Explosions hit Russia military airfields

Several people have been killed in explosions at two Russian military airfields, according to reports.

A fuel tanker exploded killing three and injuring six in an airfield near the city Ryazan, south-east of Moscow, Russian state media is reporting.

Another two people are reported to have been hurt in an explosion at an airfield in the Saratov region.

It is not known what caused the blasts. Both areas are hundreds of kilometres from the Ukrainian border. Long-range Russian strategic bombers are believed to be based at the Engels airbase in the Saratov region.

The Saratov regional governor said security forces were checking what he called “reports of an incident at military installations”.

These reports – of two explosions at two different military sites – will fuel speculation that Ukraine may be behind them, the BBC’s Russian editor Steven Rosenberg says. Ukraine has not officially commented.

“Our countries have the same approach to many problems of our time,” Mishustin said on Monday, according to a statement issued by Moscow. “Together we advocate the formation of a multipolar architecture of international relations, and we are ready to jointly resist emerging challenges and increasing external pressure.”

Mishustin said China needs a successful Russia and positive developments have taken place between the two countries economically, particularly in trade.

“The global world order is undergoing a serious transformation,” the prime minister said. “Some Western states have decided that by using illegitimate economic sanctions, restrictions and political pressure, they can impose their own rules, regardless of the interests of others. Such attempts are doomed to failure.”

North Korea fires artillery barrage

North Korea fired a barrage of artillery shells into a maritime buffer zone, the latest in a series of provocative military moves that have angered South Korea.

About 130 artillery rounds were simultaneously fired at 14:59pm (05:59 GMT) from two separate sites – one on North Korea’s east coast and one on the west coast, the South’s Joint Chiefs of Staff said in a statement on Monday.

North Korea’s military said it was a warning against ongoing South Korean artillery exercises near the inland border town of Cheorwon, and blamed the South for worsening tensions.

Seoul’s military said the barrage was a “clear violation” of the 2018 agreement between the North and the South that established the buffer zone in a bid to reduce tensions.

It said none of the shells crossed the Northern Limit Line, the de facto maritime border between the two countries.

The military said it had issued “several warnings” over the barrage, without giving any further details. North Korea’s military said it fired artillery rounds as a “tit-for-tat” warning in response to South Korea firing dozens of projectiles earlier in the day, state-run KCNA news agency reported.

Feature: Does Russia have enough money for war?

It has been nine months since the Russian army launched a full-scale invasion of Ukraine. What was intended as a quick military operation to topple the Ukrainian government has now turned into a protracted war that has claimed tens of thousands of military and civilian lives.

Although the war is being fought on Ukrainian territory, which is suffering the heaviest human and material losses, Russia has also faced severe challenges that are affecting its economy.

The European Union, the United States and their allies have imposed a series of sanctions on Moscow, targeting government officials, imports and exports, heavy industry and oil and gas revenues.

Many experts believe the sanctions will significantly affect the Russian economy and thus force the Kremlin to halt its war of aggression. However, my analysis of the Russian state budget shows that such assumptions do not reflect reality. Moscow will not experience significant economic constraints in the short term that could force it to change its policy.

Sanctions and windfall profits

Economic sanctions imposed by Western countries have led to an economic decline in Russia, but perhaps not as big as many expected. According to the Russian government, in 2022, the GDP will fall by about 2.9 percent and the Central Bank says it will fall by 3 to 3.5 percent, or half of what some experts calculated back in March.

Shortly after the sanctions were imposed, Russia faced a surge in inflation. Consumer prices rose by 10 percent in the eight weeks after the invasion, but by May, they levelled off.

The Russian rouble also dipped significantly in February and March from 75 roubles for a dollar to 135, pushing up inflationary expectations and increasing panic among the general population. Realising the danger of continued devaluation, the Russian authorities imposed severe financial and currency restrictions on current and capital transactions. The rouble eventually fell to 50 for a dollar and stabilised at 60.

The Western sanctions, alongside falling demand, also led to a significant reduction in imports to Russia; they fell by 23 percent and 14 percent in the second and third quarters of 2022, respectively. This, in turn, has resulted in a 20 percent fall in budget revenues related to imports – including taxes and customs duties – in the first 10 months of the year.

The confrontation with the West over the war in Ukraine also affected Russia’s hydrocarbon exports, which in 2021 accounted for nearly 50 percent of total exports and 45 percent of federal budget revenues. Even before the Russian invasion, Gazprom had started reducing its gas supply to Europe in 2021, which resulted in a price spike.

In April, President Vladimir Putin signed a decree requiring payments for Russian gas by European companies to be made in roubles only. A number of European countries refused to comply and gas supplies to them were halted. In April and May, the flow of Russian gas through the Ukrainian pipeline system and the Yamal-Europe pipeline via Poland was also disrupted. Then sabotage of the Nord Stream pipeline cut off gas to Germany in September.

Thus, by mid-November, Gazprom’s exports to Europe (including Turkey) decreased by 43 percent. The company – Russia’s biggest gas exporter – cut production by nearly 20 percent. But this did not lead to a fall in revenue; on the contrary, Gazprom and the federal budget have seen a windfall in profit due to the sharp rise in gas prices. In August, at the peak of this trend, gas prices were up 460 percent year on year.

Gazprom’s profits increased so much that the government introduced a temporary tax on its revenues from September to November, bringing 1.248 trillion roubles ($20bn) into the state coffers.

The situation in the oil sector has been similar. The EU’s plan to introduce restrictions on imports of Russian oil and petroleum products forced Russian companies to look for new consumers and agree to a significant discount on the price – as high as 25 percent.

However, due to high oil prices, reaching $120 in the spring and summer, the price of Russian oil was still higher than in 2021, even with the discount.

Overall, in the first 10 months of 2022, Russia saw a 34 percent increase in budget revenues from hydrocarbon production and exports compared with 2021.

The cost of war

While high prices of hydrocarbons have resulted in high revenues, the Russian budget has also seen a sharp increase in military expenditures this year.

In mid-September, the Ministry of Finance reported that by the end of the year, defence spending would increase by 31 percent from 3.573 trillion to 4.679 trillion roubles ($57bn to $74bn). This includes the additional 600 to 700 billion roubles ($10 to 11bn) that the defence ministry is spending on purchases and repair of weapons this year.

Another item on the federal budget that saw an extraordinary increase in 2022 is “General National Issues”; it jumped by 50 percent to 2.629 trillion roubles ($42bn). Expenses under this title normally come from administrative activities of all branches of the government. If one supposes that the excess funds in this item are related to the war, then that’s an additional 869 billion roubles ($13.8bn) of defence spending.

Federal spending for the security apparatus has also increased by more than 19 percent compared with 2021 to 2.788 trillion roubles ($44.5bn). Some of these extra funds are allocated to the Russian National Guard whose forces are actively involved in supporting the Russian occupation regime in Ukraine.

Shortly after the planned budget was released, the Kremlin announced “partial mobilisation”. As a result, some 318,000 persons were drafted into the army, which will require an additional increase in defence spending, by at least 372 billion roubles ($6bn) to pay for their salaries and other expenses till the end of the year.

The 2023 budget was drafted by the government and submitted to the parliament before the presidential decree on mobilisation thus it would not be a surprise if the actual military expenditures for both 2022 and 2023 are higher than what was officially announced. In any case, even with these numbers, Russia’s military spending in 2022 will exceed 5 percent of GDP, which is unprecedented.

Still, the windfall earnings from oil and gas are compensating to a certain extent war-related spending. Thus, Russia will end this year with a deficit of 0.9 percent of GDP or about $15bn.

Because the external debt financing markets are closed for Russia after the introduction of the Western sanctions and the potential for domestic borrowing is limited, the deficit will be financed, mainly, from accumulated reserves, as Russian Prime Minister Mikhail Mishustin has announced.

In October, the fund held some 10.7 trillion roubles ($171bn); the liquid part of it, which can be used for such payments, amounted to 7.5 trillion roubles ($120bn) – more than enough to pay for the 2022 deficit.

A challenging 2023

In the 2023 budget, the government has put in a 6.5 percent increase in defence spending, which amounts to compensating for inflation. This assumes that war expenditure will not grow next year.

I have some doubts regarding this assumption. The expenses for the additional mobilised troops were not included in the 2022 budget, which, along with the possible delay in payments of compensation to the families of war casualties, will likely force the government to revise this number.

Moreover, defence minister Sergey Shoigu announced a 50 percent increase in military procurement for next year and he did so after the State Duma passed the 2023 budget. I do not see space for this in the budgetary figures.

Revenues, like spending, also cannot be easily foreseen for 2023. The windfall profits from hydrocarbons inspired some optimism in the Kremlin, which was reflected in the estimates the government put forward of economic growth resuming in the first quarter of next year.

Many experts do not share the government’s optimism. Even the official forecast of the Bank of Russia suggests that Russian economic growth will resume in the second half of 2023.

A key unknown in next year’s budget is also the revenue from hydrocarbons, specifically oil. The EU stopped imports of Russian crude oil on December 5 and will halt the purchase of Russian oil products on February 5. The Union, along with G7 and Australia, is also imposing a price cap of $60 on Russian oil.

As a result, it is unlikely that Russia will be able to increase oil exports next year to match pre-war levels. The average price of Russian export oil in 2021 was $69 per barrel. The current rouble-dollar exchange rate is 15 percent higher than the 2021 average, which is likely to continue into the new year. These factors may reduce 2023 budget revenues from hydrocarbon production and exports by 15 to 20 percent ($22bn to $29bn) of 2021 levels.

In response to the expected drop in revenues, the government has announced an increase in taxes on oil and gas companies as well as on metal and coal producers. These could bring in enough revenue to compensate for up to 75 percent of the revenue reduction.

Thus, the risk of not reaching the planned revenues in 2023 remains, but it will be limited to 5-6 percent of total budget revenues, according to my estimates.

Enough money for the war, unfortunately

Although the budget is planned under high uncertainty, it cannot be called unstable. Under different circumstances, its revenues may turn out above or below the planned level. Still, the scale of this deviation, according to my assessment, does not exceed 1 percent of GDP ($17.2bn) in either direction.

Consequently, even if revenues are lower, the budget deficit would not exceed 3 percent of GDP ($52bn), which can be entirely financed from reserves (currently at $120bn).

At the same time, there seems to be no opportunity or desire on the part of Western countries to intensify sanctions pressure on Russia. This means the Russian budget would not face any sanctions-related shocks in 2023.

With all of this in mind, I do not foresee any major financial constraints that could force the Kremlin to radically change its aggressive policy towards Ukraine.

According to rule number 4 of the IFAB regulations, “Players must not wear dangerous equipment or objects. All types of jewelry accessories are prohibited.”

However, neither the referee nor the linesman noticed the offense until the 40th minute, after which Kounde was forced to take off the chain with the help of a member of Deschamps’ coaching staff.

Kounde was fortunately not booked for the infringement either. Following the incident, French head coach Didier Deschamps was furious with his player.

“I don’t know what he has on the necklace, but I know he’s a bit superstitious and he wears it in training too,” Deschamps stated after the game.

“I don’t know what the necklace meant to him, but I told him he was very lucky that I didn’t catch him in front of me at that moment.

“The referee told us that as soon as there was a stoppage in play, he had to take it off. If I had seen him wearing it in the dressing room, I’d have told him to take it off before he even went onto the pitch.

“You can’t play football wearing sunglasses or a watch or ring. It’s not allowed. I thought he’d taken it off, but he hadn’t. It’s our fault, our mistake, and it won’t happen again.”

Ronaldo was replaced by Andre Silva in the 65th minute of the final group stage match on Friday, with the 37-year-old forward denying afterwards he swore at Santos for taking him off.

Portugal captain Ronaldo said his comments were actually made at a South Korean player who was telling him to hurry up in leaving the field.

Regardless, Santos wasn’t pleased with Ronaldo’s reaction but insisted the issue has been resolved ahead of Portugal’s last-16 encounter with Switzerland on Tuesday.

‘Let’s split this answer in two,’ Santos said at his press briefing on Monday. Right after the match, I spoke in the flash interview, and then went to the press conference, and there I said something I’ll repeat here: on the pitch, I didn’t hear anything.

‘I was too far [away], and this is why I only saw him arguing with a South Korean player, and nothing else.

‘Have I already watched the footage? Yes. I didn’t like it. Didn’t like it at all.

‘From there, it’s things you sort out internally. It was sorted out this way, and now we think about the game today. Everyone is focused on the game.’

Burglary at Sterling’s £6m mansion was an ‘inside job by contractors’

Neighbours on the Surrey estate where England star Raheem Sterling lives today suggested a burglary at his home was an ‘inside job’ by contractors as they revealed ‘no alarms’ were set off during the raid.

Thieves broke into the father of three’s £6million gated home before making off with a stash of watches and jewellery – prompting the shocked star to race home from Qatar to be with his family.

Police were contacted around 9pm on Saturday December 3 after Sterling’s family returned to find ‘a number of items including jewellery and watches’ had been stolen.

Sterling is said by insiders to have been ‘shaken’ by the incident while a number of fellow England players are reviewing their own security.

Another neighbour told MailOnline they were convinced it was an ‘inside job’ as she revealed how a string of builders and removal vans had been at the house.

She said: ‘I came back from an overnight flight on Saturday night just after 9pm and the police were outside.

‘The estate WhatsApp group lit up and we all knew very quick it was a break-in and thankfully no one was hurt.

‘I’ve only seen him once walking his dogs, but I’ve seen the family and they are very young. I do feel desperately sorry for them as they have only just moved in.

‘They had dozens of removals vans, builders and electricians trooping in and out a few weeks ago and they all knew the access codes. I’m sure it’s an inside job and the codes have been passed around because people would have been talking. How else would anyone know he was there?’

Prime Ningo Ritual Killer Smoked Out …after The Chronicle publication

The prime suspect and a fetish priest in the Ningo ritual murder case has been grabbed by the police. The suspect, Addo, escaped from the jurisdiction to Fosu Abogyeseso, a village near Assin Fosu, in the Central Region, where he went to establish another shrine. Also in the grip of the police are his three wives and brother, one David, who was on the radar of the police.

Information available to The Chronicle indicates that following the paper’s earlier publication on Monday November 14, 2022 of the ritual murder, accompanied by photographs of the suspects, the family of the deceased had reports of the presence of a fetish priest at the Fosu Abogyeseso village.

The intelligence was passed on to police in Tema, who together with the deceased family embarked on an operation to smoke out the criminals involved in the murder.

Osabutey’s head being exhumed from its secret location

Last Friday, during the Ghana and Uruguay world cup encounter, the operation team, armed with a copy of The Chronicle newspaper got to Fosu Abogyeseso to launch the operation, and as courtesy demands, the officials decided to inform the chief of the area about their presence.

The vehicle carrying the family waited till after the last blast of the referee’s whistle, when the fugitive fetish priest, Addo, was spotted emerging from a place, apparently to catch a means of transport, after having gone to watch the match.

The family of the deceased accosted him and instantly a crowd, which perceived them as criminals, attempted to pounce on them.

At this critical period, the family members brought out The Chronicle publication to justify their action.

Luckily, the policemen arrived at the scene and took charge of the criminal priest, continued to the village, only to meet his new shrine/camp empty. His wives and brother, David, upon having a hint of the arrest fled.

The prime suspect was conveyed to Tema Police station and placed under surveillance. Members of the community went to effect the arrest of the three wives and David, and handed them over to the chief. They were subsequently sent to the police at Ningo, who transferred them to the Tema Police.

The following is how The Chronicle earlier reported the story, which has now led to the arrest of the prime suspect;

The severed head of one George Osabutey, who was found murdered about three weeks ago for alleged ritualistic purpose has been exhumed from a home at Mangotsonya, near the coastal town of Old Ningo, in the Ningo Prampram District of the Greater Accra Region.

Prince Narwortey – suspect

At least, three persons; Michael Narteh, Prince Narwortey, alias Francis (a fetish priest) and Solomon, suspected to have a hand in the ritual case under investigation are in the grips of the police to enhance the inquisition.

The discovery and arrests are said to be major breakthrough in the investigation into the murders that rocked the Ningo Prampram District.

Information gathered  by The Chronicle from both security and civil sources revealed that on Thursday, November 10, 2022 a team of crack detectives, backed by well-drilled armed men, drawn from the Tema Regional Police Command stormed Mangotsonya on a mission to retrieve the severed head of George Osabutey.

The move by the police was as a result of confession made by Michael Narteh, who was arrested, after he pulled a locally manufactured pistol on policemen, who went to seek from him the whereabouts of Addo, a fetish priest and prime suspect in the crime.

The two fetish priests, Addo and Francis, escaped from the jurisdiction as soon as the crime was committed.

Advanced police investigation led to the apprehension of Francis in Buipe, in the Central Gonja District of the Savanah Region. Meanwhile, Solomon was also nabbed at Old Ningo.

Michael Narteh – suspect

The arrests, coupled with very intensive interrogations resulted in Narteh confessing to the crime.

Addo and another accomplice, named only as David, who are currently on the run, have since been on the radar of the Police.

The investigation disclosed that the head of Osabutey was cut by Francis and that Narteh did the burial in the home of AddoatMangotsonya.

Police also retrieved the knife used in the murder from a bag belonging to Michael Narteh. It would be recalled that on Monday October 24, 2022the police in the Prampram District had a report of the presence of the headless body of an unknown female adult at the beach of Lerkpongunor, also near Old Ningo, which was subsequently evacuated to the police hospital mortuary for preservation and further action.

The following day, Monday October 25, 2022the police received a report of one George Osabutey as missing. Investigation revealed that Osabutey, a native of Ningo but resident at Dawhenya, on Sunday October 23, 2022 informed some people that he was going to see a fetish priest Addo, at Ningo, but needed to pass through Francis.

Truly, he was seen in the company of both men during a cultural group entertainment program at Ningo and it happened to be the last time that he was seen.

The inquisition landed detectives at the Old Ningo public Cemetery, where Osabutey’s headless body was exhumed.

Police, upon a tip-off, contacted Michael Narteh in his home, but he drew a pistol and threatened the peace officers, who disarmed and arrested him.

He was arraigned and remanded into police custody. A police source at Tema told The Chronicle that signals have been dispatched to the country with regard to the found headless female adult body.

The Ghanaian Chronicle
