Ex-Chelsea star Eden Hazard ‘set to retire aged 32’

Former Chelsea star Eden Hazard is reportedly set to announce his retirement at the age of 32.

Hazard has been without a club since his Real Madrid contract expired at the end of last season.

According to Get Football News France, although Hazard has been the subject of interest from clubs, his intention is now to retire.

Hazard has been linked with a move to MLS side Vancouver Whitecaps as well as clubs in the Saudi Pro League and there have also been suggestions of a return to France, where he previously excelled for Lille.

His barber recently claimed that Hazard has turned down approaches from six clubs. 

Hazard endured a challenging spell at Real Madrid, where he often struggled for form and fitness.

In December last year, following Belgium’s exit from the World Cup, Hazard announced his retirement from international football.

Last season he was restricted to just six league appearances for Real and in total he only scored seven goals in 76 appearances for the club.

He played 352 games for the Blues and scored 110 goals, while he provided 92 assists.

During his spell at Stamford Bridge he won two Premier League titles, the FA Cup, the League Cup and two Europa Leagues.

Hazard won an array of trophies with Real Madrid, including the Champions League, and he also won the double of the Ligue 1 title and Coupe de France with Lille in 2011.

On the international stage he played 126 times for Belgium and scored 33 goals.

Manuel Neuer returns to training for the first time since breaking his leg in December 2022

Manuel Neuer has returned to training with Bayern Munich‘s goalkeepers for the first time since breaking his leg in a skiing accident in December.

Bayern said in a statement that ‘the 37-year-old captain completed a session with his goalkeeping colleagues’ and that he ‘has now taken the next step on the comeback trail.’

Bayern didn’t give details of what kind of training Neuer is able to do, or when he might be ready to play a game, though the club published a picture of him diving to stop a ball. His last game was for Germany at the World Cup on December 1.

Neuer’s longtime backup Sven Ulreich has been in goal for the first three games of Bayern’s season, including Sunday’s 3-1 win over Augsburg.

Bayern said Neuer was training on Monday alongside new arrival Daniel Peretz, who signed from Maccabi Tel Aviv on Friday to add depth to the German champion’s squad.

The uncertainty over Neuer’s fitness has overshadowed Bayern’s transfer window. Even as the club made waves by signing England striker Harry Kane, Bayern chief executive Jan-Christian Dreesen acknowledged he had wanted to sign goalkeeper Kepa Arrizabalaga from Chelsea too. Kepa opted to join Real Madrid on loan instead.

Following recent surgery to remove metal implants from Neuer’s leg, Bayern coach Thomas Tuchel indicated this month that the goalkeeper’s recovery was going faster than expected.

Bayern had Switzerland goalkeeper Yann Sommer as a stopgap last season when Neuer was injured, but he left for Inter Milan this month. Another goalkeeper, Alexander Nubel, was loaned out to Stuttgart.

The Vice President, Dr. Alhaji Mahamudu Bawumia, has convincingly been endorsed by the grassroots of the New Patriotic Party (NPP), ahead of the crucial November 4 battle for the flagbearership slot.

Majority of the constituency, regional, national executives as well as the 137 Members of Parliament who cast their ballot, did so in favour of the Vice president.

None of his opponents could get 23 percent of Bawumia’s 629 total votes garnered at Saturday’s Super Delegate Congress held across the country. There were 927 total votes cast and 923 total valid votes.

The closest contender, Kennedy Agyepong, managed 132 votes, which translates into 21 percent of Bawumia’s votes, with the next candidate, Alan Kyerematen, polling 95 votes, representing 15 percent of what Bawumia secured.

It is instructive to note that Bawumia beat all the aspirants across the 16 regions, as well as the party headquarters.

At the backyards of Kennedy Agyepong and Alan, Central and Ashanti regions, Bawumia polled 25 and 97 votes respectively.

In his home region, Central region, Kennedy Agyepong had 19 votes and Alan had 4 votes. In the Ashanti region, Ken had 6 votes and Alan had 10 votes.

The Vice President, through the special delegates’ congress, has registered himself rightfully going into the November 4 delegates’ congress, where over 200,000 voters would choose one out of the five.

According to official results from the Electoral Commission, which supervised the voting process, Dr. Bawumia, Kennedy Agyepong, Alan Kyerematen, and Dr. Owusu Afriyie Akoto picked a slot each out of the five.

There was a tie between Francis Addai-Nimoh and Boakye Agyarko, with 9 votes each. The constitution of the party has made provisions that, in such an event, there should be a run-off to separate the tie.

The party’s election committee, chaired by Prof. Aaron Mike Oquaye, has said that the run-off will be held on Saturday, September 2, 2023. There is also the probability of one stepping down for the other to join the four.

AMENDMENT

Meanwhile, the Ashanti Regional Chairman of the NPP, Bernard Antwi-Boasiako, is advocating for an amendment in the constitution of the party to back the selection of the five with numbers.

According to him, Article 12 (5) as it stands is vague, as it allows the nearest highest vote to qualify to be part of the five, no matter how insignificant it may be to the first highest.

Article 12 (5) (b) of the NPP constitution, as amended in 2009 reads: “Where there are more than five contestants for nomination as the party’s presidential candidate, a special electoral college shall cast their votes by secret ballot for the first five contestants to be short-listed.”

He cited in a media interview that a candidate securing 70 percent of the total votes and the next having 1 percent and still being selected to face off again should be looked at.

His contention was that the outcome of the special delegates’ votes was an indication of the direction of the wind ahead of the main congress.

He opined that such an amendment would save the party money and provide adequate time to bring all participants back on track, ahead of the general election.

PRECEDENT

In 2014, there was a special delegate congress to select five out of the seven who contested, four of whom vied again this time: Joe Ghartey, Francis Addai-Nimo, Alan Kyerematen and Kofi Konadu Apraku.

The other three were; Nana Akufo-Addo, Kofi Osei Ameyaw and Asamoah Boateng. At the end of the polls Akufo-Addo secured 81.28%, Alan had 8.01%, Joe Ghartey polled 2.85% and the rest scored less.

Internal discussions and pleas to have the candidate who secured a larger percentage lead in order not to spend limited resources on the main delegates elections were not accepted by the other candidates.

The party went ahead to hold the main presidential primary and Nana Akufo-Addo increased from 81.28% to 94.35%. Alan, who had 8.01% of the special delegates votes declined to 4.75%.

Prof. Ransford Edward Van Gyampo, an Associate Professor of Political Science and Director of the Centre for European Studies of the University of Ghana, Legon, says the standings of the first three winners in Saturday’s New Patriotic Party (NPP) Super Delegates Elections was not surprising.

Dr. Bawumia swept 629 of the votes (68.15%), followed by Kennedy Agyapong and Alan Kyerematen with 132 votes (14.3%) and 95 votes (10.29%) respectively.

According to the renowned political scientist, majority of the delegates were “politically made” by the establishment and their continuous stay in office as appointees, and even as elected people, is based on the support of the establishment and, therefore, “couldn’t have varied their votes”, the Professor posted on his Facebook page shortly after the results were declared by the Electoral Commission.

He contended that Ken also garnered his kind of “great show” among those who felt they could get his support in terms of money in their future electoral and political endeavors.

“He (Ken) could be a kingmaker and would easily nominate some of these guys for positions,” Prof  Gyampo noted and further  explained that  “what makes him a serious force in the future is that, he is also very much a grassroots person”.

The political scientist, therefore, cautioned the Vice President not to be complacent because the real kingmakers will be at the grassroots where both Alan and Ken are likely to make huge incursions quoting very scientific data on the NPP delegate preferences.

Prof. Gyampo has, therefore, urged Alan and Ken to work harder contending that “the future of the NPP Presidential Aspirant race is heavily pregnant with hugely uncertain possibilities”.

He noted that the Veep will have to do more work to get to the grassroots and that more work must be done by Alan to win more people at the top believing that  he (Alan) is likely to put up a better show among the grassroots in November.

Prof. Gyampo, who sees Ken as a maverick, advised him to work harder to appeal to both segments of the delegates. He explained his position on the three presidential aspirants in the fact that those who voted in the Super Delegates elections could still change their minds towards any direction for which reason no one must be complacent, neither should any of them give up.

He suggested that delegates at the grassroots must remain fired up to decide who must lead the party accordingly vote ONLY TO THEIR CONSCIENCE and not to be influenced by the outcome of the just-ended electoral exercise.

He congratulated all the Aspirants, especially the Vice President Dr. Mahamudu Bawumia, the Assin Central MP, Kennedy Agyapong and the former Trade and Industry Minister, Alan Kwadwo Kyerematen.

Afenyo-Markin to parents: Be counsellors for your wards

The Member of Parliament for Effutu, Mr Alexander Afenyo-Markin says Basic Education marks the beginning of several processes which lead to the reformation and moulding of today’s children.

He has, therefore, admonished parents whose wards recently completed Junior High Schools to serve as counsellors and guide them as they await their results.

The deputy majority leader made the call when he sponsored the organisation of a day’s career coaching and guidance fair for 1,841 Junior High School leavers in the Effutu municipality.

He noted that most adolescent pupils often try to explore, make decisions and desire to have freedom from strict parental control, especially after the completion of JHS.

This situation, he said, calls for greater care, attention, maximum protection and good counselling from parents to prevent their would-be adventurous wards from going wayward.

“I am appealing to you; the children here are our future. At their present ages, they are likely to go astray if you, as parents, fail to play you parental roles effectively.

“It is a fact that most of the girls here could become pregnant and the boys too could get others impregnated, but none of the girls are due to become mothers whilst the boys also cannot be fathers at this stage”.

In view of this, he said, it is high time parents pay special attention to their adolescent kids and guide their path into a prosperous future, but not to leave them (kids) to be agents of their own lives.

“With the aid of social media, the children of today learn a lot of things on the blind side of their parents, so we have to sit down with them and explain the realities of life to them. This is not the time for hostilities,” he advised the parents.

Promise to support needy pupils

Mr Afenyo-Markin assured the pupils that as part of the larger “Effutu Dream”, he would provide financial assistance to pupils from needy homes, who would get admissions to pursue further education at Senior High School.

“It doesn’t matter what your background is, it doesn’t matter where you are coming from, it doesn’t matter whether your parents are poor or rich. With the ‘Effutu Dream’, everything is possible. Nothing can limit you.

“I promise you as your Member of Parliament that I will be there for you. With me as your member of parliament, you will never walk alone and those of you from poor homes you are going to see the do the do in action. All I want you to do is to pass your exams,” he promised.

The fair, which was the second edition, formed part of the bigger “Effutu Dream” meant to shape the minds of the JHS leavers and to promote education in the entire Effutu municipality.

Experienced resource persons were drawn from various relevant agencies including the police, academia and the Computerised School Selection and Placement System.

The resource persons took turns to walk the leavers through SHS placement processes and the selection of programmes that could help them develop their preferred career.

Economic crisis was not caused by BoG –Pianim

Renowned Economist, Dr. Kwame Pianim has waded into the debate over whether the Governor of the Bank of Ghana, Dr. Ernest Addison and his two deputies should resign for wrongfully financing the government, arguing that the Governor did nothing wrong for supporting an ailing economy.

According to him, the Governor’s resignation would not solve any problem, adding the economic crisis was not caused by the Bank of Ghana.

Speaking in an interview with Accra based TV3, Dr. Pianim said the Governor and his team did not perpetuate any fraud and therefore assertions of incompetence and mismanagement of the economy is neither here nor there.

“Resignation doesn’t solve any problem. If the Governor resigns now, what happens, the same Minister of Finance who is at the core of the economic crises recommends to the same president a new person?

“They appoint somebody who doesn’t know the terrain, who hasn’t gone through this experience to be able to solve the problem, No”.
“What I am saying is that was it through incompetence, No. Not incompetence. Was it through fraud? Did the governor benefit? Did any of his company benefit from what he did? No.”, the renowned economists pointed out.

Dr. Pianim also stated that BoG did nothing wrong for not going to Parliament before supporting the government to revive a struggling economy.

According to him, the BoG did not need any parliamentary approval before supporting an ailing economy. “I don’t recall that they [BoG] need parliamentary approval.
Remember, we suspended the Fiscal Responsibility Act. When the fiscal responsibility was removed, it was saying in effect that we cannot obey the regulations that we have governing the fiscal,l so we are suspending it”.

“When the Minister of Finance went to parliament and they agreed to suspend the Fiscal Responsibility Act, parliament should have asked, what happens to the equivalent, that is the Monetary Policy Act, which is Article 36 of the Amendment BoG Act, which says that if there is an emergency and BoG needs to be able to suspend the rules surrounding monetary policy, what they do is to inform the Minister of Finance”, he explained.
To him “It is the Minister for Finance’s responsibility to report to parliament.

We didn’t make BoG responsible to go to parliament. So when the Minister of Finance went to parliament to suspend the Fiscal Responsibility Act, somebody from the opposition should have asked, what happened to Article 36 of the Banking Act.

“And the Minister should have said concurrently that part is also suspended because you cannot suspend the Fiscal Responsibility Act and leave the complimentary dimensions on the monetary policy side”.

NIA to resume registration of Ghanaians 15yrs and above

The National Identification Authority (NIA) will today, 28 August, 2023 resume the registration and issuance of Ghana Cards to Ghanaians aged 15 years and above, who are first-time applicants and at no cost to them.

In a statement issued by the Corporate Affairs Directorate, it explained that the service will be available at eight (8) out of the 16 NIA Regional Offices and all 276 District Offices across the country.

The statement said other Regional offices in  Kumasi – Ashanti Region, Sunyani – Bono Region, Techiman – Bono East Region, Koforidua – Eastern Region, Tamale – Northern Region, Ho – Volta Region, Takoradi – Western Region and Sefwi Wiawso – Western North Region will not be opened for the exercise, since these offices operate NIA’s Premium Registration Service.

Following an initiative by the Ministry of Finance, the NIA received 484,000 blank cards from its technical partners; Identity Management Systems II Limited (IMS II) and CalBank PLC, which according to the statement has made the registration exercise become possible.

The statement further explained that the registration will be carried out in two phases, in order to facilitate a smooth and well-organised process, with Phase One as the Restricted Registration to be limited to the Public Sector Workers on Government of Ghana (GoG) Payroll.

“The first phase will last a total of ten (10) working days beginning on Monday, 28th August 2023 and ending on Friday, 8th September, 2023” The NIA said.

“The second phase, being the open registration will begin on Monday, 11th September, 2023 for all Ghanaians aged 15 years and above, who have not yet applied for the Ghana Card.

“During this Phase, Ghanaians wishing to replace their lost, stolen or damaged Ghana Cards or to correct their names or dates of birth may do so in accordance with law at any of the NIA’s 286 Operational Offices nationwide offering the free registration,” the NIA statement added.

It further encouraged qualified Ghanaian citizens who are yet to register for the Ghana Card to take advantage of this opportunity as the Ghana Card serves as the sole mandatory document for the identification of citizens seeking to engage in various commercial transactions or to access a wide range of public and private services in Ghana.

A leading campaign member of Alan John Kwadwo Kyerematen in the Eastern Region, Mr. Samuel Ayeh-Paye, has expressed shock over the results of last Saturday’s Super Delegates Congress of the party.

Speaking to the media shortly after the election, which took place concurrently across the country last Saturday, the former Member of Parliament (MP) for Ayensuano Constituency in the Eastern Region indicated that ‘Team Alan’ was in high spirit of recording some appreciable votes.

According to him, despite their preconceived position that the Vice President would come top after the voting, ‘Team Alan’ was still confident of polling appreciable votes because of the massive support and endorsement received throughout the campaign.

At the end of the election, Vice President Mahamudu Bawumia polled 59 votes out of 81 with Mr. Kennedy Agyapong, Alan Kyerematen, Boakye Agyarko and Owusu Afriyie Akoto polling  8, 7, 4 and 1 votes respectively.

According to Ayeh-Paye, the outcome of the election was below expectation because they were of the view that Alan should have gotten more than seven votes out of possible 81 votes because they worked tirelessly.

The former Ayensuano Constituency representative in parliament was however happy that their candidate is now part of the five candidates going to contest the main election in November.

Making meaning out of the team’s happiness, Mr. Ayeh-Paye stated that, the Saturday’s exercise was more of a screening programme to select the first best five for an onward selection of the flagbearer.

He sounded overly positive about the fact that the Special Delegates Conference was for just a handful of constituents and that the November 4, 2023 National Delegates Congress would be the decision making day.

To him, Alan Cash would win hands down come November 4, 2023, because that was where the grassroots, who are the kingmakers ,would decide through their objective reasoning as to who leads them in the 2024 presidential election.

Regardless of Team Alan disappointment, the leading campaign member paid glowing tribute to the election management team of the party from the national to the regional level for the well-organised conference.

On his part, the spokesperson for Kennedy Agyapong campaign team in Eastern region, Mr. Francis Boateng Anom alias Francioa, disclosed that his side was satisfied with the process and thanked the election management team of the party for the level playing field.

Mr. Boateng stated that the only fear of Team Ken was the Super Delegates’ Conference, because of the nature of the constituents, adding that Ken was the next flagbearer of the party, because the very rank and file was rooting for him.

“My brother, we are suffering because the ordinary Ghanaian is not disciplined and I believe Kennedy Agyapong is the right person with a radical mentality to inject and reset the country into a path of discipline and development,” he added.

Interestingly, the usual euphoria that suffixed the declaration of election results, was missing as almost all the constituents and party sympathizers who were at the Koforidua Senior High Technical School (SECTECH), venue for the election, were not happy with the outcome.

Chiefly among the representatives of the 10 candidates was Team Bawumia who vanished into thin air before the media could even interview them since they did not get the 80 percent votes they promised.

The Eastern Regional chairman for the party, Mr. Jeff Konadu appealed to  party faithful to continuously uphold the level of tolerance and display of political maturity throughout the process.

The soft-spoken Regional Chairman, however, cautioned party members to be circumspect in their activities, since the greatest enemy was not the members, but their political opponents and to conquer them there must be unity.

Editorial: Ghanaians must support Ministry of Agric to deliver on its mandate

The Member of Parliament (MP) for Dormaa East, Paul Apraku Twum Barimah, has called on Ghanaians to support the Ministry of Food and Agriculture to successfully deliver his mandate and transform the agriculture sector.

Speaking in an interview with myjoyonline, Mr. Twum Barimah indicated that the Minister of Agriculture, Mr. Bryan Acheampong, was focused on his quest to promote food security and ensure food sufficiency in the country, by expanding local food production and processing in a bid to reduce prices on the market.

He, therefore, urged both peasant and commercial crop farmers to work together with the Ministry of Food and Agriculture to attain the set goals. “Already, Mr. Acheampong has opened his doors to all farmers across the country and would be working closely with them to increase yields and productivity, while reducing the importation of food crops into the country. And I expect our farmers to embrace this call and strengthen the relationship,” Mr. Twum Barimah stated.

The Chronicle is happy that the Ministry of Agriculture is currently implementing strategic measures to guarantee farmers around the nation access to inputs and other production costs to lessen their burden and boost their incomes.

As part of the aggregator system under the Planting for Food and Jobs programme, farmers are expected to have access to seeds, fertilisers, extension services, mechanisation and post-harvest services, and repay the cost of these services after harvesting. This is a laudable initiative, but the problem has always been about the implementation of good government policies.

As Ghana navigates the path toward self-sufficiency and economic growth, the role of the Ministry of Agriculture takes center stage. It is imperative that the nation rallies behind the Ministry to ensure food security and reduction of food prices for the general masses.

Food security is the cornerstone of any thriving society, and, therefore, ensuring that citizens have consistent access to affordable and nutritious food, not only safeguards their well-being, but also forms the foundation for sustainable growth and development.

Reducing food prices is not only a matter of economics, but also a reflection of social equity. High food prices disproportionately affect low-income families. By curbing food price inflation, the government can alleviate the financial burden on vulnerable populations, contributing to poverty reduction. By keeping food prices stable, government would help to maintain a predictable economic environment.

Supporting the Agric Minister entails investing in agricultural innovation, research, and development. Embracing modern technologies and sustainable practices can enhance yields, reduce waste, and increase the overall efficiency of the sector.

Government agencies, private sector entities, farmers, and consumers must work collaboratively.

Partnerships and coordination are key to addressing challenges, streamlining distribution, and ensuring equitable benefits across the supply chain. In our pursuit of a prosperous and equitable Ghana, the support extended to the Agric Minister is a crucial determinant of success. Food security and affordable prices are not mere luxuries but they are the building blocks of a thriving nation.

The Chronicle believes by joining hands and offering unwavering support to the Agric Minister, we would collectively lay the groundwork for a brighter future, where every Ghanaian can enjoy the benefits of stable food supply and economic growth. The call by Paul Apraku Twum Barimah on Ghanaians to support the Ministry of Food and Agriculture is, therefore, in the right direction.

NPP  Super Delegates Conference ’23’ and Matters Arising

Last Saturday, August 26, 2023, the ruling New Patriotic Party’ selected elite, the Super Delegates,went to the polls, to prune down the number of presidential aspirants from ten to five. The results came as expected with the front runners, Vice President Mahamudu Bawumia, Hon. John Alan Kyerematen, Hon. Kennedy Agyepong and Hon Afriyie Akoto making the first five.

What was rather unexpected was the rankings. Many people in the party believed the Vice President was to lead the pack and yes, he did. But against popular belief, Alan could not make it to the second position, it was Kennedy who did, followed by the “People’s Choice,” Alan, who came third. Could it be that, party members who will want to have nothing to do with Bawumia, would consider Kennedy over Alan? Or, could it be that the Super Delegates, met and decided on how to vote and agreed to put Alan at the third position to convince the larger decision-making body, the Congress, that he was not popular? With this, it means that the Alan Campaign Team must review campaign strategies and use a better approach towards the Presidential Primaries in November.

For the fifth position, two honourable gentlemen, Addai Nimoh and Boakye Agyarko, who had the same number of votes, tied. And it will require that one of themsteps down or the Super Delegates go back to vote in a run-off.

When nine of the ten aspirants petitioned against holding the voting in every region, the national executives, thought they were being unrealistic and threw out the petition and held the elections in each of the sixteen regions.

If the elections were held in one centre, the delegates would have easily been asked to vote in a run-off. This should be a lesson.

Ideally, every voting centre should have the characteristics of voting centres during any national elections, and so it was unacceptable when the Party General-Secretary, Justin Frimpong-Kodua, said he saw nothing wrong with posters of some aspirants openly displayed on the walls of the Party Head Office voting centre. It is very important for him to know that by the electoral laws of the country this is not acceptable.

Talking of violation of electoral laws, it is also legally unacceptable for anyone to display his or her thumb-printed ballot to the public to indicate to all, who they had voted for.

So, for the Ashanti regional youth organiser, Raphael Patrick Safo, to violate the Party’s voting guidelines this way, he should have been punished to serve as deterrence to others.

In this country, the NDC prides itself as a party of violence and go on to claim that so far as violence is concern, it has no peer in the country.

Violence frequently, erupted in its internal elections. The crudest form of acts of violence during its 2006 primaries in Koforidua, led key members, like Obed Asamoah, Bede Ziedeng and Frances Assiam to part ways with the party.

On November 15, 2015, during another NDC primaries it became violence galore across the country. Then lately, on December 10, 2022, at Cape Coast, during an NDC’s Youth and Women’s Congress to elect national violence played a major role.

While proceedings were ongoing at the Congress two rival groups violently clashed throwing stones, blocks, sticks, clubs, chairs among others, causing injury to three persons and destruction to property. Sixteen people were immediately put on police wanted list.

This is all about the NDC and its internal elections. But now, sadly the NPP seems to be exhibiting these barbaric trends.

During Saturday’s Super Delegates Congress, there were reports of attacks on some agents of aspirants. While Kennedy Agyapong got pissed off and angrily attacked the Vice President, also an aspirant and the President, for attacks on his agents, Hon. Yaw Boaben Asamoah from Alan Kyerematen’s camp went wild and mad when he disclosed on air that one of Alan’s agents in the North-East region, Ali Zakaria was brutalised.He had attempted to prevent the regional youth organizer, Mumuni Nurudeen, from putting his thumb-printed ballot into the box. His reason was that the latter had shown, every person around, who he had voted vote by exhibiting his ballot paper to the public. Shortly, Ali’s, photo was on social media, showing his puffed eye and battered face.

It is very much unlike the NPP to allow violence to enter into the party’s internal affairs. And it is for this reason, why I will suggest that the party leadership must immediately take measures to address these issues and punish all those culpable. Sanity must be revered in the party.

I will take this opportunity to recommend that another look must be taken at the Special Delegates Congress with more democratic ways founded to prune down the number of aspirants expressing their desire to run for president. As we speak, everyone is waiting to see how the Party is going to drop one of the two who tied at the fifth position. Both Addai Nimoh and Boakye Agyarko are good presidential materials.

Or, guess what, six aspirants will be allowed to contest this year’s presidential primaries. If that will be the case, then the Special Delegates Congress has failed to serve its purpose.
