Info Ministry: A-G rejected our inputs

The Chief Director of the Ministry of Information (MOI), Madam Mamle Andrews, has punched holes in an Auditor-General’s (AG) report implicating the Ministry for spending GH¢151,500 without approval.

The AG’s report on Covid-19 expenditure report, which was released over the weekend, disclosed  that senior management staff and other supporting staff of the MOI paid themselves a total amount of GH¢151,500.00 as Covid-19 risk allowance for coming to work during the lockdown.

The AG questioned the basis for such a remuneration since it was not sanctioned by the Chief of Staff and hence recommended that the amount be recovered from the beneficiary staff and paid into the Auditor-General’s Recoveries account.

But the MOI Chief Directed in an explanatory letter to the Minister, Mr Kojo Oppong Nkrumah, said that the report cannot be a true reflection of issues, because the AG’s team did not conclude it deliberations with the ministry.

She, first of all, noted that there has not been any exit conference organised by the AG as is usually the practice to allow the two parties to finalise deliberations.

Secondly, she said that the report did not capture a draft response to the issues which was submitted to the AG for review and a final response.

“There has not been any exit conference organized by the AG as is usually the practice to allow the parties to finalise the work.

“As agreed with the team lead, we submitted a draft response to him for review, after which a formal/final response was supposed to be submitted. This, however, has not happened.
“The Audit report, as has been published on the AG’s website, did not capture even our draft responses to the observations. This makes it appear as though the Ministry has failed to respond to the issues all together,’ the Chief Director said.

In a separate document explaining how the ministry expended the whooping GH¢151,500.00 as risk allowance for management and supporting staff, Madam Mamle said that staff of the ministry were not willing to work during the pandemic period, because four of their officers contracted the disease.

She noted that something had to be done to motivate the staff and management due to the critical role the President, Nana Addo Dankwa Akufo-Addo, directed the ministry played during the pandemic and so the money was used as a motivating factor.

Pointing out the critical role the ministry played based on the president’s directive, she said the ministry was to lead in Risk Communication and Community Engagement.

“Additionally, the Ministry set-up a 24-hour information desk at the digital centre, close to the Kwame Nkrumah Circle in Accra, where the general public was given opportunity to call in and report Covid-19 related cases and also seek information in respect of the prevention and management of covid-19 cases.

“The centre also served as a link between critically ill covid-19 patients and the ambulance service for quick pick-ups. Management needed to whip up the interest of the desk officers and the supervisors to ensure that the centre continue to provide services to the public 24 hours of the day,” she submitted as a justifiable reason for expending GH¢151,500.00.

Community mining scheme for Bongo launched

The Minister for Lands and Natural Resources, Samuel Abu Jinapor, has launched the Bongo-Soe Community Mining Scheme at Bongo-Soe in the Upper East region. It is expected to provide direct and indirect jobs to the people of Bongo and its environs.

Speaking at the ceremony, which was attended by Upper East Regional Minister, Stephen Yakubu and some traditional authorities, Mr Jinapor said the Northern part of the country has been blessed with rich mineral deposits.

He argued that mining companies such as Cardinal Namdini Resources, Perseus Mining among others would have come to the north if there were no gold deposits in the area.

He stressed on the importance of correcting the mistake of the past by ensuring the exploitation of the resources in a responsible and sustainable manner.

According to the Lands Minister, President Akufo-Addo’s government is bent on revamping the mining sector and raising local giants in the small scale mining industry, and the Community Mining Scheme is an ideal way of achieving that.

He believes that the Community Mining Scheme will create employment in the area and improve the livelihoods of the people.

Minister Jinapor told the gathering that there is a manual for the Community Mining Scheme, which must be religiously adhered to while warning that the Ministry would not hesitate to revoke the license if the CMS is found not to be following the measures stipulated in the manual.

He urged the management of the Scheme to work effectively with the stakeholders in the area, including the DCE and the traditional authorities, to ensure that royalties are paid, local jobs are created, reliefs and overall progress in the area is achieved.

Stephen Yakubu, the Regional Minister, on his part, said he was elated that the job creation project has been instituted in his region.

He assured that they will implement the measures contained in the CMS manual and employed the youth in the area to commit to the project for it to succeed.

He also assured that the ‘gold katcha’, which was donated by the government, will be used for its intended purpose.

The paramount chief of the Bongo Traditional Area, Naba Baba Salifu Atamaale, was optimistic that the scheme will provide the necessary employment in the area and added that mining must be done within the confines of the law and that he would, in his capacity as chief, ensure that the laws are obeyed.

Editorial: Civilians must desist from using military accoutrements

The promulgation of Act, 1967 (NLCD 177) on restriction on the use of military uniforms and equipment is to help prevent the use of military uniforms.

The law emphasizes that a person shall not wear or use any military uniform, equipment, accoutrements or any other security materiel.

Also, a person shall not sell or buy military uniforms, equipment, accoutrements or any other material unless that person is authorised in that behalf by the President. A person who contravenes this law commits an offence and is liable on summary.

The Chronicle has, however, observed with great concern the increasing rate of the unauthorised use of military uniforms by the general public, despite the existence of the law.

Last week, The Chronicle reported the illegal use of military-styled accoutrements in Kumasi and its environs. An observation established that these security breaches can be seen at every nook and cranny in the city.

These military accoutrements, which range from shirts, jackets, trousers, shorts, caps and T-shirts among others are worn by civilians.

It is instructive to note that some of these people wear the military apparel as a sign of gangster or thug lifestyle.

The Chronicle’s visit to the Central Business District (CBD) of Kumasi observed that these military paraphernalia were largely sold by dealers of second hand clothing, with a myriad of military trousers and shorts fully displayed for sale.

The Chronicle is amazed at how these military accoutrements are displayed in our markets, in flagrant disrespect of the law which prohibits the act.

Notwithstanding the law and continuous public education and warnings issued to the general public to desist from the unauthorised sale and use of military uniforms, the trend rather appears to be on the increase.

If this act is not unchecked immediately, it could be used by organised criminal gangs and unscrupulous individuals not only to impersonate members of the Armed Forces, but also to perpetrate crimes within the community.

Misguided elements in society could use these to foment trouble. It is highly illegal that civilians wear outfits of military men and this has become a great worry in the country.

The Ghana Armed Force has warned the public several times against the use of the army uniform without authorization. The law must begin to bite offenders of the law to serve as a warning to others.

The Armed Forces on the other hand do not also handle these situations well. Instead of taking civilians who are found guilty through the due legal process, they rather take the law into their own hands and assault the perpetrators.

It can be recalled that in July, last year, The Ghana Armed Forces said it was putting in place measures to curb the unlawful sale and use of military-pattern uniforms and accoutrement by individuals and institutions without permit. What happened to this resolution?.

The Chronicle advises civilians to desist from wearing these military accoutrements and the supply chain that ends up in the markets for the civilians to go and buy must be broken once and for all.

 

Court grants alleged James Town rioters bail, discharges two

An Accra Circuit Court presided over by Samuel Bright Acquah has discharged two of the 23 persons accused of engaging in vigilante activities, rioting with weapons and causing unlawful damage at James Town in Accra.

The two persons – Prince Bruce Quaye and Dr Albert Botchway – were alleged to have gone into hiding to avoid prosecution, and by which a bench warrant was issued for their arrest.

The court discharged Prince Quaye and Dr Albert Botchway upon a prayer by their Counsel that the prosecution didn’t level any charges against them to warrant the order for their arrest.

The court also granted the other accused persons bail, in the sum of GH¢50,000.00 with one surety who must be a family.

The 21 remaining accused persons standing trial are; Nii Dodoo, 90, Solomon Adjei, 37, William Baah, 24, Yaw Takye, 22, Musah Mutala, 23, Promise Lamptey, 28, Emmanuel Kofi Amponsah Afari, 27, Benjamin Stephens, 29, Nii Akuntuah Kojo, 70 and Acquah Marvin.

The rest are Barnabas Akwasi, 22, Davis Williams, 44, Agyekum William, 36, Yakubu Anthony, 23, Osmanu Fuseini, 34, Emmanuel Akron, 45, Fred Addie, 46, Shadrach Tetteh, 37, Ernest Mills, 27, Logosu John 29 AND Samuel Agboyi, 32.

The accused persons pleaded not guilty to the charges and the case has been adjourned to January 30.

Brief  facts

Prosecuting Officer for the case, Assistant Superintendent of Police (ASP) Maxwell Oppong said there had been a protracted chieftaincy dispute between Nii Ahumah Kojo and Prince Ashiaku Bruce Quaye, a self-Style chief at the Jamestown Ngleshie paramountcy.

He said on January 15, 2023 Prince Ashiaku Bruce Quaye claimed he has secured a judgement from the court, which grants him access to the Palace.

To achieve his aim, the court was told that Bruce allegedly contracted Dr. Albert Botchway to organise thugs for him to take over the Ngleshie Alata Palace at Jamestown, popularly known as Mantse Agbona.

Dr. Albert Botchway, on behalf of Bruce, allegedly recruited the accused persons herein, and armed them with cutlasses and guns.

He said the accused persons, clad in white T-Shirt with the picture of Prince Ashiaku Bruce Quaye embossed on it, invaded the Ngleshie Alata Community at Jamestown.

The prosecutor stated that without any cause, the accused persons unlawfully entered the drinking spots of Benedicta Dadzie and Harrison Odametey, took alcoholic and non-alcoholic beverages and began throwing them on the street and at the occupants of the palace.

The accused persons also set fire to two Royal Motorbikes belonging to Oko and Atter, all witnesses in the case and a Toyota Corolla with registration number BA 88-22, which the owner is yet to be identified.

The police were called before calm was restored to the palace, however, in the process, some of the accused persons were arrested.

ASP Oppong indicated that a search conducted on Nii Dodoo revealed an offensive weapon, a Jong knife styled like a walking stick. The police also retrieved a machete from the scene.

On the same day, Sunday, January 15, 2023, the police arrested Shadrach Tetteh and Fred Addae on board a Kia Morning car with DV number 7965 E at a security check point at the Korle-Bu.

He informed the court that the police identified Shadrach and Fred as suspects, escaping from the scene at James Town.

The prosecutor said when a search was conducted on Fred Addae, the police revealed one pump action gun, live cartridges and one empty ammunition.

Motor rider charged for possessing offensive weapons

Two locally manufactured short guns, two machetes, three jack knives and six daggers have been retrieved from a motor rider, Nicholas Issah Ativi, a.k.a. Mawutor Mawuli.

The offensive weapons were retrieved by the police from the accused person’s residence at Odawna in Accra.

Nicholas has, therefore, been dragged to an Accra Circuit Court, presided over by Evelyn Asamoah, on the charge of possession of firearms without proper authority.

The accused has pleaded not guilty to the charge and has been granted bail in the sum of GH¢50,000.00 with one surety, who is resident within the jurisdiction of the court. The case has been adjourned to February 2, 2023.

Presenting the facts of the case to the court, Assistant Superintendent of Police (ASP) Emmanuel Haligah said the accused is a resident of Odawna, Accra.

According to him, in December 2022, the Police Administration launched a special operation nationwide to ensure incident free before, during and after the Christmas period.

He said as part of the operation, the Police mounted special checkpoints across the Accra Metropolis focusing on suspected motorbike riders and their pillion riders.

The prosecutor narrated to the court that on January 16, 2023 about 13:30 hours, the accused was arrested by police officers on duty at the Ghanaian Times Roundabout Snap Check Point.

ASPO Haligah added that the accused was then handed over to the Criminal Investigation Department (CID) for further investigation.

The court was informed that the accused was taken to his place of abode for a search to be conducted, adding that after the exercise, two locally manufactured short guns, two machetes, three jack knives and six daggers were retrieved.

He added that during investigation, the accused admitted ownership of the exhibits found in his room and stated that, he manufactured the two locally made short guns and the six daggers in his machine shop.

The accused further stated that he bought the three jack knives from Dabala market in Volta Region, as well as the three machetes from Timber Market in Accra.

After investigations, the accused was charged with the offence and put before court.

No leniency for rampaging students of Krobea Asante Vocational Institute

The Ashanti regional minister, Simon Osei-Mensah, has advised parents and guardians of Krobea Asante Vocational Institute to hand over their wards who have been implicated in the violent demonstration that occurred in the school recently to the police.

He gave the order whilst speaking to journalists after visiting the school to assess the extent of damaged that had been caused to school properties.

Already, a five-member committee to investigate antecedents that led to the demonstration and subsequent closure of the school has been set up.

A worried Mr Osei-Mensah, who could not fathom why students would demonstrate to destroy properties that are being used to teach them, maintained that the incident must be investigated since students cannot behave in such an unruly manner.

“Yes, I am very much surprised; I never believed students could cause such damage to an educational institution for which they are the beneficiaries.

“We need to establish the truth; we cannot tolerate these things – students acting with impunity. We have to crash this type of indiscipline in the country, especially in this region – it cannot continue like that,” he said.

Asked about the fate of the arrested students, he noted that it would be determined by an investigation, which is underway.

According to Mr Osei-Mensah , the police will screen them and those  found culpable  would be dealt with according   law adding that those whose involvement are insignificant will be freed.

“I have directed that the leadership of the school-all the prefects of the school – if they do not surrender, they should declare them wanted.”

“They are the leaders so what shows they were not involved and if they were not involved, what did they do, so all of them, the police administration should declare them wanted immediately, and go for them.

“And the parent, if they are listening should surrender the children-they should follow the children to the police station, because they are wanted. If you are the senior prefect of the school why do you run away? What has he done that he is running away from? All the leaders of the school must be put on the wanted list.”

Updating the media about the magnitude of destruction caused by the students, he explained that they have destroyed several things including two vehicles, which  belong to two staff members .

The rampaging students have also destroyed a pickup vehicle the principal is using, which belongs to the government, and an old bus that belongs to the government had also been destroyed.

“There is a Mahindra that has also been vandalised .So far we can talk about two cars, which belong to the staff and four which belong to government,” he said.

He indicated that the students will pay for the vehicles, which they have damaged.

“They have to pay for them whatever they destroy, they have to pay for them; I believe in being fair and being fair does not mean what people talk about putting human face,” Mr Simon Osei-Mensah told the media.

Disagreeing with the call for leniency in the handling of the  students,  the Ashanti regional minister  mentioned that everyone has a human face and does not understand why people try to rope in such assertions when issues crops up.

“All of us here whose face is animal face.? Why do we always talk about the human face? The person did not first of all behave like human being so which human face are you talking about? This behaviour? Is this the behaviour of a human being? So why are you talking about human face?”

Black-American Rapper, Meek Mill keeps expressing his love for Africa, particularly Ghana at the least chance.

Following criticism from many Ghanaians for filming portions of a music video at the Jubilee House, Meek Mill has admitted that he won’t return to Ghana alone the next time he visits.

In a tweet, the Artiste shared that he was going to invite others to join him on his next trip to Ghana.

“Next time I go to Africa I’m taking my hood! They gotta see Ghana!!!!,” his tweet of January 20, 2023 read.

In the widely criticised Jubilee House video which he has since apologized for, Meek Mill was captured rapping in many locations within the presidency, including the facade, key hallways, the main conference hall (at a spot just behind the public lectern), and in a sitting area.

His action got many netizens enraged about what they saw as disrespect to the presidency while citing ethical and security concerns.

Major Twitter influencers in particular have drawn criticism from the public for permitting such sensitive locations to be recorded for a music video.

Meek Mill later issued an apology to Ghanaians for the video brouhaha that pushed his name into the social media trends.

Samini descends on Sarkodie, calls him disrespectful

Dancehall Artiste, Samini has expressed how he has been disrespected by Sarkodie following an agreement to collaborate on a song.

It all started when a Twitter user asked Samini if he had any plans to collaborate on a song with the rapper who is currently making headlines for remaking Bob Marley’s classic love song “Stir It Up.”

The Twitter wrote: “@samini_dagaati please when was the last time you entered the studio with Landlord @sarkodie, and when are u people joining again?”

In response, the Ghanaian music legend who was featured on Sarkodie’s 2014 hit song titled ‘Love Rock’ had this to say: “Not sure I’ll need a verse from sark but if he ever does need one, I’m not interested and that’s facts. He knows this himself… )y3 Alo sometimes and I don’t play that. Yes or no be problem for am so ego slow you and your project go dull …, he did it to me on burning EP.”

According to Samini, the famous rapper is fake when it comes to reciprocating favours.

He again lamented how Sarkodie read his messages and ignored his request when he wanted to feature him on his 2021 Burning-EP.

Samini put the likes of Efya, Medikal, and Kofi Kinaata on that project.

He further disclosed that his feature on ‘Love Rock’ was done for free, but when he needed the rapper, he wasn’t there for him.

“I did love rocks for free under 24 hours. What you talking about lol. He’s just Allo when it comes to returning favors. That’s all. Unlike him I do my own hooks and verses and I don’t need features to blow. Like I die lol.@sarkodie you know what time it is we shoot direct.”

Samini, however, noted that as a senior colleague, he holds nothing against the rapper, despite the disrespect shown to him.

“I got nothing against @sarkodie and he knows it. He also knows that he Dey owe me personal apology for the blue ticks after having me send 3 tracks and he choosing 1. After asking me if it was a single or an album, to which I answered, it’s an EP. He’s like coo he’s yet to respond” Samini poured.

Individual bondholders still praying gov’t for exemption

The Ghana Individual Bondholders’ Forum has urged the government to stay focused on its responsibility to protect its citizens.

The Forum said the government should absolutely exempt Individual Bondholders, including individuals, who hold eligible bonds under the Domestic Debt Exchange Programme (DDEP) through Collective Investment Schemes.

A statement issued in Accra and signed by Mr Senyo Hosi, the Convener, congratulated the government and the Ghana Association of Banks (GAB) for reaching a deal towards the reengineering of the economy.

The government and the GAB have made significant progress on the terms for the participation of Banks in the Programme.

The progress encompassed an agreement to pay five per cent coupon for 2023 and a single coupon rate for each of the 12 bonds, resulting in an effective coupon rate of nine per cent.

There is also clarity on the operational framework and terms of access to the Ghana Financial Stability Fund.

“We observe with delight government’s various incentives provided to the banks which among others include the Bank of Ghana’s forbearances and favourable revisions to the prudential rules including reductions in the Capital Adequacy Ratio and the Cash Reserve Requirements,” it said.

The statement said to make it much more functional, the government had indicated it would be providing a financial stability fund to support the viability of the banks.

It said with the banks on boarding the Programme, the government was set to reach its 80 per cent target.

This development reaffirmed the need for the government to exclude Individual Bondholders, including individuals and Collective Investment Schemes (CIS), who account for less than 1per cent of the eligible bonds.

“Unlike the banks and other institutions who are set to benefit from various regulatory incentives, Individual Bondholders have no fall back nor incentives and will be condemned to shackled penury,” it added.

It said the Forum maintained its position that cutting the government expenditure and optimizing revenue was the sure winner for Ghana in these difficult times. GNA
