Remembering June 4, 44 years on

0
The late Flt Lt Jerry John Rawlings

On June 4, 1979, 44 years ago, a group of young military men led by Flt Lt Jerry John Rawlings, compelled by the difficult and turbulent circumstances of the period and representing the angry mood of the people, took up arms and removed the leadership of the then Supreme Military Council II.

June 4 1979 had been preceded by the abortive May 15, 1979 uprising, also led by Flt Lt Rawlings, who subsequently became the Chairman of the Armed Forces Revolutionary Council (AFRC), which ruled Ghana for three months, before handing power to a democratically elected civilian government.

Ghana was bent on its knees, the economy was in an inflationary spiral, the prices of goods and services mushroomed at an alarming rate and traders and middlemen were capitalizing on the situation by hoarding scarce essential commodities in order to exacerbate the skyrocketing of prices and skim off the offensive profits that came with it.

The Bretton Woods institutions described Ghana as a collapsed state and Ghanaians were helpless as the situation worsened. Events of May 15 coupled with the famous ‘Leave My Men Alone’ court address by Flt Lt Rawlings and justification for the attempted mutiny, would become the spark to light the anticipated revolutionary flame.

The tense political atmosphere in the country exhibited both in civilians and personnel in the barracks, coupled with a failed economy, was like a room filled with gas and all it took was a spark. The prison break and subsequent rise to power of the AFRC on June 4, 1979 was thus a culmination of deep-seated anger and discontent.

June 4, 1979 changed the face of politics in this country. President Rawlings and his government introduced a system of decentralisation that gradually devolved into the District Assembly concept, which is an integral part of the 4th Republic’s governance structure.

Aggressive policies were implemented to support traditional export industries such as cocoa and gold as well as the diversification of export content. Food security was priority with the institution of agricultural policies that gained global attention and notable mention by the World Bank’s Development Report of 1999-2000.

As we celebrate the 44th anniversary of this day, we remember all the gallant men who sacrificed their all to end the decade of decadence. This is a day to honour the souls of all who sacrificed their lives during the turbulent period. We also honour all the gallant heroes who have joined their maker during the past 44 years. Ayekoo gallant heroes for your patriotism.

In 2020, President Flt Lt Jerry John Rawlings left this world, placing us all in a state of national mourning. However, the souls of this gallant warrior and many of his compatriots live on. On June 4, 2020 he had this poignant statement to make about June 4, 1979.

“We must be reminded that, we are a country borne out of difficult situations where some had to toil and shed their blood. The positive disruptive force and energy of June 4th was not a product of any political movement or action. The spontaneous eruption on that fateful day represented the unadulterated spirit of liberation that was collectively sought after, as a nation at the brink of collapse.

“Nothing more has signified or exemplified the patriotism and resilience of Ghanaians than in those difficult moments. Many were those who sacrificed their lives and livelihoods in order to bequeath to subsequent generations a more just society with equal opportunities for all, irrespective of their religion, tribe, ethnicity, political or educational status.

“We must never forget our past nor erase the memories of where we came from. Commemorations like this allow us to ponder, reflect and re-examine ourselves – our conduct and policies, and to see if these have properly been aligned to our core values of probity, accountability, integrity and social justice.”

As we commemorate this year’s anniversary of the June 4 1979 uprising, the Jerry John Rawlings Foundation congratulates all the gallant warriors, both living and dead and the millions of sympathizers of the June 4 process.

The Foundation urges all Ghanaians to learn to symbolize the true meaning of patriotism – the feeling of love, devotion and a sense of belonging to one’s country. The practice of living a life devoid of distortions of value and a faith and believe that hard work, sacrifice and selflessness is what makes countries great.
Let us appreciate the true meaning of probity and accountability as often highlighted by President Rawlings and exorcise the cancerous spirit of corruption out of our social fabric.

There was a moment of commotion in the Benue State House of Assembly on Monday as members engaged in a shouting match amid the election of its speaker. The session had begun with Governor Hyacinth Alia inaugurating the 10th assembly, paving the way for its 32 members to elect a speaker and deputy speaker.

The position of speaker was zoned to Gboko LGA which is Benue North-West.

The two candidates for speaker are Becky Orpine representing Gboko East and Aondonna Hyacinth Dajo, the member representing Gboko West.

Orpine was nominated as the party’s choice by the Pro-George Akume camp of the APC which has the backing of the State Working Committee.

She is one of the only two female lawmakers elected to the 10th assembly, having canvassed for support for women in politics in her nomination acceptance speech.

Her rival, Dajo, however received the backing of the governor and his APC loyalists in the state. In his nomination acceptance speech, he urged members to vote for him, saying he is a humble man who is flexible to work with.

Kwara State Governor, Abdul Rahman Abdul Razaq

The Kwara Government on Monday directed that work days be reduced from five days to three per week for every worker in the state.

This according to the government is following the astronomical hike in transport fares. This is contained in a statement in Ilorin, by Murtala Atoyebi, the Chief Press Secretary to Gov. Abdulrahman Abdulrazak.

The State Head of Service, Mrs Susan Oluwole, therefore directed all Heads of Ministries, Departments and Agencies (MDAs) to immediately work out a format indicating the alternating work days for each worker under them.

Oluwole said that the government took a temporary measure to ease the burden on public workers in the state.

She also said that it was part of measures to relieve the state workers of the hardship being experienced as a result of the fuel subsidy removal announced by the Federal Government.

She, however, warned the workers not to abuse the magnanimity of the governor, stressing that the regular monitoring of MDAs by her office would be intensified to ensure strict compliance.

Inflationary pressures soften again, leading to improving demand

0

A further softening of inflationary pressures helped to support demand across Ghana’s private sector during May.

As a result, stronger expansions in output, new orders and purchasing activity were signalled and the business outlook brightened. Meanwhile, better raw material availability contributed to a series-record improvement in suppliers’delivery times.

The S&P Global Ghana Purchasing Managers’ Index™(PMI®) was unchanged at 51.3 in May, thereby signalling an improvement in business conditions for the fourth successive month.

A key theme across the PMI survey in May was the positive impact of softening price pressures on customer demand and wider activity in the private sector.

Although companies continued to increase their selling prices midway through the second quarter, the rate of inflation eased for the sixth month running from last November’s series record and was the softest in just over two years.

The weaker rise in selling prices was in line with the pictureseen for input costs, with purchase prices and staff costs increasing at the softest rates in 30 and four months respectively.

Those firms that continued to see purchase costs rise linked this to higher raw material prices and exchange rate fluctuations. Meanwhile, increases in employee expenses were often a reflection of firms raising their staff salaries in response to higher living costs.

With inflationary pressures weakening, firms were better able to secure new business in May. New orders increased for the fourth consecutive month, and at a marked pace that was the fastest since September 2021.

In turn, companies also upped their business activity at the fastest pace in 20 months, extending the current sequence of growth which began in February in the process.

With new orders rising, companies continued to expand both their purchasing activity and employment and were thus able to prevent a build-up of backlogs of work.

Staffing levels increased for the sixth month running, but the rate of job creation was only marginal and the joint-slowestin 2023 so far. The picture regarding purchasing activity was more positive, however, with growth hitting a 31-month high.

Despite rising demand for inputs, better material availability and competition among suppliers meant that firms saw a marked shortening in lead times on the delivery of inputs in May. In fact, supplier performance improved to the greatest extent in the survey’s history.

The expansion in purchasing activity was therefore translated into a further increase in stocks of inputs, withfirms keen to build inventories in line with higher new orders and positive expectations for the months ahead.

Indeed, sentiment around the 12-month outlook for business activity improved to the highest since January. Firms were hopeful that prices and exchange rates would be relatively stable over the year ahead, while there was some optimism that the deal with the IMF would help to support activity.

Close to 74% of respondents were optimistic that output will be higher than current levels in 12 months’ time.

The Ho Sector of the Ghana Revenue Authority (GRA) Customs Division has honoured three officers whose years of service have ended.

A sendoff party was organised for the trio and was graced by Assistant Commissioner of Customs Felicia Azumah, Esquire, the Sector Commander.

The retiring officers were; Chief Revenue Officer Rebecca Opare-Sarpong, RAII Eric Yao Harrison and Senior Revenue Officer Edward Aggrey-Fyn, all exiting after serving for over three decades.

CRO Rebecca Opare-Sarpong begun as an accounts officer in Elubo, when she joined the Authority, then established as the Customs Excise and Preventive Services in the year 1990.

A citation to her honour said through hard work she earned a position as an Assistant Collector in 2004 and she was celebrated for her resolve to take up leadership and excel.

She had served in various parts of the country, worked with all the Customs regimes and was hailed as one with exceptional customer care who easily overshot her targets.

“At the Ho Collection, you were Officer-In-Charge for KPB, Batume Junction, Nyive and Shia Border Posts. Your footprint of excellent leadership and exploits in achieving revenue targets are trails of success that are still unmatched,” the citation read.

RAII Eric Harrison entered the then Service as a Preventive Officer Posted to Aflao, where was drafted into the revenue task force for his “bravery and intelligence gathering.”

He had spent a total of 22 out of his more than 30 years with the Service, serving at the Aflao Collection and joined the Ho Collection in his later years, where he would clamour among young officers, and in 2020 be crowned the Overall Best Junior Officer for the Collection.

“You are recognised as an outstanding, disciplined and consistent professional whose efforts have played a vital role in maintaining the high standards and integrity of the GRA Customs Division,” his citation read.

Senior Revenue Officer Aggrey-Fynn joined the erstwhile service in 1990 as a grade four Junior Collection Assistant after he had completed basic para-military training and customs procedure, and “have since not looked back and progressed through the ranks to attain a senior Revenue Officer rank,” according to his citation.

He was described as “a well-travelled officer” that served the nation at the GRA’s various collections, holding various positions at Aflao, the KIA, Tema, Wa and Kumasi, where he won several awards of excellence, most notably, the World Customs Organisation Best Officer Award at the Kumasi Collection, as the Second in Command.

“You served as a teacher and trainer of trainers in customs inspection and a lead resource person in World Customs Organisation lessons. You have spearheaded an international collaboration with Customs of Togo and Ghana and by so, doing helping to promote cross-border security collaboration,” the citation said.

The event also honoured Chief Revenue Officer Godwin Ziggah, who was transferred to the Ho Collection in 2017 and is on onward transfer.

He had been Officer in Charge of the Asikuma Check point and rose to become Head of Preventive for the Ho Collection and was celebrated for his exceptional leadership that helping the collection exceed targets.

The event was a hearty and emotional moment as officers reminisced on working experiences and memories with the retiring officers, who in turn parted nuggets of age-old wisdom unto the younger peers.

They advised colleagues in the Service to sacrifice hard work and endure in the spirit of patriotism.

There were presentations of citations and gifts by the various collections they had served, and testimonies of dedicated service.

The Sector Commander on her part thanked the retirees for, “all the years of devotion to Mother Ghana” and said it was worthy to celebrate them for enduring the labor.

Madam Azuma commended the individual officers for their contributions, and said the void created by their departure was already being felt as they retreated to their homes and families.

“Thank you for all the knowledge you imparted. Indeed, your departure here would leave a vacuum because we are short staffed and to see you with rich experience leave us, it is not easy for us. On behalf of the management, we are proud of you for working side by side with us for over 30 years. On behalf of the clients and traders we say thank you.

“You have served mother Ghana very well. Thank you for making your office better and as you move on we wish you all the best and say thank you.”

Present at the event were some families and close relations of the retirees, and some clients of the Ho Sector including traders.
