Man United close to completing signing of Fenerbahce goalie

Manchester United are set to complete the £4.3million signing of Fenerbahce goalkeeper Altay Bayindir as cover for Andre Onana.

The Turkey international arrived in England over the weekend and his agents joined him in Manchester on Wednesday to iron out the final details ahead of his move.

Bayindir was an unused substitute as Fenerbahce beat Twente 5-1 in the Europa Conference League last week.

His impending arrival at Old Trafford will allow Crystal Palace to complete the signing of  Dean Henderson, who will move to Selhurst Park for £15m with a further £5m in add-ons.

As Mail Sport reported earlier this week, United will also hold a sell-on clause. United officials travelling to Greece last week to seal the deal for Bayindir, who has won five caps for Turkey.

The 25-year-old made 40 appearances in all competitions last term as Fenerbache finished second in the Turkish Super Lig and won the Turkish Cup.

On Monday, Fred seemed to confirm that United had completed the signing of the Fenerbahce goalkeeper.

The Brazilian, who signed for the Turkish giants in the summer, said he had already bid farewell to Bayindir at his introductory press conference in Istanbul.

Man City reach £47m deal with Wolves star Matheus Nunes

Manchester City have reached a verbal agreement with Wolves over a £47.3m deal to sign midfielder Matheus Nunes.

The deal for the 25-year-old has not been formally agreed yet but if completed, there will be no add-ons.

City had a previous bid for the Portugal international rejected last week, with Wolves believed to be wanting in excess of £60m.

Nunes has been absent from training recently after making it clear he wants to join Pep Guardiola’s side.

In addition, Wolves have agreed to sign City’s England Under-21 international Tommy Doyle on loan, with the option of a £4.3m transfer that would include a huge sell-on clause for City.

These two deals are separate and come after City refused to meet Wolves initial £60m-plus valuation for Nunes.

City wanted to bolster their midfield options even before Kevin de Bruyne suffered the hamstring injury that could keep him out for four months.

West Ham’s Lucas Paqueta was an option before it emerged the Brazilian, 25, is being investigated by the Football Association for potential betting rule breaches.

Wolves manager Gary O’Neil said after Tuesday’s Carabao Cup win over Blackpool that he expected Nunes to stay at the club beyond Friday’s transfer deadline.

Frankfurt striker Kolo Muani refuses to train as he eyes PSG move

Eintracht Frankfurt striker Randal Kolo Muani has told the club he will not train as he tries to force a move to Paris St-Germain.

The PSG target, 24, says he wants to move to the French champions as it is “a unique chance for me”.

The France international will not take part in Thursday’s Europa Conference League qualifier against Levski Sofia.

Frankfurt sporting director Markus Kroesche said: “This behaviour has no influence on transfer business.”

Kolo Muani has a contract with the German club until 2027 and has been valued at 100m euros.

Eintracht said: “Kolo Muani today informed the Eintracht Frankfurt sporting management that he will not take part in today’s final training session.

“He stated his intention to move clubs before the end of the transfer window on Friday night as the reason for his absence.”

Kroesche added: “This isn’t the Randal we’ve got to know and we know his real character. He’s being bombarded at the moment and the result is this reaction, which is wrong, as we’ve made clear to him and his entourage along with all the ramifications.”

In an interview with Sky Germany on Tuesday, Kolo Muani, who has scored 26 goals in 50 games since joining from Nantes last season, said: “It’s no secret, PSG have made a record offer for me.

“A move to Paris is now a unique chance for me. I want to move to Paris and I’ve told my [club] management that. I hope Frankfurt will accept this offer from Paris and make possible this transfer.”

Kolo Muani has won nine caps for France and played in their World Cup final defeat by Argentina, scoring in the penalty shoot-out which they lost 4-2.

Liverpool ‘plan swoop for Barcelona pair Abde and Ansu Fati’

Liverpool have earmarked a Barcelona pair to replace Mohamed Salah if the forward is granted a move to join Saudi Pro League side Al Ittihad, according to reports.

Some Barcelona players are reportedly unhappy with the situation at the club and could attempt to negotiate an exit this summer, with Liverpool keeping tabs on Ezra Abde and Ansu Fati.

The duo remain unconvinced that they will be given regular minutes under Xavi this season, and should Salah leave, both will be targeted by Liverpool, as reported by SPORT. 

Liverpool remain determined to keep hold of their Egyptian star but could be convinced by a mega-money offer that may force their hand to cash-in.

That would leave the Anfield club tasked with a mad dash for new talent before the transfer window closes on Friday, with a raid on Barcelona being planned. 

The LaLiga champions have made a decent start to the new season, winning two games and drawing one, but have a dressing room packed with players that are seeking more regular minutes.

Fati and Abde are part of a growing collective of players that are unhappy with how they are being treated by Xavi with Spanish media describing the situation as a ‘hornets nest’.

Akufo-Addo tells biz gurus: Ghana’s Sea Is Safe! … No piracy, armed robbery cases recorded since 2022

Ghana has not recorded any incidents of piracy or armed robbery at sea since 2022, President Nana Addo Dankwa Akufo-Addo has said.

The excited Commander-in-Chief of the Ghana Armed Forces has, thus, commended the efforts of his men and women in uniform, who have worked to keep the sea safe.

“The fact remains that with the concerted efforts of the Ghana Navy and other key maritime stakeholders, Ghana has not recorded any piracy or armed robbery incidents at sea since 2022,” he said.

President Akufo-Addo was speaking at the launch of the National Integrated Maritime Strategy (NIMS), an event that also opened the 3rd international maritime defence exhibition and conference.

He had earlier bemoaned the gloomy picture of events in the Gulf of Guinea, painted by some entities, although past efforts had brought “relative calm” to the waters in the region.

The President insisted that, the fact that some ship owners reported a few unverified petty theft incidents at the anchorages, could not be equated to piracy, in the context of international maritime law’s definition.

However, he urged that as much as maritime stakeholder organisations contribute towards international shipping, they should be mindful of the implications of inaccurate reporting on the nation’s ability to participate in global trade.

“I commend the excellent collaborative effort between the navies in the region, our international partners and stakeholders for the considerable reduction in maritime crimes, especially piracy.

I believe that maritime security agencies attending this program will engage the same spirit of collaboration in the conference deliberations to tackle the high cases of psycho and illegal unregulated fishing around reporter fishing in this region,” he remarked.

TECHNOLOGY

President Akufo-Addo, addressing the gathering of maritime players, mentioned that technology had become a vital tool in the quest to sustain and secure the maritime domain.

He raised the issue of technology as a tool to fight crime at sea, but was aware of the smartness of the perpetrators of the crimes at sea, who use sophisticated technology.

He argued that combating crimes at sea would require more innovative and advanced technology.

He added that maritime security stakeholders must take charge of this domain in order to deny access to terrorist groups drifting south-west from the Sahel regions towards the Gulf of Guinea.

“I must stress the need for a multifaceted technological approach to deny the authorized use of the underwater surface and above-water sources by criminals and economic saboteurs,” he stated.

COMMITMENT

He said the government recognizes the need for a well-resourced and technologically advanced Navy and is thus commencing the equipment of the Navy with drones, coastal radars, real-time surveillance, and tracking protocols in order to improve maritime domain awareness.

According to the President, the government was committed to acquiring some offshore patrol vessels, some to augment existing platforms, in order to improve its physical presence at sea.

After opening the conference, President Akufo-Addo participated in the exhibition, which had naval boats, drones and other maritime tools and equipment on display.

The Minister for Transport, Kwaku Ofori Asiamah, the National Security Minister, Albert Kan Dapaah and the Chief of Naval Staff, Rear Admiral Issah Yakubu also took turns to address the gathering.

How police rescued Tamale Judge from jaws of marauding crowd

On Monday August 28, 2023, at about 0945 hours, a group of people in their numbers besieged the Tamale District Court One, disrupted court proceedings. They ended up chasing away the Magistrate, His Worship Mr. Amadu Issifu, clerks, staff and lawyers.

Police reinforcements went in, but the riotous mob, which armed themselves with sticks, stones and other offensive weapons, rather charged on them, disarmed one policeman off his sidearm and subjected him to severe beatings.

They blocked the entrance to the court to prevent the police from accessing the place, and resorted to the burning of lorry tyres. The police managed to enter the courtyard, but were pelted with stones. The crowd also vandalised the roofing and windows of the court building, and this led to a number of the personnel sustaining various degrees of injury.

As the mob overrun the premises and into the courtroom, the police resorted to the use of firearms, water cannon and successfully rescued the Magistrate to safer ground. Two civilians, Yakubu Mohammed and a female, however, sustained gunshot injuries in the foot and thigh respectively.

It all started when a group of people, who constituted themselves into a task force, went round to apprehend persons suspected to be trading in tramadol drugs in the Tamale Metropolis.

The group broke into the room of one Osman Alhassan in his absence, and allegedly took some boxes of tramadol drugs from the place.

The drugs were handed over to the police and investigations led to the arrest of Osman, who was arraigned. In the course of the trial, he was granted court bail.

The group and some youth chiefs did not, however, understand why the court would not incarcerate him, hence, mobilised and incited violence against the court.

World Bank helping NHIA to increase membership

The World Bank Group is offering Twenty-Seven Million, Seven Hundred Thousand ($27.7 M)to the National Health Insurance Authority (NHIA), to increase the National Health Insurance Scheme (NHIS) annual active membership, and facilitate Claims processing and payments for primary healthcare providers comprising CHPS, Health Centers and Maternity Homes under the Primary Health Care Improvement Program for Results (PforR).

The monumental program is financed through a World Bank facility with co-financing grants from the Global Financing Facility (GFF), Canada, the UK Foreign Commonwealth and Development Operation (FCDO), and the Gavi Alliance.

The program will be implemented for four (4) years, spanning from 2022 to 2025. The funding is allocated based on the Disbursement Linked Result (DLR) achieved per the Disbursement Linked Indicators (DLIs) of the program.

The DLis under the program include increase in the membership of the NHIS, increase in the enrollment of vulnerable populations in the Scheme and improvement in claims processing and payment for the primary healthcare facilities.

Under the facility, the NHIA in partnership with the Ministry of Health, Ghana Health Service, and the Health Facility Regulatory Authority (HeFRA) are to improve on relevant aspects of accreditation of healthcare providers, monitoring, and financing of primary healthcare services.

The NHIA and the Social Protection Directorate of the Ministry of Gender, Children, and Social Protection (MoGCSP) collaborative effort will boost the enrolment of indigent populations, such as the disabled, orphans, widows, women, and children in the Scheme.

This will be done through linkage with the National Household Registry which is also supported by the World Bank.

New NHIS Leadership Vision

The ‘New NHIS’ leadership’s ultimate goal is building a more resilient Health Insurance Scheme that responds to the needs of all by providing access to quality and affordable healthcare services on a sustainable basis.

The Executive Management’s strategy towards achieving Universal Health Coverage (UHC) is the adoption of ‘pro-poor pathway’ interventions fastened to the legal framework that every Ghanaian should register with the NHIS.

The Chief Executive, Dr. Bernard OkoeBoye, his deputies, and some Directors have completed a national tour of all 16 regions as a way of connecting with staff and the citizenry and discussed how to strengthen the NHIS and the role it plays as a vehicle for Ghana to achieve UHC.

Leadership is determined to open more offices in strategic locations to make the NHIS accessible to all. Some additional offices recently commissioned are the Western North Regional Office, Bono East Regional Office, Ahafo Regional Office, Dormaa East, Jamaan North, Asunafo North, Asutifi North, Obuasi, Asawase, Atwima Kwanwoma, Ejisu, Komenda Edina Eguafo Abirem (KEEA) Mion, Kumbungu, and Nanton.

Bono East, Sunyani Municipal, Jaman South, Kintampo Municipal, and Techiman Municipal have received newly branded operational vehicles.

 

Relevance

The NHIS has grown to become a major instrument for financing healthcare delivery in Ghana and it is the financial mainstay of over 4,600 credentialed healthcare service providers. Over 80 percent of the internally generated funds of most healthcare providers are from the NHIS.

The NHIS continues to provide financial access to many people who otherwise could not afford the cost of their healthcare services. Many are now seeking medical attention early and avoiding unnecessary deterioration in their medical conditions and possibly death as a result.

Police MTTD engages stakeholders on enforcement of ‘Traffitech-Ghana’

The Motor Traffic and Transport Division (MTTD) of the Ghana Police Service has engaged and sensitised stakeholders in the transport sector on ‘Traffitech-Ghana’ to reduce accidents and carnage on our roads.

Traffitech-Ghana is an automated system developed by the Ghana Police Service to enforce road traffic laws and regulations to improve road safety in Ghana. The system uses cameras and sensors to automatically take a picture and or video of vehicles that flout road traffic laws and regulations such as speeding and jumping of red light.

The objective of the technology is to to increase compliance of road traffic laws and regulations to reduce road traffic crashes and injuries.

ACP Frank Abrokwah, Manhyia Division Commander, who represented the Regional Police Commander and Inspector General of Police (IGP), noted that Traffitech-Ghana would deploy fixed mobile/in-vehicle and radar gun devices to capture, amongst others, speeding drivers and those  jumping red lights.

He said pictures or videos recorded of the offence are automatically transmitted back to the office for validation, and issuance of a notification by SMS to the vehicle owner for payment.

He noted that, other traffic offences that would be enforced under Traffitech-Ghana were expired road worthiness certificate, wrongful overtaking, non-use of seatbelts, use of expired licenses, driving with an uninsured vehicle, and abuse of siren among others.

He stressed that, the consequences of defaulting on the payment of Traffitech-Ghana would lead to an additional 1% penalty on the original Traffitech-Ghana fine for each day of default after 14 days payment period.

He reiterated that, all traffic enforcement devices that operate in Ghana, under the auspices or on behalf of the MTTD, were approved and regularly verified for accuracy related aspects by the Ghana Standards Authority (GSA) based on internationally accepted standards.

He stated that, the data/photo/video evidence of one’s offense could be found online under the Ghana Police Service (MTTD) Traffitech-Ghana after typing in their violation number and follows the prompts to review the photo/video evidence file of their violation.

Akufo-Addo launches National Integrated Maritime Strategy

The President, Nana Addo Dankwa Akufo-Addo, has launched Ghana’s National Integrated Maritime Strategy (NIMS).

He launched the document on Tuesday, August 29, 2023, at the opening of the 3rd International Maritime Defence Exhibition and Conference, which ends today.

The executive summary of the document says that the NIMS has been developed by a multi-agency Ghanaian team at a crucial moment in the history of the country when the oceans were faced with a convoluted set of maritime threats, as well as increasingly complex conservation and management concerns.

This strategy is intended to chart viable courses of action towards addressing these issues to ensure that Ghana’s maritime domain is globally considered safe and secure, with strong blue economy sectors that, not only generate a substantial national income, but also ultimately improves the living standards of our people.

The NIMS is guided by seven core principles – national ownership, social inclusion and impact, synergy, accountability, partnerships and cooperation, technology, and innovation and sustainability.

Each of these principles is ingrained in the provisions mapped out in this document, making the NIMS a living strategy – one that takes into account current and future maritime threats and opportunities to advance Ghana through a sustainable and prosperous ocean economy for the benefit of all Ghanaians.

OBJECTIVES

The NIMS has been developed with six strategic objectives in mind for the country: strengthen the framework for maritime governance; ensure the safety and security of Ghana’s maritime domain; develop a thriving blue economy; protect our marine and coastal environment; promote capacity-building, research, awareness, and knowledge-sharing in the maritime domain; and develop dynamic and diversified regional and international cooperation.

“These strategic objectives are backed by recommended priority actions—specific goals that must be met to ensure that we attain the broad vision of the NIMS. This strategy, supported by its implementation plans, will be executed by a National Maritime Council, chaired by the Vice

President of the Republic of Ghana,” the Executive Summary reads.

INFORMATION

Ghana is a maritime nation; with a 540km coastline, an extensive Exclusive Economic Zone (EEZ), and an extended continental shelf, the country encompasses a vast maritime space with huge potential to generate national revenue.

The country’s untapped hydrocarbon potential, fisheries resources, and strategic location of its coast along important international shipping lanes provide a sea of opportunities for ensuring food security, bridging income gaps, raising foreign investment, increasing national output, and creating favourable terms of trade.

However, experts say that the maritime estate, if not properly managed, can also be a source of threats that undermine sovereignty, national security, and development.

Editorial: Electoral violence is a threat to our burgeoning democracy

Last Saturday, the ruling New Patriotic Party (NPP) held its Super Delegates Conference across the country, where 956 special delegates voted. This was part of the party’s democratic means to prune down the number of individuals who aspire to lead the NPP as its flagbearer for the 2024 General Elections.

Article 13(9) of the NPP Constitution says in an event that more than five contestants pick nomination forms to lead the party as the presidential candidate a Special Electoral College shall cast their votes by secret ballot, for the first five contestants to be shortlisted. In all, a total of 956 delegates were eligible to vote in Saturday’s polls to select five out of the ten aspirants for the November 4th presidential primary.

At the end of voting, all the ten distinguished gentlemen generally accepted the results without any objections, meaning the outcome of the highly contested polls was a true reflection of the delegates’ will.  Though the Super Delegates Conference was generally peaceful and, therefore, worth acknowledging, we simply cannot lose sight of the pockets of isolated violent cases that were recorded at some polling stations.

For instance, it has been widely reported that the agent of Mr. Alan Kyerematen, Mr. Ali Zakaria, was allegedly assaulted in the North East Region, when he raised concern over a process he was unhappy with. He was said to have been hospitalised, following a hefty punch he supposedly received which nearly poked out his eye.

Pictures of the victim, which have since flooded social and other main stream media, show Mr. Zakaria’s eye swollen and almost closed.

To be fair, The Chronicle cannot independently state why Mr. Zakaria was allegedly assaulted neither can we mention the names of those behind this barbaric attack, because we were not present when the assault allegedly occurred. However, the paper is very much concerned about the alleged incident, because violent means of settling any misunderstanding or disagreement within or across political parties constitutes a real threat to our burgeoning democracy.

For example, the whole place could have been chaotic if the followers of Mr. Zakaria had retaliated with reprisal attacks. It is in the light of this that we are particularly worried about the pockets of violence that were recorded at some polling stations during Saturday’s Super Delegates Conference. Arguably, one may assume that the elections were held across all the sixteen administrative regions in the country, and, therefore, one or two incidents of violence could not have affected or taken the shine away.

In our estimation, freedom of expression and the right to vote and be voted for, as well as the conduct of free and fair elections, are cardinal to the practice of democracy and its sustenance.

In view of this, we view any form of violence or assault of any kind during any political party activities to exercise internal party democracy.

The Chronicle, therefore, wishes to draw the attention of the hierarchy of the NPP to this disturbing incident which nearly marred the beauty of the polls in the North East Region.

We call for a thorough investigation to ascertain the veracity of the allegation and punish the offenders.

As it stands now, the party would officially hold its final presidential primaries on the 4th of November to elect a presidential candidate to lead the party into the next general elections in 2024. It is, therefore, the belief of the paper that prompt condemnation would help the party to purge itself of the bad press the incident has received.

Political parties seeking the mandate of the electorate to rule the country must first of all exhibit higher level of intra party tolerance to prove that they can be trusted with the destiny of the country. Enough of the political violence!
