One of the excitements of early primary school education is the variety of nursery rhymes on offer.

‘Mary had a little lamb. Its fleece was white as snow… And everywhere that Mary went, the lamb was sure to go… ‘Hey diddle diddle…the cat and the fiddle…The cow jumped over the moon.’

In those early days, the concept was that children were to be seen and not heard. In other words, the child was to imbibe what was taught and not to ask questions.

The festival grounds

A cow jumping over the moon makes little or no sense in the reality of life. But who are you to ask how the cow made it to the firmament, to the extent of jumping over moon which is several millions of light years away, according to scientists.

I remember one chapter in the Oxford English Reader, which was a textbook in the immediate post-independence era. The chapter opened thus: “This is a railway station in London.

In this picture you can see John.” How the railway station and the drawing of a person called John came to have anything to do with educating the African child in a rural setting was anybody’s guess.

I was sitting my somewhere watching television and getting terribly disappointed that my favourite Manchester United could not find a way through the Newcastle United defence, when the mobile phone rang.

When I did, I saw the man with a distinctive voice and presentation style reporting on the Damba Festival at Wa at which the Overlord of the Wa Traditional Area, Fuseini Pelpuo IV, was required to jump over a cow.

The idea of an Octogenarian Royal preparing to jump over a cow was excitement enough for me to banish my disappointment over the Manchester United result to concentrate on what was unfolding on television here in the Republic of Ghana.

As the Chief and his immediate family, led by an Imam reciting Koranic verses, went round the cow lying in all humility on the ground, my thoughts went immediately to the nursery rhyme where the cow jumps over the moon.

The mind, the part of the grey matter that directs the human body in all actions and inactions, quickly went on an excursion to India, where the cow is a revered animal in Hinduism

The Hindus, and their satellites tribes, constitute nearly 80 percent of the almost one and a half billion of the population of India.

According to Hinduism, the cow represents mother earth and a source of goodness. The belief is that milk of the cow nourishes all the creature of the earth.

Krishna, the deity at the centre of the Hindu religion, is portrayed as a cow-head and referred to as the child that protects the cow. That is why the cow is a sacred animal whose meat is forbidden to the faithful.

On Friday, October 14, the chiefs and people of the Wa Traditional Area celebrated the Banda Festival, a quasi religious/traditional celebration dating back 400 years ago. As part of the celebration, Wa Na Fuseini Pelpuo IV was required to jump over a cow.

How the jumping over a cow comes to be associated with what was initially a religious festival commemorating the birth of Mohammed some centuries ago, is +has still not been explained to some of us, we have little knowledge of the tradition and religion that props it up.

I am told the idea dates from the 15th Century, and that the smock used by the present Overlord was first worn by his grandfather, Naa Pelpuo III, a hundred years ago.

The exercise of jumping over the cow, according to the Member of Parliament for the area, Mr. Rasheed Pelpuo, himself a royal, is symbolic, but a far-reaching event that tells the fortune of the traditional area in the year ahead.

“If successful, it symbolises the success of the area and the well-being of the Overlord. Failure could signal the end of the reign of the King through death or other calamities.”

Naturally, as the chiefs and people of the 12 traditional areas making the Kingdom gathered in front of the King’s palace for the event, there was apprehension among the people. Visitors, on the other hand, looked forward to the spectacle in awe.

‘Will he, won’t he,’ the air was filled with expectation when the King, wearing the smock his grandfather, Pelbuo III, used to perform the same ritual 100 years ago, began the ceremony, circling the animal tied to the ground.

The King’s company was made up of the Imam reciting Koranic verses leading the way, together with members of the King’s immediate family, and chiefs and representatives of the 12 traditional areas which make up the Kingdom.

The atmosphere was very solemn as the circle round began so that it was possible to hear a pin drop. After seven rounds of encircling the hapless animal, there was a jump.

The cheers that greeted the jump could drown the noise of a supersonic jet taking off from the runway. There was joy and merry-making throughout the night, according to Rafiq Salaam, reporting from Wa.

All this happened in the company of the Vice-President of the Republic of Ghana, Alhaji Dr. Mahamudu Bawumia. Obviously, the Second-in-Command of the nation left the Upper Regional capital satisfied that the Overload of the Wala Traditional Area has the right omen to continue to lead his people.

And that he would be in good health while the kingdom is destined by the oracles, to prosper.

“The successful jumping means there will be joy in the whole Kingdom,” said Mr. Rasheed Pelpuo. Obviously, there was wild jubilation throughout the night.

It is not very difficult to suggest how the hapless cow ended up. It would have gone down the throats and into the belly of those who sat throughout the night agonising over the jump.

In the nursery rhyme, the cow jumped over the moon. In the full glare of the public, Wa Na Fuseini Pelpuo jumped over the cow, which ended in delicious soups and stews in the palace and its environs. After all, there was a jump, and it was over the cow!

The trial involving NeymarBarcelona, and Brazilian investment firm DIS has begun this week, and the company are pushing for harsh punishments for the Paris Saint-Germain player and ex-Barcelona president Sandro Rosell.

While DIS sits at the center of the investigation, it also includes Neymar, his father and mother, RosellJosep Maria BartomeuBarcelonaSantos, and former Santos president Odilio Rodriguez.

The case centers around DIS and their claim that Barcelona and Santos hatched a plan to prevent them from receiving the complete financial amount they were entitled to. According to DIS, they owned 40 percent of the player’s rights when he signed with them.

DIS accuses those involved of two felonies. The first is the alleged corruption between private individuals. The two clubs are rumored to have reached an agreement for 40 million euros in exchange for a guarantee from Neymar that he would not entertain any other offers from other clubs.

DIS argues that this could not be done without consulting them as they had a share in his image rights.

The second accusation is one of fraud, where DIS alleges that contracts were fabricated to funnel payments. The first involves a friendly match which was said to have been valued at 4.5 million (a game which was eventually never played) and the other is a preferential option valued at 7.9 million for three players.

DIS understands that these are not realistic contracts and are in fact a disguised transfer payment of which they should also receive a share.

Under-fire Leicester City boss Brendan Rodgers stormed out of a media briefing shortly after his side’s 0-0 draw with Crystal Palace on Saturday.

The stalemate draw with the Eagles ensured Leicester now have their lowest point tally after 10 games since the 1983-84 campaign.

Scrutiny from fans has been growing on Rodgers but club owner Aiyawatt Srivaddhanaprabha has so far kept faith in the Northern Irishman. Sportsmail revealed last month that the six-year deal Rodgers signed in 2019 is thought to contain a significant pay off if he is dismissed.

The pressure on Rodgers became more evident following the draw with Palace, losing his temper after being asked a question which he deemed to be ‘disgraceful’, as per the Telegraph.

Asked whether reports of him being on £10million-per-year are accurate and whether this means he’s too expensive to sack, Rodgers replied: ‘I have read on the news what I am supposed to be on and I know for sure that is a total fabrication.

‘It’s nowhere near. I actually think it is a disrespectful question, very disrespectful. I never asked you how much money you are on or whether there is any blockage in your role from your owners.

‘I don’t think you need to worry about my wages. If there is a stumbling block in anything, you need to ask the owners that. It’s a disgraceful question.’

Leicester now sit 19th in the Premier League after picking up just one win from their opening 10 games.

Richarlison should be fit for World Cup -Conte

Tottenham boss Antonio Conte says Brazil forward Richarlison should be available for the World Cup following a scan on his calf injury.

Richarlison suffered the injury in Spurs’ win over Everton on Saturday.

The 25-year-old was substituted in the 52nd minute and later seen on crutches, but Conte said the injury was “not serious”.

“The player is not risking to miss the World Cup, absolutely not,” Conte said on Monday.

“He has an injury but it is not a serious injury. I hope he can play games for us before the World Cup.”

Richarlison added on Twitter: “Guys, thank God it was just a big scare!! Two weeks and I’ll be back! Thank you for the messages and affection.”

Brazil will name their World Cup squad at the start of November. Their first game of the tournament in Qatar is on 24 November against Serbia.

Richarlison, who will miss Wednesday’s trip to Manchester United, has scored twice in 13 matches for Tottenham since his £60m move from Everton in July.

Pep on Liverpool fans who threw coins at him: “They didn’t get me. They need to try harder next year”

Pep Guardiola says coins were thrown at him during Manchester City’s 1-0 defeat at Liverpool in the Premier League on Sunday.

The City manager remonstrated angrily with a section of the Anfield crowd after Phil Foden saw a goal ruled out when VAR invited referee Anthony Taylor to review the pitchside monitor.

Guardiola repeatedly gesticulated at fans in the immediate aftermath and later said coins were thrown in his direction.

“Next time they will do it better,” he said in the post-match news conference. “They didn’t get me. They try it again next year.

“All these coins, they tried, but didn’t get it. They got the coach years ago.”

Guardiola was referring to an incident when Liverpool fans attacked City’s team bus ahead of a Champions League match in 2018.

Guardiola was not hit by any of the objects but Liverpool promptly opened an investigation into the matter.

A club spokesperson said: “We are aware of an incident involving objects being thrown into the technical area at today’s game.

“This incident will be fully investigated using CCTV and those found guilty will be punished, including a lifetime ban from Anfield Stadium and a possible football banning order.”

Too Little Too Late; Hearts abysmal performance worrying

Hearts of Oak won against ASR Bamako on Sunday at the Accra Sports Stadium in the second leg of the CAF Confederations Cup by 1-0 in a difficult encounter. That victory was not enough to help the club sail through to the next round of the competition, thus, exiting in their first round but second round of the competition. After losing 3-0 in the first leg in Bamako from a kneeling performance that left the team bruised in heading towards the second leg, much was not expected from the team prior the game yesterday from outside the club.

However, much hope was whipped within the club to spike up the team’s chances of making it pass ASR Bamako, who did not show much quality of a good side in the first leg.

The Phobians have not won a Ghana Premier League match since the 2021/22 season, after the last win against Bibiani Gold Stars at the Duns Park.

The club is in difficult moments and needs to start picking results, especially in this new season where they are yet to record a win after three games.

Eyes on the ball

As it stands, Hearts is without a Head Coach to lead the technical team which had a barring effect on the team’s performance in both legs.

The hiatus in the league will serve as a good omen for Hearts to rejuvenate and hit the grounds running as the quest remain to win the local league and defend the FA Cup once more.

Togbe Afede calls for emergency board meeting

Board Chairman of Hearts of Oak, Togbe Afede XIV, has reportedly called for an emergency meeting following the club’s abysmal display in Africa.

The Phobians were booted out of the CAF Confederation Cup despite a 1-0 victory in Accra on Sunday against AS Real Bamako. Hearts exited the competition 3-1 on aggregate following a 3-0 defeat last week in Mali.

Hearts supporters chief arrested following clash with Sowah Odotei

Police have arrested Hearts of Oak supporters chief Elvis Herman Hesse after his altercation with board member Vincent Sowah Odotei on Sunday.

Hesse and Odotei clashed during the Phobians’ 1-0 CAF Confederation Cup win over AS Real Bamako, which was insufficient to advance the Phobians to the next round of the competition.

After the game, enraged fans took it out on Odotei and another board member, Alhaji Akanbi. Ghanasoccernet understands that their car tyres were deflated.

Odotei is said to believe Herman Hesse is responsible for the fans’ behaviour and reported him to the Ministry Police, who arrested the National Chapters Committee (NCC) chairman on Monday afternoon.

The NCC had planned a press conference yesterday at Accra Sports Stadium to air their grievances following the club’s failure to reach the group stage, popularly known as the money zone.

President Akufo-Addo has reiterated his commitment to the development of the Ashanti Region and his determination to ensure that the region has its fair share of the national cake, and that his system of governance would not be based on propaganda and blindness, as others would want to portray.

According to him, he had not relented in his quest to develop the Ashanti Region when it comes to infrastructure.

The President gave the assurance in Kumasi yesterday, when he called on the Asantehene at Manhyia Palace, as part of his four days familiarisation tour of the region to acquaint himself with progress of work on projects initiated by his government.

According to him, people claimed he had done nothing in the Ashanti Region, but he could boast of 300 kilometres asphalted roads, with Kumasi alone enjoying 100km, besides 32 hospitals and health facilities.

He stressed that his government was not like those who want to come and govern the country based on their lies and propaganda. He stated that the government was determined to end the infamous galamsey (illegal mining) menace, and called for the support of the citizenry and every stakeholder to win the fight.

Otumfuo Osei Tutu II, the Asantehene, commended the President for his commitment to the development of the region, and assured him of his support. He urged Nananom (chiefs) to support the government in championing the developmental course of the region.

The Asantehene stated that he had been following the performance of the government and expressed the hope the commissioning and sod cutting of initiated projects in the region would enable people there to appreciate what it had done.

President Akufo-Addo is meanwhile expected to inspect and cut the sod of major projects, including the Agenda 111, as well as commission the 30kv Kumasi-Bolgatanga Transmission line funded by Agence Française de Développement(AfD).

Yesterday, after worshipping at the St. Cyprian’s Anglican Church and calling on the Asantehene and the Asantehemaa at Manhyia Palace, the President inspected the Boankra Inland Port Project, which is being executed by the Ashanti Ports Services Limited (APSL) and expected to be completed in two years.

The Chief Executive Officer (CEO) of APSL, Mr. Isaac Afum, said the Project comprised a Ghana Cocoa Board (COCOBOD)terminal which would facilitate the exportation of cocoa from the Ashanti Region to other neighbouring countries.

He stressed that COCOBOD and Tema Oil Refinery would get their terminals within the Port and ensure that cocoa from the Ashanti Region was easily exported to the neighbouring countries.

Mr.Afum expressed the hope that the proposed railway line would be constructed on time for the smooth operation of the Port, and hoped the railway project would not hinder the operation of the Inland Port.

Mr.Afum has assured that over 7000 workers would be employed oncompletion and that it would create other informal job opportunities to others within the region and beyond.

Today, the President would  among others, commission Residential Accommodation for Appeals Court Judges, ECG KATH 33/11kv Primary Sub-Station Constructed under the EDSREP Project and the Toase Magistrate Court in the Atwima Nwabiagya district.

President Akufo-Addo is programmed to inspect the Phase II of the Kejetia/Central Market Project and the €155 million Maternal and Children’s Block at the Komfo Anokye Teaching Hospital (KATH).

The sod cutting ceremony for the much touted Suame Interchange project has been scheduled for Tuesday October 18, 2022.

It follows the approval of €135 million for the first phase of the £21 million loan facility from Spain for the Suame Interchange by Parliament last July.

The construction of the interchange would see the development of other local roads within and around the Suame-Magazine area and significantly reduce road accidents and injuries, reduce travel times band congestion as well as reduce freight transport costs.

The roads to be developed include the Offinso Road (N10) 3km Suame Roundabout- Abusuakuruwa, Western Bypass 2km Suame Roundabout-Sofoline- Interchange, Mampong Road South (N10) 1.2KM Suame Roundabout-Kejetia, Eastern Bypass 1.4km Suame Roundabout-New Tafo Road and Mampong Road North (IR4) 1.9KM Suame Roundabout- Magazine NewRoad.

The President will round off his tour of the region on Wednesday with the inspection of Agenda 111 Project which was launched 14 months ago(August 17, 2021) at Trede, in the Atwima Kwanwoma district.

He will also inspect the Santasi-Apire Road Apire, Anwiankwanta-Obuasi Road Project and the Trauma and Accident Hospital under the Agenda 111 at Obuasi.

Nana Akufo-Addo is also billed to meet MMDCE’s, NPP Regional executives, constituency chairmen, NPP founding members and Council of Elders of the party during his stay in the region.

Former President John Dramani Mahama has advised the Africa Union (AU) member states to prevent the resurgence of unconstitutional changes of government by reacting much more swiftly to ensuing crisis.

“There is the need to prevent [the] resurgence of unconstitutional changes of government by reacting much more swiftly to ensuing crisis and develop continental-based pharmaceutical industries to manufacture and distribute their own Covid-19 vaccines to African citizens.”

The former President made this known last Friday at the opening of the 10th Tana High-Level Forum on Security in Bahir Dar, Ethiopia, during his presentation on the State of Peace and Security in Africa 2021 Report.

The three-day Forum is on the theme: “Managing security threats: building resilience for the Africa we want.”

According to John Dramani Mahama, the African Continent experienced a turbulent year in 2021, in terms of the provision of peace and security.

“In 2021, Africa witnessed a reversal of some of the democratic gains that were achieved in the 1990s and 2000, with the resurgence of unconstitutional changes of government, contestation for state power, the regionalisation of violent conflict, and return to authoritarian rule and the undermining of the rule of law, both of which are drivers of violent conflict,” he disclosed.

He further added that Africa must look beyond the deployment of troops, more hardware and drone technology to address the challenges to peace and security on the Continent.

Mr. Mahama said it was necessary for Africa and its institutions to rather find the source of the regional insecurity fire and extinguish the flames before they engulfed the Continent.

He said there was the need to consider the time-tested “spirit of entrepreneurship so that we can fight the trade war rather than simply expend our energies trying to put out the extremist fires – and behaving like a fire brigade, only reacting when is too late.”

The former President, who is the Chairperson of the Tana Forum Board, noted that Africa seemed unable to proactively prevent crises, despite the availability of key institutions and mechanisms to pre-empt and resolve conflict.

He, therefore, argued that the degree of cross-border interaction and exchange, and the deepening reach of globalisation, meant “we now need to frame Africa’s conflict situations as regional crises with national dimensions.”

According to the report, Africa, in 2021, witnessed a reversal of some of the democratic gains that were achieved in the 1990s and 2000, with the resurgence of unconstitutional changes of government, contestation for state power, the regionalisation of violent conflict and return to authoritarian rule and the undermining of the rule of law, both of which are drivers of violent conflict.

“Moreover, in 2021, limited economic growth, an immense youth bulge, and high levels of rural-urban conflict and forced migration have created conditions for extremism to spread into vulnerable countries”, the report further noted.

Outlining some of the recommendations of the 2021 State of Peace and Security Report, he recommended that Africa must develop dedicated programmes of work with the AU Special Envoy for Youth and the African Youth Ambassadors to mobilize the continent’s youth to proactively work to prevent and resolve conflict as well as promote post-conflict reconstruction, peace building and transitional justice”.

The Tana Forum is an initiative in response to the African Union’s Tripoli Declaration of August 2009 for “African-led solutions” and to peace and security as a collective “intellectual challenge”.

The annual Tana High-Level Forum on Security in Africa was initiated by the Institute for Peace and Security Studies (IPSS) of the Addis Ababa University (AAU) and the late Prime Minister Meles Zenawi of the Federal Democratic Republic of Ethiopia.

The Forum brings African leaders, decision-makers, and stakeholders to engage and explore African-led security solutions.

Members of the Tana Board are H.E. Haile Mariam Desalegn, former Prime Minister of Ethiopia, H.E. Dr. Joyce Banda, former President, Republic of Malawi, H.E. Catherine Samba-Panza, former President, Central African Republic Central African Republic, and H.E. Michelle Ndiaye, Special Representative of the Chairperson of the African Union Commission.

Gov’t solicits inputs into 2023 Budget

The Ministry of Finance and Economic Planning has begun an engagement with the various stakeholders as part of preparations for the formulation of the 2023 Budget and Economic Statement.

This engagement comes at a time when the government team, led by the Minister for Finance, Ken Ofori-Atta, is also in Washington engaging with the International Monetary Fund (IMF) ahead of the 2023 Budget.

The Deputy Minister for Finance and Member of Parliament (MP) for Ejisu, Dr. John Ampontuah Kumah, who is leading the engagement, has so far spent a day’s meeting with stakeholders on policies and programmes that they would want to see reflected in the 2023 Budget, and which should be taken out, amended, or revised for the development of Ghana.

Addressing stakeholders at a forum held in Accra, he explained that: “As a government, we believe in the culture of governance that promotes the principles of transparency and accountability, and, therefore, these engagements enrich the budgeting process and move us a step closer to achieving these principles.”

According to him, several engagements had and continued to take place in different fora and with diverse stakeholders at various stages of the budgeting process.

“Our commitment to this process is even more enforced in these times of macroeconomic turbulence. Our economy, just like many other developing and emerging economies, is still managing the pressures posed by the current global and domestic challenges such as revenues are underperforming, and some critical expenditures are rising amid the general rising cost of living among others.”

Dr. Kumah added that “these developments, together with other factors, including credit rating downgrades and the subsequent closure of the International Capital Market; tightening domestic financing conditions; high cost of borrowing following the increase in the Monetary Policy Rate to address the high inflation; the depreciation of the cedi; and the high debt service burden, are continuously making funding of the Budget very challenging.”

He said the harsh reality was that “these challenges were still with us: revenue projections for 2023 are still on the low, however, government is investing in the necessary infrastructure to boost domestic revenue generation.

“On the other hand, Government is yet to conclude negotiations with the IMF which is expected to unlock other financing sources particularly, from bilateral partners,” he stated.

Dr. Kumah noted that “Given that Ghana is not expected to return to borrowing from the International Capital Market, (a major financing source in recent times to augment domestic financing), anytime soon, the financing challenges currently being faced by Government is likely to persist into 2023.”

The engagement was attended by representatives from Send Ghana, Association of Ghanaian Industries (AGI), Makola Women Association, Institute of Statistical, Social and Economic Research (ISSER) of the University of Ghana, Legon, Ghana Charismatic and Pentecostal Churches Association and several other civil society organisations, trade groups, academia who made inputs into the 2023 budget.

Also present at the engagement was the Chief Director, Ministry of Finance, Dr. Patrick Nomo, Acting Director of Budget, Stella Appiagyei, Coordinating Director (Operations), Ms Stella Dede Williams, and several other senior officials of the Ministry.

Presentations centered on proposed revenue options to be considered by government, reforms on social protection programmes, how government can reduce waste in the public sector, security, education, digitalization and several others.

In conclusion, John Ampontuah Kumah called on stakeholders to support the 2023 budget and economic statement when it is presented and indicated that submissions that falls within the focus areas of government will be incorporated.

The Member of Parliament (MP) for Lower Manya Krobo in the Eastern Region, Ebenezer Okletey Tei Larbi, has stated that he would not hesitate to sell his father’s house to raise funds to contest and win the seat on the ticket of the National Democratic Congress (NDC) again.

Speaking at a campaign launch by the NDC constituency executives in the Lower Manya Constituency recently, Okletey advised all the members and supporters to show the ruling New Patriotic Party (NPP) the red card.

According to him, the NPP had nothing good to offer Ghanaians, particularly the Lower Manya constituents, and urged all the members and supporters to stand firm as the country was approaching its General Elections.

“President Akufo-Addo came with ‘try me, try me’ in his campaign, but, today, what are you witnessing in his administration?” Okletey Tei Larbi asked.

Mr. OkleteyTei Larbi said the NDC was in pole position to win the presidential election, and that they needed courageous people who could not be deceived by the NPP.

The lawmaker urged the constituency executives to work effectively for the NDC party to enable it deliver its best to its supporters and members in the Lower Manya Constituency.

The Constituency Chairman, Mr. David Walter Hormenu, on his part, promised that measures would be put in place to enable the NDC obtain 45,000 votes in the upcoming 2024 General Elections.

According to him, 2024 was the biggest opportunity for all Ghanaians to elect the NDC back into power to deliver the country from improper management by the Akufo-Addo-led administration.

He said that the 2024 General Election was critical, hence, every Ghanaian needed to visit the polling stations to vote for the NDC, so that the latter would gain a huge numbers of votes both in the presidential and parliamentary elections.

Walter Hormenu mentioned four thematic areas that would change the fortunes of the NDC in the Lower Manya Krobo constituency.

This includes economic empowerment for the youths and women in the party by delivering skills training to enable them be self-reliant.

He vowed to establish a welfare fund with a committee to serve as a backbone for all the members of the NDC in the Lower Manya Constituency, adding that he wo0uld unite all the members to win Election 2024.
