Kogi State House of Assembly has been gutted by fire

The Kogi State House of Assembly has been gutted by fire. The cause of the fire incident was unknown at the time of filing this report on Monday morning.

An early morning fire has engulfed the Kogi State House of Assembly complex located at Crusher Area, Lokoja. The fire ripped through the roof of the Chamber, causing extensive damage to the floor of the house.

As at the time of filing this report, no one has been able to ascertain the source of the fire.

The Speaker of the House, Prince Mathew Kolawole, while speaking to journalists at the assembly complex said the house will allow security agencies to investigate the incident. The Speaker of the house, Mathew Kolawole, and the state security Adviser, Commander Jerry Omodara, were among the early callers at the assembly complex.

The Speaker, however, said this would not stop the assembly from performing its duty as the resolution of the house concerning Dangote Cement Plc stands.

The Speaker of the Assembly said that he suspects sabotage but fell short of where the suspected sabotage might be from. Asked whether it might have been linked with the recent happening between the Assembly and Dangote group, he said that that is left to the security to determine.

“We should leave security people to do their work and give us a report going forward,” the speaker said.

However, a source who do not want his name in print said he suspected explosion but couldn’t say who might be responsible.

Hoodlums on attack

Hoodlums in their numbers have attacked and set ablaze the Council headquarters of Ezza North local government area of Ebonyi State, ahead of the forthcoming election.

DAILY POST gathered that the attacks and setting ablaze of Ezza North LGA came barely about one month of swearing in of a new council chairman in the state

Recall that Nora Alo, the former chairman of Ezza North LGA and handed over to the new chairman Mr. Ogodo Ali Nomeh.

It was gathered that the hoodlums broke into some of the offices, where important documents were kept and carted them away and set some of them ablaze.

Confirming the attack, the new chairman of the council, Mr. Ogodo Ali Nomeh said the hoodlums engaged the security operatives manning the council in a gun battle, and that some of the hoodlums sustained gunshot injuries.

He said the hoodlums are yet to be arrested at the time of filing this report.

According to him: “we have not arrested anybody now. You know the thing happened in the night and before we came out this morning, they already escaped.

“There were so much gunshots. And I think that so many of them were injured. So, we are moving from one hospital to another to check for people that sustained gunshot injuries,” he stressed.

Boat accident kills at least 76 in Anambra

Boat accident in Anambra

At least 76 people have been reported dead after a boat accident in Nigeria’s south-eastern state of Anambra. The boat, which was carrying at least 80 people, capsized on Friday in the Ogbaru area in Anambra state.

Most of the victims were women and children, trying to reach safety after their community had been inundated by floodwater.

Benard Achonu told the BBC he was devastated: “My life has fallen apart,” he said.

The 60-year-old lost his wife and all three of his children, aged between two and six. They were among those fleeing floodwaters in the area, he said.

Another former resident, Precious Umeh, told BBC Pidgin that the situation was extremely bad. “Some people whose family members have died in the boat accident are wondering how to bury the bodies because there is no dry land in their area.”

President Muhammadu Buhari offered his condolences to the families of the victims in the “tragic” accident.

He also ordered a review of safety measures across the country’s water transport system, and said emergency services must do everything to account for those missing.

Mr Buhari called on government agencies “to check the safety protocols on these transport ferries to make sure such incidents are avoided in the future”.

Local media reports say those aboard the boat were heading to the Nkwo market in Ogbakuba before it capsized. Some officials said the boat had suffered an engine failure and hit a bridge before capsizing.

Thickman Tanimu, south-east coordinator of the National Emergency Management Agency, told the AFP news agency: “The water level is very high and too risky for a smooth search and rescue operation”.

Anambra governor Charles Soludo added that the accident had been a shock for both residents and the state’s government, offering his sympathies to the victim’s families.

Boat accidents are relatively common in Nigeria, although most are blamed on overloading or poor safety measures.

Dozens killed as landslide sweeps through Venezuela

About 1,000 rescue personnel are searching for victims of the landslides

At least 25 people have been killed and more than 50 are still missing after landslides swept away their homes in the Venezuelan town of Las Tejerías.

About 1,000 emergency personnel are taking part in search and rescue operations.

“We’re trying to save whoever we can and are expressing our condolences to all those who have lost a loved one,” Vice-President Delcy Rodríguez said.

President Nicolás Maduro has declared three days of national mourning.

Among those killed are two toddlers, local media said.

Torrential rainfall caused the river El Pato to burst its banks. The resulting floodwaters swept away, trees, cars, houses and shops in the town, some 50km south-west of the capital, Caracas.

On the walls of the houses, thick mud showed how high the floodwaters had risen.

According to Efe news agency, the electricity supply to the town has been cut, leaving it in darkness.

Residents dug through the cloying mud by hand to try to find survivors. They were joined by sniffer dogs and specialised search teams.

Austrian president secures re-election in first round of voting

Austrian President Alexander Van der Bellen on Sunday secured a second six-year term in office by winning a clear majority of votes and avoiding a run-off, according to projections.

 

The far-right Freedom Party was the only one in parliament to field a candidate against Van der Bellen, who won a much tighter race against a Freedom Party opponent in 2016.

 

With 95 percent of votes counted, a projection by pollster SORA put Van der Bellen winning 56.1 percent with a margin of error of 1.1 percentage points.

 

His nearest rival was the Freedom Party’s Walter Rosenkranz at 17.9 percent.

The Austrian president has a largely ceremonial role, but the officeholder also has sweeping powers during periods of overseeing transition and turbulence.

 

The president is the commander in chef of the army and can sack the whole government or the chancellor.

About 6.4 million people were eligible to vote out of a population of nine million.

 

Van der Bellen, 78, has the explicit or implicit backing of Austria’s major parties except for the Freedom Party.

Chad’s creditors close to agreeing debt relief

Chad’s creditors are close to reaching a debt relief agreement, which would be the first under a new G20 debt restructuring framework, a French finance ministry source said on Monday.

 

Alongside Ethiopia and Zambia, Chad is one of the three countries that have so far sought a debt restructuring under a G20 initiative established at the end of 2020.

 

Progress has been glacial with some Western G20 members saying that China, the biggest creditor to many African countries, is dragging its feet on reducing countries’ debt burdens.

 

As host to the Paris Club of mostly rich, Western government creditors, the French finance ministry is deeply involved in the debt-relief discussions under the G20 framework.

 

“We are close to an agreement and being able to communicate about an agreement on Chad which will give some visibility to this country,” the French official said.

 

Although Chad is currently benefitting from high oil prices, the source added that it was important that both government and private sector creditors be ready to act in case debt servicing conditions become more difficult for the country.

Feature: VRA discriminatory against Volta Basin dwellers

Akosombo Dam

The construction of Akosombo Dam in 1965 was seen as coming to boost the country’s industrial growth through the provision of hydro-electric power. And it has been so, at least, to a large extent.

However, not the entirety of Ghanaian populace has seen it as such.To the multitudes of dwellers in the Volta Basin, the fall outs area perfect replica of scenes from the novel, ‘the gods must be crazy’ by Jamie Uys, South African; a curse.

The Akosombo Dam, reinforced with the Kpong Dam, constructed in 1982, has robbed the people of their livelihoods and enveloped them in abject poverty. Besides, it has left in its trail bilharzia, as many of the communities are thirsty of potable water.

Community Development Programme (CDP)

Following untiring outcry by opinion leaders of these communities, the Volta River Authorities (VRA), in 2011, introduced what it calls Community Development Programme with the objective of supporting the development of human resources from its ‘impacted communities’, through ‘educational scheme’.

The Authority claims that under the CDP, it provides support for tertiary education through the awards of scholarship to give ‘equal opportunity to brilliant but needy students’ who are NATIVE and RESIDENT in the impacted communities.

Qualified students interested in the scholarship package are required to complete an application form with relevant documentations for ‘consideration’ (https://ww.vra.com).

During its 50th anniversary at which the programme was launched, the VRA offered scholarship to fifty (50) needy but brilliant students from its ‘operational area’ with the first beneficiary coming from the Osudoku Traditional Area, said its website.

The scheme looks laudable, especially as we are told that it will support the development of the human resources to contribute to the sustainability and the growth of the communities and provide opportunities for the youth to maximise their full potential.

At the assembly hall of its International School (AIS) in 2016, according to a GNA report filed by Edward Acquah in March, 2022, the VRA offered scholarships to sixty-one (61) brilliant but needy students within its impacted communities.

The then Chief Executive of the VRA, Ing. Kirk Koffi, assured the audience that VRA would not renege on its efforts to offer development to the communities in its ‘operational areas’.

My question is, what did he mean by ‘operational areas’? Is it the same as ‘impacted areas’, used during the CDP inauguration?

In a recent speech (graphic.com.gh/news), Mr. Emmanuel Antwi-Darkwa, Chief Executive, VRA, said the scheme was institutionalised following a ‘broad consultation with stakeholders’. He was quoted as describing the CDP as successful.

But that success, for me, is limited to a tiny fraction of the impacted communities. Why should Mr Antwi-Darkwa hijack that assessment, instead of leave it to the impacted communities to make?

He reportedly assured the public of the Authority’s commitment to sustain the scheme and include candidates who have qualified to enter Technical, Vocational and Educational Training in the ‘impacted communities’.

He said the VRA has so far awarded 329 scholarships to students within its operational area to access higher education. Out of this, 95 were said to have benefited at the tertiary level, while 30 have successfully graduated, and 234 graduated at the Senior High School level.

In March, this year, 60 students from ‘across the country’ were assembled at Akosombo for the scholarship at GH¢800,000, reported by Ezekiel E. Sottie of the GNA. The beneficiaries were said to have been drawn from the communities impacted by the VRA’s operations (Akosombo, Akuse, Kpone, and Aboadze).

VRA’s Ruse

Why is it that there is no beneficiary from the whole of Tongu among the 60 students? Is Tongu not impacted? It would have been appreciated if the VRA had given the Traditional Area breakdown of the 329 beneficiaries.

It is no secret that applications from some Traditional Areas in Tongu have become dusty on the desk of the VRA with very faint consideration probability.

There are at least fourteen (14) Traditional Areas constituting Tongu. Only a few of them have had just a native or two as beneficiaries of the scholarship. Others cannot point at anyone, even though they submitted applications on behalf of qualified students.

Why the discrimination?Was this what Messrs Kirk Koffi and Antwi-Darkwa promised for human development in the impacted areas through scholarships?

Criteria for scholarship

Among the criteria for the CDP, an applicant must have been a native, attended school in the Traditional Area, and obtained a single grade (from BECE to SHS before it became free, but still demanded for SHS to the university).  The people of Tongu are the worst impacted by the operations of the VRA.

If you are above 50 years and ever travelled through Sogakorpe in those days, you would have noticed booming oyster business there and at other landing places along the River.

0yster shells were also a huge source of money.Do you know that oyster shells are used in producing lime, used in washing minerals? Ghana imports it, and that is how rich Tongu would have become if the Akosombo Dam had not been constructed.

The construction of the Akosombo and Kpong Dams has impeded flow of the River, consequently resulting in thick growths on the riverbed, thus rendering oysters extinct.

The Riverbed too has been heavily covered with weeds, making fishing a worthless venture, hence the migration of Tongus to Yeji, Yapei and other areas upstream so as to continue to practice their natural vocation; fishing.

Is it surprising, therefore, that many of the children being ‘rescued’ on the Volta Lake as child-labourers are from Tongu?

How can anyone ask an applicant from Tongu to justify being needy in the face of all the harsh conditions afflicting the area? In some of the communities, it is difficult for pupils to get enough mature palm branches to weave baskets to sell in order to get money for school.

How can such children have the stable mind to study and compete with applicants from privileged VRA schools for the CDP?

As some children from Tongu, most especially Agave areas, struggle through streams to get to school in makeshift and leaky classrooms with their disabled furniture on their heads, their counterparts in good schools have had the first lessons. And the VRA is pulling wool over our eyes that it is concerned about the future of our communities.

How insensitive can anyone be to compare the academic performance of children from these deprived communities to those from first grade schools? I see this as cunningly giving something out with the right hand in the open, but surreptitiously withdrawing it with the left hand in the dark.

Hon Ablakwah to the rescue

A few weeks ago, there wasa news story of the MP for North Tongu, Hon Okujeto Ablakwa, shouldering the sponsorship of a Basic School pupil. Samelia Mekporsigbe of Battor D/A Basic School in the North Tongu District exhibited superlative brilliance by winning a spelling duel in the whole of the region.

The feat she chalked up was exciting and refreshing, considering the fact that she attends school in a deprived community.

So, but for the magnanimity of Hon Okujeto Ablakwa, this poor girl’s education could also have collapsed under poverty. What the VRA is failing to realise is that, all students of Basic Public schools in Tongu are needy.

Does the VRA not believe in Continuous Assessment as a better option for selection? By this yardstick, the VRA is encouraging a ‘chew-and-pour’ performance. In any case, who says it takes only single-graded scholars to develop communities?

A highly technically-inclined boy from Tongu, who can easily produce a radio or torch by connecting cartons and wires, has dropped out of school. Does this boy not deserve the scholarship to develop his talent and support others and his community?

Was this what the ‘stakeholders’ from Tongu accepted at the CDP meeting with the VRA? It is doubtful if Tongu chiefs were part of this meeting. Are the chiefs, student and youth groups from Tongu content with this lopsided educational support?

The three MPs from Tongu should show more concern and demand fairness and accountability from the VRA for the negative impacts its operations have had on the Volta Basin. Only God knows how many of Samelias’ education has been truncated by poverty when, of course, they could have benefited from the CDP of the VRA.

What is the composition of the CDP Board? How many Tongu chiefs are on it, and who are they? The VRA should give each Traditional Area in Tongu annual quota for the scholarships. Furthermore, it should create a separate programme for Tongu, the worst impacted area, to be known as Tongu Community Development Programme (TCDP).

Revenge or Repeat, as Milan host Chelsea

Chelsea will be bidding to make it a quick fire double over AC Milan when they head to San Siro in the Champions League on Tuesday night.

Milan were far from their best at Stamford Bridge last week, with the Serie A outfit struggling to get going for the majority of the contest. The defeat at Chelsea has seen them drop into third position on the league log, but it is such a tight group at this stage, with just two points separating Dinamo Zagreb in fourth from Salzburg at the summit.

Milan will enter this match off the back of a morale-boosting victory over Juventus in Serie A on Saturday night.

Chelsea are seemingly heading in the right direction under Potter, who has made a positive impression as head coach since replacing the hugely popular Thomas Tuchel at the helm. Graham Potter‘s side have now been victorious in their last three games in all competitions.

Milan will be out for revenge on Tuesday evening, and we are expecting a much-improved performance from the Italian champions in this match. Chelsea are showing positive signs under Potter, though, and we believe that the Blues have enough quality to secure a share of the spoils at San Siro.

Lionel Messi has been ruled out of Paris St-Germain’s Champions League fixture with Benfica on Tuesday with a calf injury. Messi, 35, scored in the reverse fixture in Portugal last week before being withdrawn late on. The Argentina forward also missed Saturday’s Ligue 1 draw against Reims in which PSG failed to score in the league for the first time this season.

PSG top Group H on seven points, level with Benfica, with Juventus third. Presnel Kimpembe, Nuno Mendes and Renato Sanches are also set to miss the fixture for the hosts at Parc des Princes.

PSG opened their Group H campaign with back-to-back wins over Juventus and Maccabi Haifa, while the draw with Benfica moved them onto seven points, leaving them top of the section, albeit level on points with their opponents on Tuesday night.

A victory in this match could be enough to see PSG advance to the knockout round with two games to spare, and it would be a huge shock if they were unable to qualify from this position. This has all of the makings of a very interesting match, and it would not be a surprise to see a talented Benfica side pick up a positive result.

Juventus have been on a two-game winning streak at home, but away matches have been a nightmare for the team for several months. The last victory for Juventus in any competition was back in April. Even though the team are not going to a great moment, Maccabi Haifa are in a worse situation and they could end up suffering more losses.

Maccabi Haifa have witnessed over 2.5 goals in back-to-back Champions League matches. They are up against a Juventus outfit who have witnessed over 2.5 goals in all of their group matches so far this season. The poor defence continues to be a problem for the Italian outfit, who are likely to end up conceding goals once again.

Real Madrid clash with Shakhtar Donetsk

Real Madrid will enter Tuesday’s Champions League clash against Shakhtar Donetsk knowing that a victory would see them qualify for the knockout round of the competition with two games to spare. Ancelotti’s side will face Leipzig away and Celtic at home in their final two group games, but it is a case of when and not if the team book their spot in the knockout round of the Champions League.

Los Blancos are top of Group F with nine points to show from their opening three matches, while Shakhtar are second in the section on four points, one point ahead of third-placed RB Leipzig.

Shakhtar gave a good account of themselves at Bernabeu last week, but they were beaten 2-1 by Real Madrid. Shakhtar would be vulnerable if they did lose this match, but they could still qualify for the next round of the competition by picking up positive results in their final two fixtures against Celtic and Leipzig.

Shakhtar were impressive in the clash at Bernabeu last week and will fancy their chances of causing problems on Tuesday night. Ancelotti is set to make some changes for this contest, but we are still expecting the European champions to be too strong for their opponents.

Dr. Nana Ato Arthur - Head of the Local Government Service

The Head of the Local Government Service, Dr Nana Ato Arthur, has disclosed that the Service will soon undertake an exercise to lay off Administrative officers from the Local Government Service because the sector is bloated.

According to him, the increased number of Administrative officers in the various Assemblies is responsible for what he calls ‘poor quality service delivery’ within the administrative sector in the Local Government Service in the country.

Making a case for such redundancy exercise, which is to commence soon, the Head of Service said administrative officers, sometimes numbering up to 10 or more are employed to work in one District or Municipal Assembly alone.

This, he argued, create a situation where the number of staff far outnumber the work schedules in these assemblies.

Dr Nana Ato Arthur’s disclosure was contained in a speech read for him at the third National Conference of Ghana National Association of Local Government Service Administrators (GALGA) at Tamale, in the Northern region recently.

However, in a sharp response to what can be described as a threat to the jobs of administrative officers within the Local Government Service, the immediate past Secretary of GALGA, Mr. Andrew Asare Bediako said the Association shall marshal all forces at its disposal to resist any attempt at dismissing its members from work, stressing that Administrative officers cannot be blamed for any over employment, since their members are not in charge of employment at the Local Government Service.

Mr. Bediako pointed out that the surest way to improve quality Service delivery among Administrative officers in the Service is to constantly organise training workshops needed to upgrade and harness the knowledge and skills of personnel in the sector.

Speaking under the theme: “Repositioning the Administrative class in the Local Government Service for improved Service delivery”, the National president of GALGA, Mr. Oliver Opoku Yeboah said the scope and role of administrative officers have not been clearly defined.

He noted that several other challenges have compelled members of the Association to make demands for the head of Service to clarify their role to help improve effective and efficient Service delivery by the Administrative class.

He also bemoaned the lack of respect and recognition for officers in the Administrative class, adding that members of the Association are highly demoralised, upon sighting correspondence emanating from the head of Service, where Administrative Officers are described as office

Clerks and explained that “we are not office clerks”.

The Northern Regional minister, Shani Alhassan Saibu, however, maintained that the government’s vision of championing the development of the country cannot be achieved without the support of efficient and dedicated administrators.

He, therefore, entreated administrative officers to work in total collaboration with other personnel such as the budget and planning officers in everyone Assembly.
