Dozens of fishermen suffer unidentified burns at sea

At least 115 fishermen are being treated in Guinea’s capital, Conakry, after returning from sea with painful skin lesions.

“It’s not a contagious disease – no way”, says Karamba Kaba, the doctor in charge of Donka Hospital’s burns department, adding:

Hospitals are providing free healthcare to anybody coming forward with these burns.

Treatment begins with a blood test and samples are being analysed in laboratories in Conakry. Patients’ wounds are also disinfected to allow them to heal.

Some people have had the lesions on their face, others on their stomach or genitals, and there are fears that some sufferers are scared to come forward for treatment.

According to a doctor based on an island 50km (31 miles) from Conakry, seven other sick fishermen presented themselves to the island’s health service but refused to go to to specialised care centre in Conakry for treatment.

A White, 84-year-old homeowner charged with shooting Ralph Yarl after the Black teen went to the wrong Kansas City address to pick up his siblings told police they didn’t exchange words before he fired at him through a locked glass door.

Homeowner Andrew Lester faces two felony charges for assault in the first degree and armed criminal action. A warrant has been issued for his arrest, but Lester is not yet in custody.

The criminal charges have brought a bit of comfort to Ralph’s family – but long roads lie ahead, both with Ralph’s recovery and the quest for justice, his aunt Faith Spoonmore told CNN.

“It’s not as simple as turning a page,” Spoonmore said Tuesday. “It’s a little better that he is – hopefully – going to get part of what of he deserves.”

Now, questions swirl over why Lester was initially detained but released a few hours after the April 13 shooting.

“I share the outrage and concern of many in asking why,” Kansas City Mayor Quinton Lucas told CNN.

“In Missouri, you can have a 24-hour hold. It is clear here that this was two or three hours, where they questioned the suspect. He was able to go back home that evening.”

Lester told police he fired immediately after answering the doorbell when he saw 16-year-old Ralph pulling on an exterior door handle, according to the probable cause document obtained by CNN.

Lester thought Ralph was trying to break and was “scared to death” due to the boy’s size, according to the document.

Officers responded just before 10 p.m. on April 13 after receiving reports of a shooting. When they arrived, they found Ralph wounded in the street.

Evan Gershkovich: US journalist arrested in Russia appears in court

A Russian court has rejected the appeal of US journalist Evan Gershkovich against his pre-trial detention.

He appeared in court in Moscow on Tuesday – the first time he had been seen in public for weeks.

He was arrested in the city of Yekaterinburg while working for the Wall Street Journal (WSJ) newspaper and charged with spying.

Mr Gershkovich stood with folded arms in a bullet-proof glass enclosure, wearing jeans and a blue checked shirt.

He gave a quick smile while standing calmly, but did not say anything to the reporters present.

The court rejected his legal team’s offer to free him on bail of 50 million roubles ($614,000) or put him under house arrest.

Mr Gershkovich will stay at a former KGB prison until 29 May at least.

Along with his lawyer, US ambassador to Moscow Lynne Tracy was also present in the courtroom.

This is the same court where Kremlin critic Vladimir Kara-Murza was just convicted of treason and sentenced to prison on Monday.

Media were allowed in the courtroom at the start of the hearing before being ushered out and will be permitted to return at the end of the hearing.

Speaking outside the court after the hearing, Ms Tracy said she had been given access to Mr Gershkovich for the first time on Monday and that he was in “good health and remains strong despite the circumstances”.

At least 185 people have been killed and a further 1,800 injured in three days of fighting between rival factions across Sudan, according to the United Nations special representative for Sudan.

The power struggle has pitted General Abdel Fattah al-Burhan, the armed forces commander, against General Mohamed Hamdan Dagalo, the head of the Rapid Support Forces (RSF), a paramilitary group.

Fighting broke out after bitter disagreements between al-Burhan and Dagalo, widely known as Hemedti, about the planned integration of the RSF into the regular army – a key condition for a final deal aimed at ending a crisis that has been continuing since the 2021 coup.

On Saturday morning, fighting erupted at a military base south of Khartoum, the country’s capital.

Since then, millions of people have been trapped in their homes or wherever they could find shelter, with supplies running low in many areas.

Emergency services have been stopped at al-Shaab Hospital and al-Khartoum Hospital after they were bombed on April 17. Al-Shaab Hospital near the army command building was subjected to continuous shelling that injured staff and patients.

Ahmed Omar Khojaly, a journalist and political analyst in Khartoum, has told Al Jazeera that water and electricity cuts as well as “the inability of those injured to reach hospitals” is creating “a humanitarian crisis”.

Heavy fighting was also reported in and around Khartoum International Airport, where satellite imagery showed passenger planes completely destroyed. Sudan’s Civil Aviation Authority closed the country’s airspace after the airport came under attack on Saturday.

It is a journey on a mummy truck. There is this driver who is a bit reckless that every passenger on board kept complaining. The road is good though, on the average it will pass for a good road. But over speeding, wrong overtaking, rearing offhis legal path and entering into the lane of on-coming vehicles and taking a longer time before changing the gear from first to second to third and to fourth.

Enough is enough, when the vehicle stopped over at a major terminal, the protests of all on board, made owners of that vehicle to change the driver and put a new one behind the steering wheel.

This new driver takes off with such professionality, driving like how very good drivers do. But for the occasional slips into pot-holes, everything was smooth. Even entering into these holes, the driver would slow down and went in so gently that the passengers will only feel a slight bump. Those who are sleeping, continue to sleep soundly as if they are laying on their own beds at home.

After fifteen kilometers, the good road ends and the mummy truck enters into a rough and bad road. Unfamiliar with the nature of that road, this good driver starts having challenges. Pot holes just popped up,out of emptiness, and the vehicle drops into them crudely and suddenly, shaking the bones and hearts of all on board. Suddenly the passengers turn against this driver whom they were just praising a while ago but are now describing him with words that cannot be repeated here. On board, even the previous reckless driver suddenly had mouth to talk.

No one compares how the first driver plied on a good road to how the second driver is doing on a bad road. The resolution is that the second driver is the worse ever and some people swore that he won his driver’s license at a betting shop.

This is all about finance ministers in Ghana in the last ten years. Hon Seth Emmanuel Terkper of the NDC was in charge of Ghana’s finances from 2013 to 2017. Even though there was no global economic crunch, Mr. Terkper took Ghana through tough times with the country going through three years of power outages which was christened Dumsor. Lots of businesses collapsed and many multinational companies relocated elsewhere. His own NDC colleagues in government and the NDC MPs appealed to then President John Mahama to remove him. H.E. Mahama threw away that appeal and stated that Seth Terkper was doing economics and not politics. So, Ghana remained in dire conditions with inflation rising year after year from 11.19% in 2012 to 17.45% in 2016.

In 2013, Hon Seth Terkper further saw to Ghana recording the highest trade deficit in the Fourth Republic when our trade deficit became -$6.21 billion.

The help of the IMF was sought and yet even under its supervision things were not going on well.

So, come 2016, Ghana took a decision. The NDC was removed and replaced by the NPP and in came an accountant called Ken Ofori Atta to manage our finances. He was the son of the only blue-blooded Akyem, Jones Ofori Atta, who decided to join the Victor Owusu led Popular Front Party (PFP), instead of joining his own brother, William Ofori Atta in his United National Convention (UNC).

Ken Ofori Atta, managed the economy so well and the country started recording gains. During his first year in office, inflation reduced from 17.45% (2016) to 12.37% in 2017. He then got Ghana to record single digit inflations from 2018 to 2021. And from 2020 to date, Ghana has been recording trade surpluses, the first ever in the Fourth Republic. While the Mills/Mahama administration of which finance minister Seth Terkper played a major role, recorded an average of -$4.552 billion trade deficit, the current Nana Akufo Addo government of which finance minister Ken Ofori Atta is an important part, is recording an average of -$25 million trade deficit.

All the same, irrespective of the global economic crunch which has settled on this earth for the past three years, Ghanaians are not too comfortable with Ken Ofori Atta. He is considered just as inefficient as the driver who plies through rough roads and cannot prevent the vehicle from landing heavily into pot holes.

So, the clarion call came that Ken Ofori Atta must go. His own NPP family members in Parliament, declared their desire to see Ken pack his bag and baggage and seen no more near the finance ministry or any other ministry.

The NDC saw this as an opportunity to make Ghanaians see that it as the political party who drove Ken Ofori Atta out of office. So, almost immediately after the NPP MPs made the announcement, the NDC MPs gathered behind microphones and also came out telling Ghanaians why and how Ken Ofori Atta should be kicked out.

It came to past, that the NPP MPs went to see the elders of the Party and were promised by the President, that after three major assignments, Ken Ofori Atta will go.

The NDC, still arrogant and headstrong, went ahead to drag Ken Ofori Atta into the village square with the intention of bombarding and embarrassing him with question to confirm to Ghanaians that he knows nothing. It rather turned out that it was the NDC MPs who were most ignorant about things. In some cases, Ken Ofori Atta took the trouble to inform them about how things are to be done in Parliament.

Down, but certainly not out, the NDC MPs decided that the only way to throw out Ken was through Parliamentary votes and there too, they lost.

One can say that it had clearly been displayed by the NDC that Hon Ken Ofori-Atta should remain in office. Well, after all, statistically and evidently he is better than all the NDC finance ministers in the Fourth Republic. In the NPP he might have challenges to attain the second position, but not in the NDC. Ken would have been its best ever finance minister.

All this while, the NPP MPs are expecting H.E. President Nana Addo Dankwa Akufo Addo to back his words with action and make do his promise.

He had promised that he would get rid of Ken Ofori Atta after the minister had closed the IMF deal, had read the 2023 Budget and the Appropriation Bill had been passed.

All too soon, the IMF deal has finally been broken, and Ghanaians must expect the money coming in May this year. So, what is the fate of Ken Ofori Atta? Is he to go or not to go?

Ghanaians have every right to complain about these current economic hardships. And all such complaints fall at the doorsteps of the finance minister. Could he not have taken alternative routes out of this global mess? It has happened before in Ghana in 2007/2008 when the global economic meltdown seriously affected Ghana.

The finance minister at that time with directives from President Kufuor came out with measures to cushion the people of Ghana. In all this the Ghanaian cedi had only a marginal depreciation from GH¢0.91 to $1.00 to GH¢ 1.23 to $1.00. Yes, it was those times that with GH¢1,230.00 one could get a cool $1,000.00 and it was in an NPP era, so why is it different, today?

Taxes are very essential as major sources of revenue for governments and even President John Mahama advised Ghanaians not to complain about high taxes, because without these the country cannot be managed and developed.

Something about taxes is that it seems like only when people are broke that taxes are increased, and not the other way round.

Why is government not renovating and opening all toll booths for operations? I hear that GBC is no longer collecting TV license fees. And something interesting here is that the same people who are screaming that the taxes are too much are also asking why no toll booths and no TV license fees. When taxes come, they complain, when taxes are removed, they complain. And the beat goes on.

With taxes centred only on major institutions, companies and salary workers, the tax net is not spread out enough. Can’t government take a look at including every sector in the tax net? Can’t even the pure water seller be made to pay say GH¢5.00 a month and so also for the groundnut sellers and the kooko sellers? What about if waakye sellers and other cooked food retailers are made to pay GH¢15.00 a month and the chop bar operators saddled with paying at least the equivalent of five dishes of food every month?

If only every trader, businessman and all involved in one transaction or the other are made to pay affordable taxes, Ghana will be very rich and self-sufficient.

Even the NDC which claims to be on the side of the poor because it insists that is also poor, can easily afford to collect GH¢550,000.00 from presidential aspirants and GH¢55,000.00 from parliamentary aspirants, then Ghanaians cannot claim they have no money to give to the state and help in its development and progress.

All the same, the mummy truck is still on the road, that rough road full of manholes and what have you. The driver is very stiff at the wheels and oblivious of the cacophony of noises coming out from the lips of the passengers who are complaining about his driving. He just wants to get to the next station which is kilometers, away and until then, he will not be replaced.

And the question, still is, is Hon Ken Ofori-Atta to go or not to go? As for I am a very shy and quiet person, who does not talk much so I cannot volunteer any answer here. To go or not to go, is now the fate of KOA.

Man City carry first leg advantage to Bayern Munich

Returning to his former stomping ground without a shred of sentiment, Pep Guardiola leads his Manchester City team out for the second leg of their Champions League quarter-final with Bayern Munich at the Allianz Arena on Wednesday night.

The Premier League champions board their flight to Germany with a 3-0 advantage under their belts from last week’s first leg, where Thomas Tuchel‘s Bavarian baptism of fire continued.

The action on the field at the Etihad Stadium was striking enough without Sadio Mane allegedly striking Leroy Sane in the face after the final whistle, as a faltering Bayern Munich side were served a slice of humble pie to leave their continental dreams hanging by the thinnest of threads.

So far, Bayern Munich’s brash decision to part ways with Julian Nagelsmann has not been vindicated, as Tuchel has won just two of his first five games at the helm, and Bayern have just one clean sheet to show from their last seven matches. However, it has been over three years since the hosts failed to score in a competitive fixture at the Allianz Arena – since drawing 0-0 with RB Leipzig in February 2020.

Guardiola’s sky blue juggernaut is in full swing, with Man City travelling to the Allianz Arena on the back of their 10th successive win across all competitions – going unbeaten in their last 14 – and they have netted at least three goals in each of their last six fixtures.

Rival territory was not kind to Man City during the group stages, and Bayern’s affinity for goals at the Allianz Arena should at least lead to a flicker of hope for Tuchel’s side, which may quickly be extinguished.

The Champions League-winning nous in Bayern’s ranks counted for nought at the Etihad, and it should be a similar story against Man City’s well-rested and goal-happy crop, as they stroll into the final four with a comprehensive beating of the Bavarians.

Taking just one point from their last five Serie A matches means that the Nerazzurri are playing catch-up in the top-four face – sitting fifth in the rankings and two points adrift of fourth-placed AC Milan.

Champs League final venue ‘could be moved due to rising concerns over political unrest in Istanbul’

Rising concerns over political unrest in Turkey could see the Champions League final change venue for the third time in as many years, according to reports.

The competition’s showpiece event is due to be played at the Ataturk Stadium in Istanbul

European football’s governing body reportedly maintains that the final will still go ahead in Istanbul, according to the Independent.

However, plans in place should a contingency option be needed, with the Turkish presidential elections set to take place a month before the Ataturk Stadium in Istanbul plays host to the competition’s showpiece final.

Istanbul was due to host the final twice in the last three years, but COVID concerns intervened on both occasions.

In 2020, the clash between Bayern Munich and PSG was played in Lisbon after a mini-tournament between the teams to make the last-eight.

And just a year later, the Turkish capital as set to at last welcome both Chelsea and Manchester City.

However, COVID cases surged and Turkey was placed on the UK’s red list, and given that both sides would therefore have issues making the trip, it was once more moved to Portugal, this time to Porto.

Last season’s clash between Liverpool and Real Madrid was slated to be played in St. Petersburg, before Russia’s invasion of Ukraine and the resulting sporting isolation necessitated a move to Paris and the Stade de France.

That match saw a bidding process to determine where the final would be played, although it is unlikely that a similar situation will arise this year given the shorter window of time between the election and the final.

Kenyan Drug Mule Busted At KIA

A Kenyan national, Njeri Mary, is in the grips of the Narcotics Control Commission (NACOC) for allegedly smuggling cocaine into the country.

Mary, 35, was arrested last Saturday, April 15, 2023 at the Kotoka International Airport (KIA) with 11.04 kilogrammes of cocaine concealed in her luggage.

A statement signed by the Acting Director, Public Affairs, NACOC, Mr. Francis Opoku Amoah and released in Accra last night, said the cocaine was worth Three Hundred and Nine Thousand One Hundred and Twenty United States Dollars ($309,120).

The release explained that the suspect, who disembarked from a South African Airways flight, from Nairobi to Accra via Johannesburg, was apprehended by NACOC officials during routine checks at the arrival hall.

The arrest followed a search of her luggage,which revealed packages of Cremora food that contained the concealed drugs.

Before effecting the arrest, she was subjected to preliminary questioning, which confirmed possession of the consignment in her luggage and was later arrested for further investigation.

The statement issued yesterday said exhibits have been sent to the Ghana Standard Authority (GSA) for analysis and report, while the suspect is being held in prison, pending further investigations and prosecution.

Meanwhile, NACOC has assured the public that it is committed to reducing the drug trafficking threat to the country.

The Commission also “reminded the general public that the possession and transportation of illicit drugs without lawful authority is illegal and punishable under Sections 40 (1) and 41 (1) of Act 1019 of the Narcotics Control Commission Act 2020.”

The New Patriotic Party (NPP) has cleared six of the eight candidates aspiring to contest for the vacant Kumawu parliamentary seat. According to the chairman of the Vetting Committee, Danquah Smith Buttey, two persons are yet to go through the vetting process and that the six who have been cleared would soon have their balloting.

He would not mention the names of the two whose fate hang in a balance, neither would he assign any reasons, saying the issues therein are internal.

The Chronicle has, however, gathered that one of the disqualified candidates, whose name is being withheld, holds a dual citizenship. He is allegedly holding both Ghana and United States of America passports.

Article 94 (1) of the 1992 Constitute directs that; “subject to the provisions of this article, a person shall not be qualified to be a Member of Parliament unless –

(a) he is a citizen of Ghana, has attained the age of twenty-one years and is a registered voter,

(b) he is resident in the constituency for which he stands as a candidate for election to Parliament or has resided there for a total period of not less than five years out of the ten years immediately preceding the election for which he stands, or he hails from that constituency; and

(c) he has paid all his taxes or made arrangements satisfactory to the appropriate authority for the payment of his taxes.

(2) A person shall not be qualified to be a Member of Parliament if he—(a) owes allegiance to a country other than Ghana…

To avoid any legal battle after the candidate had gone through the vetting and subsequently win the seat, the committee decided to reject his nomination.

The Ghanaian courts had tried and continue to trial some Members of Parliament who reportedly held dual citizenship at the time they filed to contest an election in Ghana.

It is, however, unclear if the said disqualified candidate had renounced his American citizenship before applying to enter parliament, but that was not enough to convince the Vetting Committee to pass him.

The Electoral Commission has officially announced Tuesday May 23, 2023 for the by-election for the Kumawu parliamentary seat, which was necessitated by the demise of the sitting Member of Parliament, Philip Atta Basoah and subsequent declaration of the seat vacant by the Speaker of Parliament.

We are encouraged by progress made by Ghana so far -IMF

The International Monetary Fund (IMF) has said it is encouraged by the measures the government of Ghana has taken towards having a program with the Fund.

The Director of African Department of the IMF, Abebe Aemro Selassie, who said this, acknowledged however, that those measures have been difficult as a result of the crisis.

Mr. Selassie was speaking on the status of Ghana’s pending deal with the IMF, at the just ended World Bank and IMF Spring Meetings in Washington D.C.

“We are very encouraged by the steps that the government has taken over the last several months since the program request. It’s been a very difficult time of course, very difficult, very significant, measures that have had to be taken, and the initial steps that the government has taken are very encouraging,” he said.

According to him, the IMF is now comfortable that all of the measures required for them to present the program to the Executive Board are complete, except for the required financing assurances from external creditors.

CORROBORATE

The remarks of the Director of African Department of the IMF, explained the assurance given by his boss, Kristalina Georgieva, during a press conference in Washington D.C. last week that the Fund would have a program with Ghana soon.

At the press conference, she indicated that Ghana’s international creditors were showing goodwill, and thus, urged Ghanaians to stay tuned and positive.

She further assured Ghanaians that the Fund would act swiftly as Ghana’s creditors were also moving faster.

“Our program is a bridge for Ghana and to tell you the truth, I am actually quite optimistic. I think Ghana is trying to move and creditors are going to move swiftly, so I guess the short answer to you is to stay tuned and stay positive,” she said.

Madam Georgieva also indicated that discussions among creditors are expected this week with regards to Ghana’s foreign debt restructuring.

Already, reports indicate that the government of the People’s Republic of China has softened its stance in relation to the debt Ghana owes it, and the need for restructuring.

Speaking on the status of the IMF negotiation, MrAbebe Aemro Selassie observed that the country’s successful domestic debt reorganization, improved revenue measures, and speedy negotiations with external creditors have contributed to a quicker response to its request for support from the Fund.

He noted that Ghana’s development of Post Covid Programme for Economic Growth (PC-PEG) has also been exemplary.

He explained that it shows that the country has clarity on what to do and makes it easy for the global community to rally around Ghana for a quicker response to the economic crises.

Meanwhile, the World Bank has committed an amount of $250 million to Ghana’s Financial Stability Fund, the Minister for Finance, Ken Ofori-Atta has disclosed. The amount, he added is expected to hit the account of the Fund by the end of the third quarter.

He told journalists at a news conference in Washington DC, adding that the government of Ghana would also commit some amount of money into the Fund, and encourage on other donors to help.

He noted that currently, talks are underway for donor partners such as the African Development Bank for further resources into the Fund.

ABOUT THE FUND

The Ghana Financial Stability Fund (GFSF) was established by the government in December last year, with a target of GH₵ 15 billion to be provided by the government and its development partners.

The Fund will provide liquidity to financial institutions that participated fully in the Domestic Debt Exchange.
