AG’s Report: Lack of supervision – major cause of infractions

Lack of effective supervision, monitoring, and evaluation on the part of Chief Executive Officers and Heads of Finance of Specified Entities is among the major causes of infractions and irregularities flagged in the 2021 Auditor-General’s (A-G) Report.

A joint investigation conducted by the State Interest and Governance Authority (SIGA) and the A-G into the causes of the infractions identified procurement irregularities, misappropriation of funds, and non-implementation of previous audit findings as among the issues of concern.

President Nana Addo Dankwa Akufo-Addo in October last year directed  SIGA to investigate the circumstances under which some state agencies were cited for infractions in the 2021 Auditor-General’s report.

The Committee that probed the infractions, on Tuesday, January 24, 2023, presented its Report to the Chief of Staff, Mrs Akosua Frema Osei-Opare.

Mrs Osei-Opare on Tuesday afternoon held a private meeting with the CEOs of the various Specified Entities to discuss the issues captured in the Report.

Mr Edward Boateng, Director General, SIGA, said the Committee identified six key issues during its investigations.

He said the Team found that “a lot” of CEOs of the Specified Entities “do not pay attention” to the auditors when they visited their respective organisations to conduct their work.

He said the Team also identified procurement irregularities, adding that some of the entities did not follow due process in their procurements.

“We realised misappropriation and misapplication of funds in some instances and some of the defaulters have been recommended for the appropriate sanctions to be taken against them,” Mr Boateng said.

He said the late release of subventions also compelled some entities that were operating on tight funds to take decisions that breached public financial management regulations.

The Committee recommended that persons who were appointed into higher positions in the public sector should undergo “compulsory” training on the Public Financial Management Act and the Public Procurement Act.

It also urged Board Chairpersons and Governing Boards of those entities to thoroughly implement the audit findings and correct the wrongs.

“When the AG releases its report, there should be a thorough implementation of the audit findings; a lot of the issues that were in the 2021 Audit Report were reports which were issued in as far back as 10 years ago,” Mr Boateng said.

Mrs Osei-Opare said the non-compliance with financial reports requirements was a major problem associated with the entities, adding that all State-Owned Enterprises (SOEs) were required to mainstream the recommendations in the Report in their activities.

She charged all SOEs to prioritise the timely preparation of their respective management and audited accounts and collaborate with SIGA and the A-G to urgently clear the backlog of unaudited accounts by the end of the year.

“I would like remind management of our Specified Entities that the payment of monitoring fees is mandatory as SIGA requires these funds to effectively carry out its mandate,” Mrs Osei-Opare said.

Mr John Godfred Addison, Deputy A-G in charge of Commercial Audit, said by 28th February, 2023, any State entity that had not submitted its management accounts or unaudited accounts to the A-G’s Office would have their names published in the dailies.

“That is the only way that would tell the A-G that we are ready for the Audit,” he said.

“You’re looking at @investbamboo newest ambassador. It’s time to Dream, Invest & Live,” she wrote.

From the look of things, the relationship appears hale and hearty, and the rumours are just that: rumours.

India bans BBC documentary critical of Prime Minister Modi

 India has banned a BBC documentary critical of Prime Minister Narendra Modi’s alleged role in deadly riots more than 20 years ago from being shown in the country, in a move critics decried as an assault on press freedom.

A senior adviser for the Ministry of Information and Broadcasting said directions to block the documentary were issued using “emergency powers” available to the government under India’s information and technology rules.

“Videos sharing @BBCWorld hostile propaganda and anti-India garbage, disguised as ‘documentary’, on @YouTube and tweets sharing links to the BBC documentary have been blocked under India’s sovereign laws and rules,” senior adviser Kanchan Gupta wrote on Twitter Saturday, adding both YouTube and Twitter have complied with the order.

CNN has contacted Twitter and YouTube for comment but is yet to hear back.

The two-part documentary “India: The Modi Question,” criticizes Modi, who was the chief minister of the western state of Gujarat in 2002 when riots broke out between the state’s majority Hindus and minority Muslims.

Kuwaiti govt resigns after dispute with parliament

The Kuwaiti government has resigned barely three months after its formation, in the latest political standoff in the Gulf country.

 

Prime Minister Sheikh Ahmad Nawaf al-Sabah submitted the resignation of his cabinet to the country’s crown prince on Monday, state news agency KUNA reported.

 

Crown Prince Sheikh Meshal al-Ahmad al-Sabah, who has taken over most of the emir’s duties, last year named Sheikh Ahmad as premier and called early legislative polls after dissolving the previous parliament to end feuding that impeded fiscal reforms.

 

Tensions recently resurfaced between Kuwait’s elected parliament and the government, sworn in last October, as lawmakers pressed for a debt relief bill, under which the state would buy Kuwaiti citizen’s personal loans, and sought to question two ministers.

 

The prime minister submitted the government’s resignation to the crown prince “as a result of what has become of the relationship between the executive and legislative authorities”, KUNA reported citing a cabinet statement.

 

Kuwait’s leadership has tried to overcome political discord by responding to key opposition demands, including granting amnesties to political dissidents, clamping down on perceived corruption and restructuring some key institutions.

Freezing weather kills at least 124 Afghan people

Afghanistan is enduring its harshest winter in years

At least 124 people died in freezing temperatures in Afghanistan in the past fortnight, Taliban officials say. About 70,000 livestock had also perished in what is the coldest winter in a decade, a State Ministry for Disaster Management spokesman said.

Many aid agencies suspended operations in recent weeks after the Taliban banned Afghan women from working for non-governmental organisations. A Taliban minister said despite the deaths, the edict would not be changed.

Acting Minister of Disaster Management Mullah Mohammad Abbas Akhund told the BBC that many areas of Afghanistan were now completely cut off by snow; military helicopters had been sent to the rescue, but they couldn’t land in the most mountainous regions.

The acting minister said the forecast for the next 10 days indicated temperatures would warm. But he was still worried about a rising death toll – of Afghans, and their livestock.

“Most of the people who lost their lives to the cold were shepherds or people living in rural areas. They didn’t have access to healthcare,” Mullah Akhund said.

Several senior Ukrainian officials have resigned as President Volodymyr Zelensky begins a shake-up of personnel across his government. A top adviser, four deputy ministers and five regional governors left their posts on Tuesday. Their departures come as Ukraine launches a broad anti-corruption drive.

Recently, authorities have seen bribery claims, reports of officials buying food at inflated prices and one figure accused of living a lavish lifestyle. Senior aide Mykhailo Podolyak said Mr Zelensky was responding to a “key public demand” that justice should apply to everyone.

The president has already banned state officials from leaving the country unless on authorised business.

The first to resign on Tuesday was Kyrylo Tymoshenko, the president’s deputy head of office, who oversaw regional policy and had earlier worked on Mr Zelensky’s election campaign.

After Russia launched its invasion of Ukraine last February he became a frequent spokesperson for the government. He was implicated in scandals over his use of expensive cars – though denies any wrongdoing.

Seven dead in another California mass shooting

A suspect is arrested after a mass shooting in Half Moon Bay

The US state of California is reeling from its third mass shooting in eight days after a man shot dead seven former co-workers south of San Francisco.

The attacks took place in the coastal city of Half Moon Bay. The victims were all Chinese-American farm workers.

Suspect Zhao Chunli, 67, was arrested after driving to a police station.

It comes as the state mourns the death of 11 at Monterey Park – about six hours south east of Half Moon Bay – during Lunar New Year celebrations.

And just over a week ago, six people including a teenage mother and baby were killed at a property in Goshen, south of Los Angeles.

California Governor Gavin Newsom tweeted that he was at a hospital meeting with victims of the earlier mass shooting when he was pulled away to be briefed about the second attack, describing it as “tragedy upon tragedy”.

The latest bloodshed to hit the state took place at two farms around the Half Moon Bay community.

Russia’s army plans may consider NATO expansion

The new Russian general in charge of operations in Ukraine has said military reforms will respond to NATO’s possible expansion and the “collective West”, which he accused of waging a hybrid war against Moscow.

 

In his first public comments, Valery Gerasimov, chief of Russia’s military general staff, admitted problems with mobilising troops and broader challenges in the conflict that began 11 months ago.

 

“The system of mobilisation training in our country was not fully adapted to the new modern economic relations,” Gerasimov told the news website Argumenty i Fakty. “So I had to fix everything on the go.”

 

Military reforms announced mid-January could be adjusted to respond to security threats, he warned.

 

“Today, such [security] threats include the aspirations of the North Atlantic Alliance to expand to Finland and Sweden, as well as the use of Ukraine as a tool for waging a hybrid war against our country,” he said.

 

Finland and Sweden applied to join NATO last year, in response to Russia’s invasion of Ukraine.

Bundesliga 2 side FC Magdeburg have announced the signing of German-born Ghanaian centre-back Daniel Heber in an undisclosed period of contract this January.

The former VfL Bochum U-19 youth star is joining the MDCC-Arena outfit from Bundesliga 3 side Rot-Weiss Essen, with the talented stopper set to play a pivotal role for his new side in the rest of the ongoing campaign.

“The 28-year-old central defender comes from Rot-Weiss Essen. FC Magdeburg has signed Daniel Heber. The 28-year-old central defender comes from the third division Rot-Weiss Essen and will wear shirt number 15 at FCM in the future,” a club’s statement over the signing of Heber reads.

Sporting director Otmar Schork revealed their keen interest in the 28-year-old since last term and he is now happy to have lured him given his versatility as a centre-back.

“We were already interested in Daniel Heber in the summer of 2021 and have continued to follow his career. Due to our long-standing injury misery, we had to act and in Daniel we have signed a player who can help us in several positions on the defensive,” Schork added to his club’s communications network.

He featured in 17 league games for Rot-Weiss Essen in this season’s 3. Liga 22/23 football contest before making his transfer switch to the Magdeburg-based club this winter.
