Dr. Mahamudu Bawumia, the flagbearer of the ruling New Patriotic Party (NPP) has reaffirmed his commitment to Railways Development to ensure the full benefits of the country’s mineral resources.

Addressing Otumfuo Osei Tutu II, the Asantehene and Nananom at the Manhyia Palace to round off his tour of the Ashanti region, the Vice President stated that the Nana Akufo-Addo-led NPP government has done a lot, but Ghanaians would have to vote for him to continue from where the current NPP government would leave.

According to him, the Railways Development is one of his policies to help reap the benefits of our mineral resources, adding that Ghana could boast of minerals like Cocoa, Gold, bauxite and Lithium, and believes that when the railways system functions, trains could be used where trucks cannot be used.

The Vice President also stated that his second priority policy was to change the power generation system and that Ghana uses huge sums of money on gas and oil. He said his government would move a bit away from the concentration on oil and gas to solar power to generate 2000 Megawatts solar power. He said when this policy materialises, electricity tariffs would reduce by 50%.

Veep Bawumia also told Otumfuo that the next NPP government would partner with the private sector to create wealth. He disclosed that over one million youth are going to be trained with digital skills, creative arts and sports, for which he would invest massively to benefit all.

Otumfuo Osei Tutu II, on his part, urged the Vice President to carry out an issue-based campaign to justify and demonstrate the confidence and trust Nana Akufo Addo reposed in him over the years.

He entreated the NPP flagbearer to tell Ghanaians what he would do when given the nod and let the electorate know the achievements of Nana Akufo Addo-Bawumia.

He urged the leadership of the New Patriotic Party (NPP) to remain united and campaign with a united front to ensure victory in the upcoming general elections.

Why SSNIT wants to sell La Palm, Labadi hotels

The Social Security and National Insurance Trust (SSNIT) has been justifying the sale of its 60% stake in four of its hotels to Rock City Hotel Limited, following public resentment since news broke of the transaction.

According to SSNIT, Rock City Hotel Limited submitted the best and strongest technical and financial proposal amongst those received to purchase the 60% stake in the hotels.

SSNIT posits that the strongest technical and financial proposal from Rock City Hotel Limited was one of the factors leading to their being chosen as the right firm to purchase SSNIT’s stake in the hotels.

“Rock City bid for all six hotels and they were the only bidder for Lots 2 and 3. Rock City Hotel submitted the best and strongest technical and financial proposal among those received.

Rock City was the best bidder for all Lots and they chose Lots 1 and 2 as their preferred Lots,” SSNIT has clarified.

Given the criteria in the Request for Proposal (RFP), bids for Busua Beach Resort and the Trust Lodge were considered unsuccessful.

Consequently, Rock City started negotiations with SSNIT to buy a 60% stake in each of the four hotels: Labadi Beach Hotel, La Palm Royal Beach Resort, Ridge Royal Hotel and Elmina Beach Resort.

BID RESULTS

According to a statement issued by the Trust, the hotels were valued independently by the Transaction Advisor (TA), who brought in a reputable specialist firm. The valuation methods used were replacement cost basis, going concern basis and the price of recent investment methodology, which valued the hotel based on recent international transactions of hotels in the same category or with similar star ratings.

On that basis, SSNIT said the total bid by Rock City for the four hotels was above the valuation placed on the hotels, with a total bid for the 60% as USD 61.2 million compared to the total value of USD 59.1 million.

“Rock City Hotel’s bids offered for Lot 1 (Labadi Beach Hotel and La Palm Royal) were more than the combined bids of the other two bidders. It was also more than the valuation placed on the 60% stake in the hotels by the TA. Rock City Hotel’s bid for Lot 2 (Ridge Royal Hotel and Elmina Beach Resort) was the only bid received. Similarly, that for Lot 3 was the only bid received,” SSNIT added.

REASONS

In its justification, SSNIT indicated that apart from raising capital and finding experts to manage the hotels, the ultimate goal for the sale of its stake was to manage investment risks to improve investment returns.

SSNIT said the key to managing investment risks was the implementation of an asset allocation policy and undertaking investments in line with the policy.

However, the Trust noted that SSNIT restructuring of non-performing companies was a priority in its decision to give out the hotels.

Explaining the rationale for the investment decision for the sale of part of SSNIT’s holdings in the hotels, it cited consistent losses, frequent requests for maintenance funding, capital injections required, high capital expenditures and the need for strategic partnership.

PROCUREMENT PROCESS

SSNIT has said that its board caused a steering committee to be set up, which comprised all the board chairpersons of the various hotels, three board members and some management staff from SSNIT to lead the procurement process.

In accordance with the Public Procurement Act 2003 (Act 663), as amended by Act 914, the committee followed International Competitive Tendering (ICT) processes to select a strategic investor by placing advertisements in the dailies in November 2018 and January 2019.

As of the January 16, 2019 deadline, 15 firms had expressed interest in submitting bids; six firms were shortlisted and issued Request for Proposal (RFP) documents.

Approval was sought from the Central Tender Review Committee (CTRC) for the selection of a transaction advisor on December 12, 2019 and was granted on December 24, 2019.

TRANSACTION ADVISOR
The 15 firms included Phoenix Africa Capital Management Ltd. and Standard Charted Bank, Deloitte and Touché, PwC, EY Advisory Services, Cornerstone Capital Advisors, KPMG, SEM, Capital Advisors and Colliers International among others.

An evaluation panel recommended EY Advisory Limited, Colliers International, KPMG Limited, PwC, Deloitte & Touché and SEM Capital as firms with the best scores to be invited to submit technical and financial proposals for a transaction advisor.

Five firms submitted technical and financial proposals for the provision of consultancy services, but Colliers International failed to submit a proposal.

SEM Capital’s bid was the lowest received and the highest was USD 1,363,000 made by KPMG. After a detailed technical and financial evaluation of all the bids, SEM Capital emerged as the most competitive and was, therefore, selected as the Transaction Advisor.

STRATEGIC INVESTOR

The independent transaction advisor guided the selection of a strategic investor by first advertising for an Expression of Interest (EOI) for a strategic partner for SSNIT Hotels.

A total of nine companies responded to the advertisements by submitting proposals.

The Entity Tender Committee (ETC) considered the evaluation report on the EOI and approved the recommendation to invite the six firms that qualified in the evaluation of the EOI to submit technical and financial proposals for private participation in SSNIT-owned hotels.

The six companies were; Rock City Hotel Limited, Yaw Addo Development, Spartan-Ives, Temple Investments, Westridge Developers Ghana Limited and Luxor Hotels Limited.

An Independent Parliamentary Aspirant for Obuasi West Constituency, Odeneho Appianin Ennin, has given 500 women in Obuasi GH¢1,000.00 interest free loan to expand their businesses.

The beneficiaries, according to Mr. Ennin, have five months to pay back the loan.

It is the third time such loans are being given to women in Obuasi, under the auspices of Appianin/Bonsec Fan Club.
During the presentation ceremony at the AGA Club House in Obuasi, Mr. Appianin Ennin said that the gesture is to help eradicate poverty among women in Obuasi.

According to him, when women are resourced, they would be in a better position to support the house and can also cater for the needs of their children as well.

Mr. Appianin Ennin, a businessman and a contractor, called on colleague contractors to team up with him to support the less privileged in society.

Touching on his future plans, he said, the Appianin/Bonsec Fan Club, of which he is a director, is planning to introduce the youth in Obuasi to skills training and that experts from Accra will soon arrive in Obuasi to start the Programme.

Free SHS Bill to be presented to Parliament

The Government of Ghana, through the Minister of Education, Dr. Yaw Osei Adutwum, is expected to lay before Parliament a Bill that seeks to give legal backing and regulation to the implementation of the Free Senior High School (FSHS) flagship project.

Dr. Adutwum is expected to do this during the Third Meeting of the Fourth Session of the Eighth Parliament of the Fourth Republic.

The Majority Leader, Alexander Afenyo-Markin, revealed this at a Leadership of Parliament engagement with the press in Accra on Tuesday, June 11, 2024.

He stated that the move by the government aims to put more weight on the Free SHS policy, compelling successive governments to continue its implementation.

“This Free SHS Bill, if considered by the House, becomes mandatory for governments to implement it unless it is repealed. No government would have the right to say I am not going to enforce free SHS because now there is a law. So, if you fail, a citizen can apply to the court, and the court would exact justice in that citizen’s favour. So, that is the good thing about this Free SHS Bill,” he noted.

Afenyo-Markin explained that although the Free SHS policy has inherent legal backing since its introduction, it is essential to “give it life” through legislation to regulate it.

The Free SHS policy, introduced in 2017 by the New Patriotic Party (NPP) government, led by President Nana Addo Dankwa Akufo-Addo, provides free secondary education to all students in public Senior High Schools and has been extended to cover public Technical, Vocational Education and Training institutions.

The policy aims at increasing access to education, reduce financial burden on parents and guardians, improve quality of education and enhance student academic performance.

Key features of the policy include free tuition, boarding and meals, as well as free textbooks, uniforms and other school supplies.

While the policy has been praised for its potential to improve education in Ghana, it has faced challenges and criticism, including concerns about funding, infrastructure and implementation.

However, the Free SHS Bill expected to be introduced in Parliament would address most of the concerns raised by critics, according to Afenyo-Markin.

Military should NOT be at the polling centres -Bagbin

The military is not needed at the polling centres on the day of the election, the Speaker of Parliament, Alban Sumana Kingsford Bagbin has said.

According to him, the police should be allowed to guard the process without the military, and when the need arises, call in the latter.

“We don’t want to see the military during the election. When there is a need to call them, they will be called. But they should not be at the polling or voting centres,” he asserted.

The Speaker of Parliament, Alban Bagbin, said this on Tuesday, June 11, 2024 in his resumption address at the beginning of the third meeting of the fourth session of the eighth Parliament of the 4th Republic of Ghana.

The former Nadowli/Kaleo legislator was making statements on the role of stakeholders in the upcoming presidential and parliamentary elections in December this year.

FEAR

The Speaker observed that the atmosphere in the country was not conducive for leaders to stay aloof, going into the 2024 elections.

According to him, people, particularly the youth, are sensitive and any issue could trigger their anger, owing to rising unemployment and others.

“I shudder when I’m told that people carry knives and guns just to go and write their names. What about when we are going to vote and at the end of it, the results are announced and somebody else has carried the day and not the other? I shudder to think about what will happen,” he stated.

ENGAGEMENT

Meanwhile, the Speaker said he had initiated talks with heads of various state institutions to discuss ways of ensuring peace, ahead of the general elections.

He said that the House, led by himself, will hold an engagement with chairpersons of the Electoral Commission (EC), the National Media Commission (NMC), the Commission on Human Rights and Administration Justice (CHRAJ) and the National Commission for Civic Education (NCCE).

The engagement, he told the House, will discuss how Parliament can collaborate and work to create the right and just environment for free, fair, peaceful and credible elections.

This, he believes, will inspire confidence in the election process and faith in the country’s democratic dispensation.

“We will definitely not be doing this alone. We will include the President, the Council of State, the National Security Council, Flagbearers and national executives of political parties, as well as the security services, particularly the police, and I emphasise particularly the police,” he added.

CONCERNS

The Minority Leader, Cassiel Ato Forson, began his remarks by criticising the work of the EC, recalling instances where his side had had the cause to call out the Commission in previous registration exercises.

According to him, the EC “learnt nothing from the past,” as it is repeating the same mistakes they made previously, including the locations of the registration centres.

He said the Commission was making the “simple” registration and voter transfer “frustrating and cumbersome,” claiming that it did not inspire hope.

He urged Parliament to call the EC to order to curtail chaos in this year’s polls.

He also spoke about the 5G spectrum right deal, describing it as opaque and called on the government to provide all the necessary documents on the transaction to the minority.

The minority leader also spoke about food inflation.

CONCEDE

The Majority Leader, Alexander Afenyo-Markin, conceded in his remarks that Ghana is not a perfect country, but a lot has been achieved.

He cited some policies benefiting citizens, including the much-talked-about Free Senior High School policy.

He narrated a situation where the policy had enabled several children to pursue secondary education, the absence of which would result in those who could not afford not getting secondary education.

He indicated that the government acknowledges that the people face a lot of problems, but opined that history will remember the Akufo-Addo administration as having performed creditably.

NOT PERFECT

The Member of Parliament for Effutu, in the Central Region, Afenyo-Markin, commented on the ongoing voter registration exercise and commended the EC.

According to him, though the Commission is “not perfect,” it has done better with the registration exercise than it did in 2016.

However, he spoke against the situation where elected members of the House pass commentary in the media to denigrate constitutional bodies and urged for a change of attitude, arguing that such comments could plunge the nation into chaos.

AGENDA

The agenda for the meeting, according to the Speaker and the Majority Leader, include urgent legislation for consideration.

The Affirmative Action, Gender Equality Bill 2023, Constitution of the Republic of Ghana (Amendment) Bill; International Business/Economic Transaction Bill, 2024; Parliamentary Transition Bill and the Budget Bill.

The Majority Leader said 24 bills have been referred to committees, and the Speaker said there are 80 more bills to be presented to the House.

“We have five instruments before committees. 27 more instruments are to be presented. 149 papers before various committees, 59 more to be presented and some agreements lined up to be passed or approved,” he stated.

The meeting, which commenced yesterday, is supposed to come to a close at the end of July, 2024 unless otherwise decided by members of the House.

The House discussed and adopted the business of the week before adjourning.

 

Editorial: We Applaud Asenso-Boakye For Bringing Back Road Tolls

The Ministry of Roads and Highways, according to citinewsroom.com, has begun engaging key stakeholders to finalise the decision to reinstate road tolls. According to the sector minister, Francis Asenso-Boakye, road tolls must be reintroduced to help the government repair some of the country’s deteriorating roads.

“Road maintenance also means money. In many countries, they use the money that they collect from road tolls to finance maintenance. But in our case, we have suspended it and The Chronicle thinks it is a good time for us to start the discussion to bring these road tolls back and get money to maintain our roads.

“That is very important and we have started the process by engaging the various stakeholders to get their buy-in to make sure that we bring the road tolls back,” the website quoted the minister as saying.

The Chronicle is happy that after almost three years of cessation, the road ministry has decided to bring back the road tolls. As Minister Francis Asenso Boakye stated, road tolls are used to maintain roads throughout the world, but his predecessor issued a bizarre fiat to stop it.

Sometimes, some of the political decisions our elected leaders take thwart the forward march of the country. No Ghanaian protested against the collection of the tolls, but because of the Electronic Transaction Levy (E-Levy) that was going to be introduced at the time, the minister, without any consultation with stakeholders or public discussions, ordered that the collection must cease.

Hundreds of disabled persons who had been employed to collect the tolls were thrown out of the job market. To make matters worse, most of the toll booths, especially those on the Accra-Tema Motorway, were deliberately destroyed after a truck ran into one of them. Meanwhile, these toll booths were constructed at a huge cost to the poor tax payer.

Now that these tolls are going to be brought back, who is going to bear the cost of reconstructing the destroyed booths? Clearly, the reckless dissipation of state resources in the manner we saw in this situation is very distressing.

Indeed, at the time of cancellation of the road toll collection, the authorities had projected to collect GHS78 million. If the collection were to be in place up till date, this figure could have doubled by now. It is the hope of The Chronicle that after, the toll has been re-introduced and no minister will in the near future take such a hasty decision to abolish it.

The United States of America is the most developed country in the world, yet it has not stopped the collection of road tolls. However, Ghana, a developing country, with so many cars on our roads think it is wrong to collect a token from drivers to maintain our roads. We insist that the November 2021 decision taken by Mr Amoako-Atta, the former sector minister, will go down as one of the worst decisions in the annals of this country.

This is why everybody must applaud Assenso Boakye, the new minister, for the bold decision he has taken to bring back the road toll collection. Of course, paying taxes is very painful, but it is a necessary evil if we are to ensure regular maintenance of our roads.

Mampontenhene pleads with Bawumia to complete 10-year market project

Barima Saasi Ayeboafo II, Mampontenghene, has appealed to Dr.  Mahamudu Bawumia, the Vice President and Flagbearer of the ruling New Patriotic Party (NPP) to complete the over 10-year market project and improve the bad road network in the Constituency.

Barima Ayeboafo made the appeal when the Vice President paid a courtesy call on him and Nananom at his palace at Mamponteng.

According to him, the ruling New Patriotic Party always records the highest votes in every election, yet the roads network in the area remains deplorable.

Barima Saasi Ayeboafo stressed that the over 200-year-old market which used to serve the entire Kwabre was earmarked by government ten years ago for reconstruction but change of government has stalled the projectl which has remained uncompleted over the years.

He urged the Vice President to complete the project upon winning the upcoming general elections.

Dr. Alhaji Mahamudu Bawumia also pleaded with the people of Kwabre to support him to win the upcoming general elections and assured Nananom and the entire Kwabre East Constituency of the completion of the oven ten years market project.

Dr. Mahamudi Bawumia admitted that, the New Patriotic Party (NPP) always record their highest votes in the Constituency, for which he is not going to neglect the area, especially the road network and the abandoned market project, to reciprocate their votes.

 

Bekwai Forest District releases 150 hectares of land for farming and tree planting

One hundred and fifty hectares of land in the Oda River Forest Reserve and Hia Ye Ya portion in the Amansie Central District of Ashanti region have been released by the Bekwai Forest District to farmers to plant foodstuffs, in addition to the planting of trees of various species.

Mr. Palmer Aikins Amponsah, Deputy District Manager of the Bekwai Forest District said the farmers stand to gain from the gesture and urged them to take advantage of the offer and plant the needed crops, as well as the trees.

The occasion was the presentation of seedlings to the selected farmers at Hia Ye Ya.
He called on the farmers to nurture the trees and added that when they mature, the farmers will be credited with 40% of the proceeds from the sale.

The MCE for Bekwai, Mr. Kwaku Kyei Barffour, called on cocoa farmers who claim that it is proper to give out their farms for galamsey purposes in exchange for millions of cedis to change their mindset.
He warned that if care is not taken, a time will come when all cocoa farms will be sold for illegal mining purposes.
Nana Adutwumwaa Bonin III, Denyaasemanhemaa, on her part expressed grave concern over the bad nature of the road from Tweapease to Hia Ye Ya, and appealed to the government to, as a matter of urgency, fix it.

She also called for a stop to the deliberate destruction of the forest and water bodies by galamsayers across the country.

Mankranso Forestry Division distributes 240k seedlings on Green Ghana’s Day

The Mankranso Forest District Division distributed about 240,000 seedlings towards Green Ghana Day.

Mr. Ishmael Boakye Agyemang, the District Manager, stated that the district is expected to plant 240,000 seedlings, out of the 10 million target for the year, across the country.

Speaking at Onyina Nufu, near Kunsu, in the Ahafo Ano South West District, he said the Mankranso Forest District has already distributed 258,950 seedlings with over 150,000 already planted.

He entreated those who collected the seedlings to make sure they plant them, instead of discarding them.

According to him, the only obstacle hindering the exercise is the activities of illegal miners in the forest and urged all stakeholders and the citizenry to contribute in the fight against the canker.

He also cautioned unscrupulous individuals who indulge in illegal felling of trees to desist from the practice.

Nana Professor Oheneba Boachie-Adjei Woahene II, Otumfuo’s Hiahene, who led the campaign on behalf of the Asantehene, urged Ghanaians to make it a priority to fight against the activities that destroy our forest and the water bodies.

He reiterated the important role forest and water bodies play in human lives, noting that it is very unfortunate that both the forest and water bodies keep losing their value, because of human activities.

He expressed worry over how people intentionally destroy our forest cover, especially in the Ashanti region, and urged Ghanaians to resist the destruction of our forest and water bodies.

According to him, as human beings, we would definitely use trees, but must be replaced and nurtured, hence the need for all people to get involved when it comes to the Green Ghana project to plant more trees to replace the lost forest cover.

Democracy best form of govt – Uzodimma

Uzodimma stated this in a statement made available to newsmen in Owerri, for this year’s June 12 democracy day.

The governor said: “It is a thing of joy that Nigeria and Nigerians are today celebrating 25 years of unbroken Democracy. That means we have come of age and that Democracy as a system of government has come to stay. While I congratulate all Nigerians for this remarkable feat, I use this opportunity to salute our heroes and nationalists whose sweat and blood watered this beautiful system of government that we are enjoying. Because of their various sacrifices, it is now evident that we are on a journey to irreversible economic growth and greatness among the comity of nations.

“Although our democratic journey has not been a smooth sail in these past 25 years, there is no doubt that Nigerians are determined to defend it, the system’s imperfections notwithstanding. I therefore salute the resilience of our citizens who, year in and year out, had turned out to cast their votes for the sustenance of democracy. For those who died in the process, I am sure that their deaths will never be in vain.”

“Because we have gone this far in our democratic journey, we must ensure we don’t look back. No matter the inherent weaknesses in our democracy, which some unconscionable people exploit for their selfish interests, the fact remains that democracy as a form of government remains the best option for humanity. Indeed, it has been tried and tested, and the result remains that it is one system that guarantees all of us freedom of choice, justice, fair play, equity, and inclusion.

“For Nigeria, there is no other viable alternative, especially now that we have a committed democrat on the saddle in President Ahmed Bola Tinubu as our leader. He has tackled governance challenges with uncommon dedication, and the results are there after one year in office.

“Let me use this auspicious opportunity to urge Nigerians to persevere in the face of the current global economic challenges with its consequences for our country,” he said.
