The semifinal matches of the 2022/23 MTN FA Cup competition will be held at the Dr Kwame Kyei Sports Complex in Abrankese, Kumasi.

Four teams have earned their spots in the last four of the tournament, having won their quarterfinal matches held at different venues over the weekend.

Dreams FC secured their spot in the semifinals with a 1-0 win over Legon Cities at the Theatre of Dreams in Dawu. Nsoatreman FC stunned Real Tamale United with a 1-0 win in the Northern region. King Faisal eliminated in-form Aduana Stars in a 3-1 penalty shootout, while Skyy FC won 2-1 against Cape Coast Ebusua Dwarfs in the last quarterfinal match.

The semifinals will see Dreams FC battle Skyy FC in the first match, while King Faisal will face Nsoatreman FC, the only other Premier League side remaining in the tournament. The matches will take place on May 13th and 14th, 2023.

The winner of the competition will represent Ghana in the CAF Confederations Cup in the coming season.

The retirement of Commissioner of Police (COP) Nathaniel Kofi Boakye from the Ghana Police Service upon the attainment of 60 years reminds me of an interesting ‘event in the history of USA in the 1970s’.

A certain Pastor of the Gospel was so bored with so much dishonesty in the reading of tributes to the dead that he organised his own funeral and published an advert that there would be a Funeral Service for him on a certain date, so all those who had “tributes” to say about him should attend that Service.

According to a “Reader’s digest publication of that story on the appointed date, this maverick Reverend Minister, in his white cassock, sat beside an open coffin in a pickup truck. And rode through the principal streets of the little community to the chapel where a “Funeral Service” was being held for him – what are you going to say about the man sitting there? “He was good” or bad”?

The last time I saw JJ Rawlings alive was at a strange Funeral Service at the Burma Camp Catholic Church, where the dead man, Col. Mensah Gbedemah, was so angry with tributes that he made it very clear before dying that there should be no tributes at his Funeral Service.

Reader, one of the most flamboyant Police Officers ever in our time, COP NATHANIEL KOFI BOAKYE, tall, very handsome, and full of energy has just turned 60 years, and by law he must go on retirement, so, I saw on television on a newscast about his final bowing out ceremony.

He is now COP Nathaniel Kofi Boakye (retired).

The first time I saw him was at the Accra Regional Police Headquarters, where I had gone as a private lawyer to get police enquiry bail for a client in 1999 or thereabouts. Kofi Boakye was then Superintendent Kofi Boakye, Regional Operations Officer at the Regional Headquarters.

Honest to God, I was impressed. He was in black overalls, ever ready, sitting behind his desk, giving instructions here and there, answering phone calls, his walkie talkie, wow!!!

Asking around I was told he held a university degree already – I said this man will go places.

Not long after he was promoted Chief Superintendent of Police, and, surprisingly appointed Greater Accra Regional Police Commander!!!

I came very close to him when I travelled to Berlin as Deputy Minister of the Interior to attend a security conference on the then upcoming World Cup, and several times, especially after dinner, my delegation of security officers would gather in the hotel lobby to talk about issues generally. He was then Assistant Commissioner of Police (ACP).

Not long after he became Deputy Commissioner of Police (DCOP) and was sent to the Western Regional Police Headquarters as Regional Commander, where he left a legacy by building a fence wall around the building.

He was later moved to the Ashanti capital of Kumasi as Regional Commander, where, one day, it was reported in the news that at the Prempeh College entrance the Regional Commander got out of his convoy and gave a hot chase to an offending driver causing a major scene.

When I heard of the story, I remembered one night at the lobby in Berlin when one police officer said in the presence of Kofi Boakye and to his hearing that “Kofi is a successful Commander because he himself is ‘basa basa’,” – (reader, what is the appropriate English translation of this Akan word – BASA BASA – “difficult”, “unruly”, “disorganised” or what?

At the Police Headquarters there is no division he did not head – Administration, Police Intelligence & Professional Standards (PIPS), Legal – the man is a lawyer in addition!!!! In fact, for a long time he was a lecturer in criminal law in one of the Accra private universities!!!

For me, two critical comments have to be made about the retirement of COP Nathaniel Kofi Boakye at the age of 60.

First is the retirement age.

Why should a public servant be made to retire at age 60?  Even Supreme Court Judges retire at 70 (Which I think is too early – why not 75?) so why should public servants in the prime of their age and experience be made to retire at the relatively youthful age of 60 years and become a burden on society with pension?

The last time I saw Nathaniel Kofi Boakye was at the Funeral Service of former IGP CO Lamptey, and, looking at this smart looking seemingly forty something years old officer with his swagger stick, and you are telling me he is 60? Coming on retirement?

I honestly think we should do something about our retirement age – 60 is too early. Even 65 might be alright, but 60 – and you receive your pay thereafter till death at 90 something?

The second comment is that COP Nathaniel Kofi Boakye (retired) out of the Ghana Police Service, but what now? In coming running mates of a possible National Democratic Congress (NDC) John Mahama presidential candidate to create problems for the Akan votes, and possibly future NDC presidential candidate? Or a possible parliamentary candidate for the NPP in one of the Ashanti constituencies, a safe seat? Or to open his own law firm, Kofi Boakye and Associates, with excellence in Criminal Law?

All told, Kofi Boakye has paid his dues to Mother Ghana, but he is just too young to bow out in public life.

As a historian, I predict that the last is not heard of Kofi Boakye, yet. There is more anon.

Manchester United will be bidding to claim a first-leg advantage when they welcome Sevilla to Old Trafford in the quarter-finals of the Europa League on Thursday night.

This is not the European competition that Man United will want to get used to operating in, with head coach Erik ten Hag having ambitions of taking the club back to the top of the Champions League tree, but the Europa League provides another chance to win some major silverware this season.

The Red Devils eliminated Barcelona in the Europa League knockout round playoffs before beating Real Betis 5-1 on aggregate in the round of 16; Sevilla are now standing between the English giants and another major European semi-final, and they have lost their last two games against the La Liga outfit, including in the semi-finals of the Europa League back in 2020.

Sevilla deserve respect due to their immense record in this competition, but it has been a poor campaign for the club, and we are finding it difficult to back them to pick up a positive result in this match. Man United’s superior quality should shine through to allow them to claim a strong first-leg advantage.

Juventus, Sporting Lisbonslug it out in Turin

After both qualified for the Europa League quarter-finals in very different style, Serie A giants Juventus and Portuguese champions Sporting Lisbon meet in the first leg of their last-eight tie on Thursday.

Sporting travel to Turin having overcome domestic travails to topple Premier League leaders Arsenal and progress on penalties, while Juve’s controversy-hit campaign continued with a more serene passage past Freiburg.

Since navigating their way into the quarter-finals, Juventus have experienced more mixed fortunes in a season bedevilled by setbacks on and off the pitch.

Nonetheless, they have still won 11 of their last 15 matches all told, and after beating Bundesliga overachievers Freiburg both home and away last month they have won each of their last three in Europe without conceding a single goal.

Sporting have failed to win any of their 15 games away to Italian sides in Europe throughout a long and illustrious history. Indeed, a tally of 11 defeats during that time sees precedent well and truly stacked against them on Thursday evening.

Masters of taking the lead and then grinding out a gritty victory, a well-drilled Juventus side can nullify Sporting’s lively attack and take a slim advantage with them to Lisbon next week.

Feyenoord & Roma meet again inEuropa League quarters

Less than a year after they met in a close-fought continental final, Feyenoord and Roma convene again on Thursday for the first leg of their Europa League quarter-final tie, at De Kuip. Having not lost in the league since November and crushed Shakhtar Donetsk 7-1 in their Europa League last-16 second leg a few weeks ago, the Rotterdammers are enjoying a prolonged purple patch – blotted only by their controversial KNVB Beker semi-final loss to arch-rivals Ajax last Wednesday.

While the Serie A side came out on top in last term’s Europa Conference League decider, their in-form hosts are on course to become Eredivisie champions and are well-placed to take revenge.

Since losing 1-0 to Jose Mourinho‘s men in last May’s inaugural Conference League final, Feyenoord have gone from strength to strength despite inevitably losing players to richer clubs across Europe. While Feyenoord have had to shop around smartly to ensure losing the Conference League final did not bring the early end of an era, Roma recruited from the elite last summer.

Nearly 2,000 seats will be left empty for Thursday’s fixture as a result of subsequent safety measures.

Having scored 21 goals in their last six matches, Feyenoord can surely find the net at least once in front of their own fans; capitalising on Roma’s frailties outside the Italian capital. That could see the Rotterdam side take a slim lead into next week’s return leg.

Promises by politicians; Mahama Speaks With Forked Tongue

Former President John Mahama left his audience aghast yesterday, after promising them a number of things when the National Democratic Congress (NDC) assumes power in 2024. The former President, however, at the same time made a sudden U-turn to criticise politicians who make all kinds of promises to the electorate.

Whilst addressing party delegates at Akropong in the Eastern Region, Mr Mahama assured them that the next NDC government would give loans to them (NDC branch executives) to invest in their business.

He also promised that the next NDC government would employ party faithful with the necessary skills to enable them fend for their families.

He even went ahead to state that if the supporters do not have the requisite skills to be employed, the opportunity would be given to their children.

According to him, since they could not be paid salaries, the NDC government would ensure they are empowered by giving loans to them to work.

These promises were welcomed with huge cheers from the gathering, and at a point a man was seen carrying a cement block, which he placed under the feet of Mr Mahama.

“I have said it before that this is the period of empowerment for our grassroots executives. I won’t promise you that I can pay you… Every work that the government would bring, we will employ some of our executives. If you cannot do it, we will replace with your children. And those of you who can’t be employed but can be entrepreneurs, we will assist you to set up your own business so you can look after yourselves.” he said.

THE IRONY

Explaining the meaning of the cement block placed under his feet, Mr. Mahama claimed it was Ghanaians’ expression of disappointment in the Akufo-Addo government.

However, he said lessons should be learnt that those who make huge promises are not necessarily experts in governance, a statement which contradicts the earlier promise he made.

He continued in the Akan language that “there is a saying in politics that tell the electorates what they want to hear. So, promise even when you know you cannot fulfill it, for what is important is the power.”

EXEMPTION

Mr. Mahama, after saying this to the delegates, then exempted his party, saying the NDC was not raised like that.

“In 2008 I did not promise. 2012 I did not make any promise. In 2016, I did not make any promise. The promise I made was to work hard to transform Ghana. That was what I said.”

Mr. Mahama made mockery of the One District One Factory, One Village One Dam promises of the ruling New Patriotic Party (NPP) and opined that the NDC would not make such a promise.

Akufo-Addo opens Accra ‘World Book Capital’ April 24

The President, Nana Addo Dankwa Akufo-Addo, will, on April 24, 2023, perform the grand opening of the Accra World Book Capital, 2023, at the Accra Conference Centre.

In attendance at the event will will be an array of important international personalities including Members of the Diplomatic Community in Ghana, UNESCO Representatives in the Africa Region and its Paris headquarters, and Directors and Representatives of the United Nations Agencies home and abroad.

The others include Development Partners, City Mayors from the World Book Capital Network, and personalities from the International Publishers Association (IPA), the International Federation of Library Associations and Institutions (IFLA), as well as the International Authors Forum (IAF).

Briefing the Press on Tuesday in Accra, the Education Minister, Dr Yaw Osei Adutwum, mentioned the rationale of Accra World Book Capital and stated that in September 2021, the City of Accra was elected by UNESCO as the 2023 World Book Capital, following evaluation by the World Book Capital Advisory Committee.

He explained that Accra was selected ahead of other cities because the Education Ministry’s programmatic focus was on young people and their ability to contribute to the culture and wealth of Ghana through the power of reading.

Dr Adutwum stated that Accra, thus, became the fourth city in Africa to receive this title, making Accra part of the prestigious World Book Capital Cities Network and it is no doubt it is an acknowledgement of the giant strides Ghana and Africa are making to develop its books and creative arts industries.

The Education Minister used the occasion to congratulate the Inter-Ministerial Agency Committee led by the Ghana Book Development Council who put together the convincing dossier that won the nation the enviable title of hosting the World Book Capital 2023.

He appealed to the media to take a keen interest in the event with the necessary information about the year-long program of activities for sustainable communication, inform and educate the Ghanaian citizenry about the goals and aspirations of Accra World Book Capital, 2023.

The UNESCO country representative, Mr. Diallo Abdourahamane, enumerated the various benefits the nations stand to derive from hosting the event. He urged the teams to continue working hard towards the success of the event for the country and the rest of the world. The Mayor of Accra, Madam Elizabeth Naa Sackey, praised the committee for its role and pledged to support the successful hosting of the event.

Background

The concept of World Book Capital by UNESCO acknowledges the power of books and reading as cornerstones to a more inclusive, equitable, peaceful, and sustainable society. The Government of Ghana believing in this vision also recognizes the need to address barriers to equity and inclusivity in all aspects of societal life.

In education for example, several actions, including, making secondary education free, provision of more schools and STEM Centers across the country, developing adapted curricula at all levels, and improving the quality of teachers and the teaching profession are all efforts by the Government to guarantee a just and sustainable society.

Upper Denkyira West NDC in disarray over Quayson’s disqualification

The NDC in the Upper Denkyira West constituency in the Central Region is in complete disarray, following the disqualification of Mr. Ebenezer Quayson by the regional vetting committee.

According to trustworthy sources, Mr. Quayson was disqualified based on some flimsy excuses by the vetting committee.

The Chronicle was reliably informed that the vetting committee members allegedly prevailed on Mr. Quayson to step down so that the incumbent would go unopposed.

As part of pleas for Mr. Quayson if he agrees to step down, there would be a refund of all monies he has spent during the campaign, so as to pave way for Mr. Daniel Ohene Darko, the incumbent.

However, information available to The Chronicle indicates that the plea was not accepted by the aspirant, who insisted that he should be allowed to contest.

Our reliable sources disclosed that the committee later had to vote to determine his disqualification, as the situation nearly broke the front of the members.

“His continuous and incessant desire that he should be allowed to contest in the primaries infuriated some of the committee members who then decided to vote against him”,

a supporter of Mr. Quayson told the paper.

He continued that “After the voting, Mr. Quayson obtained only one vote, as four members voted against him, but this is not a ground to disqualify him,” he added.

To register their displeasure at the decision of the party’s vetting committee, some of the delegates took to the street to demonstrate against the disqualification of Mr. Ebenezer Quayson.

The protests have so far taken place in three major communities, namely Nkotumso, Diaso, the district capital and Subin.

It is important to stress that both Diaso and Subin have thirteen electoral areas each, while Nkotumso has sixteen electoral areas.

This means that the fortunes of the NDC in the aforementioned communities in the next general elections in 2024 will be affected.

Ebenezer Quayson’s role in the party

Mr. Quayson has previously served in various capacities and positions in the party in the Upper Denkyira West Constituency.

From 2000 to 2004, he served as a Branch Youth Organiser and then served as Branch Secretary from 2004 to 2008.

Mr. Quayson contested the post of Constituency Deputy Treasurer in 2018 and won with 430 votes, out of 622 total votes cast.

During their constituency elections held last year, Mr. Quayson contested the same deputy treasurer position and won with 530 votes, out of approximately 700 votes.

“We the delegates pressurised him to resign from his position to contest the parliamentary seat because we want to maintain the seat”, Mr. Anokye told this paper.

“Master, go back and check the history of this constituency and you will know that the NPP has always won it, as one of their stronghold,” he added.

According to Mr. Anokye, the NDC, as a party, went through hell before it was able to win the seat from the NPP in the 2020 general elections.

“We want to retain the seat and the best person who can do that for the NDC is Quayson. This is why we want him to lead the party,” Mr. Anokye continued.

According to some irate delegates, they would support Mr. Quayson to contest as an independent candidate if the party refuses to give him a fair hearing at the appeals level.

Another constituent, who described himself as Francis Obeng, urged the party leadership to listen to those at the grass root and never try to impose any candidate on them.

“The party must listen to the voices of the people; they must not use any elimination by rough tactics to disqualify our preferred candidate,” he added.

Following his disqualification, Mr. Quayson has subsequently filed an appeal to challenge the decision of the vetting committee.

Gayism is an existential threat to Ghana -Kofi Koranteng

A presidential hopeful for the 2024 elections, Mr Kofi Koranteng says LGBTQ+ and their related issues are dangerous and detrimental to the very existence of Ghanaians as a people.

He has, therefore, called on all Ghanaians to out rightly reject any narratives that seem to endorse the practise of the abominable act and alien culture as a human right issue.

In view of the threats that LGBTQ+ related issues pose to the human race in general and Africans in particular, MrKoranteng urged President Akufo Addo to be conclusive on his stance on the matter.

This, he explained, would send a strong signal to the powers that be, that Ghana has a long standing socio-cultural norm, which abhors such behaviour and that the country was not ready to compromise.

This was contained in an Easter message sent to Ghanaians by Mr Kofi Koranteng who is aspiring to contest the next general elections as an independent presidential candidate.

CNN has reported that Ghana’s president, Nana Akufo Addo, has softened the country’s stance on anti-LGBTQ Bill, following the official visit of the vice president of America, Kamala Harris.

President Akufo Addo was reported to have said that “The bill is going through the parliament. The Attorney General has found it necessary to speak to the committee about it, regarding the constitutionality…of several of its provisions”.

Mr Koranteng stated that “President Akufo Addo should be conclusive on his stance on the issue of LGBTQ+ because it is in direct conflict with our culture and religion as a nation”.

He pointed out that presidents of Uganda and Rwanda have expressed their fair and concise views, which reflect the cultural and societal values of their countries on the matter.

“Trust me, Ghana is a religious country with about 71.3% of the population being members of various Christian denominations, according to the 2021 census,” he said.

He added that Islam was practiced by approximately 19.9% of the total population while the remaining 8.8% of the population practice other faiths.

According to Mr Koranteng, none of the faiths mentioned above support homosexuality as both Christians and Muslims strictly abhor the “sinful act” which has dire consequences.

“We cannot claim to be highly religious and yet give an approval for the practice of LGBT+ which the Lord Jesus spoke bitterly about and detested same,” he stated.

The Christian Council and the Muslim Community, he said, must raise their voices and prevail on the Members of Parliament to support the passage of the bill.

He said, “In the US, mental health is worse among LGBT people than among the general population, with depression, anxiety, and suicide ideation being 2–3 times higher”.

“Available evidence suggests that LGBTQ+ people are more susceptible to human papillomavirus virus (HPV) while some strains of HPV cause anal and cervical cancer,” he explained.

He further appealed to Ghanaians to allow the crucifixion of Christ and his resurrection to rekindle a new sense of awakening and renew their strength to fight the canker of LGBTQ+

In another development, Richard Owusu-Akyaw reports from Kumasi that the Chairman of Christ Apostolic Church Ghana (C.A.C-Ghana), Apostle Abraham A. Amoh, has urged Ghanaians not to support the LGBTQI+ agenda that is being sponsored by the Western world.

According to Apostle Amoh, the practice of Lesbianism is an abomination and satanic attitude that must never be supported.

Speaking at the annual Easter Convention of the church in Kumasi recently, he argued that LGBTQI+ is a pandemic and not a human rights issue, as they are portraying it. He called on those countries supporting the practice to outlaw it before God unleashes his wrath on them.

Minister woos investors for $120m to retool GBC

Mr Samuel A. Jinapor, minister for Lands and Natural Resources says the Ghana Bauxite Company (GBC) is well positioned to become the anchor of Ghana’s integrated aluminum industry.

According to him, GBC, which has been in existence for over eighty (80) years can increase production through strategic partnership and investment to support the President’s vision of building an integrated aluminum industry to spur industrialisation and socio-economic development of Ghana.

The Minister was speaking at the twenty-seventh (27th) edition of Fastmarkets Bauxite and Alumina Conference, held in Miami in the United States of America recently.

The Conference, held annually, is the largest bauxite conference in the world and brings together producers, miners, suppliers, analysts, refiners and other experts in the Bauxite, Alumina and Aluminium industry from across the world, to deliberate on emerging issues in the bauxite and aluminium industry.

Speaking to investors on the second day of the Conference, Mr. Jinapor said Ghana Bauxite Company produces premium trihydrate bauxite with typical alumina content of fifty-two percent (52%), which makes its products very competitive on the international market.

He said Ghana has the capacity to produce over ten million metric tonnes (10,000,000Mt) of bauxite annually, but is currently producing just a little over one million metric tonnes (1,000,000Mt).

According to Mr. Jinapor, the low production is largely due to lack of investment in the Company over the years. The Ghana Bauxite Company has, since its establishment, been controlled by foreigners, until 2021 when Ofori-Poku Company Limited (OPCL), acquired the eighty percent (80%) shares of the Company previously held by a Chinese company, Bosai. The remaining twenty percent (20%) shares of the company is held by Government, through the Ghana Integrated Aluminium Development Corporation (GIADEC), making the Company wholly Ghanaian-owned.

Mr. Jinapor said the current management of the Company, led by Mr. Isaac Ofori-Poku, the Executive Chairman, has made huge investments in the company since the take-over, and has brought efficiency into the company and returned it to profitability. He said the company currently requires about One Hundred and Twenty Million US Dollars (US$120,000,000.00) to retool its existing plant and machinery, to produce a minimum of five million metric tonnes (5,000,000Mt) annually.

In addition to increasing production, the Company plans to construct a one point six million metric tonnes (1.6 million Mt) per annum capacity refinery to refine part of the bauxite it mines.

This, the Minister said, will become the fulcrum of the integrated aluminium industry, with the Company mining and refining bauxite to supply the Volta Aluminium Company (VALCO) with alumina, to smelt into aluminium for the downstream industry.

He called on the investor community to partner with Ghana Bauxite Company to realise its full potentials.

“The profitability of Ghana Bauxite Company is not in doubt and promises good returns on investment,” the Minister said.

Mr. Jinapor underscored the need to build an integrated aluminium industry in the country. He said of the over One Hundred and Eighty Billion US Dollars (US$180,000,000,000.00) aluminium industry market, only 7.66 is generated from raw bauxite, while the rest is generated from processed bauxite.

He said it is not enough to mine and export our bauxite if we are to derive optimal benefit from the mineral. He said in accordance with its mandate to promote and develop an integrated industry, GIADEC is implementing a Four-Project Agenda, to expand the existing bauxite mine and add a refinery solution, develop three (3) additional mines together with refineries, and modernise and retrofit VALCO, to smelt alumina produced in Ghana.

He said the three new mines, together with the existing one operated by the Ghana Bauxite Company, are expected to produce ten to twenty million tonnes of bauxite annually, of which approximately half will be refined in Ghana. He wooed investors to take advantage of this promising industry and invest in Ghana.

Aisha Huang: Investigator’s evidence

En Huang, aka Aisha Huang, a Chinese woman in the middle of an illegal mining controversy, is challenging the authenticity of videos and images captured by the investigator in her trial.

According to Aisha Huang, the videos and images submitted to the trial court by the investigator, ASP Charles Adaba (Rtd), had no GPS addresses indicating where they were captured.

Speaking through her led counsel, Miracle Attachey, she claimed the video footages and images tendered before the court by the investigator could be from any geographical location in the country.

Aisha Huang’s counsel explained to the court, presided over by Justice Lydia Osei Marfo, last week, that the drone that was used to capture the supposed images of illegal mining had an inbuilt system that labels addresses on images.

Mr. Attachey also accused the investigator of not being led by the arresting Ghana Immigration Service (GIS) officers to the supposed site where the four Chinese men were apprehended.

The investigator, in response during cross examination, said he was not an IT person, and also not the one who operated the drone that took the images.
He further told the court that although he did not go to the alleged galamsey site with the arresting officers, he, together with two others, were led by the Chief and elders of Bepotenten, the area to the illegal site called Sukumo and Gyaman.

The court was equally told that the investigator received briefing from the GIS Director of Operations, Charles Y. Bediako, before embarking on his trip to Bepotenten in the Ashanti Region.

The following are excerpts of the cross-examination.

Q. Can you tell this honourable court when you visited Bepotenten?
A. In June, 2017.
A. Before this visit on June 8, 2017, had you visited Bepotenten before?
A. No.

Q. Can you tell this honourable court the purpose of your visit to Bepotenten on June 8, 2017?

A. I visited Bepotenten on investigations in the case of operating illegal mining by the accused and four others.
Q. Did you visit Bepotenten alone or you went as a group?
A. I went with a driver and another person for security reasons.

Q. What is the name of this other person?
A. DSP Justice Oppong (rtd), also known as Nana Oppong.
Q. He works with the Ghana Police Service, not so?
A. Yes, my lady.

Q. Apart from the visit of June 2017, did you visit Bepotenten again?
A. Yes.
Q. When was that?

A. My lady, I’m not very sure of the date.
Q. On this other visit to Bepotenten, who did you go with?
A. I went with Nana Oppong.

Q. So you will agree with me that on all your visits you went with no immigration officer, but only Nana Oppong and the driver?
A. Yes.

Q. You will agree with me that Nana Oppong and the driver, including you were, were not part of the arresting officers of the four Chinese and the accused?
A. It is in my evidence-in-chief that I was not part of the arresting officers.

Q. I’m putting it to you that Nana Oppong and the driver were not part of the arresting officers of the accused person and the four Chinese men?
A. I’m in court as an individual and he is talking about Nana Oppong and the driver.

Q. So can you tell this honourable court who took you as the investigator to this alleged site that you took videos and images of?

A. I visited Bepotenten, and I first met the Odikro of the village to know my mission at Bepotenten and Odikro brought his elders and I explained to them why I was at Bepotenten, and he asked one Okyeame Appiah , Mr. Amenye and one Tey to led me to the site. So these are the people who led me to the site.

Q. These people you mentioned earlier- Odikro, Okyeame Appiah, Amenyah, and one Tey – were also not part of the arresting team, I put that to you?

A. My lady, when the case was referred to me on April 23, 2017, the accused person and the four Chinese men had already been arrested by the GIS and were being investigated for an immigration offence by the GIS. I was asked to investigate the criminal activities of the accused and the four Chinese men.

So the accused persons were already in custody before I started the criminal investigation. So I was not at the site when they were arrested. So I cannot tell that these persons I mentioned were there.

Q. Can you tell the court where exactly the four Chinese men were arrested?
A. My lady, from my investigations they were arrested at the Sukumu site.
Q. As an investigator, you saw no need to go to Bepotenten with the arresting officers to show you where the four Chinese men were arrested?

A. My lady, in my evidence-in-chief, I said when the case was referred to me I visited the GIS Headquarters, and I met the Director of Operations, Charles Y. Bediako, and I had a brief from him, and I met the four Chinese men and the accused person herein. From the briefing from the Director of Operations at the GIS Head Office, so I met the Odikro and they took me to the arresting site.

Q. So it is the basis on this information you gathered from the people you mentioned above that you went on [a]shooting spree of videos and sill images of land sites which you have put before this honourable court as Exhibit B series?
A. It is investigations that took me to the site to establish where the accused persons were working.

Q. Let’s go to the images. You labeled the files marked Exhibit B series?
A. Yes.
Q. And these Exhibit B series were images and videos taken by drone?

A. Yes, it was operated by a person.
Q. And this drone is operated by an app by the operator, which has a global position in the system (GPS); you would agree with me sir?
A. I do not agree.

Q. On the face of Exhibit B series there is no GPS, geographic location, let alone to talk about a location generated by drone or in the still image, apart from your labelling of that video?

A. My lord, I’m not an IT person. The operator I went with to the site took the recordings in the presence of me, including those that I have mentioned. Even though it may not have the GPS on the exhibits that I labelled at the various places that I labelled Sukumo and Gyama.

Q. At the last hearing date, you admitted that on one of your videos you did a mistake. Is that so?
A. I did not make a mistake.
Q. Did you meet Honourable Matthew Kwabena Abotsi during your investigations?

A. …
Q. So you will agree with me that the Exhibit B series could be a location anywhere in this country on the face of it or anywhere – example Ashanti Gold.
A. I don’t agree with counsel, because these images were taken at Sukumo and Gyaman.
Q. In your investigations, you mentioned excavators allegedly belonging to the accused person?

A. I did not say excavators, I said, when I visited the site there was an excavator that had been dismantled and under repairs.
Q. In your investigations did you find out the ownership of that excavator…?
A. It belonged to the accused person and a company called Golden Aisa Company Limited.

Q. As you are before this court there is no evidence or document relating to the ownership of the said excavator by the accused person or Aisa Golden Limited, I put that to you?
A. I disagree.

Q. You gave evidence on Mover 1, 2018, in a case titled Republic Versus En Hung and four other case No: CR3442/2917 is that not so sir?
A. That is correct.

Q. Have you heard of the name Nana Kofi Prempeh Zambrah, Kwame Amano, Samson Kofi Wiredu, and Edward Koranteng during your investigations?
A. My lady, Prempeh sound familiar in my ears if he can identify the people to me I can say I know them all.

Q. Did you have the opportunity to interrogate any of the people mentioned above?
A. My lord, it being six years now if he can tell the people I will be able to tell whether I had an interaction with them or not.

Q. You will agree with me that these charges levelled against the Accused person are based on happenings on 2017?

A. Based on the investigation I conducted in 2017/18.
Counsel: On this good not I’m done.
Prosecution: no re-examination.

 

Trader, 41, allegedly dupes high ranking Police Officer off $15k

A 41-year-old trader, Jeffery Owusu, has been remanded for allegedly defrauding a Deputy Commissioner of Police (DCOP) off an amount of US$15,000.00.

The accused, who is a resident of Speiman in the Greater Accra Region, was remanded yesterday by an Accra Circuit Court, presided over by Halima El-Alawa-Abdul Baasit.

The accused has been slapped with the offence, defrauding by false pretences, but has pleaded not guilty.

The court was told by the prosecution that the DCOP was allegedly swindled by the trader in July 2016, while offering a Caterpillar D343 generator plant valued at $15,000.00 for sale.

Whist looking for a buyer, the senior police officer was introduced to the accused who said he had a client who was ready to buy the plant.

The court was told that the DCOP (complainant) released the generator to the accused to show it to his client for inspection.

The court was told that after the accused received the generator, he failed to return it and went into hiding.

On February 20, 2017, the complainant reported the case to the police and the accused was arrested.

The accused admitted the offence in his cautioned statement and pleaded with the police that he would return the generator or the money to the complainant.

As a result, the accused was released on police enquiry bail with the promise of returning the generator or the money, which failed and who also went into hiding.

The prosecutor indicated that all efforts made by the police to trace the accused person to his hideout proved futile, and a forfeiture bond was served on the surety to provide the accused, which also fell on deaf ears.

Interestingly, on March 27, 2023, a similar case was made against the accused and the new complainant led the police to arrest him at his hideout.

The prosecutor said that during interrogation the accused stated that he had sold the said Caterpillar D343 generator plant to one Alhaji Dramani Wayo in Kumasi and led the police to arrest the said buyer.

Unfortunately, the said Alhaji Dramani Wayo was nowhere to be found, and when the police invited him on phone, he allegedly bluntly said that he would he never report to any police.

The prosecutor said after investigations the accused was charged with the offence and put before the court.

The court has also issued a bench warrant for the arrest of Alhaji Dramani Wayo.

The case is adjourned to April 26, 2023.
