The presidential candidate of the Labour Party in the February 25 general election, Peter Obi, has enjoined Nigerians not to despair over the agonizing situation in the country 63 years after independence from colonial rule. Obi tasked Nigerians to remain resolute and hopeful that a new Nigeria is still possible.

Obi, in an Independence message to Nigerians, on Saturday, said: ”Even amidst grave uncertainties and apparent hardship, the citizens of Nigeria are experiencing due to persistent leadership failure after 63 years of our nationhood, the situation might be critical, but certainly not hopeless.”

The LP presidential standard bearer noted that the real reason Nigerians have remained visibly mired in poor governance and poverty after 63 years is that successive administrations through policies actions and inactions have attempted to suppress conscientious people, for them to remain at the helm of power.

He said, “The evidence of elite consensus on the way forward on structure and nation-building remains a core problem.”

“Nigeria cannot be an exception. If we subscribe to rogue leadership, then we must face the attending consequences,” he declared.

Obi also said, “At 63 years, what type of questions are Nigerians asking of their leaders and what type of answer are we expecting?

Nigeria’s monetary policy regime was once tilted in favour of the elites but will onwards be fair to all, President Bola Tinubu told the nation Sunday morning in a televised speech marking Nigeria’s 63rd Independence Anniversary.

“Henceforth monetary policy shall be to the benefit of all, not to the exclusive province of the powerful and the wealthy,” he affirmed while talking about the clean-up of the Central Bank of Nigeria (CBN), where a recent shake-up sacked the bank’s entire leadership.

Since assuming office, President Tinubu has implemented many reforms targeting one of the most comprehensive revamp of Nigeria’s foreign exchange system to date. Apart from rejigging the CBN’s top hierarchy, he has introduced a series of measures to allow the official exchange rate of the naira to the dollar and other major currencies to weaken to a level that placed it close to the parallel market rate.

But that drive, even though crucial to attracting foreign investors, has brought more agony, as the gulf between the two rates, which closed up briefly in June, has widened further to the detriment of dollar users, particularly import-dependent manufacturers.

The official exchange rate, 461 to a dollar on the day of the president’s inauguration, stood at 776 at market close on Friday, meaning the naira has depreciated by 68.3 per cent in the past four months, making it Africa’s worst-performing currency as tracked by Bloomberg.

The gap between the official rate and the black market rate has widened by 29.4 per cent ever since the two attained convergence in June with the dollar exchanging for as high as 1004 on the street on Friday.

“Those who sought to perpetuate the fuel subsidy and broken foreign exchange policies are people who would build their family mansion in the middle of a swamp,” President Tinubu said.

The CBN under Godwin Emefiele, which he described as “a den of malfeasance,” ran multiple exchange rates that put the naira in danger of speculation and round-tripping, while also exposing it to other vulnerabilities.

Yemi Cardoso, the new central bank chief, has promised to run an evidence-based monetary system, sanitise the system and enforce discipline.

BoG Governor signs book of condolence in memory of late Ga Manye

The Governor of the Bank of Ghana (BoG), Dr. Ernest Addison, on Friday September 29, 2023, signed the Book of Condolence opened at the Ga Mantse Palace in memory of the late Queenmother of the Ga State, Naa Dedei Omaedru III.

Dr. Addison was accompanied by a delegation, including the First Deputy Governor, Dr. Maxwell Opoku-Afari. The rest were Board Members including Dr. Samuel Nii -Noi Ashong, Mr. Andrew Boye-Doe and Mr. Joseph Alhassan.

The Bank’s Secretary, Ms. Sandra Thompson, and the Head of Security, Wing Cdr Kwame Asare Boateng, were also part of the delegation.

The delegation presented items such as customary drinks, assorted soft drinks, bottles of water, and a cheque to support the funeral preparations.

Dr. Ernest Addison, in brief remarks, pledged the support of the Bank towards the funeral preparations of the late Ga Manye. “I am very happy to be here. The demise of the late Ga Manye is a matter of concern to us all. The Bank of Ghana will lend its support for a befitting burial for the late Ga Manye. We are grateful for your warm reception,” he said.

The Bank’s Secretary, Ms. Sandra Thompson, on behalf of the Governor, also extended the Central Bank’s condolences while highlighting the cordial relationship between the Ga State and the BoG. She further underscored the role the Bank has been playing to support the Ga State adding that it will continue to support the Ga State in areas such as education.

“The Bank of Ghana and the Accra Metropolitan Assembly are currently collaborating to build a three-storey eighteen-unit classroom block and a three-unit nursery block with ancillary facilities for the Independence Avenue 2 Cluster of Schools, a project which we hope to complete by the end of this year” Sandra Thompson indicated.

The BoG delegation was warmly received by the Ga Mantse, King Tackie Teiko Tsuru II, together with other traditional leaders of the Ga State. King Tackie Teiko Tsuru II, in a brief remark, also expressed his heartfelt gratitude to the Governor and Management of the Bank while also urging them to remain focused on discharging their mandate.

“There are lots of challenges in Ghana but I entreat you to work diligently to deliver on your mandate. Don’t be discouraged. It is not everything you do which will please people but then be focused and remain steadfast.”

Dr. Steve Manteaw, Co-Chairman of the Ghana Extractive Industries Transparency Initiative (GHEITI), has cautioned Ghana’s policy makers not to repeat the mistakes in the management of our cocoa and gold resources in the oil and gas sector.

According to him, though Ghana was the leading producer of gold in Africa, and the 6th in the world, yet she ended in the Highly Indebtedness Poor Country (HIPC) in the year 2000 because of the mismanagement of our gold and cocoa resources over the years compelling her to always run to the International Monetary Fund (IMF) at the least chance.

Speaking at a stakeholders’ dissemination workshop on the GHEITI 2020 report on the mining and oil and gas sectors in Kumasi, he stressed that, the policy makers should be mindful not to repeat the mistakes in the mineral sector to our oil and gas sector.

He reminded them that the resources were not for the current generation alone, but future generations, hence, the creation of the Heritage and Stabilisation funds.

He expressed worry over the attitudes of politicians who divert the oil resources to constituencies where they seek votes, but end up not realising the full potential of the resources.

Dr. Manteaw revealed that Ghana was endowed with lithium, and urged the managers not to make the same mistakes in the oil sector.

He was worried that over the years manganese had been shipped in its raw form to China, and recommended a ban on the exportation of manganese in its raw state.

The GHEITI Co-Chairman noted that in addressing the limitations of the EITI, it had taken the EITI through three phases of evolution in 2013 to 2019 standards, saying the scope expanded to include contract transparency, sub-national reporting, budgetary information, data disaggregation and a lot of the new requirements were encouraged.

He lamented that there were some Metropolitan, Municipal  and District Assemblies (MMDAs) that used their share of the gold resources for the painting of their administrations, collection of refuse, donations at funerals, and per diem for their chief executives instead of property rates.

Dr. Manteaw stated that the 2019 Standard Built Good Practices and Lessons from implementing countries, open new frontiers such as Commodity Trading Transparency, Gender, Environment, as well reinforcing the requirements on mainstreaming.

Ghana hosts 66th Commonwealth Parliamentary confab

Rt. Hon. Alban Sumana Kingsford Bagbin, Ghana’s Speaker of Parliament, has called on Ghanaians to showcase the rich hospitality of the country to the world during the upcoming 66th Commonwealth Parliamentary Conference, scheduled for September 30 to October 6, 2023 at the Accra International Conference Center.

The official opening ceremony, scheduled for October 4, 2023 will be held under the patronage of President Nana Addo Dankwa Akufo-Addo who is also the Vice-Patron of the Commonwealth Parliamentary Association.

It will set the stage for a series of workshops addressing critical topics, including security, human rights, the environment, the economy, gender equality and other cross-cutting issues. Notably, one of the workshops will focus on “Combating the Threat of Terrorism to Statehood: the Role of Parliament.

The 66th CPC in Accra will bring together Speakers, Parliamentarians, Clerks-to-Parliaments, Parliamentary Staff and key stakeholders from 56 National Branches and 111 Sub-National Branches across the Commonwealth’s nine geographic regions.

The conference will also feature various meetings and conferences, including the 39th CPA Small Branches Conference, gatherings of the Commonwealth Women Parliamentarians (CWP) and Commonwealth Parliamentarians with Disabilities (CPwD) networks.

Other meetings are the 66th CPA General Assembly, meetings of the CPA Executive Committee and the 57th Society of Clerks at the Table (SOCATT) meetings, as well as emphasise the vital role of parliamentary diplomacy in tackling challenges and shaping policies that benefit our citizens in order to achieve its vision.

The 66th Commonwealth Parliamentary Conference, the pinnacle of the CPA’s annual gatherings, is set to bring together over 500 Parliamentarians, parliamentary staff, and decision-makers from across the Commonwealth.
Speaker Bagbin, in his capacity as the President of the Association, will preside over the General Assembly, chair the Elections Committee and actively participate in the Executive Committee’s deliberations.

The roots of the Commonwealth Parliamentary Association can be traced back to the Empire Parliamentary Association’s founding in 1948, where parliamentarians recognised the importance of collective effort in building a better world.
Over the years, the CPA has evolved, becoming an annual event in 1961 and broadening its agenda to encompass discussions on parliamentary and electoral processes. Presently, the CPA serves more than 30 jurisdictions with smaller populations and, in 2016, elected its first CPA Small Branches Chairperson.

The establishment of the Commonwealth Women Parliamentarians (CWP) in 1989 further demonstrates the CPA’s commitment to increasing female representation in Commonwealth Parliaments and prioritising gender-related issues in legislative debates.

One dead, one in hospital after breaching whale capsizes boat in Australia

One man is dead and another in hospital after a boat reportedly struck by a whale capsized in waters off Sydney, Australia, early Saturday morning local time.

Police responded to reports that two people were in the water just outside the headland past Botany Bay around 6 a.m. local time, said New South Wales Water Police Acting Superintendent Siobhan Munro.

“When police arrived, the two male persons from a vessel were rescued,” Munro said, adding that one of them had “been confirmed as deceased.”

“Early reports are that a whale may have breached near the boat or onto the boat,” she said.

The vessel has been recovered and will undergo forensic testing, Munro added.

The incident occurred on the first day of National Safe Boating Week in Australia, which runs from September 30 to October 6. A key focus of the initiative by Australia & New Zealand Safe Boating Education Group is lifejackets.

CNN affiliate Channel 7 reported that it was unclear if the two men involved in the accident were wearing life jackets.

“It’s a stark reminder about the boating season and how dangerous it can be on our waterways,” Munro said.

She also ensured that police “will be out there on the waterways, including rivers dams, conducting compliance checks, drug and alcohol testing, and all the things that we do to make sure that the community is safe.”

Duane Keith “Keffe D” Davis has been apprehended in connection with the 1996 shooting death of rapper Tupac Shakur, as announced by Las Vegas authorities following a grand jury indictment. Davis, who is now 60 years old, was arrested in Las Vegas on Friday morning.

Tupac Shakur, aged 25 at the time, was fatally shot while leaving a boxing match on the Las Vegas Strip, sustaining four gunshot wounds and passing away six days later.

This arrest comes two months after a police raid on Davis’s wife’s residence in Henderson on July 17.

During a news conference on Friday, authorities portrayed Davis as the alleged mastermind behind a plot to avenge an attack on his nephew by orchestrating Tupac Shakur’s murder. Davis himself has admitted in interviews and in his 2019 memoir, “Compton Street Legend,” that he was in the front seat of the white Cadillac that pulled up alongside Shakur’s car when shots were fired from the back seat, leading to the musician’s death.

Duane “Keffe D” Davis had long been under investigators’ scrutiny as one of the four initial suspects in the case.

Additionally, the grand jury has decided to include a sentencing enhancement for gang activity, potentially adding up to 20 more years to his sentence if he is convicted.

Sekyiwa “Set” Shakur, the rapper’s sister, expressed her view on the arrest in a statement on Friday, describing it as a significant moment.

New York City: State of emergency declared over flash flooding

A state of emergency has been declared in New York City as strong storms bring flash flooding.

Many of the city’s subway systems, streets and highways have flooded, while at least one terminal at LaGuardia Airport closed on Friday before later reopening.

Up to 8in (20cm) of rain fell in some parts of the city, but skies had calmed slightly by the evening.

“This is a dangerous, life-threatening storm,” Governor Kathy Hochul said.

“I am declaring a state of emergency across New York City, Long Island, and the Hudson Valley due to the extreme rainfall we’re seeing throughout the region,” Gov Hochul said on X, formerly known as Twitter.

She urged people to take steps to stay safe and “never attempt to travel on flooded roads”.

No deaths or critical injuries have been reported.

A state of emergency was also declared in the New Jersey town of Hoboken, just across the Hudson River from New York City.

In New York City, Mayor Eric Adams, warned people it was a time for “heightened alertness and extreme caution” as the state of emergency was put in place.

“Some of our subways are flooded and it is extremely difficult to move around the city,” he told a press briefing. On Friday evening, Mr. Adams told CBS, the BBC’s partner in the US, that there were 15 rescues from cars and three rescues from basement apartments.

Despite the rain easing later on Friday, Gov Hochul warned “we’re still in the throes of it”.
