I am the Bread of Life – John 6:35 

INTRODUCTION

People eat bread to satisfy physical hunger and to sustain physical life. We can satisfy spiritual hunger and sustain spiritual life only by a right relationship with Jesus Christ. No wonder He called Himself “the Bread of Life”.

The Metaphor of the Bread of Life

The metaphor of Jesus as the “Bread of Life” is derived from the Gospel of John 6:35. In this scripture, Jesus declares, “I am the bread of life. Whoever comes to me will never go hungry, and whoever believes in me will never be thirsty.” Through this metaphor, Jesus conveys His role as the spiritual sustenance that nourishes the souls of His followers.

Just as bread is a staple food that provides sustenance and energy for physical life, Jesus represents the spiritual sustenance necessary for the fulfillment and nourishment of human souls. Other foods are expendable, but not bread. Jesus Christ is inexpendable to life and sustenance. This metaphor emphasizes the fundamental importance of a relationship with Jesus for one’s spiritual growth and salvation.

The Bread of Life – Nourishing the Spirit

As physical bread nourishes the body and satisfies hunger, Christ, in this discourse, tells His followers that they should eat of His bread. We need to take Christ into our inmost being.

Jesus’ teachings and the acceptance of His divine nature are believed to nourish the soul and satisfy the spiritual hunger that resides within every human being. By seeking a relationship with Jesus, we find spiritual fulfillment, purpose, and an eternal connection with God.

Breaking Bread – Symbolism of Unity

In addition to the metaphor of Jesus as the Bread of Life, the act of “breaking bread” holds great significance in Christianity. During the Last Supper, Jesus broke bread with His disciples, sharing it as a symbol of His impending sacrifice for humanity’s sins.

This event laid the foundation for the Christian sacrament of the Eucharist, or Holy Communion, in which believers consume bread and wine as a representation of Jesus’ body and blood.

The act of breaking bread together symbolizes unity among believers and a shared bond with Jesus as the Bread of Life. It underscores the importance of community and the oneness that comes from partaking in the teachings of Jesus.

Feeding the Multitudes – Compassion and Abundance

Jesus multiplied five loaves of bread and two fishes to feed the five thousand. This act exemplifies His compassion, generosity, and ability to provide abundantly for those who seek Him.

In this sense, Jesus’ role as the Bread of Life serves as a call for believers to embody compassion and selflessness in their interactions with others. Just as Jesus fed the hungry, we also are encouraged to extend kindness and care to those in need, both physically and spiritually.

Seeking the Loaves

Jesus answered them and said, “Most assuredly, I say to you, you seek Me, not because you saw the signs, but because you ate of the loaves and were filled – John 6:26

After the miraculous feeding of the multitude, the people followed Jesus, and when they found Him, they questioned how He got there without them noticing. Jesus perceived that they were not seeking Him because they believed in His divine nature or His teachings, but rather because they wanted more physical food or interested in the material benefits they could gain from Jesus’ miracles.

Even in what sometimes appears to be our religious duties to Christ we find ulterior motives. Have we not too often observed those who come to church for the bread that perishes? In their coming they are seeking respectability, in their service they are seeking an image of devoutness, in their giving they are seeking personal prestige or trying to compensate for a higher gift required by God. Selfishness can even govern our religious pursuits.

Conclusion

The metaphor of Jesus as the Bread of Life holds a central place in Christian theology and spirituality. It encapsulates the idea that Jesus is the ultimate source of spiritual sustenance, offering nourishment, guidance, and eternal life to those who believe in Him. Through this metaphor, believers are reminded of the importance of cultivating a personal relationship with Jesus, as well as the responsibility to show compassion and unity in their interactions with others.

Christ sacrificed Himself to become for us the Bread of Life. It remains a powerful symbol of hope, love, and salvation, inspiring us as Christians to seek a deeper connection with the divine and to live a life of purpose and compassion.

Feature: The NDC and NPP: Comparing the Bad and the Ugly (1)

During the thirty years of this Fourth Republic only two political parties have ruled this land. The National Democratic Congress (NDC) took sixteen years, and the New Patriotic Party (NPP) is a year short of ruling for same number of years.

These two parties have also celebrated more than their fair quota of controversies. This feature is not to justify wrongs that any party had copied from the other, but just to make obvious which party had done worse.

So, let us look at a few of such cases.

Extra Marital Affairs in High Places: In 1994, The Chronicle broke the news that Dr. Kwesi Botchwey of the NDC, who was also Ghana’s Finance Minister, had an extra-marital affair with the Canadian High Commissioner to Ghana, Ms Sandelle Scrimshaw, and impregnated her.

This was during the era of the worst economic crisis in Ghana, and one could only guess how much of our scarce hard currencies was transferred into the private accounts of the Canadian.

Instead of being humble and apologising for the wrong he did and tell Ghanaians how much he doled out to his mistress, Kwesi Botchwey, in 2002, rather dared his critics, demanding to know how many of them had never had extra-marital relationships.

In recent developments, but for the age of Hon Gyekye Quayson, one would have asked whether the reason the NDC is wholly supporting him,was because he could be the son of Botchwey and Ms Scrimshaw.

In all this the NDC feared to ask how much Kwesi Botchwey gave to Ms Scrimshaw, but that was not in the case of our next gentleman.

Dr. Richard Anane was a Minister of Health in the NPP Kufuor administration when news broke that he met an American lady, Alexandra O’Brian, during a conference in the USA and had affair with her. She also got pregnant and bore him a son.

The NDC descended on Richard Anane, as if what he did had never happened in Ghana before. The party spread the news that Richard had transferred US$90,000.00 to Alexandra in a single year, and went probing more into their relationship coming out with things the party was too scared to ask Kwesi Botchwey.

Richard Anane did not use the “whoever had not sin may caste the first stone,” caveat here when he appeared before The Appointments Committee of Parliament in 2005. He was honest to come with what he knew was the truth about the whole affair and even added under oath that his wife was supportive and had taken charge of the caring of the boy child.

Here we have two cases; one was a finance minister who went for a high commissioner of a sovereign country. How much of our money was transferred electronically or physically into her accounts, Ghanaians were never told, because the NDC feared to ask questions.

And seriously, how sure are we that during the moment of ecstasy, Kwesi would not have handed over national confidential matters to this woman. The other was a health minister who met a private American citizen in her country and came out to say that he gave her $10,000.00.

Readers, you are to judge who between the two ministers was most controversial and had cost the country, honour and resources.

Spending on Ladies by People in High Places: Hon Richard Anane features here again. He went to the US in February 2001, and had a local girl who he spent on during his stay.

The NDC descended on Richard and charged him for causing financial loss to state by spending on the accommodation and other needs of the lady. The whole nation was made to understand that adding another guest to your room in a hotel attracts extra charges. This is not exactly true.

During the reign of John Atta Mills, his minister of sports, Muntaka Mubarak, used his influence to acquire visa for his girlfriend, Edith Zunayela. He took her on travels to La Cote d’Ivoire. It was alleged that Edith was a Secretary of Alban Bagbin and Muntaka went to poach her whenever he wanted to travel abroad on official duties.

So, here is a case, of Edith going away for days on unofficial assignments which were all about extending love making across the world and yet got paid her full monthly salary.

Readers in your judgment who caused financial loss to the state? Mind you in the case of Muntaka, in using his influence to acquire visas for the lady, she would have to be addedto the list of the team that was travelling and of course she would be paid an undeserving per diem. And who bears the cost?

In the case of Richard, he met a local girl in the US and they became friends. There was no visa connection and purchasing of air tickets in this matter. Also, the state only paid for Richard’s hotel bills and gave him per diem which did not include any additional person.

As in the case of Kwesi Botchwey, when the NDC either refused to set up a probe into the matter, typical of this party to prevent any opening of can of worms, cases such as Muntaka’s were dropped.

Paid by the State for jobs done: During the Kufuor administration the state contracted a construction company, Waterville, to construct national stadia. This company employed a certain Mr. Alfred Agbesi Woyome to be its financial engineer. But who is a financial engineer?

A financial engineer (also known as “quantitative analyst” or “quant”) is a practitioner in the financial industry who is responsible for developing, testing, and improving on models, tools, and techniques that are prevalent in quantitative finance. What is the meaning of this?

What is quantitative finance? Quantitative finance is the use of mathematical models and extremely large datasets to analyse financial markets and securities.

Common examples include (1) the pricing of derivative securities such as options, and (2) risk management, especially as it relates to portfolio management applications. Professionals who work in this field are often referred to as “Quants.”

If Waterville is only into construction, then what the hell is a quant doing in its business? To the best of my knowledge, Waterville was not a trader in the money market, so what was Woyome doing there?

Anyway, the contract was terminated because of lack of performance by Waterville and the state paid the company off as per the agreement. And according to Waterville’s lawyer, Woyome was also paid off. Then this quant went to the government to claim money because when Waterville’s contract was terminated, he suffered losses. The then Chief of Staff, Kwadwo Mpiani walked him out of his office.

Come NDC government in 2009, Woyome went to claim judgment debt and even though, then President Mills instructed the he should not be paid a dime, the finance minister, Kwabena Duffour, went ahead and paid him GH¢51 million which was $35 million, at that time.

When the whole issue was brought to daylight by Kennedy Agyepong, the NDC was forced to take Woyome to court on criminal charges. Later the NDC changed the charge sheet from criminal to civil, so there was no way Woyome would be jailed if found guilty. And another moment the NDC decided that the state was not interested in the case.

The Attorney General at the time made it look so obvious that the NDC was not prepared to open any can of worms that would affect the reputation of the party. So, two key witnesses, Kwadwo Mpiani and Waterville’s lawyers were not invited to give testimonies in court. And some people are demanding to know where the NDC had money from to put up the best party office in the whole of Africa.

Databank under the current NPP government was said to broker loans for the state. It came out that the bank made GH¢200 million and Ghanaians were asked to rise up because the finance minister owned Databank. The NDC made it clear that this was the worse scandal in Ghana’s history.

Readers, which was these two was the worse controversy? Woyome who did no job for the state, was paid an equivalent of $35 million which is GH¢396 million today and Databank which did a job for the state received only $17.7 million in cedi equivalent of GH¢200 million?

Turning Homes into Banks: In 1997, NDC’s Obed Asamoah who was Attorney General reported that ¢100 million of the money he kept in his room was stolen by two of his security details. When asked where he got that money from, he said it was party money when he was not the financial secretary or treasurer of the NDC.

He later, in 2004, said it was no big deal to have huge amounts of money in his home because politicians must keep monies at home to fund emergency programmes especially on days that the banks were closed. He took the two policemen to court and later dropped the case, or a can of worms would be opened.

In 2022, Cecilia Dapaah, then Sanitation minister, took some domestic staff to court for allegedly stealing $ 1 million, €350,000 and some Ghana cedis from her home.

All hell has broken loose in Ghana, with the NDC leading the attack and claiming that it was criminal to have kept such amounts at home especially during such hard times. What is a crime in keeping huge sums of money at home when there is no law which sets a limit to amounts to be kept at home or in offices?

The NDC is also claiming that during such hard times, why should a single person keep such huge amounts at home which when taking to the banks would appreciate the value of the Ghana cedi against hard currencies.

In 1997, Ghana was at the peak of the worse economic hardship due to mismanagement by the PNDC/NDC governments. Earlier, the government under Rawlings went to the IMF and was asked to make some workers redundant.

In the IMF package was funds to pay the workers off. Rawlings sacked over 300,000 workers and yet refused to fully pay their exit-package resulting in many dying out of frustration, seeing their homes breaking apart.

By1997, Ghana was borrowing to pay interest on loans thereby increasing our debt portfolio. But for Kufuor arriving in 2001, the nation would have been shut down.

Bayern Munich expose Liverpool’s leaky defence

Questions will be asked of Liverpool’s defence ahead of the new season after shipping four goals in a 4-3 loss against Bayern Munich to conclude their Singapore tour. Cody Gakpo had put the Reds ahead after just two minutes and new captain Virgil Van Dijk made it 2-0. But Bayern went into the break level after Serge Gnabry and Leroy Sane exposed an open defence to score.

Luis Diaz put Liverpool back ahead but Josip Stanisic and Frans Kratzig scored to see the German champions leave with a victory.

A theme of Jurgen Klopp press conferences in Singapore has been the manager saying Liverpool’s defence must improve drastically if they are to better last season’s disappointing five-placed finish.

Judging on the performance by Liverpool’s defenders here, there is a lot of work to do in that regard. The Reds were left far too open on their right flank for both of Bayern’s first-half goals, both with Serge Gnabry at the heart of them.

Part of the problem is Trent Alexander-Arnold’s much-discussed move to midfield. Though he is named as a full-back on the team-sheet, the Englishman drifts into central areas and is allowed to dictate play from deep when Liverpool are in possession.

But this leaves a gaping gap in his usual position, with Joel Matip or Ibrahima Konate left with too much space to cover when Liverpool lose the ball. Both goals came from this side, with Gnabry finding expanses of space in between the usual right-back position and Matip.

It continues a trend of a leaky defence for the Reds, who have conceded 10 goals in four pre-season games, and it feels like Klopp leaves Singapore with more questions than answers in that regard.

Pep Guardiola lands his £77m top defender from Leipzig

Manchester City have agreed a 90m euro fee (£77m) with RB Leipzig for Croatia defender Josko Gvardiol.

The deal for the 21-year-old does not include add-ons, meaning the £80m Manchester United paid Leicester City for Harry Maguire in 2019 remains the British record for a defender.

He has been a key player for Leipzig in the 87 games he played for them since signing from Dynamo Zagreb in 2021.

It is expected Gvardiol will fly to England for a medical later this week

The deal looked unlikely to be agreed last week when Leipzig insisted they would not sell for less than €100m (£86m).

Manager Pep Guardiola believes Gvardiol will strengthen the left side of his central defence and, with Ruben Dias, Manuel Akanji and Nathan Ake also able to fill that position, his arrival may put the future of Aymeric Laporte at Etihad Stadium under the microscope.

Gvardiol, who is also able to play left-back, becomes City’s second major signing of the summer following the arrival of fellow Croatian Mateo Kovacic from Chelsea in June for an initial £25m.

 ‘Marta ends here’, after Brazil legend exit World Cup

Marta’s sixth and final Women’s World Cup ended in despair beyond her “worst nightmares” as Brazil failed to reach the knockout stage in Australia and New Zealand. A goalless draw against Jamaica saw Brazil eliminated as their Caribbean opponents reached the last 16 alongside France.

The 37-year-old Marta’s legacy has long been cemented and she bows out as the greatest scorer in the tournament’s history with 17 goals. After the game, she made it clear the early exit was a dark moment but held out hope for Brazil’s future.

“It’s hard to talk at a time like this,” Marta said. “Not even in my worst nightmares was it the World Cup I dreamed of. But it is only the beginning, the Brazilian people ask for renewal, and there is renewal.

“The only old one is me, most of them [her team-mates] are young girls with enormous talent, it’s just the beginning for them. Marta ends here, there is no more World Cup for Marta.”

Marta will always be one of the most revered players in the women’s game, which she has helped to put on the map. Marta made her World Cup debut in 2003, and although she never led them to a global tournament victory, Brazil reached the final in 2007, losing to Germany. Near-misses for her country extended to the Olympics, with silver medals in 2004 and 2008.

Marta scored 122 international goals in 189 matches.

Buffon retires at 45 yrs, after 28-yr career

Buffon helped Italy win the World Cup in 2006

Gianluigi Buffon has retired from football following a legendary 28-year career.

The 45-year-old previously stated that he intends to keep playing until the 2026 World Cup and had full intentions of seeing out his contract at Parma, which expires in June 2024.

However, a string of injuries over the past year have led the goalkeeper to reconsider his future before announcing the news on Wednesday.

He took to social media to post a video of some of his best career highlights, along with the caption: ‘That’s all folks! You gave me everything. I gave you everything. We did it together.’

Buffon is now expected to be offered the Chief of Delegation role for the Italian national team, previously held by former Chelsea striker Gianluca Vialli.

Buffon re-joined Parma in 2021 after starting his career in the academy before securing a move to Juventus. He had returned in the hopes of getting Parma back into Italy’s top-flight but was unable to do so during his final two seasons with the Serie B side.

Buffon made 45 appearances in all competitions during his second stint with Parma but was plagued by injuries last season.

He holds the record for the most appearances in Serie A with 657 games to his name.

Akufo-Addo commissions sewerage and treatment plants at Ashaiman, Bankuman

The President, Nana Addo Dankwa Akufo-Addo, has commissioned the ultra-modern Simplified Sewerage Facility and Treatment Plant at Ashaiman.

He also commissioned he rehabilitated and expanded Bankuman Simplified Sewerage Plant.

Both commissioning took place on Wednesday, August 2, 2023, at Ashaiman, Greater Accra.

The two new simplified sewerage networks, comprises fifty-one kilometres (51kms) of sewer lines, and a new wastewater treatment plant with a capacity of some one thousand, eight hundred metre-cubed per day (1,800m3/day) in Ashaiman.

They are to serve some four thousand, eight hundred and five households in the community.

The treatment system

The plant in Bankuman, with a capacity of one thousand, six hundred metre-cubed per day (1,600m3/day), is to serve some three thousand, one hundred (3,100) households.

Speaking at the ceremony, held at Ashaiman, President Akufo-Addo noted that the two (2) projects were constructed at a cost of $6.6 million, and reinforces Government’s commitment to offer solutions to the infrastructural gap identified as one of the major challenges plaguing the sanitation and water resources sector.

The President stated that “the projects being commissioned today are examples of the many sanitation projects that have been provided across the country. This magnificent simplified sewerage system, as well as the rehabilitated Bankuman project, will inure to the benefit of the people living within the catchment areas of Ashaiman and Bankuman communities of Greater Accra.”

Under the Greater Accra Metropolitan Area (GAMA) Sanitation and Water Project, conceived as one of the pro-poor interventions to ensure the policy of “One-House-One-Toilet” is delivered across the Metropolitan Area, he stated that the Project has delivered some 48,641 improved household toilets, which have benefitted some 389,128 people as at December 2020.

In addition to this, 406 improved and modern disability-friendly, gender sensitive institutional toilet facilities, benefiting some 251,872 schoolchildren has been completed, as at December 2020.

“The GAMA Project has been so successfully executed that additional financing was sought and obtained from the World Bank to extend the intervention to the Greater Kumasi Metropolitan Area. Under the additional financing, a total of one hundred and twenty-nine (129) improved and modern disability-friendly, gender sensitive institutional toilet facilities, as well as thirty thousand (30,000) household toilet facilities are under construction for beneficiary schools and individual households, respectively, in the Greater Kumasi Metropolitan Area,” he said.

The Kumasi Project, President Akufo-Addo said, will also expand and rehabilitate the 29-year-old Asafo sewerage system in Kumasi, provide an additional 12,000 household toilets and 30 institutional toilets in the Greater Kumasi Metropolitan Area.

Component One of the Greater Kumasi Project, he added, will extend potable water, by laying some 120 kilometres of pipelines, and provide 5,000 new service connections; establish a telemetry, and also retool the Ghana Water Company’s metre shop to reduce non-revenue water.

“Ghana has made significant strides towards the attainment of the 2030 United Nations Sustainable Development Goals on water and sanitation. Currently, access to basic drinking water services has increased from 79% of the population in 2017 to 87.7% in 2021” he said.

The President continued, “Access to improved toilet facilities, including public toilets, has also increased from 66% to eighty-point-eight percent 80.8% within the same period. The Akufo-Addo Government is investing an amount of some US$ 1.4 billion in several water and sanitation projects nationwide. Some of these projects have been completed, and others are still ongoing. It is expected that some 5.3 million people will benefit from these interventions when completed.”

Recognising the huge resources required to provide, maintain and sustain sanitation and water infrastructure across the country, President Akufo-Addo told the gathering that Government is in partnership with other key stakeholders and the private sector for support in providing these vital services.

“I urge all of us to help sustain and improve the gains made so far by maintaining healthy environmental sanitation, protecting our water bodies and supporting the Clean Ghana Campaign,” he added.

Two more arrested in Cecelia Dapaah’s theft case

An Accra Circuit Court, presided over by Afia Owusuaa Appiah, has been informed by DSP Emmanuel Nyamekye that two more people have been arrested in connection with the Cecelia Abena Dapaah case.

DSP Nyamekye told the court that arrest would move the number of accused persons from five to seven.

The prosecutor told the court that the investigators are yet to bring the suspects to be transported from Tamale to Accra.

He explained to the court that it was the reason Patience Botwe, Sarah Agyei, Benjamin Sowah, Kweku Botwe and Malik Dauda were not brought to the court by the investigators.

Parliamentary Committee on Local Gov’t speaks: Naa Torshie Never Snubbed Dan Botwe

The Parliamentary Committee on Local Government and Rural Development has thrown its support behind the Administrator of the District Assemblies Common Fund (DACF), Irene Naa Torshie Addo.

The Committee has expressly stated that, contrary to some media reports, the facts do not support the claim that the Administrator of the DACF has snubbed the Minister for Local Government and Rural Development, Dan Botwe, in the disbursement of the DACF.

According to the Committee, it came to that conclusion following its investigations into the alleged rift between the two, which included meeting both parties separately and was satisfied that the problem did not merit the attention being given, but needed to be dealt with.

Ahmed Ibrahim, ranking member on the Local gov’t committee

On Tuesday, August 1, 2023 The Chronicle separately engaged the Chairman of the Committee, Emmanuel Akwasi Gyamfi and a member of the minority on the committee, Ahmed Ibrahim, on the matter.

The two, though from different political lenses, addressed the issue on the same lines, arguing that the minister may be overstepping his boundaries by treating the DACF as being under his ministry.

COOPERATION

The Minister for Local Government and Rural Development had, in a letter to President Akufo-Addo, reported the Administrator of the DACF over a lack of cooperation.

The letter, dated July 10, 2023 stated that Naa Torshie refuses to cooperate with the ministry in the equitable disbursement of the Common Funds to the various Metropolitan, Municipal and District Assemblies (MMDAs).

According to the minister, it is the view of his ministry that the Administrator of the DACF “does not have the authority to determine the distribution unilaterally”, for part of the approved formula/allocation activities like national projects, special projects, distressed district support and reserved funds.

“As the supervisory ministry of the Local Governance Act, 2016 (Act 936) and the Ministry responsible for coordinating the MMDAs, we are of the view that the mandate to determine which districts receive such support and special attention lies with the Ministry.

“We are of the firm belief that the trigger for the distribution should be initiated by the ministry on behalf of the government to ensure it sits well within the broad government strategy.”

He continued that “even more worrying is the fact that, as the Ministry responsible for the MMDAs, we are not involved, engaged or consulted in any form by the Administrator of the DACF in the development of the formula proposed to Parliament.

CHECKS

In our separate interviews with the members of the Local Government Committee, they both established that previous administrators had collaborated with Local Government Ministers to develop a formula and propose it to Parliament.

The two also established that the Committee had noticed a gap since 2021, when the formula was proposed without the input of the minister. Again, unlike previous ministers, whenever Naa Torshie met Parliament, the minister did not accompany her.

The two told this reporter that Naa Torshie showed the Committee a letter from the minister, withdrawing a reply his deputy had written to the Administrator’s letter for input.

CHAIRMAN

The Chairman of the Committee, Emmanuel Akwasi Gyamfi, indicated to this reporter that the development raised an eyebrow, compelling the committee to probe further and notice the “lack of collaboration.

He told The Chronicle that the Administrator for the DACF told the Committee on Monday, when they met her on the issue, that she writes to the minister for input but her letters are not responded to.

“This is quite unfortunate. I can’t defend the deputy minister who wrote on behalf of the minister. Either he had explicit instruction from the minister to write to the Administrator that this was the ministry’s input.

“But that was what we were shown: that the Administrator wrote for the inputs from the ministry, but the response was not coming from the ministry, so one of the deputy ministers also wrote on behalf of the minister to the Administrator.

“It didn’t go well, as per the minister’s instruction that you have to withdraw the letter. If it had gone well with the minister, that withdrawal wouldn’t have come.”

Responding to the Minister’s letter questioning the authority of the Administrator to disburse GH₡1 million for constituency projects, he said that members on the Committee, since his over ten years in Parliament, have lobbied for projects from the DACF, which is funded with the reserved funds.

He insisted that the Administrator of the DACF report to Parliament and not to the Minister, a position that was corroborated by the Minority Chief Whip, Ahmed Ibrahim, who referred to Article 252 of the 1992 constitution.

Meanwhile, he assured that as chairman of the Committee, he would ensure that the issue was resolved amicably, adding that “the two are good friends. They worked together in Parliament.”

LACK OF UNDERSTANDING

The Minority Chief Whip, Ahmed Ibrahim, describing the issue as unfortunate,” also termed it a “lack of understanding or appreciation for the new dimension.”

He referred to the Local Government Act (Act 936) passed in 2016 of which Dan Botwe was part, that stated categorical functions of the Administrator of the DACF and that the Local Government Minister has separate functions as well as the head of the Local Service.

He argued that only the Governor of the Bank of Ghana and the Administrator of the DACF are vetted by the Appointments Committee of Parliament. He also cited the fact that the GETFund Administrator is not vetted because he is under the Minister for Education.

“But as for the District Assemblies Common Fund Administrator, Article 252 of the Constitution states clearly that he must be appointed by the President, in consultation with the Council of State, and with the prior approval of Parliament,” he observed.

According to him, both the constitution and the act have empowered the Administrator of the DACF to submit a proposal to Parliament to be approved as a formula.

He explained further that following the approval by Parliament and disbursements to the various district assemblies, the law then allows the Local Government Minister to draft guidelines on the utilization of the funds.

“So, everybody has their own independent functions. So, there should be that collaboration and complementing of each other,” he added.

He told this reporter that the Speaker, Alban Sumana Kingsford Bagbin, had ruled on the matter before that the Administrator of the DACF is not under the Local Government.

“In my 15 years in Parliament, I have worked with about three DACF Administrators. Go, and as the Minister for Local Government and Rural Development, we all used to go to the Administrator’s office. The [former] Local Government Minister, Hajia Alima Mahama, used to come to the Administrator’s office. They collaborate to work together. Even when we were all in leadership, we used to go to the office because the office comes under Parliament.

“We understood this simple logic. So, if I find it very difficult, how the Minister and Administrator now, who were both Chief Whip and his Deputy, are finding it difficult to work together.

“But, as a committee, we have investigated and interrogated most of these issues before we passed even the 2022 formula. But when Hajia was there, those problems were not there. And I used to go and meet the Minister for Local Government, who was a member of the Committee, at Naa Torshie’s office, when Hajia was the Minister.”

He insisted that the law says the Administrator must propose a formula to Parliament but not the minister; however, the Administrator must consult, including Parliament.

He could not fathom why the Minister would isolate the letter of the Bia West MP to query the Administrator on the Authority for the approval.

According to him, all committee members lobby for projects when the opportunity arises, and he cited a few that the minister managed to secure for his constituency when he was on the Committee.

LETTERS

A letter dated May 4, 2023, from the Local Government Minister, addressed to the Administrator of the DACF, sought to inquire what accounted for the “discretionary allocation” of funds from the DACF.

“For instance, I have attached a copy of a letter addressed to the Western North Regional Minister allocating a total sum of GH₡1 million to the Member of Parliament for Bia East Constituency.

“In the attached letter, reference was made in paragraph 2 to indicate that ‘we write to inform you that approval has been given for the contract sum not exceeding GH₡1 million’.

“Since the Ministry has never been consulted and involved in such approval processes, could you clarify the approving authority and the process of approval,” the Dan Botwe letter to Naa Torshie read.
