Feature: CAOA Calls For Clean Air Bill To Combat Air Pollution And Protect Public Health In Ghana

Clean Air One Atmosphere (CAOA), a Ghanaian non-profit organization using citizen science to revolutionize air quality monitoring and data communication with lower-capital cost air sensors across Africa, has called for the urgent proposition, development, and implementation of a “Right to a Clean, Healthy, and Sustainable Environment Act (dubbed Clean Air Bill)” to combat the growing menace of air pollution in Ghana.

In a statement addressed to the Parliament of Ghana, Dr. collins Gameli Hodoli, the founder of CAOA, emphasized the critical need for sound environmental and social policies grounded in current scientific trends and robust evidence.

He highlighted the severe health impacts and economic losses resulting from environmental pollution, particularly air pollution, which often goes unnoticed due to its invisibility. “Thousands of Ghanaians are suffering from the health-damaging effects of environmental pollution, particularly air pollution, but none of this fazes us. Why? Because as Beth Gardiner rightly put it, invisibility is a strange feature of this crisis”, the statement read.

The Health and Economic Toll of Air Pollution

Dr. Hodoli underscored the devastating effects of air pollution, citing scientific studies that revealed significant risks to public health, the economy, and the environment including agriculture.

Air pollution is responsible for nearly 24,000 premature deaths annually in Ghana (HEI) and contributed to an estimated $1.6 billion in economic losses in 2019 alone (Fisher et al., 2021). The statement also highlighted the unaccounted rise in respiratory infections and exacerbation of asthma attacks due to limited site-specific air pollution and health surveillance data.

“It is noteworthy that exposure to air pollution in childhood is responsible for mental health issues in adulthood, specifically a decline in cognitive ability, bipolar disorder, anxiety, depression, psychosis, suicide risk, and schizophrenia,” he noted.

In 2019, about 1.1 million premature deaths in Africa were linked to air pollution, with more than half attributed to household air pollution (HEI, 2022). Vulnerable groups, including the elderly, women, and children, are particularly at risk due to their exposure to health-damaging atmospheric emissions from poor energy sources like wood, kerosene, and charcoal.

Comprehensive Air Quality Monitoring

The statement flagged the Ghana Environmental Protection Agency (EPA) limited efforts for air quality monitoring. Currently, the EPA’s air quality monitoring campaign is limited to Accra, with only 16 stations serving a population of 2.6 million.

This insufficient coverage fails to provide real-time data necessary for public health protection through meaningful communication of the reported data to help the public make informed-decisions about air pollution and generate the needed evidence for location specific air pollution mitigation strategies due to limited expertise and resources since the Ghana EPA is no more under government subvention.

“The approach is not suitable to help understand air quality levels in near-real-time to support public health protection and mitigation strategies due to the complexity and variability of air pollution in urban centers,” the statement argued.

It called for the expansion of the EPA’s air quality monitoring campaign to cover all regions in Ghana, emphasizing the need for routine monitoring to track air pollution and its health impacts accurately.

Legislative and Policy Recommendations

To address the air pollution crisis, Dr. Hodoli proposed several key components for the “Right to Clean Air Bill,” including:

– Adopting current WHO Air Quality Guidelines and translating them into mandatory air quality legal requirements.

– Openly and meaningfully communicating air quality data to the public.

– Deploying regulatory air quality monitors in all regional capitals by 2030.

– Augmenting air quality monitoring using lower-cost environmental sensing tools.

– Establishing dedicated air quality monitoring teams in regional EPA offices.

– Implementing air quality monitors and warning systems at basic schools to support student activities.

– Reducing traffic congestion around educational facilities and promoting environmentally friendly public transport systems.

– Reviewing the school curriculum to integrate sustainability and environmental pollution science.

– Introducing polluter-pay policies and banning waste burning.

– Reducing the cost of LPG and renewable energy to promote clean cooking and heating.

A Call to Action

The statement called on the government and parliament to act swiftly in implementing these measures to protect public health and ensure a sustainable environment for future generations.

“We do not get to select what we breathe; we are all exposed to the same air at any given moment and location. Therefore, implementing a bill that gives us all the right to clean air is the cheapest and prudent environmental law we can give Ghanaians to improve public health and environmental sustainability,” the statement concluded.

The proposed “Right to Clean Air Bill” aims to save billions of dollars and thousands of lives lost to the silent killer – air pollution. Dr. Hodoli urged the Speaker of Parliament to compliment the statement with a motion before the house to propose, develop, and implement this crucial legislation.

“We are all exposed to the same air at any given moment and location; therefore, implementing a bill that gives us all the right to clean air is the cheapest and prudent environmental law we can give Ghanaians to improve public health and environmental sustainability,” the advocate passionately argued.

This call to action was supported by Hon Francis-Xavier Kojo Sosu who led three of his colleagues Hons Dr Godfred Seidu Jasaw and Samuel Okudzeto Ablakwa from the Ghana Parliament to propose a bill on “Climate Change Bill 2023”

In a related development, Dr. Hodoli in an interview with The Chronicle pointed out the severe consequences of open burning, a common practice in many Ghanaian communities. “Burning waste is not only harmful but also illegal,” he said. “Yet, unlike countries such as the US and UK, Ghana lacks a concrete document like the Clean Air Act to specify regulations and accountability for air pollution.”

He stressed the importance of establishing clear guidelines on responsibilities and communication regarding air quality data. “Citizens need to know who to report to and what actions to expect when laws are violated,” he explained. This clarity, he believes, is crucial for effective public health protection.

The current state of air quality monitoring in Ghana is inadequate. According to Dr. Hodoli, the country has only one air quality station that reports data onto an internet-based platform at the University of Ghana, Accra which also serves as a regional representative site.

The EPA however lacks the infrastructure to meaningfully communicate this data to the wider public unlike the regulatory grade station at the US Embassy in Ghana that reports data to an open source online platform Airnow.

Also, the existing 16 reference rely on outdated manual data collection methods making it challenging for public engagement and meaningful air quality data visualization. These stations are also run based on the availability of consumables. “Data collection happens every six days, providing an incomplete picture of air pollution levels,” he noted.

The lack of real-time, continuous monitoring is a significant gap. Dr. Hodoli highlighted that data from existing stations is not accessible to the public, making it difficult for citizens to be aware of the air quality they are breathing.

Efforts by researchers and nonprofits to deploy low-cost sensors are promising and best practices needs to be followed to ensure that the data from these devices meet the recommended standards for policy development, implementation and tracking tied to air pollution control.

The proposed “Clean Air Bill” aims to address these issues and improve public health, especially for vulnerable groups such as children and the elderly. Dr. Hodoli outlined how the bill would integrate clean energy initiatives, reduce reliance on charcoal, and promote better housing infrastructure. “Reliable public transportation could reduce vehicular emissions and traffic congestion,” he added.

However, implementing such a bill comes with its challenges. Key stakeholders, including MPs and government committees, need to be actively involved in drafting and supporting the legislation. Financial and logistical support from both local and international organizations is also crucial. Industries should be mandated to install and maintain air quality monitors and share the data openly.

Dr. Hodoli advocates for a polluter pay policy to ensure that industries contribute to air quality monitoring and mitigation strategies. “Taxes and levies should fund sustainability education and environmental pollution mitigation initiatives in schools, for example at Accra High School, Hon Dr Zanetor Agyeman-Rawlings collaborated with local players to implement a clean cooking initiative after a careful review of the findings of scientific evidence of the impacts of the use of charcoal for cooking on air quality at and around kitchen areas” he suggested.

The need for a comprehensive Clean Air Bill, separate from general climate change legislation, is essential for focused and effective action on air pollution. “Air pollution and climate change are intrinsically linked, but we need a concrete document to address air pollution specifically,” Dr. Hodoli asserted.

As Ghana moves forward, the hope is that the Clean Air Bill will be passed and implemented, bringing significant improvements to the lives of ordinary citizens and ensuring a healthier, cleaner environment for future generations.

His sister caught the moment in a TikTok post with the goal scorer snapped posing with his dad, who understandably had a huge grin on his face – and pulling out the ‘Cold Palmer’ celebration too.

Her pride in her brother was evident from her post, which included pictures marking his first goal, calling him a star, and another claiming she was his biggest fan.

Cristiano Ronaldo has sent a message of support to Kylian Mbappe after the Frenchman’s move to Real Madrid was finally confirmed on Monday.

Mbappe joins the Spanish giants on a free transfer from PSG, signing a five-year contract worth £12.8m-a-year after tax.

The World Cup winner took to Instagram after Madrid’s official announcement, sharing a series of photos of himself in Madrid gear as a child and saying his dream had come true.

One of the pictures was of a young Mbappe with Ronaldo during his time at Madrid.

Ronaldo is considered by many to be the greatest player in the history of the club and soon commented on Mbappe’s post.

‘My turn to watch,’ he wrote. ‘Excited to see you light up the Bernabeu. #HalaMadrid’.

Ronaldo’s comment garnered over 300,000 likes in the space of a few hours with fans clearly enjoying the moment of respect between the two men.

Mbappe idolised Ronaldo when he was growing up with his bedroom walls covered in pictures of the Portuguese.

The 25-year-old’s post on Instagram read: ‘A dream come true, so happy and proud to join the club of my dream @realmadrid.

De Bruyne ‘open to everything’ amid Saudi links

Manchester City’s Kevin de Bruyne has said he is “open to everything” as he discussed the possibility of a move to Saudi Arabia.

The Belgian playmaker, 32, has one year left on his contract at City where he has won six Premier League titles and the Champions League since joining in 2015.

De Bruyne said the “incredible” contracts on offer in the Saudi Pro League could be appealing towards the end of his career, and explained he had discussed his future with his wife.

“For Michele, an exotic adventure is OK. These are also conversations that we are increasingly having as a family,” De Bruyne told Belgian broadcaster VTM, according to newspaper Het Laatste Nieuws., external

“I still have one year of contract, so I have to think about what can happen.

“My eldest [child] is now eight years old and knows nothing but England. He also asks how long I will play at City. Once the time comes, we will have to deal with it in a certain way.

“At my age, you have to be open to everything. You talk about unbelievable amounts in what may be the end of my career. Sometimes you have to think about that.”

De Bruyne said that should he spend two years in Saudi Arabia, he would be “able to earn an incredible amount of money”.

The Belgium captain, who is preparing for Euro 2024, missed almost five months of last season because of injury as City won their fourth consecutive league title, playing just 26 games in all competitions.

Injured Djokovic withdraws from French Open

Novak Djokovic was bidding for a 25th Grand Slam title

Defending champion Novak Djokovic has withdrawn from the French Open before his quarter-final with a knee injury.

Serbia’s Djokovic had a scan on the injury on Tuesday, having blamed the “slippery” Roland Garros clay courts for aggravating the problem during his fourth-round victory on Monday.

The top seed announced his withdrawal from the Grand Slam tournament later on Tuesday.

The 37-year-old was due to play Norwegian seventh seed Casper Ruud in the last eight on Wednesday.

The scan revealed Djokovic has torn medial meniscus in his right knee.

“I am really sad to announce that I have to withdraw,” Djokovic said.

“My team and I had to make a tough decision after careful consideration and consultation.”

The injury has ended his hopes of winning a 25th Grand Slam title – which would be an outright all-time record – on the Paris clay.

As a result of withdrawing, Djokovic will lose his status as the world number one and be replaced by Italy’s Jannik Sinner after the French Open.

It remains to be seen if he will be able to regain fitness in time for Wimbledon, where he is a seven-time champion.

The grass-court championships start at the All England Club on 1 July.

The Paris 2024 Olympics starts at Roland Garros on 27 July.

Bawumia drops major hint: All MMDAs To get road Construction Equipment … Within the next few weeks

The Vice President, Dr. Mahamudu Bawumia, has revealed that the government will receive a set of road equipment this June, 2024 for distribution to all the districts in the country.

Upon arrival, each of the 261 Metropolitan, Municipal and District assemblies would have its own set of road construction equipment, including graders and tipper trucks.

According to Dr. Bawumia, the equipment is to aid road works in the various assemblies to ensure that all roads are motorable across every district.

The flagbearer of the ruling New Patriotic Party (NPP), Dr. Bawumia, announced this on Monday, June 3, 2024 during  a meeting with the Central Regional House of Chiefs. He is in the region as part of his nationwide campaign tours.

Dr. Bawumia indicated that the government would task the 48 Engineers Regiment of the Ghana Armed Forces to work with the districts, with regards to the road construction.

Further, the government would provide the funds for fuel, sand and stones to aid in the construction of the roads in the various districts.

“The roads are key but we are also bringing in a massive amount of road equipment for every district in the country. Every district will get a grader, roller, pick-up truck, tipper truck, and water tanker just to be able to make the road motorable across every district,” Dr. Bawumia said.

He continued that, “It is not next year; this month, June, the equipment will start arriving. The equipment is on the way, and when it arrives every district will have its own set of equipment. And we are assigning the 48 Engineers Regiment of the Army to come and work with the districts so that construction can be done. And we will provide the resources for the fuel for the stones, for the sand and with all of that, the work can progress.”

FREE LAND REGISTRATION

Commenting on land matters, Dr. Bawumia observed that chiefs and queen mothers have a lot of lands, but are not registered, creating a lot of problems, as different people would claim ownership.

“So, I want us to digitise the land and the registration. I have observed that Nananom do not have the resources to register all their lands. So, the idea I am bringing is that we will allow all the chiefs to register their lands free of charge.

“So, when you register free of charge, anytime you sell the land to anybody, they can pay the registration fee out of that sale,” Dr. Bawumia explained to the Central Regional House of Chiefs.

According to the Vice President, the much-talked-about airport for Cape Coast was not off the radar. He indicated that the President, who is in South Korea, would, among others, have discussions on the construction of the airport as promised.

LGBTQ+

In his interaction with the House of Chiefs, the flag bearer of the NPP, Dr. Bawumia, reiterated his stance on homosexuality.

According to him, Ghana will never accept that practice as her religion, culture and values do not allow it.
“So, no, no, no! No matter the consequences, we will hold firm to our values, our traditions and our religion. We will never take any blackmail over this issue. It is not negotiable. So, it is no, no, no on LGBTQ whatever,” he said.

YOUTH CONNECT

Dr. Bawumia attended his usual Youth Connect Town Hall Meeting to climax his visit to the Central Region. He assured the youth who attended the town hall meeting that he was a reliable contender in the upcoming presidential elections.

He stated he is a fighter against corruption and it is evident from the measures he has championed through digitalization to fight corruption with the Ghana Card.

Another reason he cited to be voted for as president is accountability. He explained that his main contender, John Mahama, has just one term in office and thus would not be accountable, but he, Bawumia, intends to serve for two terms and, as such, would be accountable.

“He (Mahama) is not consistent. I am consistent. I want you to give me the mandate. With me, you know free SHS is safe. With me, you know teacher trainee allowance is safe. With me, you know the nursing trainee allowance is safe. We are moving into the digital age and I am the best person to move Ghana into the digital age, so we move forward. So, I am asking you to give me the mandate. Let me take hold of the steering wheel,” he said.

Dr. Bawumia mentioned the interventions he has championed as Vice President, including the drone for medical supplies, as he touted that no vice president in the history of Ghana had performed better than him.

“I am bringing my comments to a close by pointing out to you that there are a number of reasons why you should support me in becoming the president of Ghana. First of all, if you look at what I have done as vice president, everybody can admit that there is no vice president in the history of Ghana who has done more than Dr. Mahamudu Bawumia. I can point to at least 33 different policies that I have initiated or championed.

He mentioned that one of the policies he championed is the free dialysis for 18 to 60 years, which commenced yesterday, as did the Kayayei training school.

Dr. Bawumia, while in the Central Region, met with the Christian and Muslim communities to engage them on the need to support his desire to become the next president of Ghana.

 

Okyenhene, Jinapor launch One- Student-One-Tree initiative at Kyebi

The paramount chief of the Akyem Abuakwa State, His Royal Highness, Osagyefo Amoatia Ofori Panin, together with the Minister for Lands and Natural Resources, Samuel Abu  Jinapor,

have launched the ‘One-Student-One-Tree’ initiative, a key component of the Green Ghana Project.

The aim of the initiative is to complement the government’s tree planting efforts and also imbibe in the youth and children the culture of planting trees and creating awareness about the importance of protecting the environment.

Speaking at the launch, which took place at the Abuakwa State College, at Kyebi, Osagyefo Amoatia Ofori Panin enumerated the long-term benefits of environmental initiatives like Green Ghana Day.

The Okyenhene urged the students to actively engage in the project, contributing to global efforts to build a sustainable and resilient climate that will shield humanity from harsh and unfavorable climatic conditions.

“I am proud to say that we have been instrumental in the success of Green Ghana Day since its inception in 2021. Our ancestors used their souls and spirits to protect the forests, and it is now our responsibility to do the same. They dedicated 100 days a year to forest conservation”, he said.

Minister for Lands and Natural Resources, Samuel Abu Jinapor

“Do not be reckless, irresponsible or greedy, focusing only on immediate gains at the expense of your future survival. It is crucial to protect your future. Our elders taught us not to destroy assets because they retain their value. We have decimated our forests and water reserves and we are now experiencing the impact of climate change”, he added.

“To the students, you are undertaking this to safeguard your future, so participate fully. Guard your future and preserve it for the generations to come,” he stated.

In his speech, Samuel Jinapor congratulated the Okyenhene for his visionary and exemplary leadership, which has spanned over 25 years.

Mr Jinapor also commended the Okyenhene for his consistent advice and assistance to various government initiatives and policies, including the Green Ghana project.

“Let me begin by congratulating His Royal Highness, Osagyefo Amoatia Ofori Panin for twenty-five years of exceptional leadership and his relentless pursuit of excellence for his people and the nation as a whole.

“Today, we honour a leader whose steadfast dedication, vision, service and commitment have significantly shaped the Abuakwa Traditional Area, as well as the nation and humanity,” he said.

Providing historical context to the conversation about the urgency of the Green Ghana Project, Mr Jinapor reminded the audience of Ghana’s precarious situation regarding forest reserve protection and the progress made with the planting of over 42 million trees since 2021.

The Minister detailed the One-Student-One-Tree initiative’s goal to raise awareness about the Green Ghana project and instil a sense of environmental protection in schoolchildren.

“As we join our students to mark the 2024 edition of this remarkable initiative, it is essential to highlight the role of trees in mitigating climate change, preserving biodiversity and supporting human well-being.

“Trees act as the lungs of our planet, absorbing carbon dioxide and releasing oxygen. They provide habitats for countless species, prevent soil erosion and contribute to the water cycle. Planting trees is an investment in the natural infrastructure that sustains life on Earth.

“It is noteworthy that the ‘One Student One Tree’ initiative goes beyond planting and it fosters a sense of environmental stewardship in our students.

“It represents our collective duty to protect and ensure a sustainable future. By participating in this program, we aim to instil in our students the significance of caring for the environment, which underpins our economy, society and existence.

“Our students must develop a connection to nature, broaden their ecological understanding and strengthen their responsibility to the world they will inherit.

“As we embark on this journey, let us remember that planting a tree is an act of hope, a declaration of our faith in the future and our commitment to a bright and sustainable tomorrow. Let us encourage each student to take pride in their tree, to nurture its growth and to recognise that their actions today will shape the world of tomorrow.”

The Eastern Regional Minister, Seth Acheampong, in his statement indicated that the one student one tree initiative will make the students give deference to the environment to build their future and health.

He pledged his absolute support to ensure that the initiative will be sustained to be become a history for posterity and hoped that the Green Ghana project will fulfil its purpose in growing a greener tomorrow.

The Headmaster of the school, Mr. Eric Hanson Agyei Sarpong, in his closing remarks appreciated government and the Ministry for their dedication to the tree planting vision come to fusion. He encouraged the students to nurture the trees planted to growth.

The “One Student, One Tree” initiative has been hailed as a significant step towards environmental transformation and its impact is expected to be felt for generations to come.

This year’s Green Ghana Day, scheduled for June 7, aims to plant 10 million seedlings across the country, with the theme “Growing for a Greener Tomorrow.”

President Nana Addo Dankwa Akufo-Addo will lead a commemorative tree planting exercise at the Nicholson stadium in Burma Camp, Accra.

 

Private property impedes expansion of Madina SDA Primary and JHS

A private property situated in the middle of the Madina SDA Primary and JHS has come under severe scrutiny, as authorities of the school have raised red flag about its continuous existence and the risk it poses to the pupils during school hours.

Activities of occupants of the private property such as cooking, pounding fufu, burning of charcoal and vehicle movements among many others, The Chronicle understands, undermine learning as the pupils are mostly distracted from their curricular activities.

All attempts to get the challenge posed by the existence of the private residential facility, including its relocation, have proved futile.

Reacting to the issue at stake, the Chairman of the Parent-Teacher Association (PTA) of the school, Isaac Addo said the issue has become an albatross on the neck of the school, appealing to the government through the Ministry of Education to intervene.

“We have petitioned the La Nkwantanang Municipal Assembly to inform them that the private residential property on the school’s compound is posing a challenge for the school in terms of safety, security and health-wise.

“The reason is as occupants of the private property generate waste, they don’t have any place to dump it, so they litter the compound and their septic tank is also defective.

“In fact, we don’t want the Akoto Lantey tragedy to repeat itself over here in La Nkwantanang. If you take all these into consideration, then it is high time we take this private property off the compound of the school”, he noted.

He explained that an Legislative Instrument (L.I.) establishing the school allocated the entire land for the school project, even though the said property was on it.

However, in order to make peace with the owner of the said private property, the SDA Church offered to relocate the facility, but the owner did not agree.

However, he said it was about time the government intervenes, considering the growing population of the school, which demands the building of new structures to accommodate more pupils.

“We have the numbers but in terms of infrastructure, we are deficient. We are running the shift system in the municipality, which is not good. This means that we are losing a third of the contact hours because people are running from 8am to 2pm and we are doing 7am to 12pm. So, the shift system is not helping the situation. If we are able to improve on the infrastructure in the municipality, then it will improve education outcome”, he asserted.

He then appealed to corporate bodies, philanthropists and individuals to assist the school to expand.

The Head of the La Nkwantanang Municipal Education Directorate, Kean Adjei Appiah, commenting on the issue confirmed receiving a petition from the Madina SDA Primary and JHS, highlighting the challenge they were facing as a school.

Corroborating claims made by Mr. Addo, the Municipal Education Director noted that the issue has been pending for long and acknowledged that it was about time they relocate the private property, considering the growing population of the SDA School.

“The land was acquired by the government through an L.I. and it was the SDA Church that assisted in putting up that public school. As the school grows, it is important to expand its building infrastructure. Therefore, it is about time that private property is relocated. This issue has been in court before and I am told the court ruled in favor of the SDA Church”, he posited.

He added “I have written to the Assembly about this issue and they are yet to respond to it. I will make a follow up to know what they are doing about it. Education is a public service that benefits everybody.

“So, anything that is meant for public good supersedes any private interest. Therefore, once the school is growing and in the interest of public good, the owner has to accept the relocation of the residential facility else the children will continue to suffer”.

The Minority Caucus in Parliament, led by Dr Cassiel Ato Forson, has described government’s signing of a long-term contract with Next Gen Infraco Company Limited on Ghana’s 5G spectrum infrastructure as illegal and of no effect.

According to the minority, the deal, which granted Next Gen Infraco Limited the exclusive right to build, own and operate the entire 5G infrastructure network across the country did not receive parliamentary approval.

Per the contact, the company’s infrastructure would be used by all mobile network operators, internet service providers and other interested entities for the next 10 to 15 years.

However, the minority, in a reaction to the contract indicated that the deal was a multi-year contract and should, therefore, have been subjected to parliamentary approval per section 33 of public financial management Act 2016 (Act 921).

The minority further contended that the “executive approval was granted by President Akufo-Addo for this ‘sweetheart deal’ on 22nd August, 2023 barely one week after the company’s incorporation on 16th August, 2023”.

A press statement signed by Dr Ato Forson partly reads: “The NDC Minority Caucus has, therefore, flagged this transaction for eagle-eye scrutiny.

In the coming days, we shall be addressing the media and, by extension, the Ghanaian people on these vexed matters and collaborate with other stakeholders to ensure that our national interest is upheld”.

According to the caucus, it is borne out of contention, followed by a preliminary study of the processes leading to the ‘opaque transaction’ which established the deal was inimical to the national interest.

It noted with sadness that the government was ready to give away an important asset for a paltry $125million payable in yearly instalments on a work-and-pay basis over the next 10 years.

The minority disclosed that the deal lacked value for money as its analysis showed that the state could have generated up to USD400 million to USD$500 million upfront if the government had opted for a more competitive process.

This revenue, the caucus noted, could have been channeled into critical development projects in this time of economic bankruptcy and excruciating hardships.

The “Unfair monopoly and exclusivity” nature of the deal, according to the minority, would make the company offer wholesale 5G mobile DATA and VOICE services in the country for a period of 10 years.

It was further explained that all existing Mobile Network Operators (MNOs)-MTN, AT, TELECEL and Internet Service Providers (ISPs) in the country cannot offer DATA and VOICE services to their numerous customers nationwide, without passing through NEXT GEN INFRACO.

This means that the company would control substantial 62.5% of every DATA/VOICE bundle package every mobile user buys, with only 7.5% going to Government and 30% for Mobile Network Operators and Internet Service Providers.

The caucus alleged that the deal did not meet Parliamentary Approval though it was multi-year contract and required parliamentary approval per section 33 of the Public Financial Management Act 2016 (Act 921).

The caucus further alleged that: “Some of the entities in the Consortium, which are the beneficiaries of this opaque transaction are mushroom entities owned by cronies of President Akufo-Addo and the Minister for Communications, with questionable track-records.

“As a matter of fact, some of these entities have been engaged by this same government in similar arrangements that have offered no value for money for the state”.

The regulatory framework and operational modalities and guidelines for this opaque arrangement, the minority hinted, have not been clearly defined by the government.

“The investment that this Consortium is expected to make to justify their humongous 63% stake in Ghana’s 5G network services revenue has also not been clearly defined….

We hold the view that the monopoly and exclusive rights granted Next Gen Infraco under this opaque deal is unfair to other industry players and unacceptable”, the statement emphasised.

Asokore Mampong District Court grants Lilwin bail

Movie Star and comedian, Kwadwo Nkansah, better known as Lilwin, was yesterday arrested and put before the Asokore Mampong District Court, where he was granted bail.

Even before the charges could be read out in court, presided over by His Worship Samuel Buabin Quansah, the prosecutor, ASP Emelia Owusu Ansah, noted that they did not trust the condition under which Lilwin had presented himself and that they would like to investigate every medical stuff he has on his body. The reason, according to the prosecutor, was that he could be pretending.

Lilwin was arrested as soon as he was discharged from the Komfo Anokye Teaching Hospital (KATH), where he had been on admission.

He was initially taken to the Zongo Police Station–Manhyia Divisional Command, before he was driven to the Ashanti regional Police Command.

He was brought to the court at midday. The actor, who was in a black nylon T-shirt over a black sports shorts and a pair of sports slippers, was seated on a bench with plasters on his forehead and around his knees.

He had a neck support and a nose mask around his face. Relatives of the deceased were sighted donning black apparel. The actor could barely walk and talk, as he made gestures with his hands.

ASP Owusu-Ansah, the prosecutor, told the court that on May 25, 2024 around 11:00 am, the accused person was involved in an accident with an unregistered vehicle, which claimed the death of a three-year-old boy, with the father of the boy sustaining injury. He accused Lilwin of reckless driving and negligently causing harm.

Defending his client, Counsel for the accused person (Lilwin), Margaret Owusu Ansah, argued that the child who died was seated in the front seat of the car at the time of the accident, an assertion which compelled the prosecutor to interject.

In a case where numerous police officers were deployed, Counsel Owusu Ansah told the court that his client had not been well, following the accident and that he suffered internal bleeding.

Whilst on admission at KATH, the counsel disclosed that the police were visiting him in the morning and evening.

Margaret Owusu Ansah prayed the court to grant her client bail, since he was unwell and needed to be treated.

Prior to the court granting Lilwin bail, the prosecutor said the accused has been crisscrossing the country and prayed that he should be ordered to report to the police twice a day – morning and evening.

His Worship, Samuel Buabin Quansah, however, granted Lilwin bail in the sum of GHC 50,000.00 with two sureties to be justified and adjourned the case.

His Worship Samuel Buabin Quansah however warned that the accused person could be arrested if he fails to come to court.
