Editorial: Is Kan Dapaah going to leave a good record behind?

Citinewsroom.com reported yesterday, that Parliament had summoned the National Security Minister, Albert Kan-Dapaah, to appear before it on Thursday, November 9, 2023, to brief the members on the alleged military attacks on residents of Garu and Tempane in the Upper East Region.

Over 50 people were reportedly hospitalised after some military personnel allegedly unleashed mayhem on the Garu residents over the weekend. It is alleged that the military attack was in retaliation for an attack on some National Security operatives by a vigilante group in Garu.

In response to calls by Members of Parliament for an investigation into the matter, the website said Andrew Amoako Asiamah, the Second Deputy Speaker of Parliament, who chaired proceedings at the time the concern was raised in the House, directed the National Security Minister to brief the legislators on the situation on November 9, 2023.

“At the moment, what I want to do is to invite the Minister to appear before the entire house, come and brief us. Probably what we are hearing is different from what the Minister has at his sleeves. So let us invite the Minister to appear before the house, he will come and brief the house and we will take it on from there.

“So I am asking that the Minister appear before the house on Thursday, the 9th of November, 2023 to brief the house concerning issues related to happenings at Garu and Tempane,” the citinewsroom.com reported.

Following the concerns that have been raised by civil society organisations and individuals over the alleged brutalisation of the people, the best thing to do is to invite the supervising Minister to explain. Though, as a country, we have been practising this Fourth Republic for thirty years, the excesses of the military are becoming one too many.

The Garu and Tempane incidents are coming just a few months after the people of Ashaiman suffered a similar fate. The public uproar against that particular incident should have been enough to tell the military that never again should they repeat that conduct, but alas, it has happened – no lesson learnt.

Some of the TV stations have been showing scars on bodies of the victims. There are even unconfirmed reports that some the victims were forced to drink contaminated water from the gutter. If this allegation turns out to be true, how can it be justified in this modern civilised society?

Since the Military, like the police, are there to protect us, any attack on them is an attack on the state. The Chronicle will, therefore, not seek to justify the alleged attack on the National Security Operatives at Tempane, if it is true that they were, indeed, attacked. We have heard from reports that the security men were not in uniform, but again whether this is true or not, they are human beings and ought not to have been attacked by the people.

The issue should have ended when the security men sought refuge in the police station, as has being reported. This aberration, notwithstanding, the security men should have also exercised patience and not rushing to attack the whole community.

Both the military and National Security have intelligence units and should have relied on them to fish out those who committed the crime for the law to deal with them. The resort to collective punishment, especially by the military, is becoming too many. As we noted, when the Ashaiman incident happened, the fact that the security agencies have monopoly over the use of force does not mean such a monopoly should be exercised capriciously.

We have once raised this issue, and we are repeating it – when civil society rise up against an established security setup, no amount of bullets can quell it. It has happened in so many countries and we must collectively ensure that it does not occur in Ghana as well.

Mr Kan Dapaah is personality we have respected for so many years, dating back to the days when John Agyekum Kufuor appointed him as a minister. The Chronicle is, therefore, surprised that it is during his time that these military excesses are happening in the country. It is not a good record he is going to leave behind and he better check it. We shall return.

 

EFCC arrests 69 suspected internet fraudsters

Suspected Internet fraudsters arrested by EFCC

Operatives of the Economic and Financial Crimes Commission (EFCC) have arrested 69 suspected internet fraudsters in Ile-Ife in Osun State. They were arrested on Wednesday at Oduduwa Estate area of Ile-Ife following “actionable intelligence” on their suspected involvement in fraudulent internet-related activities.

“Credible intelligence linked Oduduwa Estate with activities of suspected internet fraudsters,” the anti-graft agency said in a statement.

The EFCC said the suspects will be charged to court as soon as investigations are concluded.

The EFCC also gave the suspects’ names as: Dankuwo Eniola Erioluwa, Mustapha Monsuru Oluwanisola, Adeyeye Timilehin Ebenezer, Toromade Hammed Adedeji, Busari Abdulazeez Ayodeji, Adeleye Olumuyiwa Emmanuel, Oluwasakin Moyosore Favour, Olubini Pere Michael, Oluwadara Emmanuel Benny, Gbadamosi Okikola Omotola, Okusipe Tobiloba Paul, Nnekwelugo Enaemeka, Aghwaritoma Wisdom, Adesina Gbolahan Khalid and Micheal Olugoke Oluwaseun among others.

Reps to investigate money spent on postponed 2023 Census

The House of Representatives is to investigate the money expended on the postponed 2023 population and housing census by the National Population Commission (NPC). The house made this resolution on Wednesday following a motion from Honourable Dominic Okafor drawing attention of the lawmakers to the 200 billion naira spent so far on the census.

The lawmakers, however, disagreed on conducting the census this year due to insecurity.

President Muhammadu Buhari has approved the postponement of the 2023 Population and Housing Census earlier scheduled for May 3 to 7 to a date to be determined by the incoming administration.

The population and housing census earlier scheduled for May 3 to 7, 2023, was indefinitely postponed by former President Muhammadu Buhari in April.

Buhari had given the approval for the postponement after a meeting with some members of the then Federal Executive Council; the Chairman of the National Population Commission (NPC), Nasir Isa-Kwarra; and his team.

Police explain why operatives fired teargas, water cannons at Rivers governor

The police in Rivers State, South-south Nigeria, have explained why their operatives, on Monday, fired teargas and water cannons at Governor of Rivers State, Siminalayi Fubara in Port Harcourt during the chaos that followed an impeachment proceedings against the governor.

PREMIUM TIMES reported how police operatives fired teargas and water cannons in the direction of Mr Fubara who, accompanied by some security aides and youths, suspected to be his political supporters, was walking along a road – the governor was heading to the Rivers House of Assembly Complex which had a part of it damaged by an explosion the previous day.

Mr Fubara, apparently because of the attack on him, said security in Rivers State was compromised. “They were shooting at me directly. But it doesn’t matter, somebody will die one day,” he said.

The police had been under pressure to speak on the attack.

In a statement issued on Wednesday, the police in Rivers said Governor Fubara was in the midst of “aggressive” people who were marching towards the Rivers House of Assembly Complex.

Police spokesperson in Rivers, Grace Iringe-Koko, signed the statement on behalf of the Commissioner of Police in the state, Polycarp Emeka.

The police said they deployed “non-lethal crowd control equipment including tear gas and water cannon to disperse the riotous and uncontrollable protesters”.

“The presence of the Governor at the scene was of great surprise and shock as there was no prior communication to the Police on the visit of the Governor to the scene of the crime which ordinarily is the usual protocol and complimentary that we accompany his guard for proper safety considering the intelligence of security threat at hand then,” the police said.

Police arrest Nigeria Labour Congress president

The Nigeria Police Force, on Wednesday, arrested the National President of the Nigeria Labour Congress (NLC), Joe Ajaero, in Owerri, the Imo State capital.

The Head of Information of the NLC, Benson Upah, confirmed the arrest of the NLC president.

“President of the Nigeria Labour Congress, Comrade Joe Ajaero was picked up a few minutes ago from NLC state council secretariat by heavily armed policemen in Owerri and taken to an unknown destination,” Mr Upah told Punch newspaper.

PREMIUM TIMES earlier reported that Mr Ajaero had, during a news conference on Sunday in Abuja, said the NLC would begin protests in Imo State from 1 November over an alleged violation and abuse of rights and privileges of workers by the state government.

The NLC president said the protest was imperative as the government of the state had refused to implement previous agreements.

According to him, the government has repeatedly reneged on agreements, most notably the accord reached on 9 January 2021, between the state government and organised labour.

However, labour leaders in Imo State told the NLC national president that they would not join the protest in the state.

In a statement on Tuesday which was jointly signed by its Acting Chairperson, Marcus Opara and spokesperson, Ngozi Nani, the labour union in Imo State maintained that the state governor, Hope Uzodinma, was doing his “best in taking care of the welfare of workers” in the state, including payment of salaries and pensions.

The union also said it was served with a notice of court injunction on 27 October from the Industrial Court in Owerri.

“Therefore, on this premise, all ministries, departments, and agencies, local government workers, teachers are hereby directed to be at their respective duty post from 1 November 2023 and are directed not to participate in any occupy Imo for there is no reason for such action(s),” they said in the statement.

Famous Actor now Politician, John Dumelo on Tuesday, October 31, 2023, fulfilled his promise to walk backward barefoot from the main gate of the University of Ghana to the campus of Presbyterian Boys Secondary School (PRESEC) Legon.

The National Democratic Congress (NDC) Parliamentary aspirant for the Ayawaso West Wuogon had made the vow prior to the finals of the National Science and Maths Quiz (NSMQ), where he passionately supported his alma mater, Achimota School.

Confident that his alma mater will win, he had pledged to undertake the lengthy trek if Achimota did not emerge victorious in the contest.

Unfortunately, Achimota lost to PRESEC in the competition, prompting calls on social media for Dumelo to fulfil his promise.

The aspiring Member of Parliament of the Ayawaso West Wuogon set off on his journey at 4:00 PM, surrounded by a large crowd of supporters and media personnel.

He also donated 8 crates of eggs from his farm to the Headmaster of PRESEC and the contestants of the Science and Maths Quiz.

Edem fires shots at Shatta Wale, regarding cancellation of concert

Ghanaian rapper, Edem, has expressed his disapproval of a statement issued by Shatta Wale’s management, explaining the artist’s decision to cancel his upcoming appearance in Wolverhampton.

In the statement, dated October 31, 2023, which has since become the subject of discussion on social media, revealed that the reason for the cancellation of the concert was because promoters could not meet the luxurious demands and requirements specified by Shatta Wale’s management.

Edem, in response to the statement, took to social media and addressed Sammy Flex, Shatta Wale’s manager.

He emphasized that the content of the statement was inappropriate, stating, “Yo @sammyflextv, whoever wrote your press release, should not do so again. It’s not fitting for Shatta.”

In a subsequent interview with Bryt TV, Edem explained that the statement contained unnecessary paragraphs which could have been rewritten to convey the same reason it sought to do.

Shatta Wale cancels Wolverhampton concert as promoters fail to meet ‘luxurious demands’

The Shatta Movement (SM) Records has announced cancellation of the highly publicised concert featuring Ghanaian Dancehall Artiste, Shatta Wale, scheduled for November 4th, 2023, at The Hangar in Wolverhampton, has been called off.

The statement explained; “We regret to inform the public that, despite our best efforts, the promoters have been unable to fulfill the extensive demands and requirements stipulated by Shatta Wale’s management.

These demands, while appropriate for an Artiste of his caliber, have posed logistical and financial challenges for the organization, rendering it impossible for us to proceed with the event as originally planned.”

Prior to the cancellation of the show, early bird tickets for the concert had reportedly been sold out.

The statement continued; “We would like to extend our sincere apologies to all the fans who have been eagerly looking forward to this event. We understand the disappointment this cancellation may cause, and we share in that disappointment.”

Assuring those who have bought early bird tickets, the SM Records said “Refunds will be automatically issued to all ticket holders for the Shatta Wale concert. Please allow up to some days for the refund process to be completed, and we appreciate your patience in this matter.”
