GARID Project: KON promises to clear funding hurdles

Mr Kojo Oppong-Nkrumah addressing the contractors

The Minister of Works and Housing, Kojo Oppong-Nkrumah, last Friday, April 12, 2024 convened a meeting with the Project Contractors of the Greater Accra Resilient and Integrated Development (GARID) Project.

The main agenda was to assess the project’s current status and address issues hindering its progress.

In his opening remarks, Mr Oppong-Nkrumah expressed gratitude to the project coordinating team for their efforts so far.

He acknowledged the challenges faced, including delays in project execution and funding constraints, but emphasised the government’s commitment to overcoming these hurdles.

The Minister highlighted several factors contributing to the project’s slow pace, such as cumbersome review processes, insufficient funding allocations and diversion of funds for other purposes.

“I think it’s fair for us to first of all say that the project is not moving as quickly as we had all initially expected right from the project design stage. And this has been due to a number of factors.

“Some of those factors include the review processes and mechanisms that were put in the initial framework that required about a two-step review for every work before it is executed,” he said.

Despite these challenges, he commended ongoing efforts to streamline processes and provide compensation to affected persons.

One significant change the minister mentioned during the meeting was the amendment of the review process to expedite work approval. Instead of a sequential review, he disclosed that the process will now be concurrent, allowing for faster decision-making and progress on the ground.

Regarding compensation for project-affected persons, Mr Oppong Nkrumah stressed the importance of timely payments to ensure affected areas are vacated promptly.

“We are also pleased that the amendments have been made so that now some compensation can be made available to project affected persons. And that they can completely vacate the places where the project will be requiring some interventions, so that those interventions can also take place,” he added.

He emphasised the need for securing these areas to prevent re-occupation, which has previously caused project delays.

He stated that, “I think it’s important to say that for the places where the validation exercise of the project affected persons have been completed, I want you to ensure that when the payment is done, those places are secured.”

The Minister also addressed the issue of additional funding required for project continuity. He mentioned ongoing engagements with Parliament to secure outstanding funds, including refunds for funds diverted during the COVID period and allocations for compensation payments and project variations.

Furthermore, Minister Oppong-Nkrumah reiterated the government’s commitment to supporting contractors in overcoming bottlenecks.

He assured them of the necessary assistance to expedite work and adhere to project specifications.

It will be recalled that last year in December, the former Minister for Works and Housing, Francis Asenso-Boakye, launched the first project under the Greater Accra Resilient and Integrated Development (GARID) project.

GARID is the first in a series of projects designed to build the resilience of the national capital with the initial phase covering a five-year period (2020-2025).

It is funded by the World Bank and has been designed to address most of these challenges, especially, in the targeted flood prone vulnerable communities in the Odaw basin.

The goal of the project is to improve flood risk and solid waste management in the Odaw River basin of the Greater Accra region and improve access to basic infrastructure and services in the targeted communities within the Odaw River Basin.

Hundreds protest in Niger demanding departure of US troops

Protest in Niger

Hundreds of protesters have taken to the streets of Niger’s capital to demand the departure of United States troops, after the military government further shifted its strategy by ending a military accord with the US and welcoming Russian military instructors.

Marching arm in arm through central Niamey on Saturday, the crowd waved Nigerien flags in a demonstration that recalled anti-French protests that spurred the withdrawal of France’s forces from Niger last year after the army seized power in a coup.

One hand-written sign in English read “USA rush out of Niger”, in a show of support for the military government and its decision in mid-March to revoke an accord that had allowed around 1,000 US military personnel to operate on its territory out of two bases. Until the coup, Niger had remained a key security partner of France and the US, which used it as a base as part of international efforts to curb a decade-old rebellion in West Africa’s Sahel region.

South Africa’s ANC struggles with scandals ahead of elections

0
South African President Cyril Ramaphosa

As South Africa heads toward general elections set for 29 May, the country’s dominant political party, the African National Congress (ANC), finds itself dogged by allegations of deep-rooted corruption.Historically, the ANC was associated with Nelson Mandela and the liberation of black people in the “Rainbow Nation”.

But the party’s name has since been tarred by a string of corruption cases.

In his book The Enemy Within: How the ANC lost the battle against corruption, journalist and political commentator Mpumelelo Mkhabela argues that the ANC is “consumed by corrupt cadres with the party”.

According to him, the story started with Mandela and went all the way to former president Jacob Zuma.

Mkhabela says that ANC, which has governed South Africa since the formal end of Apartheid in 1994, has tolerated corrupt practices and failed to hold wrongdoers to account – even going so far as to shield them.

Iran seize Israel-linked ship

Iran has seized a commercial ship with links to Israel as it passed through the Strait of Hormuz early on Saturday.

The MSC Aries was boarded by Iranian special forces about 50 miles (80km) off the coast of the United Arab Emirates, a statement from the vessel’s operator MSC said.

Footage obtained by Reuters news agency appeared to show troops rappelling onto the vessel from a helicopter.

The Portuguese-flagged ship is linked to Israeli billionaire Eyal Ofer.

The incident comes amid heightened expectation of an Iranian attack on Israel after an airstrike destroyed Iran’s consulate in Damascus at the start of April. Israel said on Saturday Iran would bear the consequences for choosing to escalate the situation any further.

Tracking data last showed the MSC Aries off the coast of the UAE, heading towards the Strait of Hormuz over 18 hours ago. It then appeared to turn off its tracking data, which is common for Israeli-affiliated ships in the region.

Biden vows US support for Israel after Iran attacks

US President Joe Biden

US President Joe Biden has condemned the Iranian drone attacks on military facilities in Israel, reiterating Washington DC’s “ironclad” support and a coordinated Group of Seven (G7) diplomatic response, even as reports started to emerge that he is also seeking to de-escalate the situation.

Biden cut short a trip to Delaware and returned to the US capital to meet advisers following the late Saturday night attack, the White House said in a statement.

The statement said that US forces and facilities had not been hit, adding that the US helped Israel in taking down “nearly all” of the attacking drones and missiles.

The US president also he reiterated the “ironclad” support for Israel’s security in a call with Prime Minister Benjamin Netanyahu, with whom he has had strained relations over Israel’s handling of the war in Gaza.

Iran launched explosive drones and fired missiles at Israel late on Saturday in its first direct attack on Israeli territory, a retaliatory strike that raised the threat of a wider regional conflict.

Tehran had pledged to retaliate for Israel’s attack on Iran’s embassy compound last week in Damascus that killed a senior commander in the Iranian Revolutionary Guard Corps’s overseas Quds Force and six other officers.
