California gunman found dead

California police have identified the gunman suspected of killing 10 people in a ballroom dance studio near Los Angeles as Huu Can Tran, 72, who was later found dead in a white van. He had a self-inflicted gunshot wound and was declared dead at the scene, LA County Sheriff Robert Luna said.

Celebrations for Lunar New Year had been under way in Monterey Park, known for its large Asian population. Police do not yet know the motive.

Another 10 people were wounded in the shooting, and seven are still in hospital – some in a critical condition – the sheriff said at a news conference on Sunday afternoon in Monterey Park.

He added that the 10 people who died were still being identified, but they seemed to be in their 50s and 60s and some perhaps older.

Earlier, officials said five women and five men had been killed, all “probably” of Asian descent.

The mass shooting, one of the deadliest in California’s history, began at around 22:22 local time on Saturday (06:22 GMT on Sunday) at the popular Star Ballroom Dance Studio in Monterey Park, about seven miles (11km) east of central Los Angeles.

Erdogan calls Turkish general election one month early

President Recep Tayyip Erdogan has announced that Turkey’s elections will be held on 14 May, month earlier than scheduled. The political opposition is still searching for an agreed candidate to stand against him.

“I will use my authority to bring the election date forward to 14 May,” Erdogan said at a meeting with young people in the northwestern city of Bursa this weekend.

Turkey’s next general election was officially due on 18 June.

The Turkish leader said that the adjustment to the timetable had been agreed with right-wing coalition partners to avoid disrupting the school exam schedules. The election campaign is due to start on 10 March, which will give the Turkish opposition even less time to prepare.

Opposition groups have been trying for months to agree on a single candidate to challenge Erdogan at the polls.

An opposition party source told the AFP news agency this week that their joint candidate would be announced in February.

Russia orders Estonian ambassador to leave country

The Estonian ambassador in Russia has been ordered to leave the country by 7 February after the Kremlin accused the country of “Russophobia”.

In a statement, the Russian foreign ministry said Estonia had “purposefully destroyed” relations with Moscow.

Margus Laidre is the first ambassador Russia has expelled since invading Ukraine last year.

Estonia responded by asking the Russian ambassador to leave by the same date.

Russia’s move against Mr Laidre comes after Estonia recently ordered a reduction in the size of the Russian Embassy in Tallinn.

Moscow was told to reduce its embassy from 17 to eight by the end of January. In a statement in January, Estonia said embassy staff had stopped seeking to advance relations between the countries since the conflict broke out.

Tensions were also raised last week after representatives from 11 Nato nations gathered at an army base in Estonia to discuss a range of new packages to help Ukraine recapture territory and fend off any further Russian advances.

Finance Minister inaugurates Independent Tax Appeal Board

 The Minister of Finance, Mr Ken Ofori-Atta, has sworn members of the first-ever Independent Tax Appeal Board (ITAB) of the Ghana Revenue Authority (GRA) into office with a charge to establish a strong tax dispute resolution system to support revenue mobilisation.

He asked them to ensure that justice was done in the administration of taxes in the country.

The 11-member Board was established in line with the Revenue Administration Amendment Act, 2020 (Act 1029).

The Minister noted that Alternative Dispute Resolution (ADR) mechanisms were accepted as a speedy and more cost effective approach to resolving disputes, even tax disputes.

He was confident that an ADR mechanism would boost investor confidence and reduce time spent litigating for both taxpayers and the Tax Administrators.

The establishment of the ITAB, Ofori-Atta further indicated, would provide a cost effective means of resolving tax disputes for both the GRA and the taxpayers.

It will also relieve the Ministry of duty of having to mediate disputes between the GRA and taxpayers.

He said, “we need to establish that discipline and that trust and that authority that GRA must have.”

The Minister urged the board to provide a fair and independent forum for dispute resolution and to make decisions based on the evidence presented, provide guidance and precedence for similar cases  and ensuring compliance with the tax law by providing clarity in the interpretation of tax legislation.

 

Mr Ofori-Atta said the ITAB would help to improve Ghana’s tax-to-GDP rate of 13 per cent, which is one if the lowest in the sub-region, despite the concerted efforts of the tax authorities.

He commended the GRA for exceeding its revenue target for 2022 by over GH¢3 billion but called for more effort to enable the country reach the revenue generation levels of the OECD countries, whose tax levels are almost triple that of Ghana.

Chairman of the Independent Tax Appeal Board, Justice Lawrence Mensah, a retired Appeals Court Judge, stated that “the goal of any dispute settlement body such as the ITAB is to ensure access to justice.”

He said the ITAB would focus on providing an efficient, effective forum for speedily resolving disputes that could create threats for market players and distort government’s income generation projections and even affect the GRA. He said the ITAB would operate with integrity in all facets of its works.

The members of the ITAB are Justice Lawrence Mensah, who is the Chairman, Peter Kwame Abebrese, Samuel Narh Djangmah, Mrs Mangowa Ghanney, Justice Kwabena Asuman-Adu, Nii Ayi Aryeetey, Theophilus Tawiah, Emmanuel Obeng-Asiedu, Dr Isaac Nyame, Catherine Quaidoo and Fauziah Ibrahim.

Institutional investors to roll over maturing cocoa bills

The Bank of Ghana says it has agreed to allow commercial banks to use Cocobod’s deposits/placements at the various banks to reduce the cash flow challenges on retail holders of cocoa bills, who may not want a rollover of their investments.

A statement issued in Accra said the decision followed a meeting on Friday, January 20, 2023 among the banks, Cocobod and BoG, during which it was agreed that all institutional investors will roll over their maturing cocoa bill for Tender 6155.

The meeting was held after the Bank of Ghana (BOG) failed to reissue on behalf of Cocobod a new six-month Cocoa bill to raise funds to cover a six-month Cocoa bill with face value of GH¢940.42 million, which matured on Thursday January 19, 2023.

The Bank said it went through the usual processes but, unfortunately, the auction failed and was severely undersubscribed, resulting in a shortfall of GH¢855.42million.

The statement said the Cocoa bills, like the Bank of Ghana bills, were designed as instruments to be held just by Financial Institutions.

It said unfortunately, it had come to the notice of the BoG that some financial institutions sold their instruments to their retail clients.

The statement said Cocobod had assured them that the outlook for the 2023 crop season was good, and Cocoa purchasing were ahead of last year.

“We, therefore, expect that this short term cash flow challenges facing Cocoa Board will be resolved soon to enable Cocobod meet its obligations to investors,” the statement added.

Ghana champions climate financing for climate vulnerable countries

Mr Ken Ofori-Atta, Ghana’s Finance Minister, is leading the V20 Group of Finance Ministers under the Climate Vulnerable Forum (CVF) to advocate for funding to implement Climate Prosperity Plans and Loss and Damage (LD).

The V20 Group of Finance Ministers is composed of 58 countries whose economies are most vulnerable to climate change impacts.

The CVF is an international partnership of countries highly vulnerable to a warming planet, of which Ghana’s President, Nana Addo Dankwa AkufoAddo recently assumed its Presidency for a four year tenure.

Speaking to the Ghana News Agency on Monday, Dr Henry Kokofu, Special Envoy of CVF Presidency, said under the leadership of the Finance Minister, the group had several ongoing initiatives with G7 and G20 countries to tackle global climate finance, as well as loss and damage issues.

While acknowledging the about three-decade loss and damage campaign, he said through the support of Mr Ofori-Atta’s V20, the CVF group and negotiators, civil societies, COP 27 held in Egypt delivered on the landmark decision to finance loss and damage.

The decision included a historic provision to set up a fund to help poorer countries face the harm caused by climate change, and that outcome was understandably celebrated by nations on the front line of a warming world.

The concept of loss and damage is for countries, which have contributed the most to climate change with their planet-warming emissions to pay poorer countries to recover from the resulting disasters.

The kilometers of roads, culverts and bridges that are washed away by severe floods due to high volume of rains are examples of loss and damage caused by the climate crisis.

Dr Kokofu, who is the Executive Director of the Environmental Protection Agency said prior to the COP27, Mr Ofori-Atta also led the V20 to an event, held alongside the World Bank-IMF Annual Meeting in Washington DC, in the United States of America.

V20 economies have lost approximately $525 billion over the two decades, according to its latest research entitled, “Climate Vulnerable Economies Loss Report”.

The membership represents some 1.5 billion people, from Ghana, Afghanistan, Bangladesh, Barbados, Benin, Bhutan, Burkina Faso, Cambodia, Chad, Colombia, Comoros, Costa Rica, Côte d’Ivoire, Democratic Republic of the Congo, Dominican Republic, Eswatini and Ethiopia

Others are; The Gambia, Grenada, Guatemala Guinea, Guyana, Hat, Honduras, Kenya, Kiribati, Kyrgyzstan, Lebanon, Liberia, Madagascar, Malawi, Maldives and Marshall Islands.

The rest are: Mongolia, Morocco, Nepal, Nicaragua, Niger, Palau Palestine, Papua New Guinea, Philippines, Rwanda, Saint Lucia, Samoa, Senegal, South Sudan, Sri Lanka Sudan, Tanzania, Timor-Leste, Tunisia, Tuvalu, Uganda, Vanuatu Viet Nam and Yemen as a UN non-member observer State.

In a video that has since gone viral, Snoop Dogg said he admired Afrobeats musician and called on her asking that they both work together.

The ‘Drop It Like Its Hot’ hitmaker stated that everyone in his home has been dancing to her songs adding “I need one with you.”

Nigerian singer Tems won the hearts of many with her music after Wizkid’s ‘Essense’, on which she is featured.

She has also featured on numerous Barack Obama playlists including that of 2022 with her song ‘Vibe’.

Ekiti State govt orders removal of abandoned gas tanker at accident scene

To avoid any fatal explosion, the Ekiti State Government has ordered the immediate removal and confiscation of a Gas Tanker abandoned at an accident scene at Igede Ekiti, Irepodun/Ifelodun Local Government area of the State.

The government also directed security agencies to ascertain the owner of the articulated vehicle conveying the gas-laden tank that has been abandoned since Friday along the Igede-Iyin Road, posing danger to the public.

Handing down the order during a visit to the accident site on Monday, the Deputy Governor, Monisade Afuye, said Governor Biodun Oyebanji was deeply worried by the abandonment of the tank in the residential area for days without action taken to evacuate it.

Afuye, in a statement by her Special Assistant on Media, Victor Ogunje, said the Governor’s expectation was that the owners ought to have evacuated the inflammable substance from the scene a few hours after the accident.

Ibadan residents groan as petrol marketers adjust pump price to N300

Car owners, motorists and commercial cab operators in Ibadan, the Oyo State capital, have continued to groan as the scarcity of Premium Motor Spirit (PMS), also known as petrol, bites harder.

DAILY POST reports that Ibadan and other towns and cities across the country have been experiencing a shortage of the commodity for the past few weeks.

Our correspondent gathered that the situation worsened at the weekend when some of the petrol stations selling the product shut their gates against prospective buyers, with independent marketers adjusting their prices to N300.

This is against the previous pump price of between N195 and N270.

It was observed that some of the few stations that belonged to major marketers have also adjusted their pump price to N190 against the previous pump price of N180.

DAILY POST correspondent who went around some major roads in Ibadan in the early hours of Monday observed that scores of commuters plying major roads were stranded due to the ongoing fuel scarcity.

Some of the areas visited included Bodija, Sango, Sango-Eleyele Road and Secretariat Road.

It was also observed that long queues are currently experienced in most petrol stations selling at N190.

Ex-minister rejects Akpabio’s candidacy

A former minister of Petroleum and a BoT member of the All Progressives Congress (APC), Don Etiebet, has rejected the candidacy of Godswill Akpabio for the 2023 senatorial election in Akwa Ibom North-West District.

Mr Etiebet, who is from the Akwa Ibom North-West District, said this shortly after the Friday’s judgment by the Supreme Court, which affirmed Mr Akpabio, a former minister of Niger Delta Affairs, as the authentic APC candidate for the election in the district.

Mr Etiebet said the federal constituency which Mr Akpabio is from in the district has produced a senator “several times”, and that it is the turn of another federal constituency which has produced none before.

The Akwa Ibom North-West District comprises 10 local government areas which are grouped under four federal constituencies – Ikot Ekpene; Ikono/Ini; Ukanafun/Oruk Anam; and Abak.

The last two federal constituencies, usually lumped together in political discourse, are popularly referred to as Abak-5.
