Four Israeli settlers killed in attack in the occupied West Bank

At least four Israeli settlers have been killed in a shooting by two Palestinian gunmen near an illegal settlement in the occupied West Bank – a day after a deadly raid carried out by Israeli troops.

Four other settlers were wounded on Tuesday, two seriously, in the attack near Eli in the northern West Bank, the Magen David Adom emergency services said in a statement.

One of the gunmen was shot dead at the scene and Israeli forces later killed the second suspect near Nablus after he fled in a taxi. The Israeli military said a civilian “neutralised” one gunman.

Al Jazeera’s Imran Khan, reporting from occupied East Jerusalem, confirmed the deadly attack. “Suspects opened fire into a gas station” near the entrance of the Eli settlement between Ramallah and Nablus, he said.

The Israeli military said the gunmen arrived by car and opened fire on a restaurant, and then targeted the petrol station. One of the attackers “stole a running vehicle and fled the area”, said Khan.

The Palestinians were identified as Mohannad Faleh Shhadeh and Khaled Mostafa Sbah – both from the village of Urif near Nablus.

Titan sub has heated walls, private toilet and video game controller

Before the five-person crew of a missing submersible vessel began to descend to the ocean floor, they first had to be locked inside by a support crew who sealed it shut with bolts.

A search is now under way to locate the small, deep-diving vessel – which is operated by the marine company OceanGate Expeditions – after it lost contact while diving near the wreckage of the Titanic.

What is the Titan?

It is one of the world’s only privately owned manned submersibles.

While OceanGate has also operated a sister submersible called the Cyclops since 2015, the Titan was expressly built by the company to allow tourists to visit the wreck of the Titanic.

According to the company, the Titan weighs some 23,000lbs (10,432 kg) and has an aerospace-standard five-inch thick carbon fibre hull reinforced with two domed titanium end caps.

It is capable of reaching depths of up to 4,000m (13,123ft) below sea level, far more than the deepest diving US submarine – the USS Dolphin – which once reached 900m below sea level.

For context, the wreck of the Titanic sits 3,800m below the surface.

Unlike a submarine, submersibles have limited power reserves and need a separate support vessel that can launch and recover them, according to the US National Oceanic and Atmospheric Administration.

The Titan began sea-trials in 2018, before undertaking its inaugural journey in 2021. Last year, it made 10 dives although not all of these were to the Titanic wreck.

Once detached from its launch and recovery platform, the sub’s four electric thrusters help it reach speeds of around 3 knots (3mph; 4km/h).

In one journey the company can go through $1m worth of fuel, OceanGate CEO Stockton Rush told CBS News last year.

Feature: Supreme Court and James Gyakye Quayson: What at all can’t we understand?

The Supreme Court ruling, which expunged James Gyakye Quayson from Parliament, is being interpreted by some Ghanaians, mostly the National Democratic Congress (NDC), as a ruling which did not serve justice.

Many of them go out of the way to say Article 94 (2a) does not intend to disqualify anyone who owed allegiance to another country from becoming a Member of Parliament (MP). And one other person, sought to educate Ghanaians that being said to owe allegiance to another country does not refer to holding dual citizenship.

That person is not well vested in the knowledge about allegiance to a country. For one thing, one could owe allegiance to another country without holding its citizenship, but no one can hold a citizenship of another country without owing allegiance to that country.

Because as one is claiming citizenship, that fellow must swear allegiance to the new country. And once that is done, that fellow cannot be said to be qualified to be member of Parliament.

Social media also carried out a story, in which a retired Appeal Court judge, Justice Isaac Douse, condemned the ruling. Justice Douse is incidentally being touted for the position of running mate for President John Mahama, so we must be careful, where he is coming from.

According to Justice Douse, the justices who presided over the case made a grave error by concluding that Gyakye Quayson was ineligible to contest in the 2023 elections. Adding that Quayson had sufficiently proven to the court that he had fulfilled his obligations to renounce his Canadian citizenship.

Justice Douse’s analogy that when you have proof that you have passed an examination, it is good enough to gain admission even when you do not have certificate, does not hold water.

The most authentic document which can be held as proof of passing your exams is the certificate and not the results posted on your answer sheet or results slip. What if they are fake? It certainly will not have any letterhead and official stamp on it, would it?

If Justice Douse had been on the Supreme Court and on that panel, he would have voted in favour of James Gyakye Quayson, based on his interpretation of Art. 94 (2a), but he cannot condemn the Apex Court simply because it did not think in the jaundice manner, as he thinks.

He should have come out to interpret Art 94 (2a) and stop talking about result slips versus certificates. It is not about Ghanaians abroad who work in foreign government being praise but only to come home to face unnecessary obstacles, it is all about proof of unalloyed allegiance.

Firstly, it was not the Supreme Court which came outwith Art 94 of the Constitution, it is only there to interpret it. The first casualty of Art. 94 (2a) was NDC’s Spio Garbrah and Justice Douse was no where to defend him.

The second was Adamu Sakande (NPP), who was effectively jailed. The third casualty is James Gyakye Quayson (NDC) who was disqualified by his party in 2012, 2016 and 2020 on the same issue of holding dual citizenship.

He was however pardoned by the National Office of the NDC and encouraged to file to contest even though he had not denounced his Canadian citizenship. Why did the NDC disqualified James Quayson, thrice?

So, what is Article 94 all about? Article 94 is all about “Qualification and Eligibility” to become a Member of Parliament. And this is the full chapter:

  1. (1) Subject to the provisions of this article, a person shall not be qualified to be a member of Parliament unless – (a) he is a citizen of Ghana, has attained the age of twenty-one years and is a registered voter, (b) he is resident in the constituency for which he stands as a candidate for election to Parliament or has resided there for a total period of not less than five years out of the ten years immediately preceding the election for which he stands, or he hails from that constituency; and (c) he has paid all his taxes or made arrangements satisfactory to the appropriate authority for the payment of his taxes.

(2) A person shall not be qualified to be a member of Parliament if he – (a) owes allegiance to a country other than Ghana; or (b) has been adjudged or otherwise declared (i) bankrupt under any law in force in Ghana and has not been discharged; or (ii) to be of unsound mind or is detained as a criminal lunatic under any law in force in Ghana; or (c) has been convicted – (i) for high crime under this Constitution or high treason or treason or for an offence involving the security of the State, fraud, dishonesty or moral turpitude; or (ii) for any other offence punishable by death or by a sentence of not less than ten years; or (iii) for an offence relating to, or connected with election under a law in force in Ghana at any time; or (d) has been found by the report of a commission or a committee of inquiry to be incompetent to hold public office or is a person in respect of whom a commission or committee of inquiry has found that while being a public officer he acquired assets unlawfully or defrauded the State or misused or abused his office, or wilfully acted in a manner prejudicial to the interest of the State, and the findings have not been set aside on appeal or judicial review; or (e) is under sentence of death or other sentence of imprisonment imposed on him by any court., or (f) is not qualified to be registered as a voter under any law relating to public elections; or (g) is otherwise disqualified by a law in force at the time of the coming into force of this Constitution, not being inconsistent with a provision of this Constitution.

(3) A person shall not be eligible to be a member of Parliament if he – (a) is prohibited from standing election by a law in force in Ghana by reason of his holding or acting in an office the functions of which involve a responsibility for or are connected with the conduct of, an election or responsibility for the compilation or revision of an electoral register, or (b) is a member of the Police Service, the Prisons Service, the Armed Forces, the Judicial Service, the Legal Service, the Civil Service, the Audit Service, the Parliamentary Service, the Statistical Service, the Fire Service, the Customs, Excise and Preventive Service, the Immigration Service, or the Internal Revenue Service; or (c) is a chief.

(4) For the purposes of paragraph (d) of clause (2) of this article, in the case of any finding made by a commission or committee of inquiry which is not a judicial or quasi-judicial commission or committee of inquiry, without prejudice to any appeal against or judicial review of that finding, the finding shall not have the effect of disqualifying a person under that paragraph unless it has been confirmed by a Government white paper.

(5) A person shall not be taken to be disqualified to be a member of Parliament under paragraph (c) or (d) of clause (2) of this article if(a) ten years or more have passed since the end of the sentence or the date of the publication of the report of the commission or committee of inquiry; or(b) he has been pardoned.

Now let us go through a few. Article 94 (1a), talks about the minimum age requirement of twenty-one years. Can someone who is twenty at the time of filing but would turn 21 before elections be allowed to file his papers to contest elections?

When voters registration is open, we are told by law that one has to attain the age of 18 before he can vote. Yet he cannot register before age 18 even if he would be 18 by the day of elections.

Article 94 (2bii), states that no one with an unsound mind can qualify to be MP. So, does it mean, if someone who is insane and under treatment at the psychiatric hospital he cannot file to contest elections, even though he would be discharged and certified sane before elections?

Article 94 (3b) states that no person who is a member of the Police Service, the Prisons Service, the Armed Forces, the Judicial Service, the Legal Service, the Civil Service, the Audit Service, the Parliamentary Service, the Statistical Service, the Fire Service, the Customs, Excise and Preventive Service, the Immigration Service, or the Internal Revenue Service is qualified to be MP. Does that mean you cannot file even when you would be retired before elections?

Article 94 (3c), states clearly that no chief can become an MP. What if his abdication process is on the way and he would be no longer a chief before elections.

Now the big question here is, what happens, in the case of a dual citizen, if a person who files could not secure his renunciation documents, orin the case of a psychiatric patient, his state of sanity which seemed to be getting better, suddenly relapses and he is worse off than before or in the case of a public servant, his resignation letter has been declined by his workplace or in the case of chief, his abdication is also declined, all before elections?

When news broke that the high court will be hearing James Gyekye Quayson’s perjury case on daily basis, the NDC is raising concerns as if this has never happened before. Twice this country witnessed presidential election petitions which took place daily, so what has changed here?

The NDC are screaming that the Supreme Court is to always come out with rulings that will unite the country. Does that include neglecting the truth? Rulings must be based on the truth and not on what will please people.

God speaks the truth even if that truth is not pleasing. The untruth gives false comfort and that is what the NDC wants.

The question is after the Supreme Court presents falsehood and it becomes law, what will happen one day when majority of the people’s expectations goes contrarily to the norm? Would the Supreme Court do a ‘U’-Turn?

It is time, all election petitions are given time limits. Our first presidential petition took eight months, the second was limited to forty-two days, about a month and a half. As for parliamentary election petitions, they always take forever.

It took four years before Ghanaians were told, in 2001, that it was Hon Isaac Amo who won the Ayawaso-Wuogon seat in 1996 and not Hon Rebecca Adotey of the NDC who sat through Parliament from 1997 to 2001? This cannot be accepted.

The Supreme Court has spoken and the law must work. To the Apex Court as at the time of filing to contest the Assin North seat, James Quayson was not qualified because he was a dual citizen. What at all can’t some Ghanaians understand?

Community Shield kick-off time brought forward after fan complaints

Liverpool won the 2022 Community Shield by beating Manchester City

The Football Association has moved the kick-off time for the Community Shield after fans complained about “inconvenient scheduling”.

Manchester City will play Arsenal in the traditional season-opening game at Wembley.

Initial plans for a 17:30 BST start on 6 August were met with frustration from City fans over concerns about travel on public transport.

The game will now kick off at 16:00 BST on the same day.

City fan group WeAre1894 had called on supporters to boycott the match because of the “significant travel challenges”.

Some supporters had even begun to make donations to a local foodbank instead of spending money on a match ticket.

A Manchester City spokesperson said: “Having contacted the FA to express our reservations and clarify why the kick-off time of 17.30 BST on a Sunday was originally chosen, we are pleased that the decision to bring forward kick-off has now been made.

“Whilst we understand that this will not fully alleviate travel issues for our fans and our preference would have been for an earlier kick-off time still, we hope that the new kick-off time will make a difference.”

Jack Grealish has played down criticism over Manchester City‘s wild Treble celebrations after describing it as ‘the best weekend of my life’.

Pep Guardiola‘s history-makers recently enjoyed a four-day spell of drinking and partying – across Istanbul, Manchester and Ibiza – in the wake of their Treble success.

Grealish became the face of the festivities and was regularly pictured with a drink in hand throughout.

The wild partying meant the former Aston Villa star was resigned to just 32 minutes of play during England’s recent Euro 2024 qualifiers against Malta and Macedonia.

Despite his bit-part role in the fixtures, Grealish admits he has no regrets over his actions and later praised the ‘unbelievable’ accomplishment from City.

Speaking to talkSPORT, Grealish was asked whether criticisms over the celebrations had bothered him, to which he replied: ‘Not really. I’d done something that comes around once in a lifetime. The last time it was done… I don’t know when Man United did it, but it hasn’t been done for ages.

‘So why not celebrate like that? Everyone was with me. I wasn’t on my own, going out with my friends. I was with the whole team.

‘We enjoyed ourselves on the Saturday, Sunday, Monday. I had the best weekend of my life. I’d just won the Champions League and I was so emotional after it.

‘I was probably on the biggest emotional high I’ve ever been on,” but the City star insists he ‘feels good’ despite the heavy partying. Last weekend was the best weekend I’ve ever had. I’m still trying to come to terms with it. I’ve been on such a high the last week,’ he said.

‘I came on today and I felt good. Whatever you do in life, there will always be people in the background criticising you. It’s part and parcel of life”.

Bayern Munich look to ‘spoil Arsenal’s plans for Ajax defender’

Bayern Munich may be drawn into another transfer scrap with Arsenal as they vye to win the signature of Ajax defender Jurrien Timber, according to reports.

Thomas Tuchel’s side were considered the strongest rivals for Arsenal’s No 1 transfer target Declan Rice, with the former Chelsea head coach offering to build his midfield around the West Ham captain and having a number of discussions with the player.

Rice is believed to be heading for the Emirates after the Gunners tabled an improved £90million bid for the midfielder, which could rise to as high as £100m with add-ons.

But the Bundesliga giants may be quicker of the mark securing the second of Arsenal’s transfer priorities.

As per ESPN, the German champions are set to pounce for the centre back after Arsenal’s opening offer for Timber was rejected.

Mail Sport revealed that Mikel Arteta’s side had opened with a bid of £30m for Timber, but were swiftly rebuffed by Ajax, who believe the player is worth closer to £50m.

Timber, 22, has been at the club since 2014 and impressed whilst rising through the youth ranks at his boyhood club.

He was awarded his club’s Marco van Basten Award for Talent of the Year, and Eredivisie Player of the Year at the end of the 2021-22 season

Keen to make a number of new recruits this summer, Arsenal will look to snap up Timber for as competitive a price as possible, particularly when the proposed club-record bid for Rice is taken into account.

As well as Timber and Rice, Arsenal are pursuing Chelsea’s Kai Havertz – who the club are set to offer a fee totalling £60m for – and Southampton’s Romeo Lavia.

Lionel Messi and Inter Miami are eyeing off a cup tie vs. Cruz Azul as his debut game for the MLS club according to owner Jorge Mas.

The imminently watershed moment could come in the Leagues Cup match against the Mexico City-based club on June 21 at DRV PNK Stadium in Fort Lauderdale.

While that may not be the case, Mas does feel some sense of responsibility — individually and collectively — to capitalize on the presence of perhaps soccer’s greatest-ever player.

‘I think there will always be a “before and after Messi” when we talk about the sport in the United States,’ he said.

Rating Agencies Have Been Reckless … In shutting Ghana out of the capital market – Akufo-Addo

The President, Nana Addo Dankwa Akufo-Addo, has lashed out at financial rating agencies for their reckless pro-cyclical downgrades, which resulted in Ghana being blacklisted from the international capital market.

“I can comfortably and convincingly say this, as the AU champion for African financial institutions and leader of a country that recently had to deal with one of the most difficult periods in its post-independent history; difficulties that were exacerbated by the reckless behaviour of rating agencies that engaged in pro-cyclical downgrades, shutting Ghana out of the capital market and turning a liquidity crisis into a solvency crisis,” he said.

Delivering the keynote address at the opening of the 30th Annual Meeting of the Africa Export and Import Bank (Afreximbank) in Accra yesterday, Nana Akufo-Addo had a contrary observation of the exercise that was undertaken by credit agencies.

He, however, noted the timely support offered by the Afrieximbank under its counter-cyclical response mechanism, which helped Ghana navigate macro-economic management.

INVESTMENT

He, therefore, stressed the need for stakeholders to be assiduous in working to expand and improve the capital base of Afreximbank to firmly support African economies.

He urged other African countries to be committed to the treaty and ideals underpinning the establishment of the Bank for shared prosperity and sustainable growth on the continent.

The President noted that it was imperative for African countries to invest in the Afrixembank for the continent’s growth and thus appealed the African Union (AU) Commission to expedite action to make the bank a special financial institution, championing Africa’s growth at all levels.

He argued that the dynamics of global economic trends, particularly when the COVID-19 pandemic struck and that the geo-political crises had reinforced the need for the continent to look within itself to finance its own development agenda.

“Unless we have strong financial institutions, we are not going to be there. The continuous growth of Afrixembank and Africa are intertwined,” the President noted.

Afrixembank has disbursed over US$45 billion in the course of the COVID-19 pandemic and the Russia-Ukraine crisis.

This has enabled the majority of the countries to weather the combined effects of those setbacks by helping them to honour maturing trade debt payment obligations to pay for critical imports and to pursue strategic investments.

THE MEETING

The theme for the 30th annual meeting of the bank, which would also celebrate 30 years of existence of Afreximbank, is “Delivering the Vision, Building the Prosperity for Africans.”

The three-day programme, hosted by Ghana, is being attended by Heads of State, some former presidents, ministers of state, captains of industry, economists, financial experts and analysts among others.

Highlights of the programme, featuring high-profile Speakers from the continent, as well as the Caribbean, include a meeting of the Advisory Group on Trade Finance and Export Development in Africa and shareholders of the Afreximbank.

The topics being discussed by the participants encompass implementation of the African Continental Free Trade Area (AfCFTA), delivering prosperity through industrialisation and building prosperity for Africans: the challenges of peace and security.

PROACTIVE

The President and Chairman of the Board of Directors, Afreximbank, Professor Benedict Oramah on his part said the bank had been instrumental in the cause of the continent’s growth, since its establishment three decades ago.

He assured that the Bank was proactively mobilising continental and global resources and partnerships to build industrial complexes across the continent.

Afreximbank was established in 1993 by African governments, African private and institutional investors, as well as non-African financial institutions and private investors, for the purpose of financing, promoting and expanding intra-Africa and extra-Africa trade.

The Minister for Finance, Ken Ofori-Atta, commended the bank for supporting the economies of Africa, especially during the economic crisis when foreign banks turned their backs on Africa.
He also advocated for more investment in the bank to raise its capital and make it stronger for the benefit of the continent.

A US$1 million Ghana Railway Company Limited PPF Head of Terms & Ghana Railway Mandate letter was signed. The Managing Director for the Ghana Railway Company Limited, Michael Anyetei signed for Ghana and the Executive Vice President, Intra-African Trade Bank, Mr. Kanayo Awani signed for the bank. The project will bring on stream an asset estimated at US$3.5 billion.

The former Minister of Food and Agriculture and an aspiring flagbearer of the New Patriotic Party (NPP), Dr. Owusu Afriyie Akoto, says he has laid a solid foundation for Ghana’s agricultural sector that is capable of changing the country’s economic fortunes.

“During the six years of my tenure in the Akufo-Addo government, we laid the foundations both in terms of programmes, legislations and intellectual capacity to build an agriculture, which will provide the finances both foreign and local to finance our industrial development, our education, health and infrastructure including motorways, farm tracks and all the requirements that we need to make a good country,” the former Member of Parliament (MP) for Kwadaso Constituency said.

“What is now left is a proper takeoff with the right investment and resources.”

He said when given the opportunity to become the flagbearer of the NPP, and subsequently as President of the Republic of Ghana, the first step he would take towards achieving that goal would be to create the Agricultural Management Committee, headed by the President.

The Agricultural Management Committee would facilitate the investment of the right resources in the agriculture sector.  He said this in Accra yesterday whilst addressing the media immediately after submitting his nomination forms to contest the flagbearer position of the NPP.

He was accompanied by two Co-campaign chairmen, Alfred Boye, a former Greater Accra NPP Regional Chairman, and Kenwuud Norwusu, also former NPP Volta region chairman. Also in his entourage were 22 constituency chairmen from the Greater Accra Region and the National Coordinator of the campaign team, Peter Oteng Darko and some farmers who largely benefitted from the planting for food and jobs initiative.

Corroborating his claim, the former Minister of Food and Agriculture stated that one major policy he initiated and now being implemented is Tree Crop Development Authority (TCDA),which has the mandate to promote six tree crops including cashew, mango, rubber, shea, coffee and coconut.

The tree development authority, when fully developed and attains its peak, is estimated to add about twelve billion dollars to Ghana’s economy.

These six tree crops, he noted, have the potential of generating US$12 billion annually for the country.

That notwithstanding, the government’s flagship program, Planting for Food and Jobs, which he introduced and spearheaded, brought food security to the country. Dr. Afriyie Akoto also said apart from the tree crop development Authority initiative, several other legislations were near completion before he left office and these were, Poultry Development Authority, Grains Development Authority, which is under consideration in parliament, the Horticultural Development Authority currently at the Cabinet level.

He also hinted that legislation has been proposed requiring all commercial banks to increase loanable funds to the Agric sector. He maintained that when all these initiatives are properly structured and the right investments are made, it will give Ghana the economic freedom that it badly needed.

Dr. Afriyie Akoto further appealed to the delegates to vote massively for him to bear the flag of the NPP and subsequently elected as President of Ghana.

The governing NPP opened nomination for presidential primary on Friday, May 26, 2023. Nominations will end on Saturday, June 24, 2023.Special Electoral College Elections (if any) will be held on Saturday, August 26, 2023, and National Congress slated for Saturday, November 4, 2023.
