Xi meets with Putin in show of support

0
Xi was welcomed to Russia by honour guards and a military orchestra

China’s president, Xi Jinping, has arrived in Moscow in his first visit to Russia for four years. The state visit makes the Chinese leader the first world leader to meet with Vladimir Putin since he invaded Ukraine last year.

The pair held informal talks on Monday, with formal negotiations to follow. The two leaders are expected to sign joint declarations.

Ahead of the trip, Putin praised Xi as a “good old friend” in a newspaper article published in China, while Xi wrote in a Russian daily that his trip to Russia aimed to strengthen the friendship between the two countries and called for “pragmatism” on Ukraine.

Russia and China “share the same, or some similar goals”, Xi told Putin during informal talks at the Kremlin on Monday. Upon his arrival, the state-owned news agency Tass reported that Xi had said “China and Russia are good neighbours and reliable partners”.

China’s president Xi Jinping told Vladimir Putin that Moscow and Beijing “share similar goals” and called the Russian leader his “dear friend” during an informal meeting at the Kremlin.

Xi told Putin: “It is true that both of our countries share the same, or some similar goals. We have exerted efforts for the prosperity of our respective countries … we can cooperate and work together to achieve our goals”.

Xi also said he was sure that the Russian people would support Putin in the 2024 presidential election, although he has not publicly declared that he will seek another term.

As Xi’s words were translated into Russian, Putin looked his Chinese counterpart in the eye and smiled briefly. Putin also used the term “dear friend” to his guest during the meeting.

Putin told Xi he welcomed Beijing’s proposal to end the “acute crisis” in Ukraine and that he viewed the plan with respect. “You know that we are always ready for negotiating, and we will discuss all those questions including your suggestions,” the Russian leader told his Chinese counterpart at the Kremlin.

The pair were scheduled to have dinner yester night and hold formal talks today.

Vladimir Putin will provide Xi Jinping with “clarifications” on Russia’s point of view on the Ukraine conflict during the Chinese leader’s state visit to Russia, the Kremlin has said.

During a call with reporters, the Kremlin spokesperson, Dmitry Peskov, said the two presidents would discuss themes in the peace plan for Ukraine proposed by China.

Russia-Africa parliamentary conference

Meanwhile, President Vladimir Putin has been speaking at a Russia-Africa parliamentary conference in Moscow, where he said deepening ties between Moscow and African countries was a key goal for the Kremlin.

The Russian leader, in a televised address to delegates, said:

Let me emphasise that our country has always given – and will continue to give – priority to cooperation with African states.

Putin also said Russia would provide grain to African countries for free should the Black Sea grain deal not be extended in May.

The deal, brokered last July by the UN and Turkey, allows the safe export of grain from Ukrainian and Russian Black Sea ports. The agreement was renewed on Saturday for 60 days – half the intended period – after Moscow said any further extension would depend on the removal of some western sanctions.

Speaking today, Putin claimed grain exports under the deal had unfairly prioritised “well-fed European markets” rather than African countries, and that the renewal of the deal on Russia’s terms was in the continent’s interests.

He said that if the deal were not renewed, Moscow could supply free grain to “especially needy African countries”, without elaborating.

US skeptical of Xi’s intentions

President Joe Biden said earlier this week he was planning to speak “soon” with his Chinese counterpart, Xi Jinping.

But before his staff even began planning for the call, another meeting was taking shape: the Chinese government announced Xi plans to travel Monday to Russia for a three-day summit with President Vladimir Putin as Xi works to cast himself as a potential peacemaker in the Ukraine war.

In Washington, officials view Xi’s intentions with deep skepticism; China has refused to condemn the war and instead claimed Moscow was provoked into invading Ukraine. After China announced Xi’s visit to Russia by saying he was traveling “for the sake of peace,” the White House worked to preempt attempts to frame the Xi-Putin meeting as a peacemaking mission, suggesting any framework offered by Beijing would be weighted toward Russia and bad for Ukraine.

“As they begin to plan out their agenda, we certainly want to express how concerned we would be by any proposals from (China) that would … be one sided and reflect only the Russian perspective,” said John Kirby, a spokesman for the National Security Council.

He said such a Chinese proposal could include some type of ceasefire, which he said would merely provide a way for Russia to regroup before launching a reprisal.

Xi has remained Putin’s best antidote to US-led attempts at isolating Russia. Even Friday’s decision by the International Criminal Court to issue a warrant for Putin – meant in part to prompt world leaders to “think twice before shaking his hand or sitting down with him at the negotiating table” – didn’t appear likely to deter him from his support.

Feature: NO MORE ‘17 THIEVES!’

0
Vice-President Alhaji Mahamudu Bawumia
Mr. Alan Kwadwo Kyerematen

The mantra is as simple on the lips as any nursery rhyme. Breaking the Eight… The task though is as challenging as getting the Elephant to rise from where it is resting on its four.  That is why those touring the country with foul words in the name of the party ought to be careful. The Elephant is a mighty name which puts everybody contemplating picking the form when nominations are opened at the Asylum Down head office in Accra, to weigh themselves before they are put on the scale.

Do I have what it takes to lead the New Patriotic Party (NPP) into the 2024 presidential election? It is a simple question with multiple answers. All that glitters cannot be gold. That is why I am intrigued that nobody at the party headquarters is calling people with foul mouths shouting on sworn words and threatening mayhem to be allowed to take the party flag into the elections and hasten the movement of the Elephant into the bush, to order.

Like the founder of Christianity once warned, it is easier for the camel to go through the eye of the needle than for some of those threatening to bring the party down on the likely event that they fail the acid test, to be counted among those leading the party into the next vote.

Kwabena Adjei Agyapong

In the 2007 presidential primary, 17 people contested for the right to take the NPP symbol into the race in an abortive attempt to replace then siting President John Agyekum Kufuor at the Castle. The National Democratic Congress (NDC) General Secretary at the time, Johnson Asiedu Nketia, labelled them 17 thieves.

What still intrigues me is that none of the contestants challenged that label. And they all fell by the way side, giving Dr. Arthur Kennedy, a contestant who polled only one vote, to chronicle the events into a still contentious book- Chasing the Elephant into the Bush.

Suffice it to state that it took another eight years and a challenge at the Supreme Court for the men and women of the Centre-right political party in this land of our birth, to cajole the Elephant from the bus to Jubilee House.

Mr. Kennedy Ohene Agyapong

Now another group of people, apparently without any sense of history, are hitting the streets on empty slogans and hell-bent on driving the Elephant into the bush once more. I am sorry, but presidential materials are not made from straw, however wealthy those shouting the slogans might be.

At the last count, nine people are already on the streets shouting their intention to move behind the Elephant on its journey into the bush. Sitting Vice-President Alhaji Mahamudu Bawumia has already laced his boots for the confrontation. So has long standing contestant Mr. Alan Kwadwo Kyerematen, the man they call Alan Cash. I do not know how his cash nick-name translates into cedis, or the American version which Uncle Sam has put a biblical tag on its fortunes -In God we trust. These two are widely regarded as the front-runners.

There are seven others so far. Maverick Kennedy Agyepong, Member of Parliament for Assin Central is leading a pack, including Mr. Boakye Agyarko, one-time Minister of Energy, Dr. Afriye Akoto, recently resigned Minister of Agriculture, Mr. Joe Ghartey, Minister of Railways Development in President Akufo-Addo’s first term, Mr. Francis Addae Nimo, one-time Member of Parliament for Asante Mampong, Dr. Konadu Apraku, veteran contestant in the NPP presidential primaries, and Kwabena Agyei Agyapong, one-time Press Secretary to then President Kufuor, who is making his second attempt at the Presidency.

Boakye Agyarko

Nine is already a tall figure, but knowing how fast things move in things of this nature, I would not be surprised if more contestants come forward.

One-time Finance Minister Joseph Henry Mensah, certainly one of the best Parliamentarians this country has ever produced in terms of debating skills, once said that before any person puts himself forward for any venture, that person ought to check himself.

Since they are not doing so, I am opting to put all these contestants on the weighing scales for them to get an idea of how they ought to look at themselves.

Mr. Kwbena Agyapong is a very good friend. He was about the only Ghanaians political animal who came to my house in Tottenham to visit me when I was in exile in London. Since I came back, we have corroborated on a number of issues. He has a good command of the English Language and is a good debater.

Dr. Afriye Akoto

He has not fully recovered from the agony of losing his father to the Rawlings tyranny, when three high court judges were abducted from their homes on June 30, 1982, and slaughtered at the Bundase Military Firing Range in the Shai Hills. Kwabena has a nice personality, but I cannot see how that could translate into votes at the NPP presidential primary.

Mr. Agyapong lost his position at the NPP Secretariat under circumstances which have still not been resolved. How does he expect the party and its delegate to see him in another light is a contentious issue, which reminds me of a typical Asante proverb. Yane No Yese Nne So. Wose Kyenkyen A Mene Nkyen. (They say you should not ease yourself on the latrine. But you insist you would ease yourself by the side.)

If my good friend has enough money to pick up the form, he is advised to wait and use the money on a rainy day.

Mr. Joe Ghartey is another good friend. The last time he contested the Essikado vote, he had a hell of time. People thought he had held the seat for far too long. There are those within and without who fondly refer to him as ‘Essikado Mugabe’. I do not think he would make much of an impression on the delegates.

Mr. Joe Ghartey

When I heard that veteran Dr. Konadu Apraku and Mr. Francis Addae Nimo were contesting the presidential primary, I thought that April Fools’ Day had come a bit too early. Both have contested a number of times. They made no impression on the delegates. I would not advise anybody looking for a few cedis at the lottery to stake on them.

Mr. Boakye Agyarko was shot and left for dead during the era of the men on horse-back. When Jerry Rawlings’ murderers loosed on those opposing his adventures of June Four and December 31, Mr. Boakye Agyarko was shot at several times and left for dead. His survival is a miracle personified. It is unfortunate that things failed to work out for him when he was handed the Energy portfolio in President Akufo-Addo’s first term.

I do not know how heavy his war chest is in this era when money appears to have taken over the preferences of most delegates in Ghanaian politics. I do not believe he has much chance at the Delegates’ Conference.

Mr. Francis Addae Nimo

Dr. Afriyie Akoto is listed among the President’s personal friends, but I do not think that is why he is contesting. According to the ground rules, the sitting President cannot do much for any contestant, but that is not the issue. Mr. Akoto is the son of the late Linguist at Manhyia who founded the National Liberation Movement in Ashanti in those days preceding independence for the then Gold Coast.

There are ugly noises though from Kwadaso, the constituency that provided the base for the Parliamentary ambition of the former Agric. Minister. Dr. Afriye Akoto has resigned his portfolio to convince the NPP delegates to allow him to face the National Democratic Congress for the right to occupy Jubilee House. I do not believe the delegates will fall for him.

I cannot, for all the world, fathom why Mr. Kennedy Agyapong should put himself forward as a presidential candidate. Yes, he has money, and just like Donald Trump, he believes he could convince the NPP delegates to vote for him.

Dr. Konadu Apraku

His utterances do not portray him as presidential material, though.  We need no acid mouth to contaminate Jubilee House. Trading insults live on radio and television does not make one presidential material. He may have taken on Anas Aremeyaw Anas and won, but that does not polish his mouth enough to lead the NPP into the polls. He is uncouth, simplicita!

Alan and Bawumia are the only candidates worth the effort, I am afraid.

NPP gov’t is inconsistent in making policies -Mahama

0
John Mahama, NDC flagbearer hopeful
Nhyiaeso Constituency branch executives being addressed by JDM

Former President John Dramani Mahama has made mockery of the governing New Patriotic Party (NPP), describing it as a confused government that is not consistent in policy making.

According to him, the government cannot boast of competent appointees to bring out policies that could improve the socio-economic development of the citizenry and, therefore, does not deserve to govern the country.

Speaking to the National Democratic Congress (NDC) branches and constituency executives meeting as part of campaign tour in Nhyiaeso constituency in the Ashanti region, the NDC flagbearer hopeful indicated that the NPP government under Nana Addo Dankwah Akufo-Addo leadership has been inconsistent in terms of rolling out policies since 2017.

The former President made mention of the luxury tax, the electronic transaction Levy (E-levy), International Monetary Fund (IMF), Agyapa deal and lately the reintroduction of the road toll, which the minister of roads withdrew a year ago.

According to ex-President Mahama, the government has decided to bring back the road tolls, which decision has caused financial loss to the State.

He was of the view that Ghanaians are no longer surprised with the government’s incompetence and inconsistencies since it assumed office five years ago.

He noted that the NPP government is paying the price of arrogance and their refusal to make  broad consultations with stakeholders.

He identified the abysmal performance of the NPP government in the face of the arrogance in touting itself as best managers of the economy while the citizenry wallow in economic hardships.

He said the most unfortunate attitude of the executive is that it has never accepted any responsibility and continue to blame internal challenges on external problems.

He stressed that a responsible government accepts responsibility and seeks for a dialogue or consult stakeholders to resolve challenges, which the NPP government is not ready to do, because whatever they said about the previous NDC government is haunting them.

NDC will take inventory of abandoned projects for completion -Mahama

0
Ex-President Mahama addressing the party executives
A section of the executives listening to Mr. Mahama

Former President John Dramanni Mahama has given the assurance that the next NDC government under his leadership in 2025 would not be in a hurry to undertake new projects because he anticipated the fiscal space to be too small for such ambitious projects.

He said, instead, the NDC would take an inventory of all the abandoned projects in the country and ensure that all such projects are completed before tackling new ones.

Addressing Kwadaso Constituency polling stations executives and Tertiary Educational Institutions Network (TEIN) members at the Akenten Appiah Menkah University of Skills and Entrepreneurial Development (AAMUSTED) auditorium near Asuoyeboah-Tanoso in Kumasi, last week Saturday night, as part of his three-day tour of the Ashanti region, the former President said perhaps God in His infinite wisdom allowed government to change hands in 2016 from the NDC to NPP, so that Ghanaians could compare and know which of them is better.

The former President, who is seeking the mandate of the polling stations executives to lead the NDC as a flagbearer said governance and leadership are about taking responsibility but the NPP government has blamed their own inefficiencies on “John Mahama and the NDC bad administration” for five years.

He said the Akufo-Addo led NPP government’s attempt to now shift the blame to Russia and Ukraine war is untenable because he studied in Russia and, therefore, very familiar with all the countries around that enclave and queried why Russia’s immediate neighbours like Poland,  Belarus, Moldova, Estonia and the rest are not experiencing the kind of economic crisis Ghana is currently going through.

Former President Mahama said the Finance Minister, Ken Ofori-Atta and the NPP ignored every wise counsel against excessive borrowing because his company, the Databank, benefited from every loan the government contracted and the President who is his uncle has also refused every attempt, including petitions from their own MPs to change him.

According to the former President, he had served in government as MP, Deputy Minister, Minister, Vice President and President and would have loved to retire and enjoy his peace, but he is not sure he can rest under this situation when people, including even pensioners are suffering and, therefore, he wants to come back to rescue the country.

He said the very people who campaigned that Ghanaians were suffering in the midst of plenty wealth in the country and begged the electorate “to try them” were the same people who have brought the country to its lowest ebb.

Commenting on the name ‘AAMUSTED’, formerly University of Education, Winneba, Kumasi Campus (UCEW-K), the former President said apart from the premier universities, all other public universities in the country were built by his predecessor former Presidents Rawlings, Atta-Mills and himself, and added that the NPP and President Akufo-Addo only know how to name public universities after “their political party founders and relatives”.

Mr. Joseph Yamin, the National Organiser of the NDC said the Kwadaso Constituency benefited from the E-Block project which was criticised by the NPP as schools built in the bush and emphasised that one of such locations has now become a prime residential area for most of the NPP ministers and party executives.

Akwaabaooooo Egya Hughton -new Black Stars coach

0
Chris Hughton receives a traditional welcome from Otumfuo Asantehene

The Ghana Football Association (GFA) yesterday officially unveiled 63-year-old half Ghanaian, Chris Hughton as the new head coach of the Senior National team, the Black Stars.

The former Newcastle United, Birmingham City, Tottenham and Nottingham Forest manager, who also had a stint with Norwich City and Brighton & Hove Albion, was formally appointed in early February this year.

His one year nine months’ contract, which was officially signed in February 2023, would be expected to end in December 2024.

His appointment followed the exit of former coach Otto Addo who voluntarily left the position after he guided the Stars to a poor show at the 2022 World Cup in Qatar last year.

Though he was part of the technical team that led the team in Qatar to display what many Ghanaians described as unimpressive, Mr Hughton has promised Ghanaians that he would build a winsome and fearsome Black Stars, which would play good and attacking football.

Chris Hughton’s immediate task is to use his rich experience to surmount an eminent threat from the Palancas Negras of Angola. He has to overcome the Angolans in a double header for the 2023 AFCON.

At his unveiling, Chris Hughton said he was gratified to represent the national team of the land of this father, as the head coach of the Black Stars, saying “To represent Ghana and the Black Stars as the head coach is something I am proud of”.

The official unveiling took place at the plush SG Mall in Kumasi, in the Ashanti Region, where the Stars would play their first match under new coach Chris Hughton, against the Palancas Nagras in 2023 AFCON qualifier

The unveiling was attended by some key industry players in football circles, particularly sports journalists who took turns to ask the new coach piercing questions, which ranged from tactics to formation and to roles he intends to assign players in the team.

What I’ll do if Tinubu invites me into his govt –Peter Obi

0
Peter Obi

Presidential candidate of the Labour Party, Peter Obi, has said he would not accept any offer to be part of Bola Tinubu’s Government of National Unity.

Tinubu, the president-elect and his party, the All Progressives Congress (APC) have been dragged to court by Obi over the outcome of the February 25 election.

The camp of the APC candidate had hinted that the former Lagos Governor would form an all-inclusive government to carry all his opponents along in his government.

While featuring on Channels Television’s Sunrise Daily on Thursday, Obi was asked what he would do if he was called upon to be a member of Tinubu’s Government of National Unity.

In his response, Obi said he was still challenging the process of the election and the declaration.

According to him, the process of the election should be put right first before anyone could talk of the Government of National Unity.

“The first thing I want to see is that the process is right. The process through which you achieve anything is far more fundamental than what you do thereafter. Let us go back first, I am challenging the process and the declaration.

“Until we get it right, then we can talk about a government of national unity. Otherwise, we would go and sit down and say that those who stopped a train and kidnapped people can call us to discuss peace when they have people in captivity. Until things are done rightly, we will be encouraging what we don’t need to encourage,” he said.

When he was asked whether or not he would accept the outcome if it is not in his favour, Obi said he would be shocked if the court upholds Tinubu’s election.

Akufo-Addo orders Police: Probe Jubilee House Galamsey Allegation

President Akufo-Addo and IGP Dampare
President Akufo-Addo and IGP George Akuffo Dampare

The President, Nana Addo Dankwa Akufo-Addo, has directed the Ghana Police Service (GPS) to commence investigations into claims made by former Minister for Environment, Science, Technology and Innovation, Prof Kwabena Frimpong-Boateng about the alleged involvement of some top Jubilee House Officials in illegal mining, popularly known as ‘galamsey’.

Multiple sources at the police headquarters have confided in The Chronicle that the directive was issued to the GPS last week and that the Special Investigation Unit (SIU) of the Criminal Investigations Department (CID) headquarters has commenced investigations into the allegation.

The Chronicle cannot, however, confirm or otherwise if any of the staff of the Jubilee House has already been contacted by the police, as part of the investigation that has been ordered by the president.

It would be recalled that on March 13, 2023 Prof. Frimpong-Boateng in an interview with the state broadcaster, the Ghana Broadcasting Corporation, said that there are many top government officials engaged in illegal mining, popularly known as ‘galamsey’ and revealed that  the rot goes as high as the seat of the government, Jubilee House.

The respected Professor alleged that it was some of these individuals who supervised his ousting from the Ministry, in order to continue perpetuating the canker.

He pointed out that the allegations of some 500 missing Excavators from illegal miners in 2020 which incriminated him and made him unpopular by the time he left office, were fabrications of persons in the government to get him out of the way.

“Let me tell you that I did not take one Excavator for anything, they know the truth. Now things are coming up, we know those who are behind it and the party people who are there, people in government, including Jubilee House, who are doing galamsey and so on, even now,” Prof Frimpong-Boateng said.

He further stated that it was his effort that prevented the Forest Reserves from further dissipation by these government officials, for which reason there are reports of breaches, now that he is no more in office.

“There was an orchestrated scheme, even within the party and government to get me out. Why is it that when I left, now everyone is in the forest?” he asked.

The revelation by the respected Professor on March 13, came as a shock to many Ghanaians due to the fact that the President on March 8, delivered a State of the Nation Address (SONA), where he assured Ghanaians of his government’s continued fight against galamsey, with the support of the security agencies in the short term.

Even before he uttered the words in Parliament on that fateful Wednesday, the President, acting through the Minister of Lands and Natural Resources, instructed the Operation Halt II team to resume its activities of guarding the country’s water bodies and engage in other activities that will ward off illegal miners.

That would not even be the first time the team is embarking on such an exercise, which is being funded with tax payer’s money. The team, which has been in existence for some time now conducts such activities from time to time.

Aside the Operation Halt team, one other illegal mining taskforce, such as Galasmstop, which was inaugurated by Professor Frimpong Boateng himself in 2019, to protect the Birim River and its tributaries in the Eastern Region from pollution caused by galamsey activities.

Considering all these investment in the fight against galamsey, it was surprising that top government officials at Jubilee house themselves are involved in galamsey, as alleged by the former Environment, Science, Technology and Innovation minister.

Bawumia Holds Manhyia Spellbound

0
Dr Bawumia getting ready to greet Otumfuo

Vice President Mahamudu Bawumia became the centre of attraction last weekend when he joined Otumfuo Osei Tutu, the Asantehene, at the Manhyia Palace to celebrate this year’s Akwasidae.

Accompanied by a retinue of 80 Members of Parliament who are mainly from the Ashanti Region, the elated crowd shouted his name ‘Bawunia, Bawumia’, as he arrived to take his seat at the function. The crowd admired his humility, which is one of his trademarks.

This is not the first time the Vice President is attending Akwasidae, which is an important event on the calendar of the Ashanti Kingdom and is celebrated on a Sunday, once every six weeks.

The ceremony opens in the throne room, where only the initiates are allowed to enter.

Ritual libations of blood and schnapps are poured onto the thrones of the former kings, as offerings to them and to the ancestors.

Asantehene then makes an appearance in the royal court, where he takes a seat under a large brightly coloured umbrella, dressed in vibrant colours and adorned with large pieces of antique gold jewellery.

The opportunity is then given for members of the court to swear allegiance to the king and give him some gifts.

Whilst these rituals are going on, the royal speaker (Linguist) will stand by the King’s side and hold in his hands a golden scepter as a symbol of the Asantehene’s power.

The Queen mother, the most important woman in the realm, is also present and surrounded by her court, exclusively made up of women.

Bawumia – Manhyia Relationship

Vice President Bawumia has had a very personal relationship with the King of Ashanti, who he considers as a father.

During the funeral of Bawumia’s mother in 2021, Otumfuo, despite sending a high-powered delegation, issued a release to commiserate with the family.

A distraught Asantehene, Otumfuo Osei Tutu II, said he was sad the mother of Vice President Dr Mahamudu Bawumia, Hajia Mariama Bawumia, would not be alive to see what the future holds for her son.

“On the roll of honour belongs Hajia Mariama Bawumia. She not only was the steady heart behind one of the titans of politics in the North during the most tumultuous periods of Ghana’s history, her guidance and tutelage has produced a family whose impact on Ghanaian politics will be felt for generations,” Otumfuo said in his tribute.

Gov’t lauds media for promoting Ghana-related contents

0
Mr. Kojo Oppong Nkrumah, Minister for Information

The Government of Ghana has commended the Ghanaian media for its dedication to developing Ghana-related content in celebration of the country’s independence this month of March.

The efforts of the media have not gone unnoticed, and the impact of the dedicated airtime to promoting Ghana and Ghanaian values has been exemplary.

A statement from the Ministry of Information and signed by the sector Minister, Kojo Oppong-Nkrumah, said: “Through your coverage, you have brought attention to Ghana’s rich history, culture, and people. You have showcased Ghana’s achievements and highlighted her potential for growth and development.”

Mr. Nkrumah further said: “The media’s efforts have helped to promote Ghana’s tourism and culture, and have helped in efforts to attract investors to the country.”

Government encourages more of such content is encouraged even beyond the month of March.

By doing so, we can continue to raise awareness of Ghana’s rich history and contribute to the growth and development of the country.

Ghana will not get an IMF bond by end of March -Minority

0
Cassiel Ato Forson

The Minority in Parliament has doubted the government’s ability to secure an International Monetary Fund (IMF) Board approval by the end of March as indicated by the President during the presentation of the State of the Nation Address (SONA) on March 8.

According to the Minority Leader and Member of Parliament for Ajumako/Enyan/Essiam, Mr. Cassiel Ato Forson, there are conditions precedents which Ghana must meet in order to secure the IMF deal.

Dr. Forson said Ghana would, first of all, need some assurances from China that it was ready to accept a haircut, and secondly, a financing assurance from the Paris Club, which includes Germany.

The Minority Leader noted that these conditions had not been met, because China had not agreed to the haircut, neither had the Paris Club given any financial assurances, pointing out that Germany, which was a critical member of the Club, had advised the government to cut down it expenditure.

Based on this, Dr. Ato Forson stated categorically that the country would not get an IMF approval by the end of the month.

“Mr. Speaker, our President said it is his hope that Ghana, in fact he did not even say it is his hope, he said on authority that Ghana will be getting the IMF Board approval by the end of this month. Mr. Speaker, I don’t know who is briefing his Excellency the President. Someone is doing a terrible job. Ghana will not get an IMF Board approval by the end of this month.

“…Because, Mr. Speaker, even the Board documents have not been prepared. There are things we need to meet. There are things we need to meet, and this is what we call financing assurances. We need to get China to give us an assurance that [they are] ready to accept a haircut, and China has not agreed; China has not agreed. We are also expected, as a country, to get financing assurance from the Paris Club, which includes Germany…”

He made the comments while winding up the debate on the SONA last Friday in Parliament.

It would be recalled that the President, Nana Addo Dankwa Akufo-Addo, while presenting the message on the State of the Nation in Parliament on March 8, expressed the optimism that Ghana would present to the IMF Executive Board its US$3 billion bailout programme, having secured a Staff Level agreement late last year.

“We are on course for the IMF Staff to present to the IMF Executive Board Ghana’s programme request for a $3 billion extended credit facility by the end of the month,” the President said.

But, last Friday, Dr. Forson dashed those hopes and questioned who had been feeding the President with such information.

The Minority Leader pointed out that Ghana’s bond had been downgraded to junk, making its credit worthiness useless, to the extent that some individuals were more credit worthy and could secure loans than the Government of Ghana.

He, therefore, called on the Akufo-Addo government to fix the economy, by suggesting the cutting down on government size and its expenditure as one of the ways to do so.

In response, the Majority Leader, Mr. Osei Kyei-Mensah-Bonsu, said that, indeed, the country was experiencing hardship, but things could turn around if the citizens put aside unnecessary politicisation of issues and come together to help- build the country.

“One must own up to the fact that there is some darkness now but there is light at the end of the tunnel if we hold together and not become unnecessarily partisan…We must come together when the need arises for us to come together to build the country because we are one people and we have one country,” the Majority Leader said.

He, therefore, called on Ghanaians to come on board and help turn the story around for the betterment of all.

The Ghanaian Chronicle
