The National President of the Judicial Service Staff Association of Ghana (JUSAG), Samuel Afotey Otu, has appealed to President John Dramani Mahama to expedite approval of the Association’s 2026 salary review to enable members to receive their reviewed salaries and corresponding arrears by September 2026.
According to Mr Afotey Otu, the proposal for the 2026 salary review was initiated in December 2025 but remains pending, creating uncertainty among staff of the Judicial Service.
He made the appeal on Tuesday, August 25, 2026 at the opening of the five-day 2nd Quadrennial Delegates’ Conference of JUSAG, at the University for Development Studies (UDS), in Tamale.
Mr. Afotey Otu also expressed appreciation for progress made towards the implementation of Constitutional Instrument (C.I.) 141, saying it was expected to bring greater stability and certainty to salary administration within the Judicial Service.
“Naa Chairman, Your Excellency, Hon. Chief Justice, still on the issue of salaries and the implementation of C.I. 141, I would like to respectfully reiterate our appreciation for the progress we have made,” he said.
He recalled that JUSAG members had previously encountered difficulties during salary payment periods, but expressed optimism that the implementation of C.I. 141 would address some of those challenges.
“In the past, JUSAG often had to grapple with challenges whenever it was time for the payment of salaries to staff. With the implementation of C.I. 141, however, it is our sincere hope that these difficulties will become a thing of the past and that our members will enjoy greater certainty and stability in matters relating to their salaries and conditions of service,” he stated.
Appeal to Mahama
Turning to the outstanding salary review, the JUSAG President made a direct appeal to President Mahama to intervene and facilitate the approval process.
“Also, our proposal for the 2026 salary review, which commenced in December 2025, is unfortunately still pending. Just like Oliver Twist, I humbly use this opportunity to appeal to His Excellency the President to kindly give attention to the pending approval for 2026 salary review,” he said.
Mr. Afotey Otu said he remained confident that the President would respond positively to the concerns of Judicial Service staff.
“Comrades, I have great confidence in the person of, and the Government led by, His Excellency John Dramani Mahama. I firmly believe that the necessary approval will be granted, and that our members will receive the reviewed salaries, together with the applicable arrears, by September 2026,” he declared.
He further appealed to President Mahama not to disappoint JUSAG members, describing him as a listening President who had demonstrated a commitment to workers’ welfare.
“Your Excellency, we trust in your commitment to the welfare of Judicial Service staff. You have demonstrated that you are a listening President and a man of action, and we are confident that this matter will also receive your kind attention,” he said.
“We, therefore, make this appeal with hope, respect and confidence, believing that, as has been our experience, His Excellency the President will not disappoint us,” he added.
JUSAG calls for unity
Mr. Afotey Otu also called on members of the Association to remain united and committed to building a stronger Judicial Service.
He said the conference provided an opportunity for members to reflect on the Association’s achievements, identify shortcomings and work towards improving the institution.
“Naa Chairman, as we gather to ponder upon our achievements during the period under review, we are poised to correct all wrongs and shortfalls to make the Judicial Service of Ghana a promising institution,” he said.
He stressed that the public was closely watching the Judicial Service and expected the institution to uphold high standards.
“Indeed, the public with eagle eyes are watching us with great expectations. We have not failed the masses and are not ready to fail them either,” he stated.
He urged members to work together to improve the Judicial Service and contribute to Ghana’s development.
“Brothers and Sisters, let us unite as workers and set the pace for others to emulate. Together we can achieve more, together we can build the Judicial Service and together we can make Ghana proud of us,” Mr. Afotey Otu said.
The five-day 2nd Quadrennial Delegates’ Conference is being held under the theme: “Championing Staff Welfare and Technology: Anchors of Quality Justice.”
