowo celebrations, adding “We have celebrated Ga Homowo for a long time, but this is the first time we are having a Homowo Marathon.

“Sports bring unity so don’t let this be the last one. I would like to personally ask HD+ to use their esteemed platform to support the Ga state, through positive coverage like videos and documentaries to highlight our tradition and culture.’’

Also present were some members of the Ga Traditional Council, Nii Dodoo Nsaki II – Otublohum Mantse; Nii Ayi-Bonte II – Gbese Mantse; Nii Ayikai III-Akanmadje Mantse and Nii Quao Donkor II -Asere Tseno Mantse.

Others include Numo Akwaa Mensah III- Nae Wulomo;  Numo Ogbamey III-Sakomono Wulomo; Numo Okai I- Korle Wulomo; Numo Nikai Amarsah II-Klan Wulomo and Nii Ayea Koto Fai III-Faiste.

Benjamin Tetteh inches close to Saudi move

Saudi topflight side Al Hilal are set to break the bank and pay 3.8 million euros for Ghana forward Benjamin Tetteh. The Yeni Malatyaspor forward is set to leave the club following their demotion from the Turkish Super Lig last season.

The Turkish outfit is ready to let him go as they need money to settle some of their liabilities.

The 24 year old who has popped up on the radar of several clubs, including English side Hull City is believed to be interested in the move to Saudi Arabia.

Al Hilal have already made the offer and are set to open talks with representatives of the player before the summer transfer window closes.

The former Sparta Prague forward has three years remaining on his current deal with Malatyaspor but fancies topflight football.

The Black Stars forward is yet to report for pre-season due to talks over his future at the club.

He previously played for Standard Liege, Slovacko and Bohemians.

GFA summon Kotoko’s Richard Boadu to clarify his match fixing statement

Asante Kotoko midfielder, Richard Boadu likely to land himself into trouble, having received an invite from the Ghana Football Association to explain his match fixing allegations.

The 24 year old last Wednesday, July 6, was on Wontumi TV/FM in Kumasi to recap the long  season he’s had with the Porcupine Warriors in a one on one chat with ace presenter King Eben.

In the course of the interview, the combative middleman openly stated that, Yaw Annor, the league’s top scorer had some of his goals cheap with opponents allowing him to play and score with so much convenience.

He said “I’m telling you the truth, some Premier League clubs played soft games with AshantiGold SC for him [Yaw Annor] to score to increase his goal tally.

“There are some goals which you could clearly see that the goals were manufactured. For Yaw Annor, I’ll say some of the Ghana Premier League clubs played soft with AshantiGold SC for him to score,” he added

The country’s highest football governing body has summoned him before it Ethics Committee to question him and demand explanation from the comments he made.

Bahrain topflight side Al Muharraq capture Fabio Gama

Bahrain Premier League side Al Muharraq SC have announced the capture of Brazilian international Fabio Gama from Asante Kotoko ahead of the upcoming season.

The mercurial midfielder joined the Porcupine Warriors in 2020 on a free transfer, having ended his stay with Swedish side Jonkopings Sodra.

The 29 year old was adjudged a league winner for the first time in his career after guiding the Porcupine Warriors to their 24th league glory to end their seven year league drought.

The lanky midfielder has had stupendous spell since donning the Kotoko shirt, having netted 5 goals and provided 5 assists in 48 matches.

With this, the ex- Brazil youth international with only few months left, decided not to extend and has now left to join the Red Wolfs ahead of the new campaign with Kotoko confirming his departure just an hour ago on their social media handles.

Asante Kotoko had earlier announced the departure of Brazilian international Fabio Gama after the end of the 2021/22 season.

The club statement reads “Fabio Gama leaves Asante Kotoko after the expiration of his contract. Fabio informed Management at the end of the season of his desire to explore other opportunities elsewhere after two successful seasons with the Club.”

Chronicle reporter ties the knot with long time sweetheart

The Chronicle’s Presidential Reporter, Maxwell Ofori, has tied the knot with his long time sweetheart, Rachel Konadu Osei, at the Presbyterian Church of Ghana, New Fadama. The event took place on Friday, July 1, 2022.

The couple exchanged marital vows at the colorful ceremony which was well attended by family and church members, staff of The Chronicle and National Health Insurance, as well as members of the Presidential Press Corps.

The next day, Saturday, July 2, 2022, the newly wedded couple held a grand reception at the Tesano Cottage, where invited guests were treated to lavish meals and gyrating music till the early hours of the following day.

The reception was climaxed with the cutting of the wedding cake by the couple, with the Groom cutting a personal birthday cake to make the twin celebration.

The Chronicle wishes the couple a blissful married life.

World Bank defends Ghana; Says global challenges cause of economic crises

The World Bank Group Country Director in Accra, Pierre Laporte, has admitted that global challenges like in other countries had affected Ghana’s economy, and called on development partners to show good faith to struggling economies.

Speaking in Accra at the launch of a tourism Small-scale and Medium Enterprise (SMEs) grant in Accra yesterday, Pierre Laporte was, however, hopeful that “despite the current micro fiscal challenges, we are confident that Ghana will rise through it.”

He said the SMEs project was another “opportunity to deepen the relations with Ghana,” which had been upgraded to moderately satisfactory. He was confident that Ghana would further be upgraded to satisfactory status, saying Ghana held huge potential to become the leader of effective development in Africa.

President Akufo-Addo, who launched the $10 million project, called on small scale businesses to support and make judicious use of the investment. Speaking on the theme ‘Empowering SMEs for Sustainable Tourism Development’, President Akufo-Addo said the project would, among other things, support 60% of female applicants.

He pledged his government’s commitment to supporting the tourism sector to boost revenue and job creation for development, and acknowledged the significance of tourism, with regards to job creation, adding that was the reason the government was putting in place measures to boost the sector.

“We are building a business-friendly environment that will enhance entrepreneurship,” he said.

President Akufo-Addo observed that the development of entrepreneurship had the potential to contribute to specific development objectives, such the employment of women and the youth.

“It is in this direction that the government through the Ministry of Tourism Art and Culture this year is supporting SMEs in the tourism, hospitality, and creative sector with an amount of $10 million to enhance their businesses.”

ABOUT THE PROJECT

The objective of the Ghana Tourism Development Project, a Government of Ghana initiative, is being funded by the International Development Association (IDA) of the World Bank Group.

The Ministry of Tourism, Arts and Culture (MOTAC) is the project implementing agency.

The project is to improve tourism performance by upgrading tourism sites and developing the capacities of players in the sector to generate increased tourism revenues.

The project, which begun in 2018, has four main components which are; to see the strengthening of tourism enabling environment; develop tourism sites and destinations, and tourism enterprise support and project management.

John Boadu: Ghs3bn To Bribe Delegates? Haaba!

The Campaign Communications Team of the General Secretary of the New Patriotic Party has dismissed a claim that John Boadu has given the Greater Accra Regional Chairman and Regional Organiser an amount of 3 billion cedis to bribe constituency executives.

In response to the false allegation, the Campaign Communications Team in a statement said: “Our attention has been drawn to a broadcast message being sent to party delegates claiming that John Boadu has given the Greater Accra Regional Chairman and Regional Organiser an amount of 3 billion cedis to bribe constituency executives.”

This, the team described as false and another failed propaganda  from desperate opponents of the party’s chief scribe.

The statement added that: “It is ironic that the very people who claim they do not know the party delegates because no album has been provided to them, are able to craft such diabolic propaganda messages and send to them directly to the contacts of party delegates.”

They disclosed that John Boadu will not be detracted by persons whose campaigns have virtually collapsed and are looking for people to blame for their woes.

The Campaign Communications team disclosed this in a statement in response to spurious allegations to an article published on Kasapafmonline, titled “Is It Incompetence Or A Scheme To Rig Elections – John Boadu Questioned”, purportedly written by one Wilhemina Kumi.

The article, the team indicated, makes a lot of false claims and leveled spurious allegations against John Boadu, who is set to receive overwhelming endorsement from the party delegates to continue his work as General Secretary.

“First of all, the people behind this mischievous publication, clearly do not have any appreciation about the party’s internal processes, and are also deliberately refusing to read the party’s guidelines for the conduct of delegates’ conference.

Per the guidelines, all the election-related aspects of the conference are handled by the National Elections Committee, which is chaired by no less a person than Hon Peter Mac Manu, former National Chairman and Campaign Manager.

The Committee, which works closely with the Electoral Commission of Ghana, is composed of party stalwarts whose integrity cannot be doubted, they stated.

According to the team, the author alleges, without providing any modicum of proof that, John Boadu, is scheming with his cohorts to rig the upcoming delegates’ elections and that, in furtherance of that, he (John Boadu) has kept the national delegates album to his chest, not allowing other candidates, to access same.

The article further accused John Boadu of gross incompetence and levelled other unsubstantiated allegations against him.

To the team, it is an insult to suggest that the members of the elections-committee have thrown the rules and regulations for the elections to the dogs, and have allowed themselves to be remote-controlled by John Boadu, who himself is a candidate in the elections.

They reinstated that the guidelines for the conduct of the national officers elections contain copious provisions that assure and guarantee the integrity of the process, and as such all aggrieved party members and candidates are implored to seek redress through these processes, including even petitioning the Dan Botwe-led National Appeals Committee, if they are so minded.

“No redress in this process can be obtained on social media, and by spewing baseless allegations and casting aspersions at some officers. The NPP is a disciplined party. Mr. John Boadu is focused on his campaign, which is receiving overwhelming reception from party delegates across the country,” the statement ended.

45 new buses for Metro Mass Transit

Yesterday, the President, Nana Addo Dankwa Akufo-Addo commissioned 45 new buses for use by the Metro Mass Transit Limited (MMl). The 45 buses was the first batch, out of 100 new buses procured for the company.
In his address at the commissioning in Accra, President Akufo-Addo said the purchase was aimed to provide the opportunity for the company to boost the capacity of the country’s public transport system.
He underscored the role of an efficient transport system to the growth and development of the country’s economy.
“As President of the Republic, I have made it a priority to re-launch the metro mass transport system in the regional capitals through sustained investments, infrastructure and services,” he said
The commissioning of the new buses, popularly known as “Kufuor Bus”, was expected to enhance the operations of MML and offer passengers improved services, the President said.

According to the President the project was being implemented in phases, with the first phase covering the purchase of 100 buses as well as plans to restore about 50 broken down buses.
In all, he noted that the first phase of the project would bring on board, 150 buses to the fleet of vehicles of the MML.
“In addition to this, technical assistance in the form of a grant from the government of Belgium is also being provided to cover training of drivers and maintenance staff and operational support to the company”
“I express my sincere appreciation and gratitude to the Belgian government in providing both financial and technical support for the purchase of these buses,” he said

Under the administration of the second President of the Fourth Republic, John Agyekum Kufuor, he said over 500 buses were supplied to the MML through a concessionary financing from the Belgian government.
The Belgian government, he added, had agreed to help Ghana acquire 40 buses every year for the next five years through concessionary financing to augment the fleet of the MML

“This is truly timely and I urge all players to work assiduously as we seek to revamp the operations of the MML,’ he said and emphasised the need for the company to adopt an efficient maintenance culture
“A neglect and mishandling of public assets, unfortunately, has eaten into our social fabric,” he said and, adding that the problem had caused an enormous drain on national resources.

President Akufo-Addo urged the board and management of MML to ensure that the buses stood the test of time and commended the management of the company for making steps to ensure that the company regained its status as the most efficient public transport service provider.
TRANSPORT MINISTER

The Minister of Transport, Kwaku Ofori Asiamah, said the MML was established under the era of former President Kufuor as a pro-poor initiative to facilitate affordable and reliable inter-city, inter-urban and rural-urban transportation.
He said the company had provided transportation to “hard-to-reach” areas in the country to ensure that residents in those areas could travel to other parts of the country to engage in agricultural, commercial and other activities.

However, he said the company had suffered challenges through vehicle breakdowns which had affected the quality of services to the public
“Government therefore resolved, as a matter of urgency, to revamp the MML to enable it continue affordable mass transport to all and sundry,” he said, and added that the second batch 55 buses would be supplied to the MML by the end of this year.
