The New Patriotic Party (NPP) is lacing its boots to recapture power in the 2028 General elections. It has already elected its flagbearer in the person of Former Vice President, Dr. Mahamudu Bawumia via the top bottom approach.

By June, other executives at the regional and constituency levels would have been elected to complete the restructuring process at the grassroots level. The internal elections would be climaxed with the election of the party’s national executive elections between September 18 and 20, 2026.

The process begins with the opening and closing of nominations from August 10 to 14, 2026, followed by filing of nominations from August 15 to 17, and vetting of aspirants from August 20 to 23. By December 2028, NPP should be ready for battle to redeem itself after the 2024 electoral defeat.

 

Former General Secretaries 

However, central to elections and restructuring exercise is the position of the

General Secretary who serves as key liaison officer between party leadership, members, and the public to ensure smooth party operations. The General Secretary plays a crucial role in a political party’s effective running and he is typically responsible for the Administrative oversight – (a) Managing party affairs, records, and correspondence; (b) Communication – Coordinating party messaging and public relations;

(c) Mobilization and organization – Supporting party structures and mobilizing members;  (d) Election management – Overseeing electoral processes and campaign coordination; (e) Policy and strategy – Contributing to policy development and  strategic planning and (f) Leadership support – Advising party leaders and ensuring implementation of decisions.

With these come the question: who assumes the role of a General Secretary to help the NPP capture power? Looking back into history, Agyenim Boateng comes to mind as the first General Secretary of the NPP.

Dan Botwe (2001-2005) followed and played a significant role in shaping the party’s structure. The rest are Kwabena Agyei Agyepong (2010-2014) who assumes the position with 2,529 votes, showcasing his popularity within the party; John Boadu (2018-2022) emerged victorious with 4,277 votes, demonstrating strong support from party members while Justin Frimpong Kodua won the position with 2,837 votes in 2022, indicating a competitive contest.

Each of the above named General Secretaries contributed to the party’s growth and success in various ways, including: Strengthening party structures and mobilization, Enhancing communication and outreach and Supporting electoral victories.

 

Decision 

Ahead of the September elections, Eugene Boakye Antwi has decided to avail himself to serve as the General Secretary and help with the reorganisstion of the party and

influence NPP’s internal dynamics as well as the electoral performance of the party in 2028.

 

Experience 

Eugene Boakye Antwi, 56, is a Ghanaian politician and former Member of Parliament for Subin Constituency in the Ashanti Region. Born on May 7, 1970, he is a member of the New Patriotic Party (NPP) and served as Deputy Minister for Works and Housing.

Boakye Antwi has a diverse professional background, having worked at Barclays Bank (now ABSA), the Lord Chancellor’s Department, and as Director of EUGASS Limited.

His early involvement with the NPP UK branch exposed him to structured administrative systems and disciplined documentation practices. That experience reinforced his belief that political success is sustained not only by enthusiasm, but by strong internal systems.

In the Ashanti Region, he remained closely engaged with grassroots structures and constituency executives while he served as MP during which period he balanced governance responsibilities with internal party cohesion and organisation. Those experiences shaped his conviction that the Office of General Secretary must function as the party’s operational nerve centre.

According to him, his decision to offer himself for the task and compete actively is based on the need for the NPP to get a General Secretary who understands organisation from the ground up, respects institutional process, and can bring steady coordination to the party as it prepares for 2028.

 

Organisation and restructuring 

Believing that Elections are secured long before the final campaign year and for the real fact, the party has roughly two effective years to stabilise its structures, rebuild confidence,  NPP needs to be positioned strongly for 2028 and contribute meaningfully to Ghana’s stability and progress.

The organisational work must begin immediately after internal elections so that by 2027 perceptions will already be forming after making the party convincingly attractive to the Ghanaian voter.

 

The UNITE Agenda

Consequently, Eugene Boakye Antwi has adopted a five-point “UNITE” Agenda approach built around five pillars intended as a practical framework to restore confidence internally and position the party properly for the next general election.

The UNITE Agenda focuses on:

– Unite the party

– Nurture and energize the grassroots

– Improve discipline and internal efficiency

– Transform engagement and rebuild trust

– Execute a clear strategy for 2028 victory

 

He explains this Agenda as:

Unity – Strengthening cohesion within the party and addressing divisions early.

Networking – Improving coordination between the National Secretariat, regional executives, constituency officers, polling station structures and diaspora branches.

Institutional Strengthening – Professionalising administration through improved systems, documentation and compliance.

Transparency – Promoting fairness and clarity in internal decision-making.

Electoral Preparedness – Beginning structured preparation for 2028 immediately after internal elections.

 

Vision

As a former Member of Parliament for Subin Constituency who was involved in party organisation long before and after his parliamentary tenure, Eugene as he is simply called, says he is running for NPP General Secretary with a vision to modernize the party, emphasizing unity, discipline, and confidence.

Boakye Antwi has already received blessings from former Presidents John Agyekum Kufuor and Nana Addo Dankwa Akufo-Addo, showcasing his strong party connections.

The last few months, he has engaged widely within the party — from polling station executives and constituency officers to former national officers and members in the diaspora.

By his “Unite” Agenda and background, Eugene Boakye Antwi has, proven to be a strong and powerful General Secretary if he is given the mandate to function and coordinate the system and exercise direct control over daily political operations, organizational strategy, and implementation.

Eugene Boakye Antwi needs to actively act as a

disciplined and authoritative leader. He needs to bind (UNITE) the party together by ensuring all party units function with precision, translating the vision of National Executive Committee into operational action and executed.

He promises to be a bridge between the party leadership and the grassroots, ensuring discipline and strategic alignment at national, regional, and local levels and make NPP attractive again to poll the votes.
