Reps Probe Police Over Sale Of Barracks, N6b Contract Splitting

The House of Representatives on Thursday mandated its joint Committees on Public Accounts and Public Procurement to investigate alleged systemic abuse of office and asset stripping within the Nigeria Police Force (NPF).

The resolution followed the adoption of a motion jointly sponsored by Ibe Osonwa (LP, Abia), Mark Esset (PDP, Akwa Ibom), and Jafaru Leko (APC, Bauchi).

Leading debate on the motion, Osonwa expressed concern over recent allegations suggesting that the police had violated the Public Procurement Act by splitting a N6 billion contract into 66 separate contracts, reportedly awarded to Crown Natures Nigeria Limited, in a bid to circumvent procurement regulations—specifically in the procurement of police uniforms.

He further raised alarm over the sale of police barracks, including Garki Barracks in Abuja, Falomo Barracks in Lagos, and Bompai Barracks in Kano, to private individuals allegedly linked to Exima Realty Company Limited. According to the lawmaker, these transactions occurred without due process or requisite approvals from the Infrastructure Concession Regulatory Commission (ICRC), the Ministry of Police Affairs, or the Federal Executive Council (FEC), in total disregard for the Public-Private Partnership (PPP) framework.

Osonwa added that several contracts under the 2024 budget, amounting to tens of billions of naira, have allegedly been awarded by the Police Force without adherence to statutory procurement processes, including FEC approval, Ministerial Tenders Board vetting, or Bureau of Public Procurement (BPP) “no-objection” certification.

Companies reportedly involved in these violations include Dexterity Development Ltd., KC Construction Ltd., Contract Technologies Ltd., and Strong Tower Infrastructure Development Ltd., among others.

Court Jails Mama Boko Haram For ₦11m Contract Fraud In Maiduguri

Justice Aisha Kumaliya of the Borno State High Court sitting in Maiduguri on Wednesday convicted and sentenced the trio of Aisha Alkali Wakil (also known as Mama Boko Haram), Tahiru Saidu Daura and Prince Lawal Shoyode to a 14-year jail term each.

This was disclosed by the Economic and Financial Crimes Commission (EFCC) in a statement signed by its spokesperson, Dele Oyewale, on Wednesday.

The defendants were arraigned on September 14, 2020, by the Maiduguri Zonal Directorate of the EFCC on a two-count charge bordering on conspiracy and obtaining by false pretence to the tune of ₦11 million only.

Count two of the charge read, “That you, Aisha Alkali Wakil, Tahiru Saidu Daura, Prince Lawal Shoyode whilst being Chief Executive Officer, Programme Manager, and Country Director respectively of Complete Care and Aids Foundation (Non-Governmental Organisation) and Saidu Mukhtar (now at large) sometime in July 2018 at Maiduguri within the jurisdiction of this Honourable Court, with intent to defraud obtained the sum of ₦11 million only from one Muhammed Ambare of Muhammed Ambare Ventures under the false pretence of executing a purported contract of supply, installation and servicing of two units of X- Ray Machine Model 1800, which you knew to be false and thereby committed an offence contrary to Section 1(1) (b) of the Advance Fee Fraud and other Fraud Related Offences, Act, 2006 and punishable under Section 1(3) of the same Act.”

The defendants pleaded not guilty to the charges when they were read to them, prompting the matter to go into full trial.

The prison terms are to run concurrently.

EFCC arrests 34 suspected internet fraudsters in Ekiti

Thirty-four persons suspected to be involved in internet-related fraud have been arrested by operatives of the Ibadan Zonal Directorate of the Economic and Financial Crimes Commission, EFCC.

The arrests were carried out in the early hours of Monday, June 23, 2025, during coordinated raids at Iworoko and Ijado communities in Ado-Ekiti, the capital of Ekiti State.

The operation followed actionable intelligence linking the suspects to cybercrime activities.

During the raid, operatives recovered several items, including 11 luxury vehicles, numerous mobile phones, laptops, and a collection of documents believed to be used for fraudulent purposes.

The commission stated that the suspects will be prosecuted once investigations are finalized.

Senate Hands NNPCL Boss 10-Day Ultimatum Over ₦200trn Unaccounted Funds

The Senate Committee on Public Accounts has issued a 10-day ultimatum to the Nigerian National Petroleum Company Limited (NNPCL) Group Chief Executive Officer Bayo Ojulari to respond to 11 critical financial queries related to discrepancies in its audited financial statements, warning that failure to comply could attract serious constitutional consequences.

The committee, chaired by Senator Aliyu Wadada, had days ago expressed dissatisfaction over what it described as mind-boggling and unacceptable, financial irregularities uncovered in NNPCL’s books, including over 200 trillion naira in unexplained receivables and undocumented legal and audit fees spanning the years 2017 to 2023.

The ultimatum, which will expire on July 10, comes after NNPCL on Thursday formally requested a two-month extension to respond to the queries, a request the committee flatly rejected.

Wadada said, “It is unacceptable. We have given them 10 working days. This committee will not tolerate delay tactics in matters concerning public funds.”

The lawmaker warned that should the NNPCL boss fail to respond, the Senate would be compelled to invoke its constitutional oversight powers.

“Any attempt to disregard this committee’s directive will amount to contempt of the Senate. We are here to protect public funds, and we will not be deterred,” he said.

He also lamented the absence of NNPCL’s external auditors at the hearing, underscoring the need for transparency and accountability.

The session was attended by representatives from the Economic and Financial Crimes Commission (EFCC), the Nigeria Financial Intelligence Unit (NFIU), the Department of States Services (DSS) and other key stakeholders who served as witnesses to the proceedings.

Tinubu signs Tax Reform Bills into law

President Bola Tinubu has signed four tax reform bills into law, signalling what he described as a bold new era of economic governance in the country.

The President signed the bills in the presence of principal officers of the National Assembly, including Senate President, Godswill Akpabio, Speaker of the House of Representatives, Tajudeen Abbas, among others.

Tinubu explained that the reforms will go beyond streamlining tax codes.

According to him, the reforms are meant to deliver the first major, pro-people tax cuts in a generation.

Specifically, he said they will provide targeted relief for low-income earners, small businesses and families working hard to make ends meet.

The four bills, which are now Acts, are the Nigeria Tax Bill (Fair Taxation), Nigeria Tax Administration Bill, Nigeria Revenue Service (Establishment) Bill, and the Joint Revenue Board (Establishment) Bill.

Tinubu said the policy will unify the country’s fragmented tax system, eliminate wasteful duplications, cut red tape, restore investor confidence, and entrench transparency and coordination at every level.

Crush kills 29 pupils taking exams after blast in Central Africa

Twenty-nine children who were taking their school exams in the Central African Republic have been killed in a crush after a nearby explosion caused panic, a hospital director told the BBC.

The blast, on the second day of the high-school finals on Wednesday, occurred at an electricity transformer, said Abel Assaye from the Bangui community hospital.

“The noise of the explosion, combined with smoke” caused alarm among the almost 6,000 students sitting the baccalaureate at a school in the capital, Bangui, local radio station Ndeke Luka reported.

President Faustin-Archange Touadéra has declared a period of national mourning.

He also ordered that the more than 280 who were wounded in the crush get free treatment in hospital.

Students from five different schools in the capital had gone to the Lycée Barthélémy Boganda to sit the baccalaureate exam.

The education ministry said the explosion happened after power was restored at the electricity transformer, located on the ground floor of the main building, that had been undergoing repairs.

“I also offer our sincere condolences to the parents of the affected candidates and wish a speedy recovery to the injured candidates,” Education Minister Aurelien-Simplice Kongbelet-Zimgas said in a statement.

He also announced the suspension of further exams.

Iran moves to punish ‘spying’ as it proclaims victory over Israel, US

Iranian authorities are moving to allow for tougher punishment of cooperation with foreign governments after a 12-day war with Israel and the United States ended with a ceasefire on Monday.

In a late Tuesday written message addressed to the Iranian nation, President Masoud Pezeshkian claimed a “historic victory” and said plans to sow “discord and division” among Iranians would fail.

At the same time, the country’s parliament and judiciary are advancing efforts to enforce more serious punishment against any action viewed as damaging to national security.

The Iranian parliament on Monday approved a plan to “intensify punishment for espionage and collaborators with the Zionist regime [Israel] and hostile countries against national security and interests”.

Alireza Salimi, a member of the presiding board of the parliament, said “any intelligence or espionage activity or practical action” that would favour Israel, the US and others could, as part of the proposal, be considered an example of “corruption on Earth” – a crime that carries the death penalty.

The legislation also targets people linked to weapons “that can kill or create chaos and terror”, as well as those who receive money, property or cryptocurrencies in exchange for services to hostile states.

The bill is expected to “give the security forces a freer hand”, according to the lawmaker.

Asghar Jahangir, the Iranian judiciary spokesperson, told state television on Tuesday that the country’s current law on espionage is too general, and might not cover the types of espionage Iran currently faces. He said the current law would cause “restrictions and limitations” for authorities who wish to punish people arrested during the war with Israel.

Three Palestinians have been shot dead after dozens of Israeli settlers attacked a Palestinian village in the occupied West Bank, Palestinian authorities say.

Video footage from Kafr Malik, near Ramallah, on Wednesday night showed a car and a home on fire and Palestinians running away as gunfire is heard.

The Israeli military said forces deployed to the scene found settlers and villagers throwing stones at each other. It added that several “terrorists” opened fire and threw stones at the forces, who returned fire and identified hits. They also arrested five Israelis.

The Palestinian foreign ministry said settlers fired at villagers in their homes during what it called their “terrorist assault”.

The ministry also said Israeli forces prevented ambulance crews from reaching the wounded and obstructed fire crews from entering the village for several hours.

Israel has built about 160 settlements housing some 700,000 Jews since it occupied the West Bank and East Jerusalem – land Palestinians want, along with Gaza, for a hoped-for future state – in the 1967 Middle East war. An estimated 3.3 million Palestinians live alongside them.

The vast majority of the international community considers the settlements illegal under international law – a position supported by an advisory opinion of the International Court of Justice (ICJ) last year – although Israel disputes this.

Shortly after the incident in Kafr Malik, there was another attack in the Palestinian community of Dar Fazaa, near the village of Taybeh.

Israeli human rights group BTselem said three people were injured and three cars were torched. It posted CCTV footage showing a group of at least 10 masked men setting one car on fire and throwing stones.

Ukrainian forces halt Russian advance in Sumy region, says army chief

The head of Ukraine’s army, Gen Oleksandr Syrskyi, has said his troops have stopped Russian advances in the northeastern border region of Sumy.

During a visit to the front on Thursday, Syrskyi said the line of combat had been “stabilised” and that the Russian summer offensive in the area had been “choked off”.

However, Syrskyi also added that he had personally gone to check on fortifications in the region and that more were urgently needed.

Syrskyi’s comments on the successes of the Ukrainian troops in Sumy back recent statements by Ukrainian officials that Russia’s pressure on the region was declining.

However, the situation remained “volatile”, Border Guard spokesperson Andriy Demchenko said earlier this week.

Sumy borders the Russian region of Kursk, parts of which were seized and occupied last year by Ukrainian forces in a surprise offensive before being almost totally driven out months later.

The Kursk incursion was an embarrassment for Russia and in April President Vladimir Putin announced a plan to create “security buffer zones” along the border to provide “additional support” to areas in Russia which border Ukraine’s Kharkiv, Sumy and Chernihiv regions.

Moscow has been pushing in the Sumy area with renewed effort since then. In late May Ukraine’s Volodymyr Zelensky said 50,000 of Russia’s “largest, strongest” troops were concentrated along the border and were planning to create a 10km (6-mile) buffer zone.

What Is Wheezing & What Causes Wheezing

Wheezing is a whistling sound you may hear when you breathe.

Chronic obstructive pulmonary disease (COPD) and asthma are the most common causes of wheezing, but respiratory infections such as acute bronchitis can also cause it. Many people with respiratory allergies know that wheezing often happens during the hay fever season.

Wheezing can come with a variety of health conditions. If you wheeze a little bit with a cold, but it doesn’t bother you much and goes away on its own, you may not need treatment. But see your doctor if you have trouble breathing, your breathing gets fast, or your skin turns blue for a short time. Go to the ER if you start wheezing during a severe allergic reaction.

Several treatments can ease wheezing. Depending on the cause of your wheezing, you may need to see a specialist such as an allergist or pulmonologist.

A wheezing cough is when you are coughing along with wheezing. Wheezing happens because your airway is narrowed, and coughing usually happens because something is irritating the airway and your body is trying to expel it, says Mark Moss, allergist and associate professor of medicine and pediatrics at the University of Wisconsin School of Medicine and Public Health.

“Someone might have wheezing because their airway is narrowed because it has mucus in it and it’s a bit swollen, but they also cough to try to clear that mucus out,” Moss says.

Sometimes, wheezing makes it hard to breathe. But other times, it may not cause any breathing problems, and you may not be able to feel it.

What Does Wheezing Sound Like?

Wheezing usually sounds like a high-pitched whistle. “Wheezing is a long-duration, high-pitched, musical sound when someone is breathing out,” although sometimes you can hear wheezing when you breathe in as well, Moss says. Wheezing may sound a bit like hissing.

Sometimes, you can’t hear wheezing yourself, but a health care provider can hear it through a stethoscope.

Your breathing also may make a lower-pitched, rattling sound, somewhat like a snore or gurgling, called ronchi. People often describe this as coarse breathing. Sometimes, that’s considered a type of wheezing, but technically, those lower-pitched sounds are ronchi, Moss says.

You might also have a wheezing cough. “We see people who come in and have asthma that’s flaring up for a variety of reasons, for example, a cold. And they may have wheezing on expiration, but also on inspiration, and accompanying low-pitched ronchi, and may cough as they’re taking deep breaths,” Moss says.

You may be wheezing and not realize it. “We’ll have someone come into the clinic and they’ll say, ‘I have a cold. I’m doing OK. I haven’t really used my inhaler much,’” and then, during an exam, the provider clearly hears wheezing when they’re breathing out, Moss says.

Wheezing when breathing out

Wheezing is usually most noticeable when you’re breathing out. This is because your airways normally narrow when you breathe out.

If your airways are partially blocked (or obstructed), the air moving through them creates a whistling sound, which is called wheezing.

Wheezing when breathing in

Although wheezing usually happens when breathing out, it can happen when you’re breathing in as well.

If you’re wheezing both when breathing out and when breathing in, your airway may be more severely restricted than if you’re wheezing only when breathing out. If you have asthma and you’re wheezing, you may be able to hear wheezing when you’re inhaling and exhaling.

Sometimes, you might have a wheezing cough on top of your wheezing.

Stridor vs. wheezing

Stridor is another type of noisy breathing that sounds somewhat like wheezing. It’s a high-pitched whistle or squeaking sound that usually happens when you breathe in. It’s a less musical sound, and it may happen because a small object is lodged in your airway.

Stridor often happens because of swelling in the middle airway, such as around the neck and the vocal cords, while wheezing from asthma originates deeper in the lungs, Moss says.

What Causes Wheezing?

The whistling sound happens when air moves through airways that are narrowed, much like the way a whistle or flute makes music. Wheezing happens when your lower airways are narrowed.

Many health problems can cause wheezing, including:

  • Asthma. This condition, in which your airways narrow, swell, and make extra mucus, can make it hard to breathe.
  • Allergic reactions to pollen, chemicals, pet dander, dust, foods, or insect stings
  • Bronchitis
  • A cold
  • Obstruction of an airway because you’ve inhaled an object such as a piece of food
  • Lung cancer
  • Congestive heart failure
  • Pneumonia. This infection inflames the air sacs in your lungs, and they fill with fluid or pus.
  • Bronchiolitis. This lung infection inflames the airways and causes congestion, usually in children.
  • Emphysema. It is a lung condition that causes shortness of breath.
  • Smoking or breathing in smoke
  • Respiratory syncytial virus. This can lead to bronchiolitis.
  • Vocal cord problems
  • Sleep apnea
