His Honour Jojo Amoah Hagan, presiding over Circuit Court 8 in Accra, has issued a bench warrant for the arrest of a 25-year-old Chinese national, Liu Jing, also known as Ella, after she failed to appear before the court to answer charges of conspiracy and defrauding by false pretences.
The case, prosecuted by Inspector Nego Dzigbordi, was called on Monday, but the accused failed to attend court. The judge subsequently ordered her immediate arrest and adjourned proceedings to November 3, 2025.
Liu Jing and her alleged accomplice, Jessica, currently at large, are facing two counts of conspiracy to commit crime and defrauding by false pretences, contrary to Sections 23(1) and 131 of the Criminal Offences Act, 1960 (Act 29).
According to court documents, Liu Jing, who claims to be a shipping agent based in Osu, and her accomplice Jessica, reportedly defrauded Kyrian Onah, a Nigerian businessman residing in Jasikan in the Oti Region, of GH¢256,906.00.
The prosecution stated that in August 2024, Onah came across an online advertisement purportedly offering wholesale engine oil from China.
He contacted a woman identified as Jessica, who claimed to be operating from China, and was referred to her “partner” in Ghana, Liu Jing, for the transaction.
The complainant and his brother later met Liu Jing at an office located in SIC Mall, Accra, where she confirmed her partnership with Jessica and assured them of her ability to ship the product.
Onah subsequently transferred GH¢256,906.00 to a mobile money account provided by Liu Jing for the purported shipment.
Prosecutors said Liu Jing assured the complainant that the consignment would arrive within three months.
However, after the deadline passed, all attempts to reach Jessica failed, and Liu Jing allegedly began offering “flimsy excuses.”
Investigations later revealed that the accused was not a licensed shipping agent and had no involvement in the importation of engine oil.
Following a complaint lodged with the police, Liu Jing was arrested and charged, while efforts are ongoing to apprehend Jessica, who remains at large.
The court has adjourned the matter to November 3, 2025, pending the execution of the bench warrant and the appearance of the accused.
