I’ve Not Called For Any Plea Bargain …Says Ato Forson

The Minority Leader, Dr Cassiel Ato Forson, has vehemently refuted media reportage suggesting that he has reached out to the Attorney General’s office for a plea bargain agreement, in a court case in which he is involved.

Media reports yesterday indicated that Dr Ato Forson has written a letter to the Attorney General calling for plea bargain and avoidance of full trial of the case.

However, the Minority leader has reacted angrily to the reportage, saying “it is without any factual basis [but] an attempt to court public disaffection,” as far as his relentless fight against the Central Bank of Ghana Governor and his deputies were concerned.

The denial was contained in a statement he issued on the subject matter yesterday, to clear his name and maintain his innocence.

“The Hon Dr Cassiel Ato Forson has not applied to the Honorable Court or the Attorney General Department for a plea bargain or out of court settlement”, the statement emphasised.

According to Dr Ato Forson, available records at the court would clearly illustrate that he has legally opened his defense in the trial and has since called some of his witnesses to testify.

He further indicated that he has consistently maintained his innocence throughout the commencement of the case and has, therefore, pleaded not guilty to the charges.

He expressed the strongest believe that the widely circulated media report formed part of greater mischievous attempts to basically divert attention from the #OccupyBOG demonstration which was gaining grounds.

He further hinted that he could not be simply distracted by such calumny, as he remained focused for God and Country.

It would be recalled that the Lawyers for the 3rd Accused person have indicated their readiness, together with their principal, to settle the case.

However, Dr Cassiel Ato Forson has clearly indicated that he has no objection to the desire by the 3rd Accused to settle the matter.

It would be recalled that the Minority leader, Dr Cassiel Ato Forson, early this week led a demonstration against the Governor of the Central Bank of Ghana, Dr Ernest Addison and his deputies, over alleged mismanagement of the Bank.

The NDC posited that the Governor and his deputies have superintended a staggering loss of GH₵60.8 billion by the Bank of Ghana.

This, the minority contended, was equivalent to $6 billion, which is twice the amount sought from the IMF in the country’s recent bailout.

According to the NDC, Governor Addison and his collaborators within the government have not just been clueless, but unresponsive, insensitive and reckless in all their dealings, which have worsened the plights of Ghanaians.

2022 WASSCE results justify Free SHS, double track -Akufo-Addo

The President, Nana Addo Dankwa Akufo-Addo, feels vindicated for rolling out the Free Senior High School policy, which also birthed the double-track system.

His justification stems from the results of the 2021 and 2022 West African Examination Council, which showed impressive performance by the candidates, who went through the double-track system under the free SHS.

“Surely, there can no longer be any controversy about the validity of the free SHS policy and its consequential measures,” he remarked.

President Akufo-Addo was speaking on Thursday, October 5, 2023 at the Global Teacher Prize held in Takoradi, Western Region.

He ceased the opportunity to thank teachers, especially those at the SHS level, for the impressive results seen at the WASSCE, since the commencement of the free SHS policy in September 2017.

RESULTS

He said that the 2022 WASSCE results of the third batch of people, which he likes to call the ‘Akufo-Addo graduates’, show 60.39% of students recording A1 to C6 in English, as opposed to 51.6% in 2016.

He also said that 62.45% recorded A1 to C6 in Integrated Science in 2022, as opposed to 48.35% in 2016 and 61.39% recorded A1 to C6 in Mathematics, compared to 33.12% in 2016.

He added that 71.51% recorded A1 to C6 in Social Studies as compared to 54.5% in 2016.

DOUBLE TRACK

“Lest we forget, the 2021 batch of students who have also obtained very commendable results were the pioneers of the double-track system, which elicited a lot of unmerited vilification and unfounded criticisms on its introduction.

The 2022 results are the best of the last eight years. Indeed, the WASSCE results of each of the ‘Akufo-Addo graduates’ have been excellent and better than the results of 2016.

Surely, there can no longer be any controversy about the validity of the free SHS policy and its consequential measures,” the president stated.

TAKING A SWIPE

The president, who spoke to an auditorium filled with teachers, educationists, traditional authorities and others, jabbed his opponent, John Dramani Mahama, for indicating his desire to extend the free SHS to private schools.

According to the president, the same group of people, the opposition National Democratic Congress (NDC), who opposed the policy, are promising to extend it.

“So, today, those who opposed and derided the policy are now going to extend it to private schools, if, and it is a very big if, they get your chance to return to office in Ghana. The very people who at the beginning said that the free SHS policy was a disaster for the country are now committing to extending it to private schools if they come to office,” he took a punch at the NDC.

He touted the achievements of his government in the education sector and assured the gathering that he would not rest on his laurels to make education in Ghana the best.

COMMENDATION

Dr. Yaw Osei Adutwum, Minister for Education, was full of praise for the President for his commitment and interest in the development of education in the country.

He assured the President of his readiness to continue working very hard towards the attainment of the best education for the nation, since education is the driving force behind the development of every country.

The Minister for Education appealed to all stakeholders in the education space to continue working very hard towards the transformation of the country through education.

Dr. Adutwum stated that, “we are not just providing education for the nation’s youth, but we are positioning the nation to become a giant in various facets, with the training of people with critical thinking skills and knowledge that is required towards the development of the nation’s economy.

The Registrar of the NTC, Dr. Christian Addai-Poku, pledged to continue working very hard to ensure that the quality of teaching in schools was improved by putting in place the right initiatives to ensure that the quality of instruction in schools was maintained.

Meanwhile, Dr. Addai-Poku called for remedies to help reduce the high teacher attrition situation in the country, which posed a great danger to the nation’s development.

AWARDS

Madam Faith Aku Dzakpasu, a teacher at GRETA ‘D’ Shepherd Two Basic School, in the Greater Accra region, was adjudged the most outstanding teacher for the year 2023.

For her prize, she was presented with a prototype of a three-bedroom apartment to be built at a place of her choice, in any part of the country, one million cedis (GHC1,000,000) worth of insurance from the State Insurance Company (SIC), and 1000 exercise books.

Other awards presented were Best Junior High School Teacher, Best Primary School Teacher, Best Primary Teacher, Best Senior High, and Best Technical Teacher, among others.

Tema Oil Refinery ‘On Fire’ … Over Torentco Asset Management Ltd deal

There is growing resentment by the staff of the Tema Oil Refinery (TOR) against five of their colleagues and two Board Members for allegedly registering an entity by the name ‘TOR Workers’ Charity Fund’ to confidentially take up shares in the TOR-Torentco deal without the concerns of the over 500 workers.

The TOR Workers’ Charity Trust, according to the peeved workers, was registered on August 29, this year, and they have accused two Board Members, two management staff, two UNICOF executives, and one junior staff of allegedly conniving in registering the fund in a grand scheme to ensure that the controversial TOR-Torentco deal goes through.

The TOR Workers’ Charity Trust, according to the aggrieved workers, was to allegedly aid Torentco Asset Management Limited (TAML), which had been renamed Tema Energy and Processing Limited (TEPL), as the new lessee for the proposed transaction.

Noticing this, the TOR workers expressed surprise that some of their colleagues had joined forces with ‘the proponent’ of the TOR-Torentco deal for their selfish gain.

Armed with the information, the workers, led by some union executives, said they started digging for information to know those behind the formation of the TOR Workers’ Charity Trust.

And to their utter surprise, a search at the Registrar General’s Department, they claimed, allegedly revealed the identity of their own colleagues (names withheld) behind the deal.

Peeved, the workers, led by their leadership, drew the attention of the Ministry of Energy that the TOR Workers’ Charity Trust was the creation of “greedy and selfish elements” and not the creation of the entire workforce.

Given this, the workers said the Energy Ministry, on Tuesday, October 3, 2023, met with the Acting Managing Director of TOR, Mr. Daniel Appiah, and the Executives of the General Transport Petroleum and Chemical Workers Union on the matter.

The workers said after an extensive discussion on the matter, the sector Minister, Dr. Matthew Opoku Prempeh, directed them to petition the Management of TOR over the dubious act by their colleagues, and further directed the Acting Managing Director to ensure that the issue was immediately resolved for industrial harmony at the refinery.

On Wednesday morning, October 4, 2023, the TOR workers held a brief crunch meeting to discuss the issue, and addressing the workers the National Chairman of the General Transport Petroleum and Chemical Workers Union, Brother Bernard Owusu, noted that the current board members of TOR were not appointed based on competence. He said their stay had not helped the refinery and urged President Akufo-Addo to change them.

Brother Bernard Owusu said: “The current BOD of TOR is set up not based on competence, but only on political considerations. As a result of this, they have tolerated and wasted our time over an Entity whose incorporated name started with Decimal Capital/VITOL, then changed to Baybridge Asset Management Limited, later to Torentco Asset Management Limited and now Tema Energy and Processing Limited, within 18 months.

“All the changes or evolutions of names are shrouded under the pretence of “a new SPV” to cover one scandal or the other. As responsible citizens and key internal stakeholders of the refinery, who share in the President’s charge for citizenship and not spectators, we bring your (the country’s) attention to the latest development with this particular entity (Torentco Asset Management Limited).

“As it stands now, due to the damming findings of the due diligence report, the surrogate of Torentco, wearing the clothing of TOR BOD, has allowed or tolerated a new SPV by the name  Tema Energy and Processing Limited with shares allocation of 40% to CAD Investment Holdings, 40% to Torentco and 20% to TOR Workers Charity Trust.

“This mischievous attempt by these actors, who also double as the board of directors, not only smacks a conflict of interest and inducement of workers, but also an attempt to secretly reward some compromised workers front.

“Fellow Ghanaians, on the blind side of 99% of TOR workers and executive management, some few executives of TOR’s local UNICOF executives  have secured an agreement with Torentco to incorporate an entity by guarantee to benefit from a 20% shares in the new SPV (Tema Energy and Processing Limited) without recourse to workers and management.

“In our singular position, if this gesture or decision ticks the prudence, ethical and conflict of interest boxes, shouldn’t it have gone through management for a comprehensive workforce engagement and establishment of the right modalities and structures or this is just a cover-up to reward this section of workers who also double as Torentco surrogates within the refinery.”

Afriyie Akoto mourns with Kufuor

A flagbearer hopeful of the New Patriotic Party (NPP), Dr. Owusu Afriyie Akoto, on Tuesday, October 4, 2023, paid a courtesy call on former President John Agyekum Kufuor and his family at Peduase to commiserate with them. This follows the death of the former First Lady, Theresa Kufuor, wife of the former President.

The astute politician was accompanied by his wife, Genevive Akoto, and the leadership of his national campaign team, including Ken-Wuud Nuworsu, Co-Campaign Chairman and former Volta Regional Chair of the NPP, Alfred Boye, Co-Campaign Chairman, Peter Oteng Darko, National Coordinator for the campaign, and Dr. Prince Amuzu Sokode, Spokesperson for the campaign.

In a very solemn mood, the team, led by Dr. Akoto, formed a queue and, as custom demands, greeted the Kufuor family before being welcomed.

He later signed the Book of Condolence, describing the death of the former First Lady as “a huge loss for the country” which would be felt by many, particularly women and children whose causes she championed though various initiatives.

Prior to his visit, the former Minister of Food and Agriculture paid a glowing tribute to the former First Lady on his official Face Book wall, noting that “she left an indelible example for all Ghanaians by her unwavering support for her husband, H. E. John Agyekum Kufuor, during his tenure as President, from 2001 to 2009. Madam Theresa Kufuor was a storehouse of knowledge and provided her husband with wise counsel, playing her part in establishing him as arguably, he best President of Ghana”.

Dr. Akoto, a Cambridge University trained Economist who is a relative of former President Kufuor after performing the necessary customary rites, joined the family to welcome visitors who had gone to the Peduase residence of the former President to console the family.

Ghana’s longest serving Minister of Food and Agriculture in the 4th Republic, on Monday, October 2, 2023, announced the suspension of his campaign tour to the Ashanti Region following the demise of Theresa Kufuor whose sad event occurred on Sunday, October 1, 2023.

At a press conference held in Kumasi, Dr. Akoto said the suspension of his campaign was a sign of respect for the loss of the former First Lady.

He had officially scheduled to begin his week-long tour to the Ashanti Region from October 2 – 6, 2023, by holding strategic meetings with key party members at different locations in the region.

This was to scale up efforts in rallying support for his presidential bid.The NPP goes to the polls on November 4, 2023, to select a presidential candidate who will lead the party to the 2024 general elections.

Dr. Akoto is number 3 on the ballot paper. He placed 4th in the Super Delegates Conference held on August 26, 2023.Over 200,000 delegates are expected to vote in the National Delegates Conference on November 4, 2023.

Editorial: Digitalization now moves in tandem with industrialisation

Several developed countries across the globe have grown their economies with varying strategies. China, for instance, grew its economy through industrial production and is now one of the largest and most powerful economies in the world.

With a Gross Domestic Product (GDP) of $17.7 trillion as of 2021, China has the second largest economy behind the United States GDP of $22.9 trillion.

The history of the country, from a rather poor state, devasted by World War II and its own civil war, by the mid-20th Century grew to becoming a force to be reckoned with, has been largely attributed to its resolve to industrialise.

Like other countries, China’s first step was to build up its heavy industry, focusing on manufacturing and producing almost half of the world’s steel.

Evidence abounds, apart from the case of China that we have cited above, that it would be extremely difficult for any country to develop without industrialisation.

With that knowledge, it is rather pathetic that Ghana unfortunately has a bad history on the subject matter, given that the first President, Osagyefuo Dr. Kwame Nkrumah, envisioned that.

If for nothing at all, successive leaders could forcefully champion the industrialisation agenda for the nation.

However, it is better late than never, as the saying goes, so we commend the Akufo-Addo government for bringing up the agenda of industrialisation in his government, by implementing the One District, One Factory initiative. As we speak, reports indicate that there are over 200 factories spread across the country.

This policy was under the auspices of the resigned Minister for Trade and Industry, Alan Kwadwo Kyerematen, who is now the leader of the Movement for Change and is campaigning to run for president in 2024, as an independent candidate.

His public engagements have landed him in Kumasi, Ashanti Region, where, during an interview with Nhyira FM, he is quoted by a radio station as indicating that “throughout history, it is industrialisation that has developed nations, not digitalisation.”

The vision of Alan Kyerematen, as is known by now, firmly stands on industrialisation, whose foundation he built with the One District, One Factory program when he was the minister for Trade and Industry.

The concluding part of the comment, attributed to him from the Nhyira FM interview, necessitated this piece, as we oppose it. He may have been right decades ago, but in the fourth industrial revolution, we think that industrialisation moves in tandem with digitalisation.

We are of the firm belief that digitalisation can provide new opportunities for industrialisation if the country can leverage data on market demand for design and production decisions.

The government he was part of championed digitalisation. Now, it is easy to deliver packages to the doorstep of others due to the GPS address system and drones are delivering emergency medical items with the proper addressing system. Thanks to digitalisation, telecommunication companies trade among themselves through interoperability. Public institutions have moved to transact business online, reducing human contacts.

The Ghana Card is a good tool for data on the demographics of the country, which will help every investor decide which part of the country to invest in and in what.

We agree, like everyone else, that industrialisation is the best form of developing our country, but it cannot be right that in this technological era, digitalisation may not be very important.

We will suggest that successive governments continue from where this government will leave the industrialisation and digitalization agenda, instead of focusing on one, at the expense of the other.

GWCL and a Case of Institutionalised Corruption

There is a video clip running in social media. In it, a pastor was advocating his congregants that those who punch-in underneath of containers they use to measure grains, gari, etc., to sell; those who over-invoice items they buy for their workplace and all those who engage in any form of corruption, must not attack those in authority and call them corrupt.

He warned any of his congregants who has ever done something that can be classified as corrupt against joining any demonstrations that seek to attack corruption in society. They also the problem.

Corruption in Ghana is now legendary. It has spread sway in almost all sectors, public and private. Nurses who are trained to save lives, will rather watch a patient die because she could not pay the GH¢400.00 in cash, they demanded as consultation fee, even though she had it in her MoMo account. The nurses demanded GH¢400.00, when the official consultation fee was GH¢50.00. This is wickedness and corruption at its worse.

The question is, is the hospital administration not aware of this evil going on? Must it cost someone’s life before they sit to investigate what had been always going on?

Corruption alone is one thing, but institutionalized corruption is another thing. This is when in institutions, especially those that render services to the public, corruption is made part of the code of conduct.

One institution which needs to address its way of conduct is Ghana Water Company Ltd. Some years ago, it had tankers, which sent water to places they are needed. The cost of water from the tankers is the same as the cost of water from the tapes.

Then GWCL decided to dispose of their tankers and sold them to people who are in link with some workers of the Company.

So, now when one needs water, he will be given the contact of any driver of these tankers. The arrangement will be made for water to be supplied to the one in need. The price has shot up so high, that what should cost about GH¢56.00 per 10,000 litres when it came directly from the tapes may now cost at least GH¢636.00, when delivered by tankers.

The question is, the fact that the tanker drivers get the water from the GWCL, why is the cost that high? Do the authority or workers in the GWCL get kick backs from the private tanker drivers?

Still on GWCL and something strange happened. Someone had water connected to his premises and after paying service charges, when his first bill came out it showed that he had consumed 25 units and his total bill for the month read GHc 222.68.

Very much alarmed he confronted the GWCL and was politely told that whenever a new service was delivered, the Company will put the bill at 25 units, then it will send someone to go to the house and take the meter reading and come out with the true consumption after which the difference will be struck and refund made, where necessary.

He had already paid GH¢100.00 and so the bill for the month was GH¢122.68. This calm gentleman paid for a staff of GWCL to come over and take the reading. And he paid GH¢150.00 to cover the bill. And he had a credit balance of -GH¢27.32.

The following month bill came and it read that his previous consumption was 25 units and his current was 5 units, so 30 units now read on his account. His monthly total was GH¢34.33.

Readers, here lies the problem. When he demanded from GWCL whether that reflected the true consumption of water since he was rendered service in only two months, the GWCL staff insisted that, yes, his consumption was 30 units.

What happened to the Company’s policy of putting up the initial reading at 25 units and rectifying it after the true reading came?The staff was lost and never came out with any meaningful explanation.

In simple terms, GWCL will put out an imaginary unit of 25 on all new accounts, whether the consumer used up to that or not. Now after the water delivered through the pipes has been automatically calculated, units will be generated and difference between the two will reflect what has been actually consumed.

So, in fairness the consumer should be refunded what he had paid already or credited on account. GWCL is adamant about this and would go round and round explaining to the consumer that the 25 units it placed on account when water has not yet been delivered is legit. It will go back on its word about crediting or refunding what has been paid on the 25 units. And again, the consumer never consumed that much water.

For the units consumed the following month to read 5 units, it clearly means, going by the arithmetic theory of “If-More-Less-Divide,” that in two months, the consumer consumed only 5 units of water.

From the look of things GWCL is short-changing its first-time consumersand in addition to service charges paid, they are made to pay for water they never consumed.

This is one classic example of institutionalized corruption.

Ogun govt seeks partnership with US to develop critical sectors

Governor Dapo Abiodun of Ogun has solicited a partnership with the United States of America in developing critical sectors of the state’s economy.

Mr Abiodun made the request when he received the American Consul-General to Nigeria, Will Stevens, who led a five-person delegation on a courtesy call to the governor’s office in Abeokuta on Wednesday.

The governor said his state considers the United States a progressive partner in the areas of economy, good governance, security, climate change and human capital development.

He said Ogun State is known for the sophistication of its people and their cognitive political culture and has been described as the New Jersey of Nigeria and the leading industrial hub in the West African sub-region.

Mr Abiodun added that the state needs to tap from the American experience to further its developmental stride.

My administration at inception in 2019, assembled a team made up of highly resourceful technocrats and cerebral policy architects and conceptualised a transformational philosophy.

“My administration focused on Infrastructural Development, Social Welfare and Well-being, Education and Human Capital Development, Youth Empowerment, Agriculture and Food Security.

“In our quest to make the state the first destination for investors in Nigeria, my administration is currently constructing an agro cargo international airport at Iperu, Ikenne Local Government Area of the state”.

Mr Abiodun thanked the American government for its firm stance on democratic governance, specifically on the sanctity of the electoral process.

He noted that the US government was also supporting different reforms in the electoral process.

Speaking earlier, Mr Stevens explained that it was his job to promote U.S. trade and investment in certain parts of Nigeria.

Court fixes Dec 15 for judgment on govt’s appeal against Nnamdi Kanu’s release

The Supreme Court on Thursday fixed December 15 to deliver judgment in the appeal filed by the Federal Government against the Court of Appeal judgment that quashed the criminal charges against the Indigenous People of Biafra (IPOB) leader, Nnamdi Kanu, and ordered his release.

 

Justice Kudirat Kekere-Ekun fixed the judgment date after taking arguments from Kanu’s lawyer, Mike Ozekhome SAN, and Tijani Gazali SAN, who stood for the Federal Government.

 

The Federal Government, while presenting its case, pleaded that the judgment of the Federal High Court in Abuja which upheld seven count charges against Kanu, be affirmed so that he can be brought for trial.

 

However, while opposing, Ozekhome maintained that the Federal Government has since 2021 been detaining Kanu illegally and unlawfully.

He pleaded that the judgment of the Court of Appeal, which quashed the charges against Kanu and ordered his immediate release be upheld.

 

The Court of Appeal, Abuja Division, had on October 13, 2022, in a judgment in an appeal filed and argued by Ozekhome, dismissed the remaining seven-count criminal charges brought against Kanu by the Federal Government at the Federal High Court in Abuja.

The high court had, in an earlier ruling, retained seven counts out of the original 15 counts against Kanu after striking out eight out of the 15-count charge.

 

Justice Binta Nyako, while striking out eight charges, had held that Kanu had questions to answer on seven other counts.

Kidnapped Benue Commissioner regains freedom after 10 days

Benue State Commissioner for Information, Culture, and Tourism, Mr Matthew Abo, who was abducted more than one week ago, has regained freedom. This was confirmed on Thursday in a statement by the Chief Press Secretary to the Governor of Benue State, Tersoo Kula.

The commissioner has since reunited with his family in Sankera, Ukum Local Government, where he was abducted, Kula said.

He added that the commissioner’s release was a result of an order by the Governor, Hyacinth Alia, instructing security agents to exert intense pressure on kidnappers to secure his release.

No ransom or monetary exchange was involved in securing his release, according to the CPS.

However, the statement noted that former Chairman of Ukum LGA, Mr. Washima Erukaa and his cousin who it was learnt discreetly went to negotiate with the kidnappers and was also kidnapped are still in custody of the criminal.

The governor has issued a strong warning to criminals, stating that criminal activities would not be tolerated under any circumstances.

The governor commended the security personnel for the feat and ordered them to keep up their efforts to free the other prisoners.

He instructed the security personnel to be brutal with criminals and make sure they are unable to operate within the state.

Abo was kidnapped by gunmen in his Sankara home at about 8 pm on September 24, 2023.

Insecurity: Senate to summon service chiefs, demands special military operations

Worried by the worsening insecurity in the country, the Senate on Thursday resolved to summon the service chiefs. The upper chamber took the decision on Thursday after deliberating a motion on the kidnap of five female students from the Federal University Dunsin-Ma in Katsina state on Wednesday.

Those to be summoned include the Chief of Defence Staff, General Christopher Musa; Chief of Army Staff, Lieutenant General Taoreed Lagbaja; Chief of Naval Staff, Vice Admiral Emmanuel Ogalla; and Chief of Air Staff, Air Marshall Hassan Abubakar.

Also to be invited are the Inspector General of Police, Olukayode Egbetokun and the National Security Adviser, Nuhu Ribadu.

The lawmakers asked security agencies to be more proactive and ensure the rescue of the abducted female students as well as the corps members kidnapped by terrorists in Zamfara State.

They urged the military to conduct special operations to dislodge bandits in the North-West and in other parts of the country and also called on the Federal Government to address the manpower deficit in the armed forces and police.

The senators also emphasised the need for the creation of state police as one of the solutions to the security challenges in the country.

No fewer than five female students of the Federal University Dutsin-Ma (FUDMA), in Katsina State were on Wednesday abducted by suspected terrorists, with police confirming the arrest of one suspect in connection with the incident.

The victims were said to have been kidnapped in their residence located behind Mariamoh Ajiri Memorial International School along Tsaskiya Road.

An eyewitness told Channels Television via telephone that the students were abducted in the early hours of Wednesday at about 2:30 a.m.

The Police Spokesman, ASP Abubakar Sadiq when contacted, also confirmed the incident via telephone.
